After the failure of “Freeze for Freeze” proposal which was raised during recent talks between Iranian and French officials which was rejected by Iran, this time Paris, because of in secret relations that I have to be silent about it here, invited Iranian Foreign Minister Mohammad Javad Zarif to raise another proposal regarding Iran’s oil sale and putting an end to its long-range missile program.

The proposal for economic aids by France is pending preparation of the grounds for talks about three challenging issues: First one is that talks about the “Sunset” provisions in the JCPOA mean restrictions on Iran’s uranium- enrichment and plutonium reprocessing lift after 10 to 15 year and; Second one is that Paris wants to start talks on Iran’s missile programs and its activities in the Middle East for its economic aids to Iran; Third one is that Paris wants Iran to return to remain to its JCPOA commitments and return to the beginning of the JCPOA undertakings.

Of course this assumption can be practical if its details and ways are elaborated clearly and Paris should forget the issue of talks on Iran’s missile activities… That Paris believes Iran should pay more to save the nuclear deal and improve its political relations with European and other major countries, and also be patient for wiping out the Iranophobia policy and winning the public opinion in order to close the way for the U.S. policy of reaching consensus, is considered by Iranians as excessive demand of Europe and the West, and perhaps exhibitionism of France.

Paris in this deceptive proposal has announced readiness to provide Iran a credit line of $5b to run the European payment channel with Tehran, INSTEX, while other signatories of the deal will provide $10b. In return, Iran should stop its missile program and being a regional power as well as making permanent its nuclear restrictions for this void promise.

This proposal is considered as a deceptive because the European side had agreed to buy Iran oil and to restore banking transactions for transfer of oil sale money as well as trade of sanctioned goods. But European signatories of the JCPOA according to the INSTEX mechanism do not buy Iran oil and do not have banking transactions but they just, through the INSTEX, let Iran’s oil money from other countries be spent for purchase of food and medicine (the items which are not sanctioned by the U.S.) and it is an insulting act.

French proposal of $15b of credit line is deposited in an account which is under European’s control and Iran has to stop its missile program and regional power just for this showy act.

The French are arrogant and short-sighted in politics and they do not have the foresight unlike the British. They have invited Mr. Zarif to France while Zarif is under the U.S. sanctions. It means France by ignoring the sanction seemingly has given him a privilege. But Zarif should know that French President Emmanuel Macron does not do it without U.S. President Donald Trump’s green light. Zarif’s vigilance would help him to pay certain attention to the policies of the Islamic establishment rather than to only a simple private gift. So, that the Islamic establishment has decided to scale back gradually from its JCPOA commitments and not to talk with anyone on its missile programs would not be on Zarif’s agenda and consequently such in secret talks would not lead to the signing of another JCPOA.
