										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran issued a new warning to neighboring Armenia and Azerbaijan on Friday after stray fire from their conflict over the Nagorno-Karabakh region wounded one person on the Iranian side of the border.</p>
<p>&#8220;If there is any repetition of such fire, the Islamic Republic of Iran will not remain indifferent,&#8221; Foreign Ministry spokesman Saeed Khatibzadeh tweeted, without specifying which side Tehran held responsible for the latest fire, AFP wrote.</p>
<p>A total of 10 rockets hit villages in the Iranian border county of Khoda-Afarin, wounding one person and destroying a building, IRNA reported.</p>
<p>The county in Iran&#8217;s East Azarbaijan Province borders Armenian-controlled territory in Azerbaijan adjacent to Nagorno-Karabakh which has seen fighting in the deadly flare-up that broke out late last month.</p>
<p>In the first week of the fighting, mortar rounds repeatedly strayed across the border, with one wounding a six-year-old child.</p>
<p>The mortar fire prompted Khatibzadeh to warn that &#8220;any intrusion upon our country&#8217;s territory by either side of the conflict is intolerable.&#8221;</p>
<p>Armenia and Azerbaijan have for decades been locked in a conflict over Nagorno-Karabakh, an ethnically Armenian region of Azerbaijan which broke away from Baku in a 1990s war that claimed the lives of some 30,000 people.</p>
<p>&nbsp;</p>
<p><strong>Fresh attacks</strong></p>
<p>Azerbaijan and Armenia accused each other on Saturday of fresh attacks in violation of a week-old Russian-brokered truce that has failed to halt the worst fighting in the South Caucasus since the 1990s, according to Reuters.</p>
<p>Baku said 13 civilians were killed and more than 50 wounded in the city of Ganja by an Armenian missile attack, while Yerevan accused Azerbaijan of continued shelling.</p>
<p>The Azerbaijani Prosecutor General’s Office said a residential area in Ganja, the country’s second-largest city and miles away from Nagorno-Karabakh, was shelled by missile strikes and around 20 apartment buildings had been hit. Armenia denied the claim.</p>
<p>Baku also said that an electricity line which goes from Azerbaijan to neighboring Georgia was damaged as a result of shelling in the town of Mingachevir.</p>
<p>Azerbaijani President Ilham Aliyev accused Armenia of committing a war crime by shelling Ganja.</p>
<p>“If the international community does not punish Armenia, we will do it,” he said.</p>
<p>Aliyev said the Azerbaijani Army has completely taken over two regions previously held by separatists, Fizuli and Jabrail.</p>
<p>“We are dominating the battlefield,” he said, adding that Azerbaijani armed forces never targeted civilian settlements.</p>
<p>Aliyev also questioned Armenia’s ability to keep replacing military hardware destroyed in battles, a thinly veiled jab at Yerevan’s ally Moscow.</p>
<p>Armenia denied the Azerbaijani claim that it had been bringing arms illegally and accused Azerbaijan of acting to expand Turkey’s influence in the region and of using pro-Turkish mercenaries – charges both Ankara and Baku deny.</p>
<p>The Armenian Defense Ministry denied the Azerbaijani claim on shelling cities in Azerbaijan and accused Baku of continuing to shell populated areas inside Nagorno-Karabakh, including Stepanakert, the region’s biggest city.</p>
<p>Three civilians were wounded as a result of Azerbaijani fire in Nagorno-Karabakh, the Armenian Foreign Ministry said.</p>
<p>Armenia also said several Azerbaijani drones flew over settlements in Armenia, attacked military installations and damaged the civilian infrastructure. It denied an Azerbaijani claim to have downed an Armenian Su-25 warplane.</p>
<p>Armenian Prime Minister Nikol Pashinyan called attacks “an attempted genocide of the Armenian people”, telling the French newspaper Liberation, “We must defend ourselves, like any nation that is threatened with extermination”.</p>
<p>Turkey, which has been criticized by NATO allies for its stance in the conflict, reiterated its support for Azerbaijan.</p>
<p>Foreign Minister Mevlut Cavusoglu said on Saturday Turkey would “always side with Azerbaijan”, while the country’s Defense Minister Hulusi Akar talked to his Azerbaijani counterpart Zakir Hasanov on the phone and congratulated him on “liberating” several settlements in Nagorno-Karabakh.</p>
<p>Ankara accuses Armenia of illegally occupying Azerbaijani territory. Armenia says Turkey has encouraged Azerbaijan to pursue a military solution to the conflict, putting Armenian civilians in danger.</p>
<p>Baku said on Saturday that 60 Azerbaijani civilians had been killed and 270 wounded since the fighting flared on Sept. 27. Azerbaijan has not disclosed military casualties.</p>
<p>Nagorno-Karabakh says 633 of its military personnel have been killed, and 34 civilians.</p>

<p>“Iran welcomes cessation of hostilities in Karabakh region as step toward peace. We urge our neighbors Azerbaijan and Armenia to engage in substantive dialogue based on respect for international law and territorial integrity. We appreciate constructive efforts of our Russian neighbors,” Zarif tweeted on Saturday.</p>
