<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) <strong>The deputy police commander of Qasr Qand in Sistan and Baluchestan has announced that  shooting had been launched at a police motor patrol unit that was on its way to a citizen assistance mission.</strong></p>
<p>Colonel Mahmoud Atabakzadeh said on Thursday evening following this action, a police officer was injured and was transferred to a medical center.&#8221;</p>
<p>He added that in this blind terrorist act, a citizen who was passing by was shot by the terrorists and unfortunately died.</p>

										<content:encoded><![CDATA[<p class="summary">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –The recently long-awaited report on vast misconduct by British police sheds light on how the country’s officers are breaking the law themselves and getting away with it. These are the same British police forces who are supposedly protecting citizens from crime and supposedly enforcing the law themselves.</p>
<p>The report highlights how Scotland Yard deals with officers that are accused of sexual misconduct and domestic abuse while uncovering systemic failings that have allowed so many abhorrent police officers to continue serving in their jobs. It says the way the Metropolitan police (the Police service for the Greater London area and its 8.6 million residents) deals with internal misconduct is a matter of fundamental concern.</p>
<p>Louise Casey, a member of the UK House of Lords, says the Metropolitan police must introduce a new approach with “zero-tolerance” to misogyny and racism while creating a genuine system that will see the offending officers fired more easily. These are officers who are still on the frontline despite having committed or been accused of sexual assault, domestic abuse or racism.</p>
<p>Last year Casey was appointed to conduct the probe after a long series of scandals rocked the Metropolitan police, among them the murder of Sarah Everard by serving police officer Wayne Couzens. The officer took advantage of his police warrant card to handcuff and grab the innocent woman from a London street before strangling her with his belt.</p>
<p>Astonishingly more than half of the Metropolitan police officers that have been found guilty of sexual misconduct over a four-year period up to 2020 were allowed to keep their jobs. The British public has little trust in the police, especially those from minority groups residing in the UK. The report will no doubt expand that lack of confidence. Communities in the country’s capital, which the report focused on, are holding meetings to discuss the devastating report.</p>
<p>Many experts say the report only confirms what critics of the force have been saying about the police for decades. Organizers at one forum in Brixton, Lambeth in south London held to discuss the report, say that public confidence in the Metropolitan Police Service is at an all-time low.</p>
<p>“Such are the concerns that a range of key black national institutions and networks are coming together in an unprecedented alliance to evaluate, assess and identify the detail of the damning Baroness Louise Casey Review into the culture of the Metropolitan Police Service,” they said.</p>
<p>“These criticisms have been consistently expressed by myself and others at a local level here in Lambeth and across the capital,” said Lee Jasper, chair of the Alliance for Police Accountability Project Steering Group.</p>
<p>These criticisms “have been routinely ignored, denied or dismissed by the Met and other accountable bodies who have chosen to stay silent or who have been complicit in maintaining the status quo of a toxic culture that is highlighted in this interim report,” he added.</p>
<p>“To suggest that the Casey Review&#8217;s findings were ‘a surprise’ or that senior officers at Scotland Yard or here in Lambeth were ‘unaware’ of these critical issues is, in truth, wholly disingenuous and frankly insulting to our communities. These issues have been raised consistently here in Lambeth and across the capital by communities, the media and police professional bodies over the last decade.”</p>
<p>Jasper says, “The growing levels of genuine anger, deep anxiety and heightened concerns among London’s and Lambeth’s Black communities are the highest I have ever known in 40 years as a community advocate.”</p>
<p>Experts say restoring police trust and confidence among the British people is not going to be an easy task as the report notes the force must be “ruthless in rooting out those who do not deserve to hold the office of constable.”</p>
<p>According to the research conducted, cases where officers break the law are taking too long to resolve, allegations are more likely to be dismissed than acted upon, the burden on those raising concerns is too heavy, and there is racial disparity across the system, with White officers dealt with less harshly than Black or Asian officers.</p>
<p>The analysis focuses on several key aspects. Those in charge are taking too long to resolve misconduct cases. On average, the Metropolitan police takes 400 days to finalize misconduct allegations from start to finish. Even removing those involving the Independent Office for Police Conduct, cases still take, on average, nearly 350 days. Nearly 20% of misconduct cases take more than two years to finalize.</p>
