Iran complains to the U.N. over Israel’s deliberate attacks on its health sector
TEHRAN (Iran News) Iran’s Ambassador and Permanent Representative to the United Nations, Amir Sa’eed Iravani, has condemned Israel’s deliberate attacks on Iranian medical personnel in a formal complaint submitted to the U.N.
In his letter addressed on Sunday to U.N. Secretary-General António Guterres and the president of the Security Council, Iravani said the Israeli regime intentionally targeted Iranian medical staff and healthcare facilities during the recent war of aggression in blatant violation of international law, particularly international humanitarian law.
He stated that Israel’s “brutal and relentless military aggression” resulted in numerous civilian casualties and extensive damage to non-military infrastructure across Iran.
Iravani further emphasized that Israel’s actions constituted flagrant violations of international humanitarian and human rights law, as well as other relevant treaties, by systematically attacking medical personnel and healthcare centers, causing significant loss of life and widespread destruction.
Israel initiated the aggression on June 13, just three days before scheduled talks between Iran and the United States concerning Tehran’s peaceful nuclear program.
The United States entered the war on June 22, launching airstrikes on three of Iran’s nuclear sites: Fordow, Isfahan, and Natanz.
In response, the Iranian Armed Forces carried out powerful retaliatory strikes, targeting key positions across Israeli-occupied territories and inflicting heavy damage. A ceasefire was announced on June 24.

Excellency,
Upon instructions from my Government and further to our previous multiple communications regarding the large-scale, unprovoked, and premeditated acts of military aggression by the Israeli regime against the sovereignty and territorial integrity of the Islamic Republic of Iran, I wish to transmit the initial report submitted by the Ministry of Health and Medical Education of the Islamic Republic of Iran concerning the casualties, martyrs, and damages inflicted upon the Iranian health sector during the first ten days of the Israeli regime’s aggression.
The grave and inhumane military attacks launched by the Israeli regime on 13 June 2025 resulted in the martyrdom and injury of a significant number of Iranian civilians and caused extensive destruction to civilian infrastructure. In flagrant violation of international law, including international humanitarian law, international human rights law, and all relevant conventions, the Israeli regime deliberately targeted medical personnel and healthcare facilities, leading to severe loss of life and widespread devastation. This report seeks to document the human toll and material damage inflicted upon Iranian civilians, with particular emphasis on the blatant violations of the internationally recognized legal protections afforded to medical personnel and healthcare infrastructure during armed conflict. The data provided herein pertains to the period of the first ten days of Israeli aggression, from 13 to 22 June 2025, and reflects the devastating impact of the Israeli regime’s continued aggression.
Given the ongoing nature of these unlawful attacks, including the bombardment of civilian and medical facilities, this submission constitutes a preliminary and non-exhaustive report. A comprehensive account will follow as additional verified data becomes available.
