										<content:encoded><![CDATA[<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>An Iranian deputy foreign minister says the Islamic Republic is the biggest victim of chemical weapons in contemporary history, stressing that Western sanctions have deprived the country&#8217;s victims of such weapons of access to essential drugs and medical items.</p>
<p>Reza Najafi, Iran’s deputy foreign minister for legal and international affairs, made the remarks in the fifth session of the Review Conference of the States Parties to the Chemical Weapons Convention in The Hague, the Netherlands, on Monday.</p>
<p>Najafi pointed to the importance of the Organization for the Prohibition of Chemical Weapons (OPCW) and a universal treaty on prohibition of chemical weapons, saying, “The Islamic Republic of Iran, as the biggest victim of chemical weapons in contemporary history, regards any sanctions against independent members of this organization by some member states to be against international law and the Chemical Weapons Convention.”</p>
<p>The Iranian diplomat also underlined the illegality and inhumane nature of the sanctions imposed by the West on the country and called for their immediate removal.</p>
<p>The sanctions have deprived Iranian veterans who have fallen victim to chemical weapons of access to “needed drugs and medical items,” Najafi said.</p>
<p>“It is unfortunate that these loved ones … have fallen victim to the actions of some Western governments twice,&#8221; he noted.</p>
<p>&#8220;Once because these governments sent materials to and [shared] the technology to produce chemical weapons with the [former Iraqi dictator] Saddam [Hussein]&#8217;s regime during the imposed war [against Iran], and once again due to the sanctions [imposed] by these governments,&#8221; he added.</p>
<p>Referring to the Israeli regime’s weapons of mass destruction, Najafi described the illegal entity as the main threat to the peace and security in the West Asia region and called for pressure from the international community to force the regime to join the Chemical Weapons Convention “without any preconditions or delays.”</p>
<p>The Iranian deputy foreign minister also demanded the destruction of chemical weapons in the US as the only State party to the Chemical Weapons Convention to still maintain its arsenal “within a set deadline,” and rejected any excuse for further delay in the matter.</p>
<p>During the imposed war on Iran in the 1980s, the Iraqi army continuously employed chemical weapons against Iranian combatants and civilians, leaving tens of thousands dead on the spot and many more suffering for years to come.</p>
<p>The June 1987 chemical attack on the western Iranian city of Sardasht killed over a hundred civilians and injured another 8,000 people. The chemical bombardment of Halabja town in Iraq’s Kurdistan region also left some 5,000 civilians dead and around 10,000 others injured.</p>

										<content:encoded><![CDATA[<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>Head of the International Affairs department of Iran’s Defense Ministry has hailed the country’s advanced technology used to manufacture weapons, saying Iranian arms are today perceived as a “game changer” in the international arena.</p>
<p>Second Brigadier General Hamzeh Qalandari said the world was surprised by Iranian weapons after the lifting of a 13-year UN arms embargo in October 2020.</p>
<p>“A country that had problems in all areas and was prohibited from any technology, has today reached a place on the edge of technology, with its weapons described in international media as a ‘game changer,’” he told IRNA.</p>
<p>“This fact led many countries to buy Iranian weapons or renovate and rebuild their own defense equipment using Iranian technology and equipment following the removal of the embargo.”</p>
<p>Iranian military experts and engineers have in recent years made remarkable breakthroughs in manufacturing a broad range of indigenous equipment, making the armed forces self-sufficient.</p>
<p>Iranian officials have made clear that the country will never bow to pressure to scale down its military programs, including its missile power, which are entirely meant for defense.</p>
<p>The defense official also noted that the international community today acknowledges that Iran engaged in a true battle against terrorism and that US-assassinated General Qassem Soleimnai was the greatest commander in the fight against the ominous scourge.</p>
<p>“Regarding the issues raised as the SCO’s main goals, i.e. the fight against terrorism, extremism and separatism, perhaps no one has had the experience of a true struggle as much as the Islamic Republic of Iran does,” he said.</p>
<p>“It is worth mentioning that today the international community acknowledges that Martyr Soleimani was the greatest commander in the fight against terrorism.”</p>
<p>Elsewhere in his interview, Qalandari referred to the talks between Iran’s Defense Minister Brigadier General Mohammad Reza Ashtiani and his counterparts on the sidelines of a meeting of the Shanghai Cooperation Organization (SCO)’s defense ministers in the Indian capital of New Delhi late last month.</p>
<p>“Most of the meetings featured a serious willingness to form an alliance and improve the level of defense and security cooperation with the Islamic Republic,” he said.</p>
<p>&nbsp;</p>
<p>“All SCO countries also asked for using Iran’s experience in the fight against terrorism and its spread to the region and the world. Another request, which was made in almost all meetings, was to have a close look at Iran’s defense achievements.”</p>
<p>Also in his remarks, Qalandari drew a parallel between the North Atlantic Treaty Organization (NATO), a US-led military alliance, and the SCO, a Eurasian political, economic, international security and defense organization.</p>
<p>Unlike NATO, the SCO has focused on expanding its influence based on cooperation rather than power and force, he said, adding that the Eurasian organization has tried to distance itself away from military issues and seek stability in conflict zones as well as joint economic cooperation.</p>
<p>“Perhaps the Ukraine crisis is a practical example showing that NATO’s capability is declining like the power of the United States. It is contrary to the advancing path pursued by the Shanghai Cooperation Organization,” he said.</p>

