										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – An informed source in Iran denied rumors that the Islamic Republic and the US have started a series of negotiations with the help of a mediator.</p>

<p>Speaking to Tasnim on Tuesday, the source dismissed reports of secret talks between Tehran and Washington, adding, “Despite what has been claimed these days, Iran is not involved in any secret negotiations with the US behind the scene, nor are there any ongoing talks with the mediation of Germany, the UK or any other country. Thus, such claims are basically false.”</p>
<p>Asked why certain foreign media have spread such rumors, the source said the US government’s policy of maximum pressure on Iran has ended in failure, as Washington itself admits that it has failed to achieve the objectives against Tehran.</p>
<p>The resignation of US special representative for Iran Brian Hook was a result of his failure to pursue the policy of maximum pressure on Iran, and such a defeat is awaiting his successor too, the source noted.</p>
<p>As a result, the Americans are willing to hide their defeats behind rumors and false news about secret negotiations and contacts with Iran, the source added.</p>
<p>Iranian officials have repeatedly rejected the idea of direct negotiations with the US, stressing that Washington must first resume honoring its commitments under the Joint Comprehensive Plan of Action (JCPOA) and lift the sanctions on Tehran.</p>
<p>Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei has ruled out the notion that ‘settlement of Iran’s problems hinges on rapprochement with the US.’</p>
<p>Negotiation with the US will by no means solve Iran’s woes as Washington’s main objective is to hinder Iran’s progress, American officials are a liar and deceitful, and, moreover, the US itself is plagued with crises, Imam Khamenei said in 2016.</p>

										<content:encoded><![CDATA[<p>“After taking the third step [in reducing JCPOA commitments], America told Europe that it wants to negotiate but our final word is that America must return to JCPOA and that any probable negotiation will be held in the framework of 5+1,” said Valiollah Nanvakenari, a member of Parliament National Security and Foreign Policy Committee.</p>
<p>“This means that Americans should first apologize to the Iranian people and return to the JCPOA, then remove sanctions and build trust. Also, they should implement their commitments to open the path of negotiations, otherwise, there will be no talks with the US,” he added.</p>
<p>US administration unilaterally withdrew from the Joint Comprehensive Plan of Action back in May 2018 and then, imposed severe sanctions on the country’s economy. Washington has implemented ‘maximum pressure’ policy against Iran in order to force the country to renegotiate the JCPOA and add some other paragraphs to it, including limitations on Iran’s missile program. Tehran has dismissed the possibility of such talks, noting that if US wants to negotiate, it must first come back to JCPOA which they have already violated and also remove illegal sanctions.</p>
<p>Nanvakenari went on to say that the remarks by the Islamic Revolution Leader on Tuesday carried a ‘clear’ message to the world, adding, “America is aware of our stance but its arrogant behavior doesn’t let it understand such a message; whenever they abandon this behavior and consider these conditions, the path is open, provided that US officials come to their senses.”</p>
<p>Leader of the Islamic Revolution Ayatollah Khamenei said on Tuesday that “If the Americans back off and repent, and implements the nuclear deal from which they have withdrawn, then they can also take part in and talk during negotiations between Iran and the countries that are part of this deal. Otherwise, there will be absolutely no negotiation between the officials of the Islamic Republic and the US at any level; neither in New York nor anywhere else.”</p>

										<content:encoded><![CDATA[<p>Making the remarks during his teachings in a class of advanced Islamic Jurisprudence (kharej–e Fiqh) on Tuesday, Ayatollah Khamanei touched upon US ‘maximum pressure’ policy against Iran.</p>
<p>Referring to different stances of US officials regarding talks with Iran, Ayatollah Khamanei said “Sometimes they call for negotiations with no preconditions and other times they talk of negotiations under 12 conditions. These contradictory remarks are either a sign of their confused policies or is a trick to confuse the other side. Of course the Islamic Republic will not be confused since our path is clear and we are aware of what we do.”</p>
<p>US’s aim for negotiations is not to find a fair solution but to impose its ‘insolent demands’ on Iran, he said.</p>
<p>“US aims to prove to all that maximum pressure has worked and that officials of the Islamic Republic were forced to come to the negotiating table despite previously saying ‘we won’t negotiate’. [And] so [to prove that] the only way to face Iran is through maximum pressure.”</p>
<p>“If America takes back its words and repents and returns to the nuclear deal, which they have violated, they can take part in the meetings of signatories to this agreement with Iran. Otherwise, no negotiation on any level will happen between officials of the Islamic Republic and America, neither in New York nor anywhere else,” said Ayatollah Khamenei said, in reference to foreign media speculations of a possible meeting between President Rouhani and Trump on the sidelines of the upcoming UNGA meeting in New York .</p>

