On May 29, media outlets reported that Iranian-owned dairy producing factory Kaleh burned down near Karbala city, Iraq, and during the fire, two employees of the plant were killed.

The plant located near Karbala city could produce 500 tons of milk, 300 tons of yoghurt, 100 tons of cheese, 100 tons of sour cream and 100 tons of sausage. About $100m were reportedly spent for the construction of this plant.

The first action in investigating the accident will be that all Iraqi state-run organs and intelligence centers will pursue the reason behind the fire in order to erase concerns and mistrust among Iranian investors in Iraq.

According to reports, the factory had not been fully operationalized, so it was not under insurance coverage in Iraq. If it is found that the fire was because of an intrigue in order to destroy the plant, Iraqi government should take the responsibility for its negligence and it should compensate for the damages from the government budget. If Iraqi government pays $100m for the damages, it will not be considered a loss for it because it will win the trust and it will be a long-term investment by the government for attracting Iranian investors or Shiite investors from other parts of the world, and the government will soon recover its investment.

Kaleh Dairy factory was able to produce 10 tons of dairy products daily and this volume of production undoubtedly could meet demands of Iraqi people for supply of dairy farm products.

Essentially, investment in agro and dairy farm products is of those kinds of investments which can strengthen the weak stratum of the society and Iraqi government’s accurate and deep attention on this issue will have positive impact on Iraq’s gross domestic product (GDP) rate. If we even overlook the GDP, it should be very important for the Iraqi government for boosting efficiency rate as well as lowering the unemployment and creating jobs.

But if , God for Bidden, the fire were a plot or it had been because of an negligence, the Iraqi government’s compensation for the damage  will be an encouraging move for further investments on such plants in Iraq in the future and it will build trust among investors and there will be no negative sentiment over investment in Iraq because Iraqi people will realize that Iraqi government will pay from its pocket for any probable narrow-mindedness.

Essentially all sustainable systems and governments in the world are mostly concerned about shaping negative notions and images among their peoples rather than compensating for a transient conflagration in a plant and they try mostly to extinguish the fire in minds of their people rather than bothering for a compensation.
