										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –The Russian Federation has played a constructive role in the nuclear negotiations leading to the signing of the 2015 Iran nuclear deal. Even after the U.S. unilaterally withdrew from the deal Russia continued to play that role.</p>
<p>Russia is a signatory to the nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA) along with other remaining signatories such as China, France, Germany, Iran, and the UK. The United States also was a party to the deal but it withdrew <a href="https://irannewsdaily.com/2021/04/no-new-deal-in-tandem-with-jcpoa-iranian-spokesman/">from the JCPOA</a> on May 8, 2018, imposing far-reaching sanctions on Iran.</p>
<p>Russia paved the way for Iran and the West to implement the nuclear deal. For instance, it was Russia that facilitated the transfer of Iran’s enriched uranium outside of the country. In December 2015, Iran announced that it successfully transferred 11 tons of its enriched uranium to Russia, a move that helped Iran implement the JCPOA.</p>
<p>Following Trump’s withdrawal, the nuclear deal began teetering on the brink of total collapse as the United States deprived Iran of the economic benefits promised in the nuclear deal. Russia, as a responsible party to the JCPOA, unequivocally condemned the U.S. non-compliance with the JCPOA and, at some point, it even sought to soothe tensions between Tehran and Washington when the three European signatories to the JCPOA -France, Germany, and the UK- were blandly issuing political statements calling on the U.S. to stop efforts aimed at killing the nuclear deal.</p>
<p>The Russian efforts to save the JCPOA were done despite the fact that Russian President Vladimir Putin had famously said on May 15, 2019, that he was no longer willing to play the role of firefighter to extinguish the fire the Americans lit by withdrawing from the JCPOA.</p>
<p>“We regret that the deal is falling apart… After the signing of the agreement Iran was and still is the world&#8217;s most verifiable and transparent country in this sense… Iran is fulfilling all of its obligations… Russia is not a fire brigade. We cannot rescue everything that does not fully depend on us. We&#8217;ve played our part,” Putin said at the time.</p>
<p>A year later, Putin appeared to be assuming a new role in preventing a total collapse of the deal after he received an “important message” from Iranian President Hassan Rouhani on July 21. The message was delivered by Iranian Foreign Minister Mohammad Javad Zarif. At the end of his visit, Zarif said in a tweet that he “delivered an important message to President Putin,” and held “extensive talks” with Russian Foreign Minister Sergei Lavrov on bilateral cooperation as well as regional and global coordination. According to Zarif, Iran and Russia had “identical views” on the nuclear deal.</p>
<p>Two days after Zarif’s visit, President Putin and his American counterpart then-President Trump “thoroughly” discussed several “issues of strategic stability”, including Iran’s nuclear program, in a telephone call. “The situation with the Iranian nuclear program was touched on. Both sides emphasized the need for a collective effort to maintain regional stability and the global nuclear non-proliferation regime,” the Kremlin said in a statement after the call, which was described by Mikhail Ulyanov, Russia’s permanent representative to international organizations in Vienna, as “very encouraging.”</p>
<p>In the meantime, Russian strongly supported Iran during its showdown with the Trump administration over the expiration of the UN arms embargo against Tehran, which the previous U.S. administration worked its butt off to extend but failed to do so.</p>
<p>Russia continued to defend the JCPOA after Joe Biden come into power. Russian officials highlighted the failure of the so-called “maximum pressure” campaign launched by the Trump administration against Iran.</p>
<p>“Why do almost all countries support the restoration of JCPOA? Because it is a key element of the international non-proliferation architecture. The deal, if restored, can provide credible assurances of the peaceful character of the Iranian nuclear program via intrusive IAEA verification,” Ulyanov tweeted last week.</p>
<p>He added, “Some people oppose JCPOA restoration. But is there a realistic alternative? No. Maximum pressure policy totally failed and just prompted the development of the Iranian nuclear program beyond 2015 parameters. This is a matter of fact. Does anybody want this trend to continue?”</p>
<p>Highlighting the failure of the U.S. economic pressure has been a remarkable position with which Russia put diplomatic pressure on Washington to encourage policy reconsideration on Iran.</p>
