<p>China Government is busy with investment in the West Asian region and it has so far allocated budget worth $160b in its strategic plan of “One Belt One Road (OBOR)”.</p>
<p><a href="https://irannewsdaily.com/">IRAN NEWS</a> POLITICAL DESK</p>
<p>On Sunday, November 8, 2019, and exactly one year ago during a specialized conference (One Belt-One Road), Professor of China Study from Tehran University Mr. Behzad Shahandeh explained the policies of China, and elaborated the approach of the strategists of the country regarding the significance of ties with China. He revealed important information which says, “The Chinese have invested heavily in Gwadar Port of Pakistan and soon this port will become the second Dubai while currently, hundreds of cranes in this port are active in unloading and uploading and they transfer China’s importing and exporting goods.”</p>
<p>He termed political-economic relations of China and Pakistan very deep and strategic, added, “The Chinese look at Pakistan as a partner and friend for all seasons.” Mr. Shahandeh is a university teacher politically in alignment with Iran’s 12th government (the current government). If the statesmen do not listen to him, so to whom are they to listen?</p>
<p>On the “One Belt One Road Initiative”, Mr. Shahandeh says, “At first this project was not to be the strategic policy of China but suddenly in 2015, the Chinese took it seriously and it has currently turned into Xi Jinping (China’s President)’s main project. In Iran this point should be noticed that China’s GDP is $27 trillion as the figure is very higher than any of this country’s rival especially the U.S. because the current GDP of the U.S. stands at $18 trillion. Although the aggregate GDP and purchasing power in the U.S. is more than China which indicates an intense competition between these two countries for becoming superpower in the world. According to many experts, the Chinese are today the world economic power number one, and unity with them will provide the ground for the Islamic Republic of Iran’s participation with them in the whole region.</p>
<p>China’s economic policies abroad are concentrated in two regions, first in the West Asia and second in African states. That why China has been motivated for investment in Africa is because of the continent’s untapped environmental condition and infrastructural needs. But in the West Asia, China has to take in technology because the number of implemented projects in the infrastructures in this region is incomparable with Africa. Hence, for optimizing the cost-benefit in the oil and telecommunication projects, China can bring in investment and technology and we also provide them with workforce and market.</p>
<p>So these conditions, if are managed properly and not destroyed, will be very useful for us but why the 12th government when it started its job did not respond positively to China raises a question mark that one day the truth behind it will be revealed to the Iranian nation. What seems obvious is that on January 24, 2016, exactly eight days after the nuclear deal (JCPOA) came into effect and when Iran was in a fairly stronger position, albeit propagative, and all countries in the world which were seeking seemingly investment in the Islamic Republic of Iran, China’s President Xi visited Tehran at the invitation of the head of 12th government and during the second term of President Hassan Rouhani. The Chinese President had an important proposal: increasing the industrial, commercial and trade relations with Iran to $600b in ten years, in other words, $60b per year till 2025. But the statesmen focused on the JCPOA and the West and did not care this unique proposal.</p>
<p>There is a reasonable criticism to President Rouhani and one day he should split the reason for snubbing China’s proposal and answer to it.</p>
<p>Even after the first JCPOA or we give discount and accept that China is the second world economic power, if a small portion of that $600b had been invested in Iran by the Chinese, the next sanctions of the U.S. could have been a blow to the Chinese government’s interests. Then could U.S. President Donald Trump dare to tear apart the JCPOA so easily? Today those who voted for President Rouhani for his second term should ask themselves what the reason was for not cooperating with China. If our economy due to the rise in the volume of liquidity needs to rein the balance, and experts believe that arrival of investment is the solution, so why has not this important issue been heeded?</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Chinese economy remains resilient and there are ample policy tools at Beijing&#8217;s disposal despite rising external risks, President Xi Jinping said in remarks published on Saturday.</p>

