Iran, Kuwait Discuss Regional Developments, HOPE Initiative

According To Iran News, Iranian Deputy Foreign Minister for Political Affairs Seyed Abbas Araqchi and his Kuwaiti counterpart, Khaled al-Jarallah, exchanged views about a range of issues, including Tehran’s regional peace initiative known as the Hormuz Peace Endeavor (HOPE).

During the meeting held in Kuwait on Thursday, Araqchi highlighted Iran’s firm determination to cement ties with regional countries.

He also said the HOPE initiative provides a good framework for the regional countries to consolidate peace and stability and to promote bilateral and multilateral cooperation.

The Iranian diplomat went on to say that regional countries’ constructive approach to the HOPE is a step toward easing regional tensions.

Araqchi also reiterated Iran’s readiness to cooperate with regional countries to find a practical mechanism for implementing the plan.

The Kuwaiti official, for his part, welcomed the continuation of consultations between Iran and Kuwait and described negotiations as the only way possible to resolve regional crises.

Iranian President Hassan Rouhani presented the HOPE initiative while delivering a speech at the UN General Assembly 2019 and invited all regional countries to participate in it.

“The initiative is based on the fact that all regional countries are duty-bound to ensure peace, stability and prosperity in the region. Together with the international community, they have common interests in maintaining freedom of navigation and energy transfer,” Zarif said about the initiative at a UN Security Council meeting on September 25.

These regional efforts are necessary to prevent war, conflict, violence, extremism, terrorism and sectarian tensions, Zarif said at the time, adding that Tehran’s proposal was aimed at enhancing solidarity, mutual understanding as well as peaceful and friendly relations between countries in the region in order to guarantee the territorial integrity and political independence of regional states.

Iran’s peace initiative needs proper conditions

According To Iran News, The Prime Minister of Kuwait Sabah Al Khalid Al Sabah has said that the success of Iran’s peace initiative for the Persian Gulf known as the “Hormuz Peace Endeavor (HOPE)” depends on Tehran’s relations with the other countries.

According to Al-Rai newspaper, Prime Minister of Kuwait Sabah Al Khalid Al Sabah said that regional responsibility forms the basis of the “Hormuz Peace Endeavors (HOPE)”, while adding that there are other plans for the security of the region, including the US, the European and Russian ones.

The Kuwaiti prime minister further pointed out that in order for Tehran’s peace initiative to be acceptable, Iran needs to have normal relations with other countries of the world, adding that the initiative needs proper conditions.

Earlier, another Kuwaiti newspaper-Al-Jarida- had cited an anonymous Kuwaiti official as saying that consultations on the “Hormuz Peace Endeavors (HOPE)” were continuing, and Kuwait had not yet made a clear stance on it. The newspaper added that the final response to Tehran’s plan is expected to be announced at a meeting of the Persian Gulf Cooperation Council (PGCC) in Riyadh in December.

Furthermore, Oman’s Foreign Minister Youssef bin Alawi will arrive in Tehran on Monday and he is said to announce his country’s approval of Iran’s HOPE during the trip.

Tehran (Irannews) – Syria welcomes the strategic initiative on Hormuz Peace Endeavor (HOPE) and regional cooperation proposed by Iran at the recent meeting of the UN General Assembly, said the Syrian foreign minister.

Syrian Foreign Minister Walid Moallem further underlined the strategic relations between Iran and Syria and called for collective cooperation of the regional states to safeguard free shipping in the Hormuz Strait.

The top diplomat made the comments last week when he was in New York to attend the 74th session of the United Nations General Assembly.

He expressed gratitude to Iran for standing by the Syrian nation since the beginning of the humanitarian crisis in Syria, saying the two nations are like brothers, and Syria will support Iran in this new proposal.

Iranian President Hassan Rouhani presented the initiative — named Hormuz Peace Endeavor — while delivering a speech at his UN General Assembly meeting on Wednesday and invited all regional countries to participate in it.

