TEHRAN (Iran News) Addressing an informal meeting of the UN General Assembly, held to hear a briefing on the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), Saeed Iravani condemned Israel’s recent ban on UNRWA.

The full text of his statement is as follows:

In the Name of God, the Most Compassionate, the Most Merciful

Madam President,

At the outset, I would like to thank you for convening this important informal meeting and express our gratitude to Mr. Philippe Lazzarini, the Commissioner-General of UNRWA, for his outstanding leadership and tireless efforts to secure the financial stability of the Agency and sustain its operations. We also thank him for his comprehensive report on UNRWA’s activities.

At this critical juncture, the Islamic Republic of Iran expresses its grave concern over the deteriorating situation of Palestinian refugees, especially in the Gaza Strip. The Zionist regime’s genocidal act and continued blockade of Gaza have placed thousands of civilians, including women and children, in immediate danger. These actions represent not only gross violations of human rights but also deliberate use of hunger as a weapon, further exacerbating the humanitarian crisis and creating an unbearable situation for the Palestinian people.

UNRWA, as the sole agency providing humanitarian assistance to Palestinian refugees, plays a vital role in this crisis. Any attempt to disrupt its operations, such as the recent actions by the Israeli Knesset against this agency, is strongly condemned. These actions are an attempt to deprive Palestinians of essential services such as education, healthcare, and humanitarian aid, and they represent a blatant violation of human rights.

Madam President,

The Islamic Republic of Iran emphasizes that the Israeli regime must immediately adhere to its obligations under international law and allow humanitarian aid to flow freely and continuously into the occupied Palestinian territories. Only by ending the occupation and ceasing the aggressive policies of the Israeli regime can a just solution to the Palestinian issue be found.

Iran also calls on the international community to take serious action in response to Israel’s actions and to suspend Israel’s membership in the United Nations General Assembly due to its blatant violations of the UN Charter and international law. Israel, by committing genocide, war crimes, crimes against humanity, disregarding the ICJ orders and ongoing violations of the rights of the Palestinian people, poses a direct threat to international peace and security and must be held accountable for its actions.

Support for UNRWA and the protection of the rights and security of Palestinian refugees must be a priority for the international community. Iran remains committed to supporting this humanitarian agency and calls for urgent and decisive action to end Israel’s crimes in Gaza and other Palestinian territories.

Finally, we stress that the Israeli regime must be pressured by the international community to respect international law and cease its occupation and aggressive policies, or it will continue to pose serious threats to global peace and security.

I thank you.

UNGA Resolution on Iran Human Rights Lacks Legal Effect

IRAN NEWS POLITICAL DESK

TEHRAN – Iran has condemned a resolution passed by the United Nations General Assembly (UNGA) on the human rights situation in the Islamic Republic, saying the document lacks legal status.

Iran’s Foreign Ministry Spokesman Saeed Khatibzadeh said on Thursday that the countries behind the resolution, drafted by Canada, have a record of gross and systematic rights violations, especially through military interventions and weapons sales to dictatorial and authoritarian regimes.

The remarks came one day after the General Assembly adopted draft resolution II, dubbed “Situation of human rights in the Islamic Republic of Iran,” by 82 votes in favor, 30 against and 64 abstentions.

The resolution expressed “serious concern” about what it called “the alarmingly high frequency of death penalty use” in Iran and urged the country “to address the poor conditions of prisons; release women human rights defenders imprisoned for exercising their rights; end rights violations against persons belonging to ethnic, linguistic or other minorities; and ensure free presidential elections in 2021.”

Khatibzadeh said that the countries behind the resolution have, under the influence of American bullying, turned a blind eye to the US economic terrorism against the Iranian nation and turned into Washington’s accomplices instead of condemning its illegal and inhumane sanctions.

Iran has condemned a UN resolution, drafted and proposed by Canada, as a rehash of “groundless” claims about the Islamic Republic’s human rights situation, slamming the “hypocrisy” of the “notorious” group of countries that voted for it.