<p>Skirmishes have been common for years along the front lines of the Karabakh disputed region, but the most recent fighting is feared could lead to mass civilian casualties.</p>
<p>The two sides were resisting international pressure to start talks to end the latest round of conflagrations, with each side accusing the other of instigating the fighting.</p>
<p>Russia said Friday that Armenia and Azerbaijan had agreed to meet in Moscow for negotiations on ending the fighting over Nagorno-Karabakh, after President Vladimir Putin called for talks.</p>
<p>On Saturday, Russian Foreign Minister Sergey Lavrov said a ceasefire agreement in Nagorno-Karabakh starting on 12:00 Moscow time on October 10 has been reached after trilateral consultations in Moscow.</p>
<p>Nagorno-Karabakh is internationally recognized as part of the Republic of Azerbaijan, but it has been under Armenia’s control since the early 1990s. The territory declared independence from Azerbaijan in 1991.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Armenia and Azerbaijan on Friday held their first high-level talks after nearly two weeks of clashes over the disputed Nagorno-Karabakh region, with hopes rising that a cease-fire could be brokered in Moscow.</p>
<div class="itemcontent">
<p>Armenian and Azerbaijani defense officials said heavy clashes continued overnight and reported further civilian deaths, after Russian President Vladimir Putin announced the meeting in Moscow late Thursday and appealed for a cease-fire on humanitarian grounds, AFP reported.</p>
<p>Azerbaijan&#8217;s President Ilham Aliyev has repeatedly said there would be no halt to fighting until Armenian troops withdraw and vowed to continue the intervention until his military captured all of Karabakh.</p>
<p>Renewed fighting over Karabakh – an ethnic Armenian region of Azerbaijan that broke from Baku&#8217;s control in a devastating war in the early 1990s – has claimed some 400 lives and forced thousands of people from their homes.</p>
<p>The heavy clashes erupted late last month, with both sides blaming the other for the biggest outbreak in violence since a 1994 cease-fire left the status of Karabakh in limbo.</p>
<p>The region&#8217;s declaration of independence has not been recognized by any country – even Armenia – and the international community regards it as part of Azerbaijan.</p>
<p>The Kremlin said late on Thursday that following a series of calls with Armenian Prime Minister Nikol Pashinyan and Aliyev, Putin had invited their foreign ministers to Moscow and called for an end to hostilities &#8220;in order to exchange dead bodies and prisoners&#8221;.</p>
<p>Previous diplomatic efforts to find a lasting solution to the decades-old stalemate have faltered.</p>
<p>Putin&#8217;s announcement of talks in Moscow came shortly after international mediators from France, Russia and the United States launched their first efforts to resolve the fighting in Geneva.</p>
<p>The countries make up the &#8220;Minsk Group&#8221; that has sought a solution to the Karabakh conflict for decades but have failed to stop sporadic outbreaks of fighting.</p>
<p>The negotiations in Geneva went ahead without Armenia, which refused to participate if the fighting was ongoing, and there were no public statements following the closed-door talks.</p>
<p><strong>Mounting civilian toll</strong></p>
<p>Pashinyan on Friday said his country was &#8220;ready for the resumption of the peace process&#8221;, while Russian Prime Minister Mikhail Mishustin during a visit to Yerevan said Russia was prepared to help bring about peace.</p>
<p>Since the fighting restarted, both sides have accused the other of shelling areas populated by civilians and thousands of people have been displaced by the clashes.</p>
<p>The administrative center of the disputed region, Stepanakert, is dotted with wide craters and unexploded ordnance following days of shelling.</p>
<p>Armenia accused Azerbaijan on Thursday of hitting the iconic Ghazanchetsots (Holy Savior) Cathedral leaving a gaping hole in its roof and several journalists injured.</p>
<p>Armenia&#8217;s rights ombudsman Artak Beglaryan said this week that the renewed fighting has displaced around half of Karabakh&#8217;s 140,000 residents and forced some 90 percent of its women and children from their homes.</p>
<p>Dozens of civilians have been confirmed killed and the Armenian side has acknowledged 350 military deaths, while Azerbaijan has not admitted to any fatalities among its troops.</p>

<p>In a phone conversation with his Azerbaijani counterpart Ilham Aliyev on Tuesday, President Rouhani stressed the need to end the ongoing conflict recently erupted between Armenia and Azerbaijan as soon as possible, according to the president’s official website.</p>
<p>He noted that Tehran is ready for any move to resolve the dispute erupted between Baku and Yerevan in accordance with international law.</p>
<p>Since late September, heavy clashes have been underway between Azerbaijani and Armenian military forces over the Nagorno-Karabakh region. Both sides blame each other for initiating the fighting in the Caucasus Mountains.</p>
