										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – On Sunday, Russia is holding a single voting day to elect regional and local authorities, as well as four members of the lower chamber of the Russian parliament representing single-seat constituencies.</p>

<p dir="LTR">The single voting day is held in Russia on the second Sunday of September. Citizens elect governors and members of regional legislators, city mayors and city legislatures, as well as members of municipal representational bodies. Besides, additional elections to the State Duma are held in single-seat constituencies, TASS reported.</p>
<p dir="LTR">This year, elections will be held at more than 56,000 polling stations.</p>
<p dir="LTR">The early vote has already begun in the majority of Russian regions on September 11. Due to the novel coronavirus pandemic, a decision has been made to organize the vote on September 11 and 12.</p>
<p dir="LTR">This year, elections will be held in 83 Russian regions out of 85, with the North Caucasus Republic of Kabardino-Balkaria and Russia’s second largest city of St. Petersburg being the only exceptions.</p>
<p dir="LTR">During the 2020 Single Voting Day, heads of 18 Russian regions and five mayors of major cities will be elected.</p>
<p dir="LTR">In total, about 171,000 candidates for various offices are running in the polls. They represent 36 political parties. About 40,000 candidates are self-designated.</p>
<p dir="LTR">The Central Election Commission has taken serious epidemiological precautions at polling stations, similar to those in place during the nationwide vote on constitutional amendments, which took place between June 25 and July 1. Premises of polling stations are being regularly decontaminated. Voters need to undergo a body temperature check when entering a polling station. Personal protection equipment is provided to every voter and member of electoral commissions.</p>
<p dir="LTR">The voting will be monitored by more than 237,000 observers.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iranian voters voted across the country in runoff parliamentary elections in which 10 seats are up for grabs in the 290-seat Parliament.</p>

<p>As part of measures to contain further spread of the novel coronavirus in the country, all voters and the people involved in the elections were obliged to wear face masks and hand gloves and refrain from any gathering outside the polling places, Press TV reported.</p>
<p>The voting started at 8:00 a.m. local time 0330 GMT) in 3,100 polling places located in 23 counties and 10 constituencies in Alborz, Kermanshah, Isfahan, Golestan, Khuzestan, Ilam, and Zanjan provinces.</p>
<p>Iran’s parliamentary elections were held on February 21, 2020. Over 24 million people took part in the polls with the overall turnout of more than 42 percent.</p>
<p>The elections took 279 lawmakers into the 290-member legislature. The second round to elect the 11 remaining seats was expected to be held in April, but was postponed until September due to the COVID-19 pandemic.</p>
<p>In the Friday votes, only 10 seats were up for grabs, as one of the candidates in Miyaneh constituency in East Azarbaijan was disqualified.</p>
<p>Now the fate of Miyaneh constituency, along with that of four other seats – whose occupiers have either died of COVID-19 or been disqualified after winning the February votes – will be decided in another round of elections due to be held in 2021 when people will go to ballot boxes for presidential votes.</p>
<p>Interior Minister Abdolreza Rahmani Fazli said Friday’s runoff parliamentary elections held amid the COVID-19 pandemic will be analyzed so that the country would be prepared to hold the next year’s presidential elections in a glorious way.</p>
<p>“If the coronavirus pandemic lingers on, we will have to consider special conditions, reservations, and requirements for the 2021 presidential elections,” Rahmani Fazli told reporters.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – There are growing fears over the handling of November’s US presidential election after it emerged that the US Postal Service (USPS) has warned it cannot guarantee mail-in votes will be counted in almost every state in America and Barack Obama accused Donald Trump of trying to discourage people from voting.</p>