<p>“Some people can’t draw lessons from the mistakes of the past. Do we need further evidence to recognize the total failure of the maximum pressure policy? Did ‘Pompeo’s 12 points’ materialize? The arguments of opponents of the JCPOA can’t be taken seriously,” Ulyanov wrote on Twitter in mid-March.</p>
<p>Now that Iran and the P4+1 have resumed nuclear talks, Russia also tries to positively influence the talks. Iran has appreciated this role by intensifying consultations with the Russians. On Tuesday, top Iranian nuclear negotiator Seyed Abbas Araghchi held a trilateral meeting with the Russian and Chinese envoys to the talks. The meeting was held hours before another meeting of the JCPOA Joint Commission, indicating the importance Iran attaches to consultations with the Russians and the Chinese.</p>
<p>Ulyanov, who represented Russia in the trilateral meeting, described it as “very fruitful.”</p>
<p>“We compared notes and exchanged views on the way ahead towards full restoration of the nuclear deal. It was a very fruitful meeting,” he tweeted on Tuesday.</p>
<p>On the other hand, Araghchi underlined the shared views of Iran, Russia, and China on the nuclear talks.</p>
<p>“The heads of delegations of the Islamic Republic of Iran, Russia, and China stressed the common ground of the three delegations and the need for continued consultation and serious coordination between the three countries in these negotiations,” the Iranian nuclear negotiator said in a statement after the trilateral meeting.</p>

<p>In reaction to some of the false reports in the Western media, <a href="https://irannewsdaily.com/2020/02/jcpoa-parties-try-to-save-it-araqchi/">Seyed Abbas Araghchi</a> stressed that there was no discussion of &#8220;temporary agreement&#8221; or similar issues in the talks between Iran and the P4+1.</p>
<p>&#8220;The Islamic Republic of Iran is only talking about the final step in lifting the oppressive sanctions against the Iranian nation, and rumors such as step-by-step plans or an interim agreement are baseless,&#8221; he added.</p>
<p>&#8220;Iran, as the Leader emphasized, will not allow the negotiations to be eroded in any way, and at the same time will not rush to reach a conclusion. Iran states that the talks must be conducted carefully and in the interests and positions of the country,&#8221; Araghchi said.</p>
<p>&#8220;Any decision on the process and outcome of the talks will be made in Tehran, and the negotiating team will report continuously on the status of the negotiations to senior officials,&#8221; the Iranian diplomat noted.</p>
<p>The European Union (EU) in a statement said on Monday that the next meeting of the Joint Commission of Joint Comprehensive Plan of Action (JCPOA) will continue in the Austrian capital Vienna on Tuesday, April 20.</p>
<p>On Saturday, the 4th round of meetings of the Joint Commission of JCPOA was held with the aim of reviewing the process and results of technical talks of experts in the field of lifting sanctions and nuclear issues. The participants in this meeting reviewed the process of talks in the past few days and received the reports of expert groups with regards to the sanctions and nuclear issues.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Iranian Deputy Foreign Minister and Head of Iran’s delegation in the meeting of the JCPOA Joint Commission on Wednesday in Vienna met and talked with Austrian Foreign Minister Alexander Schallenberg.</p>
<p>In the meeting which was held in a friendly climate, the bilateral relations between Iran and the European country were reviewed and the two sides emphasized the will of the two nations to deepen bilateral cooperation in various fields, and discussed other issues of mutual interest. They also discussed the latest round of talks in the JCPOA Joint Commission meeting in Vienna.</p>
<p>In this regard and while thanking the Austrian government for its efforts and hospitality and especially Austrian police proper reaction in wake of the MKO grouplet supporters’ gathering in front of the hotel hosting the JCPOA meeting, Araqchi explained Iran&#8217;s stance and stressed the need for the full lifting of the sanctions and the practical steps that the U.S. government must take to return to the <a href="https://irannewsdaily.com/2021/04/tehran-not-to-accept-division-of-sanctions-into-jcpoa-related-non-related-ones/">JCPOA</a>.</p>
<p>Schallenberg, for his part, stressed the readiness of the Austrian government to provide the necessary facilities and make every effort to create a suitable atmosphere for the holding of Iran-related talks in Vienna and described the JCPOA and its continuation as being in the interest of all parties (Westerns).</p>