<p>Officers and staff do not believe that action will be taken when concerns around conduct are raised. And they are right not to do so as, consistently, 55-60% of misconduct allegations made by officers, staff and their families receive a “no case to answer” decision.</p>
<p>This is while those at the top of the police hierarchy are warning staff against taking action against misconduct they witness or are subjected to; so that the view that nothing happens is institutionalized.</p>
<p>Cases that are related to sexual misconduct and other discriminatory behaviors are less likely than other misconduct allegations to result in a “case to answer” decision. These decisions are being given to only 20% of allegations concerned with breaching equality and diversity rules, and 29% of allegations involving sexual misconduct compared to 33% of all finalized allegations. The report alludes to this saying that it suggests equality and discrimination issues are not being tackled in an effective manner.</p>
<p>Critics have argued that evidence of “vulgar and sexist” messages on social media groups among the police have been, more than often, ignored with absolutely no action taken. A former police rapist was a member of one of those groups.</p>
<p>The embedded misogynistic culture is reflected in the fact that last year more than 600 sexual and domestic abuse allegations alone against officers were being investigated yet very little to zero news has emerged about those officers being held accountable. Another question that has been raised following the latest research is what to do with officers previously found guilty of racist and misogynistic offences. Critics say that more than likely, nothing will happen to them.</p>
<p>“In cases where they have been found guilty but it’s short of dismissal, it might be hard for the Met to go back and reset the boundaries. There’s also obviously a difference between views that might be a bit outdated and stuff that’s clearly overtly racist, sexist and offensive. There’s clearly a line,” a source familiar with the review told British media.</p>
<p>Last year a shocking catalogue of sexual misconduct allegations against Metropolitan police officers were revealed in documents obtained by British media. They included cases of one officer who had sexually assaulted a rape victim and another who had assaulted a domestic abuse survivor.</p>
<p>The latest revelations will only add to the pressure on the Metropolitan police which experts say will fail to convince the public they can efficiently protect them when they, themselves, are not enforcing the law. Women will be the most concerned about approaching officers alone, as they appear to be among the main targets of officers.</p>
<p>Minority groups will also be concerned as the study reveals there is racial disparity throughout the Metropolitan police’s misconduct system.</p>

<p>In a letter to Michelle Bachelet, the United Nations High Commissioner for Human Rights, Gharibabadi asked her to make countries and organizations uphold their responsibilities against the elements that compromise the peace, stability and security of the people.</p>
<p>Referring to the martyrdom of 40 of Iran’s police forces from March 21 to December 3, 2021, in the fight against criminals and armed smugglers equipped with all kinds of smart weapons and heavy equipment, he said “The Islamic Republic of Iran has adopted a principled policy in the fight against all types of trafficking (drugs, human beings, goods, etc.) and has been one of the most successful countries in the world in these areas. Reliable reports and documents published by relevant international organizations verify this clear and successful record.</p>
<p>It goes without saying that the national will of the Islamic Republic of Iran in the continuation of the above humanitarian policy has incurred heavy financial and human costs to my country, including, among others, the martyrdom of more than 3800 thousand individuals and the injury of more than 12 thousand people of our law enforcement forces only in the field of counter-narcotic plans.</p>
<p>Although the actions of the Islamic Republic have been acknowledged by the international community and most countries in the world, unfortunately not only it has not received the necessary cooperation and support of other countries which is still the case, but also the paltry assistance offered by international organizations in most cases face politically-motivated excuses and selective, arbitrary treatments of some countries.”</p>
<p>Noting ‘numerous statements by the Office of the High Commissioner for Human Rights or Special Procedures in support of some criminals who have been tried in a fair trial, he asked that “the big question arises as to why not a single statement is issued condemning the terrorist and armed acts against the law enforcement forces of a country that has rendered the greatest services to the international community through the fight against drug trafficking, human trafficking, and organized crime?”</p>