<p>In letters to 46 states, and the District of Columbia, the USPS has warned that it could not guarantee all ballots cast by mail for the November election will arrive in time to be counted – possibly affecting tens of millions of votes across almost the whole country, theguardian.com reported.</p>
<p>The news was reported first in The Washington Post.</p>
<p>A record number of Americans are expected to vote via the USPS because of concerns over in-person voting during the coronavirus pandemic, which has so far claimed more than 160,000 US lives.</p>
<p>One of the letters was sent to Pennsylvania<span dir="RTL">’</span>s top official overseeing elections, warning that a one-week turnaround for mail-in ballots may not be possible.</p>
<p>Pennsylvania is a key swing state won by Donald Trump by less than 1% in 2016, and it could play a pivotal role again in 2020. Voters are able to request a mailed ballot up to seven days before the election, but ballots returned after Election Day cannot be counted.</p>
<p>In response to the growing crisis in the USPS, Obama – who has generally carefully avoided attacking Trump directly – launched a remarkable broadside against his successor.</p>
<p>In a podcast with David Plouffe, his former campaign manager, Obama said: <span dir="RTL">“</span>What we<span dir="RTL">’</span>ve seen in a way that is unique to modern political history is a president who is explicit in trying to discourage people from voting. What we<span dir="RTL">’</span>ve never seen before is a president say: <span dir="RTL">‘</span>I<span dir="RTL">’</span>m going to try to actively kneecap the Postal Service to [discourage] voting and I will be explicit about the reason I<span dir="RTL">’</span>m doing it.’”</p>
<p>Obama added: <span dir="RTL">“</span>That<span dir="RTL">’</span>s sort of unheard of.”</p>
<p>Voting by mail has become a politically charged issue, with Trump claiming that mail-in ballots will benefit his rival, the Democrat Joe Biden, and lead to fraud. Experts have confirmed that the mail-in ballot system has long been safe from any fraudulent tampering, with Trump and members of his family repeatedly using the methods themselves.</p>
<p>Democrats have proposed $3.6b in election funding to help states with vote processing, with another $25b for the cash-strapped USPS to help it meet the expected demand from the 180 million voters who are registered to vote.</p>
<p>But Trump has explicitly said he opposes these measures as he wants to deter mail-in voting.</p>
<p><span dir="RTL">“</span>If we don<span dir="RTL">’</span>t make a deal, that means they don<span dir="RTL">’</span>t get the money,” the president told Fox Business on Thursday. <span dir="RTL">“</span>That means they can<span dir="RTL">’</span>t have universal mail-in voting. They just can<span dir="RTL">’</span>t have it.” Trump also repeated his claim, again with no evidence, that mail-in ballots would be <span dir="RTL">“</span>fraudulent”.</p>
<p>Those remarks triggered widespread outrage, especially among Democrats and civil liberties groups.</p>
<p>Trump<span dir="RTL">’</span>s critics have accused the president, who is badly trailing Biden in polling, of attempting to stymie the USPS to bolster his floundering reelection effort. Biden said the president<span dir="RTL">’</span>s latest comments were <span dir="RTL">“</span>pure Trump”. The presumptive Democratic nominee, who this week chose the California senator Kamala Harris as his running mate, added that Trump <span dir="RTL">“</span>doesn<span dir="RTL">’</span>t want an election”.</p>
<p>The mounting concerns over the democratic process have been fueled by an apparent slowdown in activity by the USPS, which is headed by a Trump appointee. The USPS plans to remove hundreds of high-volume mail processing machines across the country, ostensibly due to a reduction in letters and packages sent during the pandemic.</p>
<p>Hillary Clinton, who lost to Trump in 2016, has said that she fears <span dir="RTL">“</span>Republican sabotage of the USPS, including slowing mail delivery, is a Trump strategy to make voting by mail more difficult this fall”. Clinton urged voters to requests ballots early and send them in as soon as possible.</p>
<p>The 300,000-member National Association of Letter Carriers said on Friday that the union<span dir="RTL">’</span>s executive council had endorsed Democrat Joe Biden for president, warning <span dir="RTL">“</span>the very survival” of the postal service was at stake.</p>
<p>Trump, presiding over a disastrously handled pandemic that has ravaged the health of millions of Americans and plunged the country into the worst economic crisis since the Great Depression, has attempted to hurry along the reopening of schools and businesses, despite a surge in infections in many states, while attempting to paint Biden and Harris as an existential threat to the US.</p>
<p>On Thursday, Trump lent credence to a false and racist conspiracy theory that Harris was not eligible to serve as vice president, saying that he considered the allegation <span dir="RTL">“</span>very serious”. Harris, who would be the first black and Asian woman to be vice president, was born in California and is able to serve in the role, or as president, under constitutional requirements.</p>
<p>Trump previously aired the same <span dir="RTL">“</span>birther” conspiracy about Obama, the first black US president.</p>