										<content:encoded><![CDATA[<p>Speaking at a press conference on Monday, Foreign Ministry Spokesman Abbas Mousavi dismissed any lingering speculations that Iranian President Rouhani and US President Trump would meet and hold talks during Rouhani’s stay in New York for the upcoming UN General Assembly.</p>
<p>“There is no such program on our agenda, and the meeting will not happen in New York,” Mousavi stressed.</p>
<p>“Mr. Rouhani has explicitly stated that we do not care for meeting for meeting&#8217;s sake, or just taking pictures together. Negotiations must lead to an acceptable result,” he added.</p>
<p>“We have stated that the US can take part at Iran’s JCPOA meetings with other sides to the deal if and only if it eases or ceases its economic terrorism against us and returns to the JCPOA,” the spokesman stressed.</p>
<p>Mousavi also said Foreign Minister Mohammad Javad Zarif, who is under US sanction, will accompany President Hassan Rouhani on his upcoming visit to New York if the necessary grounds are provided.</p>
<p>The 74th session of the UNGA will open in New York on Sept. 17. The first day of the high-level General Debate will be on Sept. 24, where President Rouhani is scheduled to deliver a speech.</p>

										<content:encoded><![CDATA[<p>Alireza Miryousefi, the spokesperson for Iran’s mission to the United Nations, rejected on Friday the claim raised in some foreign news outlets that the US has made a proposal for a meeting between Iranian President Hassan Rouhani and US President Donald Trump on the sidelines of the upcoming UN General Assembly.</p>
<p>“This news is fake. We have not received such a proposal, and there is no possibility for a meeting between the two presidents on the sidelines of the UN General Assembly,” he stressed.</p>
<p>The Tokyo-based Kyodo News Agency quoted an unnamed US government source as saying that Washington had proposed a meeting between President Donald Trump and Iranian President Hassan Rouhani on the fringes of the upcoming UN General Assembly in New York. The report said that the US hoped the meeting would take place around Sept. 25. The report added that the US proposal was conveyed to Tehran through countries such as France.</p>
<p>Tensions started to build up between the US and Iran after President Trump withdrew Washington from the 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA) in May 2018, and imposed sanctions against Tehran in a bid to restrict the country&#8217;s trade transactions with the world.</p>
<p>The Trump administration has been making empty calls for talks in what Iran describes as mere political propaganda. The Islamic Republic stresses that as long as sanctions are in place and the US refuses to return to the JCPOA, negotiations will be meaningless.</p>
<p>This is while Donald Trump has reiterated in the past few days that he has no intention of easing sanctions against Iran.</p>