<p>“I expect you to prove the reason to be of that important international mechanism by promoting its identity and standing and counter the instrumental, politicized, and selective approach in the field of human rights. Apart from condemning illegal and unilateral sanctions against the Iranian people, especially in providing the necessary equipment for the police forces in their unequal campaign against terrorist groups and international traffickers, as well as condemning the martyrdom of law enforcement personnel by these groups and traffickers and expressing sympathy with their families, you are expected to make countries and organizations uphold their responsibilities against the elements that compromise the peace, stability, and security of the people.”</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Eleven Pakistani police officers, who were taken hostage by supporters of a banned group during street protests in Lahore, have been released, authorities said. Supporters of the right-wing Tehreek-e-Labbaik Pakistan (TLP) had allegedly taken the officers captive on Sunday as part of their campaign to get the French ambassador expelled from <a href="https://irannewsdaily.com/2021/04/iran-pakistan-stage-naval-drill-in-oman-sea/">Pakistan</a>.</p>
<p>A video of the hostages as they were being released circulated on social media, showing some of the officers bloodied and bruised with bandages around their heads.</p>
<p>Interior Minister Sheikh Rashid Ahmed said the police officers were released early Monday following “negotiations” with the TLP, which was labeled a terrorist organization by the government last week.</p>
<p>The TLP was banned after its supporters took to the streets to protest against the arrest of their leader Saad Rizvi. The protests turned violent on Sunday and the TLP leaders said several of the party&#8217;s supporters were killed in the clashes.</p>
<p>Six police officers have also been killed in conforntations with TLP supporters.</p>
<p>The interior minister confirmed that the “first round” of talks with the TLP had been “successful,” adding that a second round would take place later on Monday in an attempt to settle “the rest of the issues.”</p>
<p>The far-right group launched an anti-French movement and set April 20 as the deadline for the French ambassador to be expelled from Pakistan after President Emmanuel Macron defended the Charlie Hebdo magazine&#8217;s cartoons insulting Prophet Muhammad (PBUH).</p>
<p>Prime Minister Imran Khan clarified on Saturday that the party had been banned for its violent methods rather than its hardline ideology.<br />
“Let me make clear to people here &amp; abroad: Our govt only took action against TLP under our anti-terrorist law when they challenged the writ of the state and used street violence &amp; attacking the public &amp; law enforcers,” he tweeted.Protests have been raging on across Pakistan since the TLP leader, Rizvi, was detained in Lahore after calling for a march in Islamabad.</p>

<p class="rtejustify">Matthew Downs, an inspector with West Midlands police, also turned a cell light off when the 17-year-old detainee said he was scared of the dark, a disciplinary hearing on Tuesday heard, The Guardian reported.</p>
<p class="rtejustify">Downs said the detainee had been aggressive and he had reacted “instinctively” but admitted he had made a mistake and let himself down.</p>
<p class="rtejustify">The youth, referred to as AB, was taken to Oldbury’s custody suite after being “red-dotted” with a Taser when he threatened someone with a machete while drunk in Walsall in February last year.</p>
<p class="rtejustify">Presenting Counsel Andrew Waters said custody block inspector Downs, 49, watched other officers carry out standard search procedure on AB before becoming involved.</p>
<p class="rtejustify">Waters told the misconduct panel, “He entered the cell and used unnecessary and gratuitous force on AB – in particular in picking him up … pushing him around.&#8221;</p>
<p class="rtejustify">“In addition he was abusive to AB in two instances. He shouted and swore at AB and, when AB started crying, he mocked him for doing so,&#8221; Waters said.</p>
<p class="rtejustify">“As he left the cell, he asked AB if he was afraid of the dark and, when AB said he was, he said ‘Good’ and turned the light off,” he added.</p>
<p class="rtejustify">Giving evidence after CCTV footage of the incident in the cell was shown to the panel, Downs, who has served in the police for over 22 years, said the detainee had behaved aggressively.</p>
<p class="rtejustify">“I just wanted to tell him to behave himself,” Downs said, adding, “As the officers were leaving the cell, AB made a threat. It was along the lines of ‘You see what happens now’, which I reacted to instinctively.”</p>
<p class="rtejustify">After viewing the CCTV footages, Downs said, “It was a mistake, I shouldn’t have done it. I have let myself down.”</p>
<p class="rtejustify">Adrian Keeling QC, representing Downs, urged the panel to impose a final written warning. The youth involved did not make a complaint about Downs, the hearing was told.</p>
<p class="rtejustify">Keeling argued, “The culpability and harm is low. It’s a single incident and it’s in no way targeted or planned – it arises out of a spontaneous set of circumstances.”</p>

<p>The &#8216;Yellow Vest&#8217; movement began as a grassroots citizen protest in November 2018 and quickly spread across mainland France, with participants demanding what they see as economic and social justice.</p>

