<p>He expressed hope that this MoU would open a new horizon in the health sector of Kohgiluyeh and Boyer-Ahmad Province.</p>
<p>The MoU aims to boost bilateral cooperation of two universities in research, higher education and disease diagnosis, he highlighted.</p>
<p>According to the MoU, some medical professors of the university will be sent to Brazil to participate in training courses on new medical disciplines which are not available in the country such as gene therapy, stem cell repair and robotic surgery, Ilami added.</p>
<p>Attracting foreign finance is another part of this MoU, he said, adding that Yasuj University of Medical Sciences welcomes foreign investments in health sector of the province.</p>
<p>Ilami went on to say that expanding academic ties with universities in Canada, Argentina and Persian Gulf states are among their priorities.</p>
<p>Established in 1934, University of Sao Paulo is the largest Brazilian public university and the country&#8217;s most prestigious educational institution, having some enrolled 92,000 students.</p>

										<content:encoded><![CDATA[<p><span class="intro-text"> Iran’s Civil Aviation Organization has released a preliminary report on the crash of an airliner in west-central Iran last month.</span></p>

<p>The report suggests that the team tasked with probing into the incident is currently unable to present a definitive conclusion from the investigation into the crash of the ATR-72 plane operated by the Iran Aseman Airlines.</p>
<p>According to the report, the experts looking into the incident need more work and a more precise probe in order to arrive at a conclusion regarding what caused the crash.</p>
<p>Still, the following findings have been mentioned in the analysis section of the report:</p>
<p>– The pilot descended to 17,000 feet as demanded by the control tower, but further descent to 15,000 and 14,000 feet was against the regulations.</p>
<p>– The Pilot-In-Command (PIC) had medical restrictions for flight, which were not taken into account by the Aseman Airlines.</p>
<p>– Captain was not authorized to fly simultaneously with a co-pilot.</p>
<p>– The pilot should have flown at an altitude of 17,000 feet until reaching the airport</p>
<p>– The system giving alarms about frost on the wings and fuselage was not in ideal condition and should have been checked in the latest maintenance work. This negligence by the maintenance company cannot be condoned. If the anti-frost alarm system on the wings and fuselage had been active, it would have been possible to control the aircraft.</p>
<p>– The necessary technical work had not been carried out on the plane due to sanctions.</p>
<p>Still, the report is not final and the Iranian Civil Aviation Organization has not announced its final conclusion, yet.</p>

<p>The 20-year-old ATR plane carrying dozens of passengers from Tehran to Yasuj, in southwestern Iran and the capital of Kohgiluyeh and Boyer-Ahmad province, after disappearing from flight radar on Sunday morning, went down in Samirom, Isfahan province.</p>
<p>Several helicopters have been deployed to search the crash site near Padena mountain, and search and rescue operation is underway. There is no immediate details over the casualties.</p>
<p>A spokesman for the Iranian emergency organization said it was not possible to send ambulances to the mountainous area, but choppers are being deployed.</p>