<p dir="LTR">The world&#8217;s second-largest economy has steadily recovered from a virus-induced slump, but analysts say policymakers face a tough job to maintain stable expansion over the next several years to turn China into a high-income nation.</p>
<p dir="LTR">&#8220;The basic characteristics of China&#8217;s economy with sufficient potential, great resilience, strong vitality, large space for manoeuvre and many policy instruments have not changed,&#8221; Xinhua news agency quoted Xi as saying.</p>
<p dir="LTR">China has strong manufacturing capacity, very large domestic markets and huge investment potentials, Xi said, Reuters reported.</p>
<p dir="LTR">Xi reaffirmed a &#8220;dual circulation&#8221; strategy that would help steer the economy towards greater self-reliance, as US hostility and a global pandemic increase external risks.</p>
<p dir="LTR">China still enjoyed &#8220;strategic opportunities&#8221; in its development, although the coronavirus pandemic has exacerbated global challenges as globalization slows and unilateralism and protectionism are rising, Xi was quoted as saying at a meeting on the country&#8217;s 14th five-year plan (2021-2025).</p>
<p dir="LTR">&#8220;We must seek our development in a more unstable and uncertain world,&#8221; he said.</p>
<p dir="LTR">Xi urged calmness amid rising difficulties and challenges.</p>
<p dir="LTR">&#8220;The great rejuvenation of the Chinese nation can never be achieved easily with the beating of gongs and drums,&#8221; he said.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – China’s top legislative body, the standing committee of the National People’s Congress (NPC), voted unanimously in support of the new national security law in Hong Kong on Tuesday, the official China Central Television (CCTV) reported about Xi Jinping signing the act.</p>

<p dir="LTR">Chinese President Xi Jinping signed a decree to enact the Hong Kong national security law into effect after it was passed by the National People’s Congress, according to the CCTV.</p>
<p dir="LTR">In response to the passage of the new legislation, a number of key activists in Hong Kong, including Joshua Wong, have decided to quit the political parties they were involved in. A number of pro-democracy activists have deleted their accounts on Twitter over fears of retribution or possible criminal charges under the new legislation.</p>
<p dir="LTR">In turn, Hong Kong chief executive Carrie Lam has said that the national security law will not undermine Hong Kong&#8217;s autonomy, Sputnik reported.</p>
<p dir="LTR">Earlier in the day, the US Commerce Department announced the suspension of preferential treatment of Hong Kong over China, including export license exceptions. In addition, the Department of State announced on Monday that the US was ending exports of defense equipment and sensitive dual-use technologies to Hong Kong, placing them under same restrictions that exist for China.</p>
<p dir="LTR">The new legislation bans secessionist, subversive and terrorist activities, along with any form of foreign interference in Hong Kong.</p>
<p dir="LTR">The move is supported by the Hong Kong leadership but has been met by a wave of protests in the city, as some residents fear their rights may be infringed, and abroad. According to Beijing, the new security law aims to punish illegal activities in the city without harming the existing democratic freedoms of locals.</p>

<p>According To <a href="https://irannewsdaily.com/">Iran News</a>, Chinese President Xi Jinping said his country would continue to provide as much assistance as it can for Iran in the fight against the outbreak of the new coronavirus, known as COVID-19.</p>
<p dir="LTR">In a message sent to Iranian President Hassan Rouhani, Xi expressed heartfelt sympathies to the Iranian government and people over the epidemic on behalf of the Chinese government and people, Xinhua reported.</p>
<p dir="LTR">Stressing that China and Iran are strategic partners and their people enjoy a traditional friendship, Xi noted that the Iranian government and people have provided sincere and friendly support and help for China&#8217;s fight against the epidemic.</p>
<p dir="LTR">Meanwhile, to help Iran beat the disease, China has offered Iran a batch of anti-epidemic supplies and sent a team of voluntary health experts, Xi said.</p>
<p dir="LTR">China stands ready to step up cooperation with Iran to contain the epidemic, Xi said, adding that he is confident that the Iranian government and people will surely win the battle against the outbreak.</p>