According to Iranian Foreign Minister Mohammad Javad Zarif, “The initiative is based on the fact that all regional countries are duty-bound to ensure peace, stability and prosperity in the region. Together with the international community, they have common interests in maintaining freedom of navigation and energy transfer.”

These regional efforts are necessary to prevent war, conflict, violence, extremism, terrorism and sectarian tensions, he added.

The top Iranian diplomat said that Tehran’s proposal is aimed at enhancing solidarity, mutual understanding as well as peaceful and friendly relations between countries in the region in order to guarantee the territorial integrity and political independence of regional states.

Until this day, Qatar, Oman, Iraq, and Afghanistan has paid their concerns and interests on HOPE initiatives and the ongoing initiatives are making a good progress towards the proposal that Iran has made to decrease the tension and rising difficulties in the region that are influencing the whole world attitude and view about the conflicts. A part of these tensions is the rising price of oil across the world and concerns regarding the safety of Middle East.

China’s chief diplomat, Wang Yi, suggested on Friday that countries bordering the Persian Gulf “should be urged to establish a platform for dialogue and consultation.”

Irannews quotes; The remarks by Wang came two days after the Iranian president at the UN headquarters in New York invited the countries directly affected by the recent incidents in the Persian Gulf region to join the “Hormuz Peace Endeavor (HOPE)”.

Wang also said the 2015 deal on Iran’s nuclear program has an effect on global peace and security and asked all parties signatory to the deal to work jointly to keep it alive.

“The Iranian nuclear issue affects world peace and security. All parties need to work together to uphold the Joint Comprehensive Plan of Action (JCPOA) and ensure that this historic outcome is not derailed,” CNN quoted Wang as telling the UN General Assembly.

He added, “Given the growing tensions in the Middle East and the Gulf region, China proposes the following: the Iranian nuclear issue should be speedily brought back to the track of the JCPOA; the (Persian) Gulf countries should be urged to establish a platform for dialogue and consultation; and countries from outside the region should play a positive role in maintaining security in the region,” he said.

Donald Trump abandoned the 2015 nuclear deal with Iran in May 2018 and restored previous sanctions and ordered new ones against Iran. In May, he also ordered a total ban on Iran’s oil exports and threatened to punish any country that buys oil from Iran.

The remaining members of the nuclear deal are China, Russia, France, Germany, Britain, and the European Union.

On May 8, exactly one year after the U.S. left the deal and imposed sanctions, Tehran announced that its strategic patience is over and announced a gradual reeducation of its commitments otherwise it is protected from illegal sanctions.

Tehran (Irannews) – An Iraqi diplomat sadwn al-saeedi said to ILNA that Baghdad will support and participate in Iran “Hormuz Peace Endeavor” despite US pressure.

He said in an exclusive interview with ILNA reporter that Iran’s plan is set to establish security in the region and to dismantle the United States and its President Donald Trump from the region.

President Hassan Rouhani of Iran unveiled the details of his plan for security in the Persian Gulf and the Strait of Hormuz, called the “Hormuz Peace Initiative”, at his speech at the United Nations. The initiative, also called “HOPE”, seeks cooperation among the regional countries for maintaining security in the strategic waterway.

He added that Iran’s plan is to secure the Strait of Hormuz and the flow of oil through regional countries which is controlled by the UN, but the US wants the region’s security plan to be controlled only by itself and its allies. And that’s the main point of the dispute.

On Iraq’s stance on Rouhani’s plan, he said Baghdad is ready to engage with regional countries on the basis of the plan, and welcomes Iran’s plan despite US pressure.

Omani Foreign Minister Yusuf bin Alawi bin Abdullah has said that Muscat will consider supporting Iranian President Hassan Rouhani’s “Hormuz Peace Endeavor”.

In a tweet on Thursday, Iranian Foreign Minister Mohammad Javad Zarif also invited all regional states to join Iran’s initiative for securing the Persian Gulf and the Strait of Hormuz.

Zarif said the initiative entails “dialogue, confidence-building, freedom of navigation, energy security, non-aggression, and non-intervention”.