										<content:encoded><![CDATA[<p>Tehran is self-reliant enough to survive without the 2015 JCPOA nuclear deal, but if Europe doesn&#8217;t save it, it won&#8217;t be the last international accord the US will trample, the foreign minister of Iran told RT.</p>
<p>Foreign Minister Mohammad Javad Zarif appeared on Oksana Boyko’s show ‘Worlds Apart’ during his visit to Moscow, where he spoke to top-tier Russian officials. His trip comes at a time when European nations, fronted by France, are frantically trying to prop up the nuclear deal and to encourage Iran to stay in it.</p>
<p>“The Europeans must know that the appetite of the US for breaking international law – whenever and wherever it serves them – will not stop at [the Joint Comprehensive Plan of Action],” Zarif predicts.</p>
<p>“All of us, when we went to primary school or high school, we had bullies in our class. And bullies would not stop if people just look at them while they beat up another student. Once they beat up the first student, they go after the second, and the third, and the fourth,” Zarif said.</p>
<p>“A bully’s appetite will only grow if they see no reaction,” the Foreign Minister said.</p>
<p>The US quit the Iran nuclear deal over a year ago, re-imposing sweeping sanctions and promising to reduce Iran’s oil industry to zero. Zarif says his country has managed to recover, though he admitted the sanctions badly hurt its economy at first.</p>
<p>Iran has been through a forty-year experience of living under pressure, and “will build our future with or without the JCPOA,” Zarif vowed. The pact is “an important achievement that should not be destroyed,” but its demise – however regrettable – would be “a blow to diplomacy, not a blow to Iran.”</p>
<p>“We will never negotiate under pressure, we will never negotiate with the knowledge that the outcome of these negotiations will only last for one presidency,” he said about the possibility of talks between Iran and the US.</p>
<p>As for the future of the US, Zarif predicts the weaponization of its economy – as well as its animosity towards Russia and China – will spell “the demise of American economic might.”</p>
<p>“We believe that the era of global hegemony is gone,” Zarif stressed.</p>

										<content:encoded><![CDATA[<p>Following his extensive talks in Paris on ways to salvage the Iran nuclear deal, officially known as the JCPOA, Deputy Foreign Minister Abbas Araghchi told reporters in Slovenia that the focus of talks with the French side is on oil sale and ways to facilitate Iran&#8217;s free access to its revenues.</p>
<p>“Iran has repeatedly stated that it will resume full implementation of its commitments to the JCPOA only when it can freely sell its oil and fully access its oil revenues. France’s initiative is exactly about this issue,” Araghchi said.</p>
<p>“Europe should either purchase Iran’s oil, or provide us with a $15 billion letter of credit, which can in fact be considered as pre-purchasing our oil,” he added.</p>
<p>“After receiving the $15 billion package, Iran is ready to hold talks with the remaining signatories to the JCPOA; but the truth is that there are still serious differences in opinions between the two sides on the agenda of these talks,” he said.</p>
<p>“The Islamic Republic of Iran will not, under any circumstances, negotiate with any side over its red lines,” Araghchi stressed.</p>
<p>The Iranian diplomat then voiced doubt that European countries could take an effective measure to live up to their commitments before September 7, which is Iran’s deadline for taking the third step in scaling down commitments to the JCPOA. He said Iran would thus take the step on the exact date.</p>
<p>As a first step, Iran increased its enriched uranium stockpile to beyond the 300 kilograms set by the JCPOA. Next, it announced that it had begun enriching uranium to purity rates beyond the JCPOA-limit of 3.76 percent.</p>
<p>Araghchi then dismissed rumors over the possibility of a meeting between President Rouhani and President Trump on the sidelines of the upcoming UN General Assembly meeting, saying “such a meeting is by no means on agenda. As Mr. Rouhani has stressed, not only there is no chance for a bilateral meeting with Trump, but also, there won’t be any grounds for the presence of US in Iran’s talks with the remaining sides to the JCPOA as long as Washington has not returned to the deal and lifted all nuclear sanctions against Iran.”</p>