<p>Chinese President told President Sergio Mattarella of Italy, President Hassan Rouhani in Iran, South Korean President Moon Jae-in, that China supports their fight against the virus outbreak and is willing to increase cooperation over the outbreak. Xi went on to offer China&#8217;s condolences to the three countries, according to Breaking the News.</p>
<p>China has already four consignment aid to Iran.</p>
<p>Chinese Ambassador to the Islamic Republic of Iran Chang Hua informed on Thursday that Chinese businessmen have sent a consignment of anti-coronavirus aid to Iran.</p>
<p>He announced on March 2 that Iran and China will enter to new phase of cooperation after dealing with the novel coronavirus.</p>
<p>“Iran was one of the first countries to help us by sending masks at the time of the coronavirus outbreak in China,” said Hua, adding, “At present, with the spread of coronavirus in Iran, we will remain with our Iranian friends and believe that they can manage and control this crisis.”</p>
<p>On February 29, a Chinese disease control team arrived in Iran on Saturday morning to support the country in the fight against the coronavirus outbreak.</p>

<p>According To <a href="https://irannewsdaily.com/">Iran News</a>, Chinese President Xi Jinping and US President Donald Trump have been in continuous touch through “various means”, China’s Foreign Ministry said on Monday, when asked when and where the two leaders might meet to ink a trade deal.</p>
<p dir="LTR">Trump on Friday suggested he could sign a long-awaited trade agreement with China in the farm state of Iowa, which has been hard hit by tariffs in a nearly 16-month trade war between the world’s largest economies.</p>
<p dir="LTR">Trump said on Friday evening that negotiations about a “phase one” agreement were going well and he hoped to sign the deal with Xi at a US location when work on the agreement was completed.</p>
<p dir="LTR">China has so far not been drawn on when and where Xi may go to meet Trump, apart from saying it was “pure speculation” they could meet in the Chinese gambling hub of Macau.</p>
<p dir="LTR">Foreign Ministry spokesman Geng Shuang was equally taciturn on Monday.</p>
<p dir="LTR"> “As for a meeting between the leaders of China and the United States, what I can say is that President Xi Jinping and President Trump have maintained continuous contact through various means,“ he told a daily news briefing, without elaborating, Reuters reported.</p>
<p dir="LTR">US and Chinese negotiators have been racing to finalize a text of a “phase one” agreement for Trump and Xi to sign this month, a process clouded by wrangling over US demands for a timetable of Chinese purchases of US farm products.</p>
<p dir="LTR">A critical date is Dec 15, when new US tariffs on Chinese imports such as laptops, toys and electronics are set to kick in. Both the United States and China have an interest in reaching a deal and averting those tariffs.</p>

<p>&#8220;Trade protectionism and unilateral policies are now actively gaining momentum, and the issue of how to respond to US pressure and trade protectionism is important not only for China… It will be reasonable if the leaders of the two countries exchange views [on the issue], and we hope that they will reach a broad consensus on issues of upholding justice and opposing trade protectionism,&#8221; Zhang said during a press-conference, Sputnik reported.</p>
<p>Zhang also specified that Xi and Modi might also discuss the trade war between the United States and China, noting that this issue could become an important point for negotiations during the Chinese president&#8217;s bilateral meetings with leaders of other countries.</p>
<p>The next SCO summit will be held in the Kyrgyz capital of Bishkek from June 13-14.</p>
<p>In late May, Kremlin spokesman Dmitry Peskov confirmed that Russian President Vladimir Putin would hold talks with Modi during the summit.</p>
<p>The United States and China have been trying to overcome disagreements that emerged in the wake of US President Donald Trump’s decision last June to impose 25 percent tariffs on $50 billion worth of Chinese goods in a bid to fix the trade deficit. Since then, the sides have exchanged several rounds of duties.</p>