He also advised Canada and other key proponents of the anti-Iran resolution to stop their “meddlesome and immoral approach” towards independent nations.

“Such non-constructive measures do not help promote the human rights situation globally but rather perpetuate negative stereotypes and political labeling against independent countries,” Khatibzadeh said.

“We condemn the move by the Canadian government and other founders of this resolution, which is a clear example of abusing the transcendent concepts and values of human rights meant to advance short-sighted political motives; [We believe such resolutions] have no legal effect.”

The spokesman also stressed that the repetition of fake reports by these countries against the Iranian people would only further discredit their claims of advocating human rights.

Last month, Canada proposed a similar anti-Iran resolution, which was approved at the UNGA Third Committee with 79 ‘yes’ votes.

The Iranian Foreign Ministry Spokesperson had already mentioned a list of the governments initiating and sponsoring resolutions against Iran, and had denounced Canada’s shameful move to rally “a group of notorious governments in the human rights sphere”, including the U.S. regime, the Zionist regime, and Bahrain for training Iranian people in human rights.

Khatibzadeh had also called on the Canadian officials to focus their attention on correcting their anti-human performance inside and outside Canada, stop the Canadian regime’s systematic policy of genocide of native Canadian people, and be held accountable for aiding and abetting the anti-human crimes committed by the Saudi and Israeli regimes against people of Yemen and Palestine.

Spokesman Deplores UNGA Human Rights Resolution against Iran

According To Iran News, Iran’s Foreign Ministry spokesman denounced the ratification of a recent human rights resolution by the United Nations General Assembly (UNGA) against Iran.

In a statement on Thursday, Iranian Foreign Ministry Spokesman Abbas Mousavi deplored the adoption of the resolution on human rights against Iran by the Third Committee of the UN General Assembly, saying it reflects the hypocrisy and two-facedness of its propitiators and therefore lacks legitimacy and credibility.

The spokesman said the modern day criminals, who are proponents and supporters of this resolution, have committed any crime against humanity including killing children, mutilating of the critics and economic terrorism against free and independent nations have nothing to do with human rights.

“Governments, which have a long history of systematic human rights abuses, and people around the world remember the bitter and excruciating experiences of their interference, and today are the victims of endless wars and dictatorships and the occupation of (these governments’) allies, are not in a position to give the Iranian government and people human rights recommendations,” Mousavi added.

He also called the resolution unrealistic and unidirectional, adding that the resolution is adopted against Iran while one of its main sponsors is the United States.

The spokesman said the US is violating the most fundamental rights of more than 83 million Iranian citizens, especially women, children, the elderly and patients through economic terrorism against the Iranians.

The child-killing occupation regime of Israel and reactionary regimes of the region are supporting this resolution while they have the blood of defenseless Palestinian and Yemeni people and their domestic critics on their hands, the Iranian spokesman deplored.

“On this basis, the Islamic Republic of Iran condemns Western countries’ instrumental and political use of human rights against independent states and regrets that UN mechanisms are being abused,” Mousavi underlined.

He went on to say that from the perspective of the Islamic Republic of Iran, an appropriate place for assessing the human rights situation in countries is the UPR mechanism at the Human Rights Council that deals with all countries’ cases without discrimination.

“Our country’s constructive and active participation in this mechanism just one week before the adoption of this political resolution demonstrates Iran’s seriousness in promoting human rights and fulfilling its international obligations through constructive cooperation and dialogue-based mechanisms,” he added, the Foreign Ministry reported.

Mousavi also emphasized that the Islamic Republic of Iran’s respect for human rights is one of the country’s sharia and legal requirements and an issue of national interests and security that it has always been pursued.

“The Islamic Republic of Iran, as a religious democratic system, has taken steps within the framework of national commitments and adherence to the Constitution, civil law and international obligations to promote and uphold human and citizens’ rights at national, regional and international levels. In practice, the Islamic Republic is also committed to following it,” Mousavi stressed.