<p>The Vienna meeting is being held in a condition that P4+1 countries have become content to mediate in the dispute between Iran and the U.S. and to draw up ways of protecting the JCPOA and ways of return of both countries to the JCPOA.</p>
<p>This point that the U.S. pullout from the JCPOA during Donald Trump’s presidency led to 80 percent failure of the JCPOA and lack of commitment of Europe and caused the trust to the sustainability  regarding the obligations and promises of the West has completely been questioned, and Iran has repeatedly emphasized that the only way for the U.S. return to the JCPOA is its full commitment to its obligations and removing effectively all of the imposed, even the re-imposed sanctions or re-named sanctions and their verifications.</p>
<p>The result of the meeting still with drawing up plans covering two impacts has been put on the agenda of the two expert workgroups. Although the U.S. openly and explicitly announced that it is opposed to remove all sanctions and has put on the agenda some issues beyond the JCPOA and with these methods it shows that Biden Administration despite repeated claims of its intention to return to the JCPOA and diplomacy is not ready for any practical action in this field.</p>
<p>Mikhail Ulyanov, Permanent Representative of Russia to International Organizations in Vienna, in his tweet regarding this issue wrote, “Two expert-level groups (on sanctions lifting and nuclear issues) were tasked to identify concrete measures to be taken by Washington and Tehran to restore full implementation of JCPOA.&#8221; In one prediction, they will try first to restore to some extent the lost reputation of the West and secondly, they will try to find a way to save President Hassan Rouhani’s government from this current ludicrous condition which has wasted almost eight years of Iranian nation for almost no achievement of course through Western diplomacy and methods.</p>
<p>In contradiction to this approach, U.S. State Department spokesman Ned Price, who had hidden in the backroom of the negotiations and moniting the pettiest detail of talks, criticized the raised topics by Iran and called it “too much” and added, “We do not expect any immediate breakthrough. We recognize this to be potentially the start of a process, knowing that we do have a long – a potentially long road ahead.” State Department’s Special Envoy for Iran Robert Malley, heading the U.S. representative in the meeting in Vienna and monitoring the talks from the adjacent room, said after the meeting, “The U.S. has some concerns about Iran’s ballistic missile programs and first we should put the current nuclear issue to the side, then the talks on Iran’s regional activities will start.”</p>
<p>This meeting is getting executive in a condition that Iran’s Foreign Minister Mohammad Javad Zarif has not taken part in it and it shows seemingly the Rouhani Government has sill retained an upper hand in facing with the West.</p>
<p>If we notice the reasons for holding the meeting, we reach this point that the Iran-China agreement has led to the full reason for the West’s fear of Iran’s getting rid of sanctions and its defiance to the JCPOA. Of course, the West is in a great dilemma both to compensate the maximum pressure on Iran and at the same time not to give any concession for the survival of the Islamic Republic establishment and it is seeking a solution wretchedly and perplexedly.</p>
<p>Some believe that the upcoming presidential election in Iran causes that the West helps its West-oriented favorite candidate to win, and for this reason it wants to take an effective action on the result of the election but this wish is much closer to delusion because eight years of the resistant Iranian nation’s policy of tolerating the armed to the teeth President Rouhani’s anti-public government has had only one result for the West and it has been distribution of poverty and destitution, and as the result distrust of around 90 percent of the public to its West-ward look.</p>
<p>So the Westerners with their intention of gradual toppling concealed in their velvet gloves are unlikely to change their policy in encountering Iran. Of course under the influence of Iran-China agreement, they will try first to find a way for destroying this relation and secondly offering some proposals in the level of lollypops for massive induction propagation for providing stuff for the pro-Westerners in Iran.</p>

<p>“Presently we are neither optimistic nor pessimistic about the outcome of the Vienna nuclear negotiations but we are sure we are on the right path,” Ali Rabiei tweeted on Tuesday.</p>
<p>He added that in case the seriousness and frankness of the US is proved, it will be a good sign for the future of this agreement resulting in its final full implementation in upcoming weeks.</p>