<p>According To <a href="https://irannewsdaily.com/">Iran News</a>, Commander of the Islamic Revolution Guards Corps (IRGC) Major General Hossein Salami predicted massive participation of people in Friday’s elections in Iran, saying Iranians’ votes will be a slap in the face of an enemy that hopes for a low turnout.</p>
<p>Speaking to reporters on the sidelines of a ceremony in Tehran on Thursday, Major General Salami said the Iranian people “as always will surprise the world and frustrate the enemies.”</p>
<p>The people will once again create a beautiful scene with their enthusiastic presence in the polling stations, he added.</p>
<p>The senior commander went on to say that every vote cast will be “a slap in the face of an enemy that hopes people will not participate in the elections”.</p>
<p>The nationwide votes for the parliament and the midterm election of the Assembly of Experts will be held simultaneously on Friday.</p>
<p>Candidates concluded their campaigns at 8 AM local time on February 20, precisely 24 hours before voting begins.</p>
<p>A total of 7,148 candidates, including dozens of Iranians from the religious minorities, are running for the parliament. There are 290 seats in the parliament up for grabs.</p>
<p>In capital Tehran, 1,453 candidates are contesting one of the 30 allocated seats on the legislature.</p>
<p>The lawmakers are elected for a 4-year term, with no limitation for the incumbent or former parliamentarians to run again.</p>

<p>He went on to say that 2,931,776 individuals are those who will cast their votes for the first time.</p>
<p>The 11th Iranian parliamentary election is scheduled for February 21, 2020. The election will be held in over 200 constituencies across the country&#8217;s 31 provinces. The Iranian parliament has 290 members who are elected by the people for four-year terms.</p>
<p>Principalists and reformists are the two main parties competing for the seats of the Parliament.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Polls in Algeria opened on Thursday in a controversial presidential election with critics saying all candidates should be purged because of their ties to the unpopular former government.</h3>
<p dir="LTR">The ongoing Algeria presidential election is the first vote since former president Abdelaziz Bouteflika was forced out after a two-decade-long rule in April in the wake of nationwide peaceful protests.</p>
<p dir="LTR">The vote was twice deferred since the unprecedented leaderless protest movement, known as Hirak, erupted in February.</p>
<p dir="LTR">Algeria presidential election began at 07:00 GMT and close at 21:00 GMT, though that can be extended. Preliminary results are expected to be announced from 23:00 GMT onwards.</p>
<p dir="LTR">To win the election, a candidate must secure more than 50 percent of the votes cast. If no one manages to do that, the two leading candidates then go to a run-off in a few weeks&#8217; time.</p>
<p dir="LTR">More than 24 million people are eligible to vote, but many were expected to stay at home to boycott the election they say is designed to preserve the status quo.</p>
<p dir="LTR">Demonstrators say no election can be free or fair as long as the old guard remains in power and the military continues to be involved in the country&#8217;s political life.</p>
<p dir="LTR">Mohamed Kirat from Qatar University said the demonstrators from the beginning of the uprising wanted &#8220;radical change of the political system&#8221;, but that has failed to materialize.</p>
<p dir="LTR">&#8220;The five candidates for the presidency are from the former regime, so what kinds of things are they going to bring to their agenda?&#8221; Kirat told Al Jazeera.</p>
<p dir="LTR">&#8220;There are so many chances to manipulate the vote and that is why people don&#8217;t want to go. I don&#8217;t think we will have more than 50 percent of people voting today.&#8221;</p>
<p dir="LTR">Overseas, the electoral procedure began last Saturday.</p>
<p dir="LTR">In several French cities, including Paris, Algerian protesters staged anti-election sit-ins in front of polling booths.</p>
<p dir="LTR">According to the Algeria&#8217;s independent election monitoring authority (ANIE), which was created in September to oversee the vote, 20 percent out of the 900,000 Algerians living abroad already voted.</p>
<p dir="LTR">Demonstrators are determined to have Thursday&#8217;s election canceled too.</p>
<p dir="LTR">On Wednesday &#8211; the anniversary of the outbreak of major demonstrations against the French colonial power in Algeria in 1960 &#8211; thousands of Algerians flooded the streets of the capital to reject the presidential vote.</p>
<p dir="LTR">The anti-riot forces violently dispersed the demonstration, injuring dozens of people.</p>
<p dir="LTR">Despite the nine-month-long protest movement, the army has touted the election as the only way out of the political crisis and urged voters to turn out in large numbers.</p>
<p dir="LTR">Five candidates are running to replace Bouteflika for a five-year-long term: former prime minister Ali Benflis and Abdelamajid Tebboune; former tourism minister Abdelkader Bengrina; former culture minister Azzedine Mihoubi; and head of the el Moutstakbal party Abdelaziz Belaid.</p>
<p dir="LTR">But all are seen as &#8220;part of the ruling establishment&#8221;, according to critics.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">Turkish nationals residing in Iran went to polling stations devised in Iran to cast their votes to take part in presidential and parliamentary elections on Sunday.</span></p>