<p dir="LTR">&#8220;This is an unacceptable proposal,&#8221; the diplomat said, answering a TASS request to comment on the initiative, voiced earlier in the day by US Special Presidential Envoy for Arms Control Marshall Billingslea.</p>
<p dir="LTR">Speaking at a video conference, organized by the Heritage Foundation on Tuesday, Billingslea said his country was ready to extend the New START if both states agree to a limitation or freeze of their nuclear arsenals.</p>
<p dir="LTR">&#8220;We are, in fact, willing to extend the New START Treaty for some period of time, provided that they, in return, agree to a limitation or freeze on their nuclear arsenal. We are willing to do the same,&#8221; he said. &#8220;We have proposed a compromise: agree with us to freeze, and we will extend the New START for some period of time.&#8221;</p>
<p dir="LTR">&#8220;We are ready to strike this deal, we could strike it tomorrow, in fact, but Moscow is going to have to show the political will to do so as well,&#8221; Billingslea added.</p>
<p dir="LTR">The Treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (the New START Treaty) entered into force on February 5, 2011. The document stipulates that seven years after its entry into effect each party should have no more than a total of 700 deployed intercontinental ballistic missiles (ICBM), submarine-launched ballistic missiles (SLBM) and strategic bombers, as well as no more than 1,550 warheads on deployed ICBMs, deployed SLBMs and strategic bombers, and a total of 800 deployed and non-deployed ICBM launchers, SLBM launchers and strategic bombers.</p>
<p dir="LTR">The New START Treaty will remain in force for 10 years, until 2021, unless it is replaced before that date by a subsequent agreement on the reduction and limitation of strategic offensive arms. It can also be extended for no longer than 5 years (that is, until 2026) by the parties’ mutual consent.</p>
<p dir="LTR">Moscow has repeatedly called on Washington not to delay prolongation of the treaty it describes as the gold standard in the area of disarmament.</p>
<p dir="LTR">In an interview with the Financial Times in late June 2019 Russian President Vladimir Putin said that once this treaty ceased to exist, &#8220;then there would be no instrument in the world to restrict the arms race.&#8221;</p>

<p>The agreement stipulates for resolving the legal status of militants who wish to remain in the area, and for the terrorists that reject the settlement to leave with their families to Idleb.</p>
<p>The correspondent went on to say that the agreement stipulates for the Syrian state taking control of all observation points on the entirety of the Syrian-Jordanian borders, as well as the return of displaced people to their cities and towns along with the return of state establishments to them after terrorists leave.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN &#8211; The Russian government on Saturday said there&#8217;s no hidden agenda nor political conditionality behind its donation of military weaponry and equipment to the Philippines.</h3>

<p>&#8220;We Russians, we have no hidden agenda. If we extend our help to you, we are doing that sincerely. We have no hidden agenda and political conditionality’s,&#8221; ABS-CBN quoted Embassy of the Russian Federation in the Philippines Ambassador Igor Khovaev as saying, Anadolu Agency reported.</p>
<p>Extolling the recent liberation of war-ravaged Marawi City from Daesh (also known as ISIL or ISIS)-linked militants, Mr. Khovaev said Russia is ready to help Filipinos in their legitimate fight versus terrorism.</p>
<p>The cooperation between the Philippines and Russia will have no political conditionality and that&#8217;s the fundamental principle of the military collaboration with all interested foreign partners, Mr. Khovaev assured.</p>
<p>Mr. Khovaev&#8217;s statement came after the Russian Navy Pacific Fleet&#8217;s three warships docked at the Manila South Harbor on Friday for a goodwill visit in the country from October 20 to 26.</p>
<p>The warships contain special military equipment that will be donated by the Russian Federation to the Philippines as part of the development of a military cooperation program between the two countries.</p>

<p>He also told reporters that the Philippines and Russia are on the right track in terms of forging better relationship as envisioned by President Vladimir Putin and President Rodrigo Duterte who visited Moscow in May 2017.</p>
<p>“The Philippines and Russia are on the right track. I am confirming once again that the Russian Federation is open to consider all bilateral cooperation on military and technical field,” he was futher quoted as saying.</p>
<p>Friday&#8217;s arrival of Russian warships in Philippines coincided with the visit of Defense Minister Sergei Shoigu to Manila to forge new contracts on the supply of military equipment.</p>
<p>However, no announcement has been made yet on a specific date of the document’s conclusion and signing of the contracts or agreement.</p>
<p>In previous speeches, President Duterte who described President Putin as his good friend said he is enhancing the ties to Russia.</p>
<p>Duterte revealed Russia will also donate a total of 5,000 Russian-made AK-47 Kalashnikov rifles and 20 brand new big military trucks to the Philippines.</p>
