<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) According to the Central Election Commission of Uzbekistan, the country of some 36 million people has about 19.72 million registered voters and according to the latest report from the Constituencies more than 81% have voted for the referendum which is a landslide presence for elections in this Central Asian states. The delay for announcing the final figures was because of some constituencies abroad as well as some technical problems in some inside constituencies.<br />
Polls were conducted in 55 places overseas while in Uzbekistan it involves 10,758 centers.<br />
Those 18 and above were eligible to cast their votes answering a simple question of &#8220;Do you accept the constitutional law regarding the constitution of the Uzbekistan Republic, with a ‘yes’ or ‘no’ answer.<br />
Around 500 foreign guests including as well as foreign journalists were in Uzbekistan for the coverage of this historic referendum.<br />
In the historic city of Samarkand, Head of Commission of 7th Samarkand referendum district Farmon Toshev told media that the referendum will enhance the reputation of Uzbekistan in the eyes of world.<br />
&#8220;The purpose of the referendum is to enhance the quality of life of the Uzbek people. It united the whole nation,&#8221; he added.<br />
The draft constitution for the referendum touches on various aspects of the Islamic country such as women empowerment, youth rights, health and education.<br />
Dilfuza Khalikova, a referendum official at the 147th referendum district in Samarkand city said some people had started arriving as early as 7.30 am to vote, reflecting their eagerness to participate in the referendum.<br />
More than 200 amendments and additions to 64 Articles of the country’s constitution is being proposed. There was a nationwide discussion held about the proposed amendments with more than 220,000 proposals received from the people.<br />
In the preparation of the draft constitution, foreign experiences &#8211; the constitutions of 190 countries including Malaysia were taken into consideration.<br />
The people-centric referendum is also taking into consideration the aspirations of the younger generation as the country’s population is expected to reach 50 million by 2040, with more than half of them being young people, thus in order to provide them the conducive environment, among others a stable economy and social guarantees are necessary, as stated in the draft constitution.<br />
One key aspect of the draft constitution touching on human rights, stated that &#8220;ensuring the human and civil rights and freedom is the highest goal of the state&#8221;.<br />
Majority of the eligible voters had cast their votes before preparing this report and the election council was expected to announce the full results in at most 10 hours after the end of the election.<br />
The referendum on the amendments to the constitution is part of various broad reforms being implemented by President Shavkat Mirziyoyev since becoming interim President in September 2016, elected in an open election with huge majority in the 2016 presidential election, following the death of Uzbekistan’s long-time leader Islam Karimov.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) &#8211; Hundreds of Thousands of people in the <a href="https://irannewsdaily.com/category/international/">Iraqi capital of Baghdad</a> have gathered in Tahrir square to mark Resistance martyrs and express their voice for the expulsion of US troops from the country. Concurrent with the 1st anniversary of the assassination of former IRGC Quds Force Commander Lt. Gen. Qasem Soleimani and deputy PMU Abu Mahdi al-Muhandis by US terrorist forces at Baghdad International Airport, people of Iraq have gathered in the capital&#8217;s main square to mark the event.</p>
<p>Similar gatherings are also being held in other Iraqi cities.</p>
<p>Hailing the services and sacrifices of the Resistance movement in the fight against terrorism in Iraq, protestors also are asking for the expulsion of foreign troops from the country, considering such forces as the main reason for instability in Iraq.</p>
<p>Not long after the US act of terror in assassinating the top military commanders, the Iraqi Parliament adopted a motion that asked for a full withdrawal of US troops from Iraq.</p>
<p>Iran and other countries of the Resistance Front have underscored the need for full withdrawal of American forces from the region.</p>
<p>Tehran has highlighted that the expulsion of the US will be the &#8216;harsh revenge&#8217; that it has vowed to take in response to the assassination of its top commander.</p>

<p class="lide">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Iran’s Foreign Minister Mohammad Javad Zarif said the only viable solution to the decades-long Palestine conflict lies in taking the path of resistance and a popular vote, rather than the US-devised Middle East proposal that seeks to bolster Israeli hold on occupied land at the expense of Palestinian rights.</p>

