“We stand by the flood-stricken people of Sistan and Baluchestan, and we will solve their problems,” Rouhani said on Saturday during a visit to a village in the southeastern Iranian province of Sistan and Baluchestan.

The president also hailed the efforts by the Islamic Revolution Guards Corps (IRGC), Army and Basij (volunteer forces) as well as all people who joined to help those caught up in flood.

Accompanied by a number of his cabinet members, Rouhani arrived in the southeastern province of Sistan and Baluchestan on Saturday morning to oversee the relief operations underway for the flood-stricken people in the area.

Hormozgan and Sistan and Baluchestan have been affected in the most severe way due to record-breaking rainfall in years.

Heavy rainfall over the last days has caused seasonal rivers to flood into towns and cities, causing extensive damage to infrastructures and people’s homes. Flood has inundated around 350 villages, interrupting the people live in the southeastern provinces and cities in the south of the country.

Shirzad, who is also the chief executive officer of the CORC, said for boosting agro-entrepreneurship and optimizing natural resource exploitation, the organization has developed 16 Rural Production Cooperatives (RPCs) in Sistan plain.

Elaborating the project of “Irrigation of 46000 Hectares of Sistan Plain”, he reminded that the development of new farming systems has five steps including, feasibility study, development of cooperative societies, development of 285 advisory committees for participatory and integrated management of water and development of 12 founding board in the Zahak and Hamoon.

“Over 50% of the population of Sistan and Balouchestan province reside in rural areas. Therefore the development of integrated farming plans, modern greenhouses, and establishment of agro-processing and packaging industries are among the agenda of this project for sustaining rural communities along with the enhancing regional agro-economy,” the official noted.

“Rural and agricultural cooperatives are the last ring of the state administrative chain that provides service to small scale farmers in remote villages. Presently, about 40% of fertilizers and 30% of pesticides are distributed among farmers by cooperatives nationwide. Providing microcredit and marketing assistance to the members are among the cooperative responsibilities toward the Iranian agricultural community that CORC is reinforcing them through adopting appropriate policies, supporting and supervising the rural and agricultural cooperatives,” he has said earlier.

During the meeting which was held in Mirjaveh, Sistan and Baluchestan Province, Iran on Wednesday, the two sides talked about strengthening border cooperation, preventing illegal traffic, as well as effective fight against trafficking of human beings and drugs.

Both sides emphasized the need to strengthen joint cooperation to combat misconduct and terrorist acts.

At this meeting, Iranian officials emphasized that they will never allow anyone to create misunderstandings between the two countries.

Last week, the second session of Pakistan-Iran Higher Border Commission (HBC) was held in Islamabad on 18 July 2019. The HBC is a mechanism for consultations between the two countries to discuss all border related issues for enhanced coordination at different levels. The first session of the Commission was held in Tehran on 17 July 2017. The second session was held in follow up of the decision taken by the leadership of the two countries during Prime Minister Imran Khan’s visit to Iran earlier this year.

Pakistan and Iran enjoy brotherly relations which are deep rooted in historical, religious, cultural ties and strong people-to-people contacts. The two countries share more than 900 km long common border that is described as a border of peace and friendship.

Commander of Sistan and Baluchestan Border Guards Colonel Mohammad Mollashahi said on Sunday that some 2,195 kilograms of opium were seized last night when the police force entered a gun battle with a big gang attempting to smuggle the drugs into the country through three different border points.

Two offenders were captured, and two pickups, nine motorcycles, and a significant number of guns and ammunition were also confiscated during the operation.

Iran, being Afghanistan’s neighbor, has always been the main route for smuggling narcotics to the Western world.

Over 20 tons of different illicit drugs were captured in Sistan and Baluchestan province during the past month.

The Islamic Republic has been actively fighting drug-trafficking over the past three decades, despite its high economic and human costs. The war on drug trade originating from Afghanistan has claimed the lives of nearly 4,000 Iranian police officers over the past four decades. The country has spent more than hundreds of millions of dollars on sealing its borders and preventing the transit of narcotics destined for European, Arab and Central Asian countries.

Police Chief of Sistan and Balouchestan province Brigadier General Mohammad Ghanbari said on Tuesday, during a clash that went on for four hours a 6-ton consignment of illicit drugs was seized by the police.

According to him, this is the biggest and heaviest shipment of narcotics confiscated during the past year.

Seven Toyota Land Cruisers and with a number of guns along with ammunition were also confiscated during the operation.

Noting that the armed clash left a number of criminals dead and injured, he said fortunately, no police force was killed or harmed at the scene.

He added that the killed and the injured drug dealers were taken to unknown points on the other side of the border by their fellowmen.

More than 200 tons of different kinds or narcotics have been discovered in Sistan and Balouchestan province during the current Iranian year (ends on March 20), General Ghanbari said.

He made the remarks Tuesday on the sidelines of an event in Tehran commemorating the martyrs of last week’s terror attack in Sistan and Baluchistan province.

“We will not leave unanswered the criminal acts of terrorists in martyring IRGC border guards in Khash road,” he told reporters.

“We will definitely plan on this issue; this is [Iranian] nation’s expectation,” he added.

Touching upon good cooperation between different security-related bodies in this regard, he said, “from the first moments of these incidents, Supreme National Security Council started its studies so that we can give a crushing response.”

The suicide attack, which targeted a bus carrying Islamic Revolutionary Guards Corps personnel near Zahedan in Sistan and Baluchestan province, claimed the lives of 27 people and injured dozens of others.

The so-called Jaish ul-Adl terror group, which is based across the border in Pakistan and is responsible for kidnapping Iranian border guards and carrying out other terrorist attacks of this kind in Zahedan over the past years, claimed responsibility for the Wednesday attack.

In a Monday statement, IRGC noted that its forces had launched an operation Sunday night and stuck numerous hideouts in Saravan and Khash in which the terrorists behind the attack were residing. Three terrorists have been arrested, reads the statement, adding that 150kg of explosives, 600kg of raw materials for explosives, and some weapons and ammunition have been seized during the operation.

Islamic Revolutionary Guards Corps (IRGC) Ground Forces Commander Brigadier General Mohammad Pakpour said Tuesday that IRGC forces have identified the perpetrators behind the attack. The suicide bomber named Hafiz Muhammad Ali and another perpetrator, Abu Bakr, were Pakistani nationals, he said adding that three others were from the Sistan and Baluchistan region, adding that two of them have been arrested, while the third one is still at large.
