Three teenaged boys, two 18-year-olds and one 17-year-old, were also shot, police said. They are also in stable condition after going to hospitals in private vehicles, CNN reported.

As of Friday, at least 98 individuals under the age of 18 had been shot in Philadelphia since the start of the year, according to data compiled by the Philadelphia Police Department.

“Just this past weekend, the City launched the Group Violence Intervention strategy to target the small group of people who are driving the gun violence plaguing the city and to send a clear message that the shootings must stop,” Dave Kinchen, spokesman for Philadelphia’s Office of Violence Prevention said in a statement Friday.

“We are devastated by the senseless act of gun violence that occurred tonight at 38th and Poplar,” Police Commissioner Danielle Outlaw said in a statement Saturday. “These acts of lawlessness have no place in our communities; and I remain steadfast in that we will hold accountable those individuals who seek to cause harm in our city.”

No arrests have been made, and no weapons have been recovered, according to the police investigating Philadelphia shooting.

“Hamas rejected a proposal of carrying out several economic projects, including an airport and a seaport in Gaza for disarming of the movement and changing its strategies towards Israel,” Ismail Haniyeh said, Xinhua reported.

Haniyeh, who had left the Gaza Strip ten months ago and is currently in Qatar, made his remarks to the Qatari news website Lusail in an interview at his office in Doha published on Monday.

The top Hamas leader said that the United States made the offer through a third mediator that he didn’t name, adding that the proposal was part of the US President Donald Trump’s so-called Mideast peace plan.

“The American plan is aiming at establishing an isolated Palestinian entity in the Gaza Strip,” Haniyeh explained, adding that a third party “came to us and made the offer, but we rejected it.”

“Hamas will not give up the land of Palestine and will never hand over its arms or stop the resistance or abandon the right of return,” said Haniyeh, adding that Hamas will never sell Jerusalem al-Quds for money.

In the interview, Haniyeh said that more than 13 years of an Israeli blockade imposed on the Gaza Strip caused more than 45 percent of unemployed and high rates of poverty.

“Thanks to Qatar, who had already donated 1.5 billion US dollars in support for the Gaza Strip over the past ten years,” he said.

TEHRAN (Iran News) – Iran’s UN ambassador said the US calling for an extension of the UN Security Council’s arms embargo on Tehran lacks legal standing in international law and has no right to do so.

In a tweet on Saturday, Majid Takht-Ravanchi said the US ambassador to the UN “wrongly” believes the US retains the right to initiate a snapback of sanctions under the UN Security Council Resolution 2231.

“WRONG: US cannot be a JCPOA ‘Participant,’ since Donald Trump ceased US participation,” the Iranian ambassador noted, referring to Trump’s 2018 decision to withdraw his country from the Iran nuclear deal in violation of the Resolution 2231, Press TV wrote.

“The US — which is in violation of the resolution — has no right to initiate anything under 2231,” he added.

Under Resolution 2231, the arms embargo on Iran will be lifted in October 2020; however, the US says it will use a range of options to prevent this and use a Security Council provision to block the expiration of the ban.

While the US is no longer a party to the JCPOA, it recently launched a campaign to renew the Iran arms embargo — in place since 2006/2007 – through a resolution at the Security Council, but Russia and China are most likely to veto it.

On Friday, US Ambassador to the UN Kelly Craft announced that Washington had shared the draft resolution on the extension of Iran’s arms embargo with Russia, Britain, France, Germany and Estonia, which are all members of the Security Council.

“Pretty soon we’ll be sharing [with] the full 15. But, you know, we are trying to really work very carefully, very thoroughly,” she told reporters.

Craft urged Moscow and Beijing to join what she claimed “a global consensus on Iran’s conduct.”

“This is an absolute imperative that we exercise all of our options to make certain that this UN arms embargo is extended,” she added.

Russia and China – both veto-wielding permanent Security Council members – have already declared their opposition to the US plan.

TEHRAN (Iran News) – The US government has notified Congress of a possible sale of advanced torpedoes to Taiwan worth around $180 million, further souring already tense ties between Washington and Beijing, which claims Taiwan as Chinese territory.

The United States, like most countries, has no official diplomatic ties with Taiwan but is bound by law to provide the democratic island with the means to defend itself. China routinely denounces US arms sales to Taiwan.

The US State Department has approved a possible sale to Taiwan of 18 MK-48 Mod6 Advanced Technology Heavy Weight Torpedoes and related equipment for an estimated cost of $180 million, the US Defense Security Cooperation Agency said in a statement on Wednesday.