As the one who proposed the BRI, Chinese President Xi Jinping put forward high-quality Belt and Road construction, emphasized the cooperation will be open, green and clean, and will strengthen international rules synergy. These are inherent requirements of the BRI construction and also responses to some Western countries&#8217; concerns.</p>
<p>People&#8217;s Bank of China Governor Yi Gang said the BRI&#8217;s investment and financing decisions must fully consider a country&#8217;s overall debt capacity, and improve the coordination between investment and financing to ensure debt is sustainable.</p>
<p>The BRI is a rapidly developing new initiative. It has attracted discussions in the world. But the US and some Western countries made biased comments, some with ill intentions. China proposed the initiative, but stayed calm and focused on improving the BRI&#8217;s mechanism together with cooperative countries. China&#8217;s broad mind matches the great cause of the BRI.</p>
<p>The BRI is an expanding friendly circle with no adversaries. Two former US cabinet members released a report called &#8220;The Higher Road: Forging a US Strategy for the Global Infrastructure Challenge.&#8221; It is a good thing if the US really supports global infrastructure.<br />
But the purpose of the report seems to be to build US leadership in infrastructure and exclude China&#8217;s influence. The two former cabinet members advocated &#8220;the higher road,&#8221; but it seems like a zero-sum geopolitical road.</p>
<p>China&#8217;s foreign investment has never ignored the principle of being green and clean. It also took recipient countries&#8217; debt capacity into consideration. But since some countries expressed concerns, the BRF placed the corresponding improvements in a prominent position. In contrast with the open-mindedness of China, the US&#8217; unilateralism has increased.</p>
<p>The America First policy has disturbed most global multilateral cooperation platforms. Thus, the BRI may be more attractive because countries only have the goodwill of reciprocity within the framework. All countries want to develop, and the BRI can help in mutual development.</p>
<p>BRI cooperation will be more prosperous with higher quality in the future. It is open to regions and countries as well as good ideas and rules. Proposed by China, the BRI belongs to humankind. These are not empty words.</p>

<p>He made the remarks Wednesday at a gathering commemorating the 40th anniversary of issuing the Message to Compatriots in Taiwan that marked a thaw in China-Taiwan relations.</p>
<p>&#8220;We make no promise to renounce the use of force and reserve the option of taking all necessary means,&#8221; Xi said, Sputnik reported.</p>
<p>&#8220;We are willing to create broad space for peaceful reunification, but will leave no room for any form of separatist activities,&#8221; Xi added.</p>
<p>Elsewhere, he stressed that &#8220;Chinese do not fight Chinese&#8221; and that peaceful reunification served the interests of his compatriots.</p>

										<content:encoded><![CDATA[<p class="summary"><strong>TEHRAN – Iranian President Hassan Rouhani and Xi Jinping, the Chinese president, met on Sunday in Qingdao, China, on the sidelines of the Shanghai Cooperation Organization summit.</strong></p>
<p>The senior officials discussed expansion of relations especially in economic and political areas.</p>
<p>Four cooperation documents in the areas of research, fight against drug trafficking, stock market and road construction were signed between the two countries.</p>
<p>The Iranian president also met separately with Indian Prime Minister Narendra Modi on the fringes of the summit.</p>
<p>Rouhani said that Iran is ready to expand “strategic cooperation” with the “friendly country of India”.</p>
<p>He also said that Iran welcomes India’s participation in the development of Chabahar port.</p>
<p>For his part, Modi said that India is determined to deepen relations with Iran in various areas.</p>
<p>Rouhani also held a separate meeting with Mongolian President Khaltmaagiin Battulga, discussing economic ties.</p>
<p>Also, Rouhani met with a number of senior officials on Saturday on the sidelines of the summit including Russian President Vladimir Putin.</p>
<p>The SCO summit started on Saturday and ended on Sunday.</p>
<p>Rouhani addressed the summit on Sunday, elaborating on the Islamic Republic’s stances on most pressing issues.</p>
<p>SCO member states are China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, India and Pakistan. Observer states are Afghanistan, Belarus, Iran and Mongolia, and dialogue partners are Azerbaijan, Armenia, Cambodia, Nepal, Turkey and Sri Lanka.</p>
