The E3 countries (Germany, France, and the United Kingdom), arguing that the United States lost its legal right to trigger the “snapback” mechanism after leaving the JCPOA, refused to recognize Washington’s request and effectively declared it “ineffective and legally unacceptable.” This position itself was a kind of indirect “withdrawal” of the U.S. request. But could Europe change its stance and actually move in a direction independent of the U.S. demand (that is, withdraw its own letter and accept that the snapback should not be triggered)?