<p>Zarif made the remarks in an interview with khamenei.ir, the official website of Leader of Iran&#8217;s Islamic Revolution Ayatollah Seyyed Ali Khamenei.</p>
<p>He stressed that the Palestine dispute cannot be resolved through a scheme that seeks to violate Palestinian rights and expand unlawful settlements on occupied territory, Press TV wrote.</p>
<p>&#8220;As for Palestine, instead of giving in to the humiliation and the increasing and infinite pressures exerted by the US and the Zionist regime, there are two solutions that should be pursued simultaneously, not separate from one another. One is resistance and another is democracy and popular vote. If they put these two solutions in practice, the question of Palestine will be resolved,&#8221; he said.</p>
<p>Last year, the Islamic Republic submitted to the United Nations its proposal for the holding of a referendum on the issue of Palestine issue, as put forth by Ayatollah Khamenei, he noted.</p>
<p>&#8220;The solution for the issue of Palestine turns around the two pivots of democracy and resistance. The purpose of resistance is clear and the Palestinians are in fact resisting, but today all Palestinians should express their unanimous opposition to the “deal of the century.” The unity inside Palestine on the basis of resistance can help foil Zionist policies,&#8221; he said.</p>
<p>Zarif highlighted the role of democracy as another game changer in the issue of Palestine, saying the proponents of a fake democracy who consider the Zionist regime to be &#8220;the only democracy in the region&#8221; need to be prepared to embrace true democracy.</p>
<p>&#8220;What does true democracy mean? It means that all those who live in Palestine, who are the real owners of Palestine, but who have been displaced around the world should be able to determine and make decisions for their own future,&#8221; he pointed out.</p>
<p>US President Donald Trump released his self-proclaimed &#8220;deal of the century&#8221; during an event at the White House alongside Israeli Prime Minister Benjamin Netanyahu in Washington on January 28.</p>
<p>The so-called “Vision for Peace” bars Palestinian refugees from returning to their homeland, regards Al-Quds as “Israel’s undivided capital” and allows the regime to annex West Bank settlements and the Jordan Valley.</p>
<p>Zarif described the US plan as the continuation of Washington&#8217;s interventionist policies regarding the question of occupied Palestine.</p>
<p>&#8220;One of the mistakes made in the past 30 years was that they [some Palestinian organizations] thought they would be able to revive the rights of the Palestinians through cooperating with the occupiers,&#8221; he said, adding that all Palestinian parties have realized the fallacy of this notion.</p>
<p>&#8220;We have always stressed that it is the Palestinians who have the right to choose and the Islamic Republic will accept whichever path the people of Palestine opt for. In other words, we accept that the Palestinians should make the final decision and their final decision should be respected by everyone.&#8221;</p>
<p>The top diplomat further emphasized that even the former Pahlavi regime had proposed a democratic solution for the Palestine issue and rejected the 1947 UN Palestine Partition Plan.</p>
<p>He also complained about the &#8220;passivity and degradation&#8221; of the Arabs in the face of the Americans and the Zionists.</p>
<p>In recent years, the Arab world has not only adopted &#8220;a passive outlook&#8221; toward Tel Aviv and Washington but also allied with the pair against Palestine, Zarif said, noting that such an approach has led the Americans to the conclusion that they can unveil their plan for the Middle East.</p>
<p>Zarif pointed out that the Arab world has stooped to such a level of disgrace that the Americans think they can portray such a despicable plan as a means of upholding the rights of Palestinian people, whereas &#8220;on the basis of what Trump and [his son-in-law and adviser Jared] Kushner think and say, they are not at all concerned about anyone’s rights and they view this plan as a [real estate] project.&#8221;</p>
<p>&#8220;The Arab world is still insisting to purchase security from the US and the Zionist regime&#8230; instead of relying on themselves, their people and their Muslim neighbors. As for the Americans, they obviously welcome it due to the fact that they sell weapons to Saudi Arabia worth 67 billion dollars, and at the same time they purchase the dignity of Saudi Arabia.&#8221;</p>
<p>Zarif exclaimed that the Arab leaders do not even dare voice their opposition or adopt a position in support of Palestine, and they even go as far as thanking Trump for his skewed proposal.</p>
<p>The Palestinians need to realize that they cannot achieve their goal by giving in to US interventionism, he pointed out.</p>