A United Nations General Assembly committee has expressed concern about what they called Iran’s continued attacks against religious minorities.

This came in a resolution adopted today by a vote of 84 to 30, with 66 abstentions, from the Third Committee of the General Assembly on November 14.

TEHRAN — The adoption of a draft on combating sand and dust storms (SDS) in the 72nd session of the UN General Assembly (UNGA 72) will turn it into a global issue which can garner international support to tackle its detrimental effects, the Iranian ambassador to the UN said.

The 72nd session of the UN General Assembly which closed on December 22, 2017 adopted a further draft on combating sand and dust storms. It recognized that such weather had inflicted substantial economic, social and environmental damage on the inhabitants of the world’s arid, semiarid and dry sub-humid areas, underscoring the need to treat and promptly take measures to address them.

Sand and dust storms put many Iranian specially those residing southwestern areas of Iran to considerable inconvenience which requires national, regional and international cooperation to address it, Gholamali Khoshroo told IRNA news agency.

“After rounds of talk lasting for two and half months finally the draft of the resolution was adopted,” he said, explaining, “the resolution has recognized the negative effects of sand and dust storms on the citizens health and considered it as an obstacle to achieve sustainable development goals and has called for urgent measures.”

Khoshroo went on to say that the resolution has prompted World Health Organization (WHO) to work out international and regional strategies to fight the health hazards posed by the sand and dust storms.

Combatting sand and dust storms require “national determination” and close regional and international cooperation, the resolution tasks the UN to facilitate international cooperation and device a global mechanism to fight the issue, he added.

Ambassador to the UN further highlighted that all responsible UN agency are required to join hands to address the predicament.

The resolution has also underlined the need for increased technical support and capacity building for addressing the issue and assign UN Environment Program (UNEP), World Meteorological Organization (WMO) and WHO to provide the necessary support to the affected countries, he said.

As proposed by Iran a conference will be held in July 2018 with UN high-ranking officials, representatives from other countries, NGOs, and researchers in attendance to discuss ways to improve cooperation in abating sand and dust storms, he noted.

Following Iran’s incessant efforts to foster international support to fight sand and dust storms representatives from more than 40 countries convened in Tehran on July 3-5, 2017 to look collectively into dust and sand storms.

The meeting entitled “International Conference on Combating Sand and Dust Storms: Challenges and Practical Solutions” was hosted by Iran’s Department of Environment and Foreign Ministry, with the cooperation of the Department of Economic and Social Affairs of the United Nations Secretariat, UN Environment and the UN Development Program among others.

Ministers and high-level representatives participating in the UN-backed conference wrapped up the second day with the Tehran Ministerial Declaration, agreeing to “cooperate on combating SDS at sub-regional regional, and international levels.”

A United Nations rights expert hailed a unanimous vote by the UN General Assembly against the US administration’s decision to recognize al-Quds as the capital of Israel, saying the resolution reaffirmed the international community’s long-standing principles towards al-Quds.

In an interview with the Tasnim News Agency, Michael Lynk, the United Nations Human Rights Council’s Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, lauded the UN General Assembly’s rejection of US President Donald Trump’s plan to recognize the city of al-Quds (Jerusalem) as the capital of Israel.

“The resolution adopted by the UN General Assembly re-affirmed long-standing principles held by the international community towards Jerusalem,” Lynk said on Thursday night, after a resounding majority of UN member states defied unprecedented threats by the US to declare Trump’s recognition of al-Quds as Israel’s capital “null and void”.

The non-binding resolution was approved with 128 votes in favor and nine against, while 35 countries abstained. It passed despite intimidation by Trump, who had threatened on Wednesday to eliminate financial aid to member states who would vote against his decision.