<p dir="LTR">Shortly after 9 p.m., officers tackled protesters and detained them as the crowd of several hundred people yelled at them. Police told protesters to move back and get out of the street as they made the arrests.</p>
<p dir="LTR">Protesters chanted: “No good cops in a racist system!”</p>
<p dir="LTR">Protesters shot fireworks at police. KOIN-TV posted a video in which police warn that protesters who hurl projectiles will be subject to arrest.</p>
<p dir="LTR">About 10 p.m., police left the scene. The protesters remained in the street.</p>
<p dir="LTR">Earlier Saturday police said a right-wing rally and counter-protests largely dispersed without serious violence, though they are investigating an assault after one person who was documenting the event was pushed to the ground and kicked in the face.</p>
<p dir="LTR">Separately, police said a criminal citation was issued after officials confiscated firearms, paintball guns, baseball bats and shields from a pick-up truck that was initially stopped for having obscured license plates as it left the rally, AP reported.</p>
<p dir="LTR">Several hundred people, dozens of them wearing militarized body armor, gathered to support US President Donald Trump and his “law and order” reelection campaign Saturday afternoon. The attendance was far fewer than the 10,000 organizers had expected after tensions boiled over nationwide following the decision not to charge officers in Louisville, Kentucky, for killing Breonna Taylor.</p>
<p dir="LTR">Organized by the Proud Boys, a group that has been designated as a hate group by the Southern Poverty Law Center, the rally was described as a free speech event to support Trump and police and condemn anti-fascists and “violent gangs of rioting felons” in the streets.</p>
<p dir="LTR">Local and state elected officials condemned the event and rushed to shore up law enforcement ranks as left-wing groups organized several rallies to oppose the Proud Boys’ message. About 1,000 counter-protesters gathered at another park.</p>
<p dir="LTR">The events began at noon and were largely dispersed by 3 p.m.</p>
<p dir="LTR">The rally came as Portland has seen nearly nightly protests since the police killing of George Floyd in late May.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Two police officers were shot in downtown Louisville, US state of Kentucky, on Wednesday night amid protests over the death of Breonna Taylor, interim police Chief Robert Schroeder said at a press conference.</p>

<p dir="LTR">It was unclear whether the shooting was related to the protests, but it came hours after the Kentucky attorney general announced that no officers were indicted for their role in the fatal police shooting of Taylor, a Black emergency medical worker killed in her own home.</p>
<p dir="LTR">At approximately 8:30 p.m. local time, officers were called to respond to a large crowd and reports of shots fired, Schroeder said. While they were deploying, two police officers were shot.</p>
<p dir="LTR">Both officers were in stable condition, Schroeder said. One was alert, and the other was undergoing surgery. One suspect was taken into custody in connection with the shooting, and the FBI said it was assisting with the investigation.</p>
<p dir="LTR">Kentucky Governor Andy Beshear released a statement in the aftermath of the shooting urging protesters to remain peaceful and return home. &#8220;I&#8217;m asking everybody, please go home, go home tonight,&#8221; he said. &#8220;There will be many times over the coming days when there will be opportunities to be heard, and so many people are listening right now.&#8221;</p>
<p dir="LTR">In a statement posted to Twitter, Louisville Mayor Greg Fischer pleaded with protesters still out to go home. &#8220;If you want to protest, please return during the daylight to peaceably protest. Violence does not get us any closer to a fair, just and equitable Louisville,&#8221; he said.</p>
<p dir="LTR">&#8220;Our hearts go out tonight to the two officers who were shot,&#8221; Fischer added.</p>
<p dir="LTR">President Trump also weighed in, tweeting his prayers to the wounded officers. &#8220;The Federal Government stands behind you and is ready to help,&#8221; he wrote. &#8220;Spoke to @GovAndyBeshear and we are prepared to work together, immediately upon request!&#8221;</p>
<p dir="LTR">Protesters took to the streets in Louisville, and in cities across the nation, after Kentucky Attorney General Daniel Cameron said Wednesday that no officers would be charged in Taylor&#8217;s death. One former officer, Brett Hankison, was charged with wanton endangerment for firing shots into Taylor&#8217;s neighbor&#8217;s apartment. The other two officers who opened fire in Taylor&#8217;s home, Detective Myles Cosgrove and Sergeant Jonathan Mattingly, were not charged.</p>
<p dir="LTR">At least 46 people were arrested at the Louisville protests, police said.</p>
<p dir="LTR">On March 13, police raided Taylor&#8217;s home to search for illegal drugs. Cameron said that as Mattingly attempted to enter the apartment, Taylor&#8217;s friend, Kenneth Walker, fired a shot that hit him, prompting the officers to return fire. Taylor was shot six times, but Cameron said conflicting ballistics reports made it difficult to determine who fired the fatal shot.</p>
<p dir="LTR">Ben Crump, an attorney representing Taylor&#8217;s family, decried the grand jury&#8217;s decision as &#8220;outrageous and offensive.&#8221;</p>