<p>&#8220;Let no one say that they participate in the voting and give their votes but the problems are not solved. It is true, that problems are not completely resolved, but we can take a new action at every step. It is necessary to make use of the potential of the Constitution,&#8221; he said.</p>
<p>He went on to say that ‘Dialogue Among Civilizations’, an Iranian proposal adopted by the UN back in 2001, is the intellectual and theoretical gift of the Iranian nation to the world.</p>
<p>The president made the remark on Sunday evening in a cordial meeting with a number of students and the younger generation.</p>
<p>He said no other country but Iran has been able to lift seven dangerous UN resolutions in just one day.</p>
<p>He also hailed Iran’s accomplishments in the United Nations, noting the ratification of two Iranian proposals at the UN General Assembly with an overwhelming consensus.</p>
<p>“Not even the enemies of the Iranian nation dared to oppose the ratification of these two proposals,” he said.</p>
<p>Rouhani was referring to the ‘Dialogue Among Civilizations’ resolution, which was proposed by Iran in 1998 and adopted by the UN in 2001, as well as the ‘World against Violence and Extremism’, which was proposed by President Rouhani at a general assembly in December 2013, resulting in a call for all nations across the globe to denounce violence and extremism.</p>
<p>Rouhani further noted the Iranian poem ‘Bani Adam’ by 13th century Persian poet Sa’adi, which decorates the gate of the United Nations building entrance, saying the Iranian nation knows the UN by this poem, which calls for the breaking of all barriers and promotes unity and solidarity among all human beings on earth.</p>
<p>He continued, “95,000 damaged houses in quake-hit areas were reconstructed within only 14 months,” adding, “The recent floods were managed with the least fatalities and the most amount of prevention”.</p>
<p>“Youth NGOs have increased to 2600 from 100 in this government. NGOs had a great role in helping the flood-hit people,” he continued, saying, “The pouring of the floods into Lake Urmia was the result of previous planning and dredging. Dams played the main role in harnessing 70 billion cubic metres of water”.</p>
<p>Dr. Rouhani added, “We supported 4400 knowledge enterprises, which created jobs and 60 trillion tomans of turnover,” saying that in recent years, 70,000 jobs were generated in the tourism sector.</p>
<p>“In this government, all villages that had over 10 families were provided with electricity, and 3000 villages were connected to the nationwide gas system every year,” continued Rouhani.</p>
<p>Stating that, “connecting to the cyberspace created a great development in villages,” he said, “At the beginning of this government’s term of office, farmers used to sell 4 million tons of wheat, but today, they are selling 13 million”.</p>
<p>President Rouhani added, “Today, the government approved a bill to support start-ups and technology-related businesses and enterprises, and this is very good news for the young generation”.</p>
<p>Emphasizing that, “There is no power higher than our nation and the young generation,” the President said that the best way for quicker development is empathy”.</p>
<p>“The presence of the young generation and attempting to tap the unused potentials of the Constitution is the way to resolve the issues,” he continued.</p>
<p>Dr. Rouhani also said, “Our brave people and young generation are the potentials of the Constitution to resolve all problems”.</p>

										<content:encoded><![CDATA[<p>Speaking at a presser in Tehran yesterday, Abbas-Ali Kadkhodaee reacted to President Hassan Rouhani’s recent remarks who had claimed that the Guardian Council agreed with the FATF-related bills. <p>He reiterated that as long as all legal bodies are doing their jobs, there needs no referendum as no one fears holding referendum.</p>
<p>On the election and approval of the candidates to run for Majlis or presidency, he said that the Guardian Council has no tools for assessing the efficiency of the candidates and it approves their qualifications according to the minimum parameters.</p>
<p>He reiterated that the performance of the Guardian Council for approval of the candidates is acceptable and convincing.</p>
<p>On the proposal to have a joint meeting with the reformists, he reiterated that he welcomes any proposal from any fraction or party and he has no problem to meet them provided that they have something essential to say.</p>
<p>Kadkhodaee also confirmed that the government had no consultation with the council for preparing the comprehensive election law and the council cannot express its view on the bill till it is debated or approved in Majlis.</p>
<p>He noted that the council agrees the generality of the bill because it is close to the justice, adding that the council cannot interfere in the city council election according to the law and he thinks an independent body should be set tp.</p>
<p>Kadkhodaee also said that the council will start work on reviewing the budget bill by holding extra sessions as soon as it receives the bill.</p>

<p>A number of the country’s elites have united with the enemies regarding the issue of hijab, Amoli Larijani said.</p>
<p>“Their stance is that the Islamic establishment should hold a referendum on committing a haram act,” he stated.</p>
<p>He further said that other haram acts are also undebatable. “Tomorrow, they may use the same argument for bars, sinful gatherings, centers of prostitution…, and so on. This is seriously wrong,” the top judge remarked.</p>

										<content:encoded><![CDATA[<h3 class="lead">Iranian Foreign Ministry Spokesman Bahram Qassemi criticized the unilateral move by Iraq’s semi-autonomous Kurdistan Region to hold an independence referendum on Monday and said it took place without the necessary prudence.</h3>