										<content:encoded><![CDATA[<p>A letter to Rouhani on Tuesday signed by 150 MPs notes that the White House has pinned hope on talks with Tehran but the history Washington’s animosities in the past 40 years prove that Iran’s decision not to talk with the ‘great Satan’ is completely rational.</p>
<p>“Your previous remarks [regarding talks with US] had worried those who care about the Islamic Establishment,” reads the statement, adding that Rouhani’s recent rejection of talks has killed all the hopes in Washington.</p>
<p>MPs further called on the Iranian President to continue this path more firmly.</p>
<p>Last week, Iranian President Hassan Rouhani had said that key to “positive developments” is in the hands of Washington, noting that if meeting with a foreign official would lead to Iran’s development, he would not reject it. The remarks came amid President Macron’s announcement that grounds are prepared for a visit between US President Donald Trump and Iranian President Rouhani.</p>
<p>MPs then criticized Rouhani’s stance and gathered to sign a statement to ban any form of negotiations with Washington.</p>
<p>Rouhani, who attended Parliament’s open session on Tuesday, highlighted that no talks with the United States is on the agenda.</p>
<p>“We’ve said it before time and again, and we say it again: We have no intention to hold bilateral talks with the United States. We never did and never will. It has been the case in the past year and a half, and even in previous years. There have been calls for talks, but we never responded to them,” he said.</p>
<p>&#8220;When we talk about negotiations, we only mean it under the situation where all sanctions have been lifted; that is, the situation we previously had under the JCPOA. Our stance is clear,&#8221; Rouhani stressed.</p>
<p>Tensions started to build up between the US and Iran after President Trump withdrew Washington from the 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA) in May 2018, and imposed sanctions against Tehran in a bid to restrict the country&#8217;s trade transactions with the world. The Trump administration has been making empty calls for talks, but the Islamic Republic stresses that as long as sanctions are in place and the US refuses to return to the JCPOA, negotiations will be meaningless.</p>

										<content:encoded><![CDATA[<p>In a televised interview Saturday night, a few hours after Iranian President Hassan Rouhani and his French counterpart Emmanuel Macron held a phone conversation, Rouhani’s Chief of Staff Mahmoud Vaezi said the conversation lasted for two hours, but refused to go into detail about the content of the talks.</p>
<p>“Generally speaking, the conversation focused on banking, economic and political issues. It was a general package of topics and both sides are looking forward to its conclusion and final result,” Vaezi added.</p>
<p>During the conversation between Rouhani and Macron on Saturday, it was reported that the French side had praised Iran’s commitment to talks on how to resolve a standoff over its nuclear program, telling Rouhani that France would continue its efforts for de-escalation on Iran case.</p>
<p>Meanwhile, Rouhani had said European parties to the JCPOA had done little to save the nuclear deal from the impacts of the US sanctions, adding “If Europe fails to execute its obligations, Iran would take its third step in reducing JCPOA commitments.”</p>
<p>Vaezi then talked about the US’ foreign policy toward Iran, describing it as “haphazard”.</p>
<p>“There is no clear framework or principle in their remarks [regarding Iran]. But we in Iran have one single policy when it comes to the US and we are all in support of it, which is, as long as the US keeps up its hastily against Iran, there will be no chance for talks. If it changes its hostile position and lifts Iran’s sanctions, then the situation will be different,” he added.</p>

										<content:encoded><![CDATA[<p>“Some of our colleagues in the Parliament are behaving as if President Rouhani is going to hold talks with Trump today. This is not true. Our condition is that no talks will take place as long as the Americans have not returned to the JCPOA,” said a member of the Iranian Parliament’s national security and foreign policy commission, Mostafa Kavakebian.</p>
<p>“Also those mediators who sometimes deliver messages – they have been told that first the sanctions must be lifted, our money transfer facilitated, and the rest of our conditions met. There is nothing wrong with negotiations if it’s done from the position of power, wisdom and national interest,” the reformist politician and representative of Tehran added.</p>
<p>He went on to stress, “President Rouhani will completely move in line with the Leader’s directives. In case of negotiations, the decision will be definitely made on higher levels, such as the Supreme National Security Council, and in full coordination with the Leader.”</p>
<p>Kavakebian’s remarks during the Tuesday’s open session at the Parliament came as a number of lawmakers began signing a statement that condemns and bans any kind of negotiations with the US.</p>
<p>MP Ahmad Alirezabeigi, representative of Tabriz, told Mehr correspondent said the statement is in reaction to the remarks made by President Rouhani regarding talks with the US.</p>
<p>According to the statement, holding negotiations with the US under the current situation and given the US’ withdrawal from the nuclear deal, will be harmful to the interests of the Iranian nation and thus, is condemned and prohibited, he added.</p>
<p>President Rouhani, speaking today at a local event, said the key to “positive developments” is in the hands of Washington, stressing that the only way for the current situation to change is if the US removed all sanctions against Iran.</p>