<p>Earlier in the day, Rabiei said the United States has been left with no choice but to end its law-breaking policies “in the very near future” given the failure of Washington’s so-called maximum pressure campaign in the face of the Iranian nation’s resistance.</p>
<p>The parties to the nuclear deal, also known as the Joint Comprehensive Plan of Action, convened in the Austrian capital city, Vienna, on Tuesday in the form of the 18th Regular Joint Session of the JCPOA.</p>
<p>Deputy Foreign Minister Seyyed Abbas Araghchi led the Iranian delegation and Deputy Secretary-General of the EU for Foreign Actions Enrique Mora was present in the meeting on behalf of the EU trio.</p>
<p>In 2015, Iran and the P5+1 group of countries, the US, the UK, France, Russia, and China plus Germany, signed the JCPOA, which was ratified in the form of UN Security Council Resolution 2231.</p>
<p>Three years later, however, Trump unilaterally pulled the US out of the JCPOA and unleashed what his team called a “maximum pressure&#8221; campaign with the stated objective of forcing Iran to negotiate “a better agreement.”</p>
<p>The Islamic Republic refused to bow down to the pressure and adopted instead a “maximum resistance” policy, which includes economic measures to weather the bans as well as reducing Tehran&#8217;s commitments under the JCPOA.</p>
<p>The new US administration, under President Joe Biden, has claimed it is willing to rejoin the JCPOA but conditioned the move on Tehran’s resumption of its obligations.</p>
<p>Tehran says Washington, as the first party that reneged on its commitments, should take the first step towards the JCPOA’s revival and unconditionally remove all the sanctions in a verifiable manner.</p>

										<content:encoded><![CDATA[<p class="rtejustify">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –The Iranian parliament early December ratified the law for Strategic Measures to Counter Sanctions and Parliament Speaker<a href="https://irannewsdaily.com/2020/09/qalibaf-us-hostility-to-iran-not-to-change-with-any-president/"> Mohamamd Baqer Qalibaf</a> in December notified the government of the new law which inter alia requires the Atomic Energy Organization of Iran (AEOI) to boost the country&#8217;s nuclear capabilities, specially in areas of uranium enrichment, Arak Heavy Water Reactor and more advanced generations of centrifuge machines.</p>

<p class="rtejustify">Based on the law, Iran in February stopped the voluntary implementation of the Additional Protocol to the NPT after the Biden administration refrained from removing the sanctions against Iran in compliance with the terms of UN Resolution 2231 and the nuclear deal.</p>
<p class="rtejustify">Khoshcheshm believes that Iranian negotiators need to remind the European states and the US that the clock is ticking for them and the cost of their procrastination is Tehran’s next steps based on the parliament’s law.</p>
<p class="rtejustify">“The Islamic Republic of Iran should constantly remind the West that Iran is waiting for the lifting of sanctions within the framework of the recent parliament approval and other steps of this law will be implemented if time is lost. Iran should constantly maintain such pressure on the other side,” Khoshcheshm said.</p>
<p class="rtejustify">“It should be noticed that the US and Europe intend to bring major changes to the form and agenda of the talks in the Vienna meeting as they first seek to establish a direct or indirect contact with Iran, and therefore seek to attend the meetings and start marathon talks to wear off Iran&#8217;s resolve, i.e. its demands for a total removal of all sanctions imposed on the nation in the past four years and a verification of the lifting of the sanctions. Hence, the Iranian side should not allow the US presence in the joint commission meeetings,” Khoshcheshm said.</p>
<p class="rtejustify">He warned that the US also seeks to change the agenda of the meetings to Nuclear Deal 2.0 and then expand the scope of the talks to other issues such as Iran&#8217;s missile and regional power, instead of lifting the sanctions. “Hence, Iran needs to stand firm to keep the meetings focused on the removal of all sanctions.”</p>
<p class="rtejustify">The JCPOA Joint Commission held its 18th round of talks in the Austrian city of Vienna, with representatives of Iran, Russia, China, France and Britain in attendance.</p>
<p class="rtejustify">The US has been absent from the Commission and its discussions since 2018, when former American president Donald Trump took Washington out of the JCPOA and returned the sanctions that the nuclear accord had lifted.</p>
