Recurrence of Manifestation of Two Attitudes

The world in recent months has been witnessing the spread of Coronavirus (COVID-19) and it has faced with some evidences that if they are put together, one can suspect the Coronavirus as a man-made deadly virus. The assumption that bioterrorism can be behind COVID-19 and its outbreak in the world was first raised by Russia’s national security adviser Nikolai Patrushev. In an article, Patrushev warned that the U.S. builds laboratories across the world for producing biological weapons. Then Russian Defense Ministry accused the Pentagon that it transfers the produced viruses to the target areas in the world by its drones. Russian Defense Ministry in an official statement announced that the U.S., and specifically, the U.S. Department of Defense, has been the major factor for spread of these kinds of viruses.

The Russian ministry had warned over the U.S. biological weapons threats and claimed that the U.S. has at least 30 laboratories across the world. Of course another assumption has recently been raised across the world that, the Zionist regime could be behind the spread of COVID-19 across the world because it has announced production of vaccine for the COVID-19 while the world has been still striving to find any formula for the vaccine and they need time to do it.

But in Iran, since the first day of outbreak of the COVID-19, the assumption of biological virus was in mind and officials like Supreme Leader remained patient since the day one in order that the truth behind the virus is revealed through the time, and evidences for this probable human betrayal to become more tangible and obvious. And on Thursday, Supreme Leader as the Commander of Armed Forces pointed to probable biological attack and ordered the Chiefs of Staff of the Iranian Armed Forces to establish a “health and treatment base” to conduct some form of biological defense drill.

With such an order, it will soon be clear that either biological terrorism is definite and it will be proved in near future, or more evidences will be obtained that they will prove there has been no biological attack and the spread of the virus among nations is just because of global crisis.

So if the assumption of attack is verified, it will be the task of the armed forces to enter into the biological defense scene and if it is proved it has been no biological attack, this can be a good opportunity for the armed forces to test their capabilities in a biologic defense drill; a military drill for creating an experience with a genuine topic for test.

The country is experiencing the condition of “no-government” as the president stays at home and derides the decisions of the Coronavirus Fight Base while Majlis is in the same condition because it is also closed and Majlis Speaker Ali Larijani mostly deals with unimportant issues like new Majlis and elections than important issues like virus crisis and the budget which have actually thrown Majlis out of decision-making circle in the country. And the President is not even ready to administer all developments and the crisis on daily basis.

So the Supreme Leader himself had to step in and brought the Armed Forces into the scene in order to cover honorably, to some extent, passiveness and negligence of Majlis and the government, and with his wise and smart measures, like in the past, goes to engage in war with coronavirus crisis.

In recent days some officials have revealed that the Supreme Leader has asked President Hassan Rouhanhi personally to take the helm of the Coronavirus Fight Base because the legal task of the President in confronting with such crises is clear and vivid in the country.

The president himself and not his health minister should act as the head of the base in making decisions and operationalizing them which are mostly out of the range of authority of a minister. Instead, President Rouhani in close cooperation with Majlis takes the issue lightly and has his own unacceptable justification and reasoning.

While the headquarters should monitors all developments instantly and makes national decisions, there is no doubt that like before in crises, Armed Forces have to enter into the scene and to take initiative and they will progress in this process and earn experience, and Iran’s capabilities in biological microbiological wars will be revealed more than ever.

The important difference in approaches and behaviors of a strategist leader with other officials and managers for administering the country lies here that a leader never is trapped in existing realities and he never becomes passive. He knows well that the nature of social life of human being and worldly life with so conflict of interests is mixed with challenges and threats and sometimes with crisis.

So the solution is to face actively and strongly with truths that endanger the life of a nation.

Strategic management, seeing the realities, monitoring weak and strong points, identifying threats and opportunities and knowing threatening and vulnerable points are of unique features in the wisdom of the Supreme Leader who has turned existing threats into opportunities.