<p>Turks living in Iran have turned out at polling stations in Tehran, Tabriz, and Urmia to cast their votes in presidential and parliamentary elections on Saturday. Since 9:00 a.m. local time they have been allowed in stations and, according to Turkish ambassador to Tehran, till 09:00 p.m. Tehran’s time the Turkish expatriates will be welcomed to cast their votes in stations.</p>
<p>Around 1100 Turkish nationals live in Iran and out of this number 830 are living in Tehran.</p>
<p>The Turkish envoy to Tehran told the media that the Turkish travelling on Sunday are allowed to vote while crossing the border checkpoints.</p>
<p>Collecting votes from Turkish expatriates will continue till June 19, while border crossing points will continue collecting votes till June 24, the day on which the elections will be generally held inside Turkey.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">City Council members on Sun. rejected the resignation submitted by Tehran’s mayor Mohammad Ali Najafi over &#8216;ill health&#8217; and voted for his remaining in office.</span></p>

<p>A session was held on Sunday at the City Council, chaired by Mohsen Hashemi, to discuss the resignation of Tehran’s mayor Mohammad Ali Najafi.</p>
<p>Mr. Najafi handed in his resignation on March 14, citing medical reasons.</p>
<p>“What forced me to hand in my resignation from the City Council was my medical condition,” Najafi said during the session today, adding that he is currently receiving treatment.</p>
<p>“I would like to ask you not to link my resignation to political issues, although intensifying factors are always there to exacerbate the case,” he added.</p>
<p>The Chairman Mohsen Hashemi, speaking before the voting, rejected rumors that the reason behind Najafi’s resignation was lack of support from the City Council, adding that the assumption was “unfair” and “untrue”.</p>
<p>While Najafi was determined to leave office after an 8-month term as the mayor of the ten-million capital, the Council members rejected his resignation request with 16 votes against and four in favor.</p>
<p>A former long-serving education minister and a Massachusetts Institute of Technology (MIT) graduate, Najafi was voted mayor by the Council last August, taking over from Mohammad Bagher Ghalibaf, who had held the post for 12 years.</p>
<p>Although he cited ill health, the media picked up on the timing of his resignation which followed his summoning to Tehran Prosecutor’s Office after he came under pressure for attending a ceremony held by Tehran Municipality to mark the International Women’s Day, during which a group of young girls were invited for a dance performance.</p>
<p>The Sunday session thus concluded with the majority of Council members voting against Najafi’s resignation. They requested Najafi to remain in office at the same time as he undergoes treatment for his illness.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN &#8211; The European Parliament has voted to say that Brexit talks should not move on to the next stage as there has been no &#8220;sufficient progress.&#8221;</h3>