<p>“Our stance is clear, the move (independence referendum) occurred at an improper time and lacked the necessary logic,” Qassemi said at his weekly press briefing in Tehran on Monday.</p>
<p>He said the vote is underway at a time when the central government in Iraq has gained numerous achievements in the fight against terrorism.</p>
<p>The spokesman also said Iran and the Kurdistan Region’s authorities have been in contact over the past weeks and held talks on the referendum, adding that Tehran has called Erbil to resolve any possible problems with Baghdad through political dialogue.</p>
<p>As Iraq’s Kurds are rushing headlong into a vote for independence, neighbors and countries in the Middle East, including Iran and Turkey, were trying to persuade the Erbil government to cancel the referendum.</p>
<p>They warned that the vote could unleash ethnic violence, tear Iraq apart and fracture the forces combatting Daesh (ISIL) terrorists.</p>
<p>The UN Security Council has also warned of the potentially destabilizing impact of the planned referendum.</p>

										<content:encoded><![CDATA[<p><strong>A senior Iranian official has expressed the Islamic Republic’s opposition to an upcoming referendum for independence by Iraq’s semi-autonomous Kurdistan region, saying that Tehran supports the Arab country’s territorial integrity.</strong></p>
<p>Abbas Araqchi, who is Iran’s deputy foreign minister for legal and international affairs, made the remarks during the annual coordination meeting of the foreign ministers of the Organisation of Islamic Cooperation (OIC) member states, which was held on the sidelines of the 72nd session of the United Nations General Assembly (UNGA) in New York on Friday.</p>
<p>Araqchi said that Iran strongly supported the preservation of the territorial integrity, sovereignty, and national unity of Iraq within the framework of the country’s constitution and thus opposed the planned Kurdish referendum.</p>
<p>The vote has been scheduled for Monday in defiance of the central government in Baghdad, which says the referendum is unconstitutional and which has called on the Kurdish leadership to drop the plan.</p>
<p>As the referendum nears, Kurdish flags have been hoisted on buildings and flying out of car windows in Iraqi Kurdistan. Billboards have also been set up with pro-independence messages.</p>
<p>Iran, Iraq, and Turkey have jointly voiced concerns about the Kurdish independence vote, warning that it could fan the flames of tensions in the Middle East.</p>

<p>The UN Security Council also unanimously issued a statement on Thursday voicing alarm over “the potentially destabilizing impact” of the plebiscite. The 15-member council urged “dialogue and compromise” to address the differences between Baghdad and the Kurdish authorities.</p>
<p>The Kurdistan Regional Government (KRG) has long been embroiled in disputes with the Iraqi federal government over budget payments, oil exports, and the control of ethnically-divided areas.</p>
<p>On Friday, KRG President Masoud Barzani told a pro-independence rally in the city of Erbil that Iraqi Kurds were ready “to pay any price for freedom.”</p>
<p>“We are at a junction in the road, either to choose independence or subordination and oppression,” he said, adding that it was “too late to postpone the referendum.”</p>
<p>Elsewhere in his Friday remarks, Araqchi underlined the need to preserve unity among Muslim countries against Israel. The Tel Aviv regime has voiced support for the Kurdish referendum.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">TEHRAN– Secretary of Iran&#8217;s Expediency Council Mohsen Rezaei, while warning against a 20-year war in the event of regional disintegration, called on Iraqi Kurdistan leaders to dismiss the referendum plot.</span></p>