Highlighting three main features of the resolution, Mr. Lynk said it firstly “affirms that East Jerusalem is occupied territory under international law, that the annexation by Israel of east Jerusalem and parts of the West Bank (which occurred in 1967 and 1980) is illegal and null and void, and that all demographic changes – through the creation of Israeli settlements and the presence of 210,000 Israeli settlers – are within any legal effect and must be rescinded.”

Pointing to the second feature of the Thursday’s resolution, the UN rapporteur said, “The question of Jerusalem is a final status issue to be resolved through negotiations between Israel and the Palestinians in line with all relevant UN resolutions. This leaves open the distinct possibility that – upon a comprehensive resolution of the Israel-Palestine conflict – the international community would recognize Jerusalem as the capital of both Israel and Palestine, but that no steps should be taken to recognize the claim of one side or the other until all final status issues are settled.”

Lynk also pointed to a resolution the UN Security Council had passed 37 years ago, noting, “In line with UNSC resolution 478 (1980), all states should refrain from establishing diplomatic missions in Jerusalem until a final resolution of the conflict. This has been the unified policy of the international community for several decades, and explains why there are presently no embassies in Jerusalem.”

“While President Trump, in his announcement on 6 December, stated that the United States was not taking a position on any final status issues, including the specific boundaries around Jerusalem, his statement did not expressly recognize Palestinian claims to East Jerusalem. As well, President Trump made a specific reference in his announcement to the Jerusalem Embassy Act of 1995, which expressly refers to a ‘united’ and ‘undivided’ Jerusalem, which no country in the world recognizes,” he added.

“Consequently, this declaration has been interpreted – rightly or wrongly — by many countries and many observers as a statement of support for Israel’s claim over all of Jerusalem. It diminishes hope by the Palestinians that a just and final settlement is anywhere on the horizon. And it further degrades the important place that international law and the consensus of the international community should have in guiding the parties towards a durable agreement on peace,” Lynk added.

“Israel’s present long-term strategy appears to be aimed at managing the conflict, rather than pursuing a settlement along the lines of international law and the international consensus (a two-state solution, along the 1967 borders). The Jerusalem declaration by the United States may well be pocketed by Israel as another low-cost diplomatic gift which moves the goalposts of final-status issues further in its favor. This cannot be helpful to the pursuit of peace,” the UN rapporteur warned.

He also highlighted the significant impacts of the international community’s reaction, adding, “If it contents itself with the passage of this resolution, without seriously assessing how to turn the current situation around in the direction of Palestinian self-determination, will this be read by the Israeli leadership that it can contemplate the de jure annexation of parts, or all, of the West Bank in the foreseeable future without facing meaningful consequences?”

Mr. Lynk is Associate Professor at the Faculty of Law, Western University, in London, Ontario. He joined the Faculty in 1999, and has taught courses in labor, human rights, disability, constitutional and administrative law. He served as Associate Dean of the Faculty between 2008-11.

“Regarding the responsibility the Islamic Republic of Iran bears about the Muslims of the world, we will concentrate the whole of our efforts for restoring the rights of this population of Muslims in Myanmar,” said Bahram Ghasemi, the Spokesperson of the Islamic Republic of Iran on Tuesday.

“In the past, this issue has been brought in and seriously followed up in all international arenas like at last year’s OIC summit in Malaysia and in bilateral meetings and phone conversations,” asserted the Iranian diplomat.

He also enlisted a series of measures ‘for restoring the rights of the wronged Muslims of Myanmar’ taken by Iranian Ministry of Foreign Affairs in the past week; telephone conversations, FM Zarif’s letter to UN Secretary General Guterres, and issuance of statements.

He described the annual meeting of United Nations General Assembly as a good opportunity for following up the issue. “If further measures and meetings were needed, we would take up the necessary measures,” stated the Iranian diplomat.

“In the recent OIC summit held in Kazakhstan, a short meeting was held to support the wronged Muslims of Myanmar, and the heads of Islamic countries exchanged views upon the issue in that meeting,” recounted Mr. Ghasemi.

He reassured that the foreign ministry will keep on putting efforts on this issue at different levels..