<p dir="LTR">&#8220;If Brett Hankison&#8217;s behavior was wanton endangerment to people in neighboring apartments, then it should have been wanton endangerment in Breonna Taylor&#8217;s apartment too,&#8221; Crump tweeted. &#8220;In fact, it should have been ruled wanton murder!&#8221;</p>
<p dir="LTR">Protesters began marching through Louisville soon after the attorney general&#8217;s announcement, chanting, &#8220;No justice, no peace.&#8221;</p>
<p dir="LTR">&#8220;We&#8217;ve been out here for 100-plus days, this is ridiculous, you know, it&#8217;s not fair. At the end of the day, how much is a Black woman&#8217;s life worth?&#8221; protester Carmen Jones told CBS News.</p>
<p dir="LTR">The Louisville demonstrators were joined by protesters across the country. Thousands gathered outside the Barclays Center, according to CBS News York, and protesters in DC had a few small clashes with police.</p>
<p dir="LTR">A CBS Denver crew saw one man detained by police after approaching a crowd protesting near a police station with a firearm.</p>
<p dir="LTR">The San Diego police force declared a protest in front of its headquarters an illegal assembly late Wednesday night &#8220;in response to acts of violence &amp; vandalism,&#8221; and ordered all demonstrators to disperse. CBS8 said the protest, drawing hundreds of people, remained largely peaceful apart from a small confrontation when demonstrators blocked a street.</p>
<p dir="LTR">Seattle Police said at least eight people were arrested after protesters started throwing fireworks and glass bottles toward a precinct building and officers on the scene. &#8220;Officers have deployed pepper spray after protestors cut security cameras at the East Precinct,&#8221; the force said on Twitter.</p>
<p dir="LTR">Earlier in the day, Beshear authorized the deployment of 500 members of the Kentucky National Guard to Louisville. Mayor Greg Fischer announced a citywide curfew from 9 p.m. to 6:30 a.m., and said city buildings would be closed.</p>
<p dir="LTR">&#8220;I urge everyone to commit once again to a peaceful, lawful response like we&#8217;ve seen here for the majority of the past several months,&#8221; Fischer said.</p>

<p>People were flooding to the police station in Southwest Lancaster City on Sunday, chanting “Don&#8217;t shoot” and other BLM slogans after an officer-involved shooting earlier in the day.</p>
<p>Footage on social media shows protesters smashing windows and jumping on a police car, as one of the gathering’s leaders announces that “BLM riots” have kicked off in the city.</p>
<p>Munoz was pronounced dead at the scene.</p>
<p>Lancaster DA said that they have been “investigating” the shooting to determine if the use of force was justified, but noted that the preliminary investigation indicates that the knife-wielding victim posed an immediate danger to the officer’s life before being killed.</p>
<p>The footage shows that when the officer gets in front of a residence in the 300 block of Laurel Street, Munoz immediately emerges from inside and runs toward the officer, brandishing a knife above his head, in clear view, in a threatening manner</p>
<p>District Attorney Heather Adams said that her office would release all other details pertaining to the incident &#8220;in a timely manner,” urging protesters to “remain peaceful” since “violence and destruction of property will become headlines and serve no purpose for the safety and wellbeing of our citizens and neighborhoods.”</p>
<p>The incident took place around 4:15 pm local time, as the officers were responding to an alleged domestic disturbance.</p>
<p>While there is nothing in the DA’s message to suggest that Munoz was mentally incapacitated, activists have alleged that the man was autistic. Protesters have also accused police of leaving the body lying in the street “for hours” before it was taken away.</p>
<p>A man with the same first and last names as Munoz stabbed four people in Lancaster in March last year. At the time, police said that the suspect refused to drop his knife when ordered by officers, but was eventually taken into custody. His trial was to start tomorrow.</p>

<p>During the meeting, Brigadier General Hadi Shirzad stressed the need to improve the level of security by developing police diplomacy interaction, saying that Iran&#8217;s police relations with China are friendly and strategic.</p>
<p>The police of the Islamic Republic of Iran is eager to transfer its experiences to China and establish a police affairs working group between the Chinese police and the Ministry of Public Security and the relevant Iranian authorities.</p>
<p>Referring to the arrangements made by the police of the Islamic Republic of Iran to deal with international defendants, he stressed the need to improve the level of security by using police diplomacy interaction.</p>
<p>As the interaction of the police of the countries expands, the security in the world will improve and more and more efforts in this field will pave the way for the fight against international crimes, he added.</p>
<p>Chang Hua, for his part, announced his country&#8217;s readiness for any cooperation with police of the Islamic Republic of Iran.</p>
<p>He also said that the development of police diplomacy relations between Iran and China requires bilateral cooperation.</p>