“The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today,” it added, Reuters reported.

The proposed sale serves US national, economic, and security interests by supporting Taiwan’s “continuing efforts to modernize its armed forces and to maintain a credible defensive capability,” the agency said.

In Beijing, Chinese Foreign Ministry spokesman Zhao Lijian said China had lodged “solemn representations” with Washington about the planned sale.

China urged the United States to stop all arms sales to, and military ties with, Taiwan to prevent further damage to Sino-US relations, Zhao added.

The US announcement came on the same day Taiwan President Tsai Ing-wen was sworn in for her second term in office, saying she strongly rejecting China’s sovereignty claims. China responded that “reunification” was inevitable and that it would never tolerate Taiwan’s independence.

China has stepped up its military drills near Taiwan since Tsai’s re-election, flying fighter jets into the island’s air space and sailing warships around Taiwan.

China views Tsai as a separatist bent on formal independence for Taiwan. Tsai says Taiwan is an independent state called the Republic of China, its official name, and does not want to be part of the People’s Republic of China governed by Beijing.

The UK nearly doubled the value of arms sales to countries on the government’s list of human rights abusers in the past year, figures reveal.

Licenses for arms deals worth some £1.5bn were approved in Whitehall in 2017, up from £820m a year earlier, according to figures compiled by the Campaign against the Arms Trade (CAAT) pressure group.

Sales were granted to 18 countries on the list, including China, Saudi Arabia, Bahrain, Israel (regime), Egypt and Pakistan, compared to 20 different states in 2016.

The value of sales to Saudi Arabia, currently embroiled in a bloody conflict in Yemen against Houthis where thousands of civilians have been killed and millions left in need of aid, alone totaled £1.13bn, the group said.

Theresa May’s government is “actively arming and supporting many of the regimes that even it believes are responsible for terrible human rights abuses”, CAAT’s Andrew Smith told The Independent.

He added: “There is little oversight in the system, and no controls over how these arms will be used once they have left the UK. The arms sales being agreed today could be used to fuel atrocities for years to come. Right now UK-made fighter jets and bombs are playing a central role in the Saudi-led destruction of Yemen, and the government and arms companies have totally failed to monitor or evaluate how this deadly equipment is being used.

“We are always being told how rigorous and robust the system supposedly is, but nothing could be further from the truth. These arms sales don’t just provide dictatorships and human rights abusers with the means to kill, they also give them a huge degree of political support.”

Israel was the second-biggest buyer of UK arms in 2017 to feature on the Foreign and Commonwealth Office’s (FCO) human rights priority list, with £221m of licenses granted.

The FCO condemned Israel’s breaches of international law by its occupation of the West Bank, East Jerusalem (East al-Quds) and Gaza and also “its systematic policy of settlement expansion”.

Rights abuses were also committed by Hamas and the Palestinian Authority, it said, including 19 death sentences passed and six carried out by the former.

Bahrain bought £30.7m of British arms in 2017, Egypt imported £6.5m of arms and Pakistan, £11.2m. Sales to China, which is cracking down further on freedom of speech and religion, totaled £11.8m.

In recent months, reports have emerged of Chinese authorities detaining Muslims for re-education. Some claim they have been forced to disavow their beliefs and praise the Communist Party daily while being held without access to a lawyer. “Thousands of [Uyghur Muslims] were held in re-education camps after returning from abroad” in 2017, the FCO said.

In Bangladesh, which bought £38.6m of arms, there were continued “credible reports of enforced disappearances, extrajudicial killings and torture by government agencies”, the FCO said, though it noted that the Bangladeshi government had taken in more than 688,000 Rohingya refugees from Myanmar following ethnic cleansing and religious persecution there.

A Department for International Trade (DIT) spokeswoman said: “The UK operates one of the most robust export control regimes in the world. We rigorously examine every application on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria. We will not grant a license if doing so would be inconsistent with these criteria.

“As we leave the European Union, the government will maintain the integrity and effectiveness of our existing export licensing system.”

CAAT’s figures came as Parliament’s Committees on Arms Export Controls (CAEC) made a number of recommendations for beefing up the UK’s arms export regime.

MPs said they were “not convinced” HM Revenue and Customs had sufficient resources to run its export control enforcement regime and that ministers should tighten restrictions on sales to countries accused of rights abuses.

The default position should be to block the sale of weapons to states that have not signed an international arms trade treaty, and those on the FCO’s blacklist.

The DIT spokeswoman added: “We will consider the report’s recommendations carefully and will respond in due course.”