<p>Expressing concern over the possible interference of other countries in the conflict and turning it into a regional war, Rouhani stressed that the security and stability in the region, especially Iran’s northern borders, are of great importance for Tehran.</p>
<p>He underlined that the conflict and continuation of insecurity at the borders should not pave the way for the influence of some terrorist groups in the region.</p>
<p>Rouhani also pointed to the security of Iran&#8217;s borders and the need to protect the lives of residents of Iranian villages.</p>
<p>Iran’s Defense Minister Brigadier General Amir Hatami on Tuesday warned the warring parties involved in military clashes over the disputed Nagorno-Karabakh region that Tehran will take stronger measures than warnings if the shells fired in the fighting continue to hit the country’s border regions even by mistake.</p>
<p>“It is not acceptable at all that a bullet hits the Islamic Republic’s borders due to a mistake or carelessness,” Hatami said in the northeastern city of Mashhad on Tuesday.</p>
<p>Since the beginning of the Karabakh conflict some 10 days ago, Hatami said, the Iranian border areas have several times been shelled by mistake.</p>
<p>The defense chief said the lives of Iranian citizens and the country’s security are of vital importance, adding, “If this continues, broader measures will be adopted.”</p>
<p>Hatami expressed hope that all the parties to the conflict would heed the warnings.</p>
<p>The minister’s comments came after officials in the northwestern Iranian province of East Azarbaijan reported that mortar shells fired during the latest round of fighting between Armenia and Azerbaijan had hit border rural areas in Iran.</p>

<p>Members of the Iranian Parliament’s National Security and Foreign Policy Commission have traveled to the areas near the common border with the disputed Nagorno-Karabakh region, the commission’s spokesman told Tasnim.</p>
<p>Abolfazl Amoee said the lawmakers are going to prepare a report on the developments in the Nagorno-Karabakh region and the impact of the disputes between Yerevan and Baku on the border areas of Iran.</p>
<p>On Saturday, Iranian Foreign Ministry Spokesperson Saeed Khatibzadeh called on Armenia and Azerbaijan to be careful not to violate Iran’s border amid the outbreak of the new round of fighting.</p>
<p>His comments came after officials in Iran’s northwestern province of East Azarbaijan reported that mortar shells fired by the warring sides in the latest round of fighting between Armenia and Azerbaijan have hit border rural areas in the province.</p>
<p>According to reports, one of the mortars has fallen in a village in Khoda Afrin county, injuring a 6-year-old child.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iranian President’s Chief of Staff Mahmoud Vaezi dismissed rumors that Iran has supported Armenia amid a flare-up of fighting in the disputed Nagorno-Karabakh region, expressing Tehran’s backing for the Republic of Azerbaijan’s territorial integrity.</p>

<p>In a telephone conversation with the Republic of Azerbaijan&#8217;s Deputy Prime Minister Shahin Mustafayev, the Iranian president&#8217;s chief of staff strongly denied the rumors spread by social networks that Iran has supplied help for Armenia amid the fresh wave of fighting in the Nagorno-Karabakh region.</p>
<p>“Such rumors are totally baseless and aimed at upsetting the good relations between Iran and Azerbaijan,” Vaezi added.</p>
<p>Highlighting Iran’s respect for the Republic of Azerbaijan’s territorial integrity, the Iranian official said ending occupation would contribute to regional stability.</p>
<p>“The Republic of Azerbaijan has a special and important place in the Islamic Republic of Iran’s foreign policy, and we have always seized every opportunity to strengthen and broaden our relations with that country,” Vaezi stressed.</p>
<p>Expressing concern about the armed clashes between Armenian and Azeri forces, he said Tehran is closely and seriously monitoring the developments and is ready for any help to settle the conflict through dialogue within the framework of international law.</p>
<p>For his part, Mustafayev hailed the amicable ties between Baku and Tehran, saying the two neighbors should not allow their close relations to be harmed by the hostile attempts.</p>
<p>Highlighting the cultural, religious and social values shared by Iran and the Republic of Azerbaijan, the Azeri deputy PM said the bilateral relations have reached a good level thanks to the efforts from the authorities of the two countries.</p>
<p>The military forces of Armenia and the Republic of Azerbaijan started a new round of clashes over the disputed region of Nagorno-Karabakh on Sunday, the heaviest fighting between the two countries in years.</p>
<p>Baku had earlier voiced concern about reports of large arms shipments from Russia to Armenia during and after the fighting.</p>
<p>Last month, Azeri President Ilham Aliyev complained to his Russian counterpart Vladimir Putin about Moscow’s arms sales to Armenia amid the outbreak of fighting between Azerbaijan and Armenia.</p>
