JCPOA’s Throat in the Claw of Fifth Step

Over month after Iran took its fourth step in reducing its the JCPOA commitment regarding  Fordow nuclear site, now Iran is getting ready  for taking the fifth step of scaling back of its commitment. Chairman of Iranian Parliament commission for examining the JCPOA and representative of Khomein constituency to Majlis Mr. Mohammad Ebrahim Rezaee in his recent interview pointed to the fifth step of scaling back of Iran regarding the JCPOA, saying, “According to the paragraph 37 of the JCPOA, Iran can take the next steps but its details will be defined, and in the next steps, the country will resume reducing its commitments, and the level of commitments by both parties will be criterion. It means, when commitments of both sides are not balance, the other party can balance it by reducing its commitments.”

Rezaee added that since European and western states have not fulfilled their JCPOA obligations, Iran can reduce its commitment and it can zero it in the next steps.

State-run Persian daily “Iran” in an article wrote, “President Rouhani’s newsy visit to Japan had a common hot topic for conservative Persian Daily Kayhan and BBC Persian website “Rejoice for Iran’s probable exit from the JCPOA.” The daily added that President Hassan Rouhani in his last of visit to Tokyo pointed to the JCPOA and its achievements and reminded this point, ‘Of course, we waited for a long time to see if our interests are met in this agreement, and then we have no choice but to live up to only some parts of our commitments, and naturally, our next decision may be not to continue living up to these commitments.’ The daily further added, “ But only this part of our president’s lengthy speech  was highlighted simultaneously by Kayhan and BBC Persian website and they used as their titles.” Iran daily in his analysis claimed, “This common view between an anti-establishment and a local and so-called pro-establishment media and their rejoicing for Iran’s exit from the JCPOA is ponderable.”

Most political experts believe that after recent adopted resolution by some EU parliament members, regarding the Islamic Republic of Iran’s approach to the public protest rights, Europe is not expected to take effective step for saving the JCPOA, and consequently it will lead to the fifth step of Iran in reducing its JCPOA obligation. They believe Iran should rely on its own domestic capacities because the country’s domestic capabilities have abundant capabilities and the Islamic Republic by relying on them can resist against the U.S. measures and Europe’s inattention and lack of independence.

Most of political experts believe that in the current condition in Iran’s society and the world, it was Britain, the owner of state-run BBC, which was both architecture and mastermind of the JCPOA and in the past four years after signing the deal, it has insisted on saving the JCPOA with the current condition (Iran’s fulfilment of obligations without taking any step from the other party for lifting the sanctions). So Iran has no choice but its gradual exit from the JCPOA. So Iran’s performance is under spotlight of the U.N. and world community.

That Iran is pulling out of the JCPOA with prudence and wisdom as well as paving the ground for mutual understanding in the world is a reciprocal reaction to the sudden U.S. withdrawal.

According to the Head of the Atomic Energy Organization of Iran Mr. Ali Akbar Salehi, Iran has invested over $7b in its nuclear industry and is naturally entitled to take advantage of it by taking wise guidelines.

Huge cost that Iran has paid by martyrdom of its nuclear scientists will not be unmeasurable in numbers. Today by Iran’s prudence, the throat of the JCPOA is in the strong claws of strong political system of Iran and it will continue its way towards stopping the JCPOA as long as it sees no action from the signatories of the JCPOA.