<p>MEPs on Tuesday morning backed a motion by 557 votes to 92 that said negotiations should not be allowed to progress to the future relationship between the UK and the European Union unless there is a &#8220;major breakthrough.&#8221;</p>
<p>The motion says the UK&#8217;s approach to the discussing financial issues has &#8220;seriously impeded&#8221; the talks so far and the European Council should delay its decision on whether there has been &#8220;sufficient progress.&#8221;</p>
<p>The European Council of the 27 EU member states will decide later this month whether to give a mandate for further negotiations if &#8220;sufficient progress&#8221; has been made on citizens&#8217; rights, Northern Irish border and the financial settlement, Reuters reported.</p>
<p>European Commission President Jean-Claude Juncker told the plenary session: &#8220;We cannot talk about the future without any real clarity. The prime minister’s speech in Florence was conciliatory, but speeches are not negotiation positions.&#8221;</p>
<p>The Parliament does not have an active role in negotiations and its vote today is not binding. However, it does make it very clear that the EU&#8217;s only directly-elected body is unsatisfied with the talks so far, and will be a blow to Prime Minister Theresa May following her key Brexit speech in Florence, which was an attempt to break the deadlock.</p>
<p>The Parliament will vote to either approve or reject the final deal agreed between the EU and the UK at the end of Article 50 negotiations in 2019.</p>
<p>The motion was proposed by the parliament&#8217;s Brexit coordinator Guy Verhofstadt, who said: &#8220;There is a lack of clarity, there is even disunity [in the British government]. There are oppositions between [Philip] Hammond and [Liam] Fox. There are divisions between [Boris] Johnson and May.</p>
<p>&#8220;It is difficult to make sufficient progress. It is difficult to make the steps towards the second phase of the negotiations.&#8221;</p>
<p>The EU&#8217;s chief Brexit negotiator Michel Barnier told MEPs: &#8220;We have not yet achieved sufficient progress to undertake in full confidence the second phase of negotiations.&#8221;</p>
<p>Barnier added that there was still &#8220;serious divergence&#8221; over the financial settlement, making it clear that taxpayers of the remaining 27 EU countries should not have to pay more to facilitate Brexit.</p>
<p>He said: &#8220;We will never accept for the 27 to pay what was decided on by 28, it’s as simple as that. The taxpayers of the 27 don’t have to pay for the consequences of the decision that they didn’t take. So, no more, no less.&#8221;</p>
<p>Following the fourth round of Brexit talks last week, Barnier said it could be &#8220;weeks or even months&#8221; before negotiations progressed to discussions of a future relationship.</p>
<p>The chief negotiator inisted that he was not seeking &#8220;revenge&#8221; or &#8220;punishment&#8221; for Brexit in talks, and that he had a &#8220;great admiration&#8221; for the UK.</p>
<p>Barnier also said &#8220;we are prepared to speed up and intensify negotiations,&#8221; which puts pressure on the government to push talks forward.</p>
<p>Manfred Weber MEP, the chair of the European People&#8217;s Party Group said: &#8220;Theresa May please don&#8217;t put your party first. Put Britain first. Please sack Johnson because we need a clear answer for what is the British position.&#8221;</p>
<p>Johnson, the foreign secretary, has come under fire following a series of interventions calling for a hard Brexit and a clean split from the EU, apparently going against government policy.</p>
<p>The prime minister will make her key speech to the Conservative Party conference in Manchester on Wednesday. Verhofstadt said he hoped May would use the speech to provide more &#8220;clarity&#8221; on the government&#8217;s plans for the UK&#8217;s withdrawal from the EU.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN &#8211; Germany is going to the polls on Sunday for the country&#8217;s federal elections, with long-serving Chancellor Angela Merkel looking all but certain to win a historic fourth term in office.</h3>

<p>The poll is also expected to see the right-wing Alternative for Germany (AfD) entering parliament for the first time.</p>
<p>Polls opened at 8am (06:00 GMT) and first projections are expected when the polls close at 6pm, Al Jazeera reported.</p>
<p>German President Frank-Walter Steinmeier urged people to go vote.</p>
<p>&#8220;Voting is a civic duty. Go and vote!&#8221; Steinmeier wrote in an opinion piece published in the Bild am Sonntag Sunday newspaper.</p>
<p>&#8220;Every vote counts &#8211; your vote counts,&#8221; Steinmeier asserted. &#8220;People who don&#8217;t vote allow others to decide the future of our country.&#8221;</p>
<p>Opinion polls suggest Merkel and her party are heading for a clear win, which would gift Merkel a historic fourth term.</p>
<p>Al Jazeera&#8217;s correspondent in Berlin Laurence Lee said that Merkel is now regarded as the mother of twenty-first century Germany.</p>
<p>&#8220;There is no other European politician who could remotely match her in terms of her longevity, her credibility among her own people,&#8221; Lee said.</p>
<p>&#8220;It is impossible to imagine a conservative politician or even one from the left in any other European country taking in a million refugees and surviving politically.&#8221;</p>
<p>For Germany and the European Union, Lee added, Merkel is the most stabilizing influence that can be imagined.</p>
<p>Merkel&#8217;s Christian Democrats (CDU) can hope for a narrow majority with the pro-business Free Democrats (FDP), or the environmentalist Greens, or an untried coalition with both.</p>
<p>Alternatively, the CDU will continue its so-called grand coalition of the biggest parties with the centre-left Social Democratic Party (SPD), which has seen its support erode to a historic low over the past decade.</p>
<p>Martin Schulz, the SPD candidate and Merkel&#8217;s main contender, is stuck in polls of about 20 percent support, and has been unable to make any headway against the CDU.</p>
<p>The AfD is expected to take at least 60 parliamentary seats in the election, after having narrowly failed to clear the 5 percent hurdle to enter parliament in 2013.</p>
<p>It would be the first time in 60 years that a far-right party be represented in the Bundestag.</p>
<p>AfD has been saying it will press for Merkel to be &#8220;severely punished&#8221; for opening the door to refugees and migrants, and attacked Islam by saying it &#8220;does not belong in Germany&#8221;.</p>
<p>Some 61.5 million people are eligible to vote in Germany. Turnout is expected to be higher than the 71.5 percent of voters who turned up at the polls at the last election four years ago.</p>