<p>Speaking at a press conference with Iraqi media on Sunday evening, Iran’s Rezaei said several countries in the region and the world as well as the United Nations (UN) are opposed to the referendum and division of Iraq and are urging Kurdish leaders to dismiss the petition.</p>
<p>“Iraq is a well-known nation and a member of the United Nations with international borders, and its breakdown is therefore a huge mistake since the measure would mark the onset of dangerous insecurities inside the region,” he added.</p>
<p>He described consequences of Iraq&#8217;s disintegration on regional countries as menacing given that breakup of Iraq will be extended to Syria and Turkey the following separatist war might lead to 20 years of insecurity and conflict.</p>
<p>“Islamic Republic of Iran, Turkey, Syria, and Iraq are all opposed the plan for the same reason,” said Rezaei adding that any change in geography of the region would have serious consequences.</p>
<p>He warned against formation of new wars in the region between the central government of Iraq and Iraqi Kurdistan as a result of a possible division saying “in that case, the Iraqi Kurdistan nation will suffer damages and unrest will spread throughout the region.”</p>
<p>Rezaei also gave warning on arrival of the Turkish army in northern Iraq in case the Iraqi Kurdistan is separated; “unfortunately, the issue of the referendum in the Iraqi Kurdistan is more of a personal issue than a popular demand as many Kurdish leaders are against it.”</p>
<p>He continued that some Kurdish leaders sought name and fame through the referendum at a time when the Iraqi Kurdistan is in dire need of security and progress.</p>
<p>Secretary of Iran&#8217;s Expediency Council went on to state that refusal of the United Nations and European countries to monitor the referendum on the autonomous region marked the greatest failure for the process and emphasized that if the Kurdish leaders in Iraq continue to insist on referendum, it would either because of personal interests or hidden hands behind the scene which will certainly be revealed in the future.</p>
<p>Mohsen Rezaei said reaching of army and security forces of Iraq and Syria to legal borders of their countries marks an outstanding achievement over the past four years; “the move is a sign that security has been established in the two countries.”</p>
<p>He stressed that Iran’s presence in Iraq, Syria, Lebanon and other countries has been made at request of their governments and is aimed at strengthening security in these countries.</p>
<p>On US policies in the region, Rezaei emphasized that Americans are not after establishment of security in Iraq and Syria as evidenced by their opposition to any action leading to lasting security in the two countries.</p>
<p>The senior Iranian official later noted that concentration of ISIL terrorist elements in one part of Syria is to the detriment of the terrorist group; “military operation of the Syrian Army is currently underway in Deir ez-Zor and terrorists will be soon fully eliminated in the coming months.”</p>
<p>He recalled that Americans were involved in the recent controversy over transfer of ISIL members to Deir ez-Zor since they are against uprooting of terrorists.</p>
<p>“Zionist and American policies to create hostility between Arabs and the Islamic Republic of Iran have failed,” emphasized Rezaei adding “Tehran has thwarted all similar plans by the Zionists and Americans.”</p>
<p>He acknowledged that release of Mosul and Tal Afar was a result of cooperation between Sunni and Shia Iraqis saying “presence of both Shia and Sunni figures in the army and among Hashad al-Shabi militias has contributed to recent victories over terrorism in Iraq.”</p>
<p>The Islamic Republic of Iran would never allow the Zionist regime, as the chief enemy of Islam, to hide behind the Shia-Sunni conflict or the hostility of Arabs and Iran, he underscored.</p>
<p>He referred to formation of Resistance Front in Iran, Iraq, Syria and Lebanon as a highly significant move expressing hope that Saudi Arabia will also join the Front in the future in opposition to the Zionist regime.</p>
<p>Rezaei stressed that the four countries of Iran, Iraq, Syria and Lebanon were friend states and the only countries that were honestly fighting against terrorism.</p>
<p>“Differences between these countries on the regional issues remained at a minimum level and could be easily resolved,” reminded the official asserting that the four countries could set up a union in the future to create peace, security and progress in the region.</p>
<p>The Secretary of State Recognized the regime from the Islamic and Arab countries of the region to invite him to the collection and said: &#8220;If a union is formed from Islamic countries, this union can take into account the resources of oil, gas and mines in the region. It can be even stronger than the European Union.</p>
<p>He described US policy over the past 14 years in failed Iraq, saying that the fate of the Tramp government policy in the Persian Gulf will also be defeated because America is currently experiencing its weakest conditions.</p>
<p>Iran&#8217;s Expediency Council Secretary invited Islamic and Arab countries of the region to join the union and said the union can turn to be even stronger than the European Union thank to massive resources of oil, gas and mines in the region</p>
<p>He said US policy had failed in Iraq over the past 14 years commenting that policies pursued by Tramp government in the Persian Gulf are bound to be defeated because America is currently experiencing its weakest conditions.</p>
<p>He congratulated the great victories gained by armed forces and Hashad al-Shabi of Iraq in the face of terrorism adding “the Iraqi government and nation are independent today and are in no need for  intervention of any outsider.”</p>
<p>Mohsen Rezaei reminded that the Islamic Republic of Iran would remain on the side of Iraqis both in the fight against terrorism and for reconstruction the neighboring country.</p>
<p>He emphasized that the policy of the Islamic Republic of Iran was to preserve territorial integrity of countries and to prevent changes in international borders.</p>
<p>We firmly believe that the Israeli regime must be eliminated, Palestine be liberated and that war and divisions will reach an end in the Islamic world.</p>
<p>Mohsen Rezaei, along with other members of the Expediency Council, has been on a pilgrimage visit to the neighboring country of Iraq.</p>