<p class="rtejustify">Iranian Government Spokesman Ali Rabiyee had on Tuesday reiterated his country’s position that the remedial measures adopted under the nuclear deal to retaliate the world powers’ disloyalty to the agreement will not be reversed by Iran until the US lifts all its sanctions.</p>
<p class="rtejustify">“Implementation of the nuclear deal is as simple as its violation by the US. Iran will not reverse the steps it has taken in reduction of its obligations until the sanctions are completely lifted. No step-by-step plan has been announced by us and Iran has not accepted any such plan,” Rabiyee told reporters in a press conference in Tehran.</p>
<p class="rtejustify">He referred to the today meeting of the nuclear deal Joint Commission in Vienna, and said, “Today, we are at the beginning of a plan to revive the nuclear deal and the US government has no choice but to end its law-breaking behavior and illegal sanctions.”</p>
<p class="rtejustify">Rabiyee said that the agenda of the Tuesday meeting in Vienna is to lift the US cruel sanctions against Iran and studying ways that the other side fulfills its undertakings.</p>
<p class="rtejustify">“What Iran will do is within the framework of the previous declaration, that is lifting of all US sanctions and all sanctions imposed on the Iranian people or re-imposed or relabeled on different pretexts after Trump came to power, and all these should be removed, and this is a clear logic, and all these measures should be verified,” he added.</p>
<p class="rtejustify">“We welcome any US move to correct the wrong path of the past and return to the right path. No direct or indirect talks with no US sides has or will take place in Vienna or anywhere else. We will provide the G4+1 with the course of action that the US should pave and the comprehensive sanctions that it should lift,” Rabiyee said.</p>
<p class="rtejustify">He also underlined Iran’s good progress in developing its peaceful nuclear program, and said, “So far, 6 complete IR2M cascades have been installed in Natanz. Also, two complete IR4 cascades and one complete IR6 cascade have been installed. The capacity of the installed centrifuge machines is currently 16,500 SWUs (Separative Working Units), while the maximum capacity before the nuclear deal stood at 13,000 SWUs.”</p>
<p class="rtejustify">Iran announced on Sunday that the country’s officials will have no talks with their American counterparts in Vienna, saying that Tehran will only hold technical negotiations with the Group 4+1.</p>
<p class="rtejustify">“In Vienna, we will not have any talks with the Americans, either directly or indirectly. We will negotiate with the Joint Commission and the G4 + 1 countries, and we will declare our demand and condition to return to the nuclear deal,&#8221; Deputy Foreign Minister Seyed Abbas Araqchi said, and added, &#8220;Our demand and condition is that the US should first fulfill all its nuclear deal undertakings and lift all sanctions, and then we will verify it and return (to our modified undertakings).”</p>
<p class="rtejustify">He described the Tuesday talks with the G4+1 as technical, and said they will focus on the sanctions which should be lifted and the measures that should be adopted and their order and sequence, and the verifying measures which need to be taken.</p>
<p class="rtejustify">“We do not have or accept any step-by-step proposal. In our view, there is no step but one that the US should take; it should lift all sanctions that were re-imposed during Trump’s era or were imposed recently or re-labeled, and these should be defined, and the US should lift them, and then we will verify and revive our undertakings,” Araqchi said.</p>
<p class="rtejustify">“The final step that they and we have to take should be precisely specified, and it will be clear only in our technical talks with the G4+1 countries,” he added.</p>
<p class="rtejustify">Iran’s foreign ministry had also on Saturday dismissed any step-by-step lifting of the illegal US sanctions entailing reciprocal actions by Tehran and Washington, stressing that Iran won’t concede to any plan for the revival of nuclear deal except for a full removal of all sanctions beforehand.</p>
<p class="rtejustify">&#8220;As has been clearly stated many times, no step-by-step plan is being considered,&#8221; Foreign Ministry Spokesman Saeed Khatibzadeh said.</p>
<p class="rtejustify">“The definitive policy of the Islamic Republic of Iran is the lifting of all US sanctions, whether those which Trump re-imposed after leaving the JCPOA [Joint Comprehensive Plan of Action] or those which he initiated, as well as sanctions imposed under any other title,&#8221; he added.</p>
<p class="rtejustify">His remarks came in response to claims made by US State Department Deputy Spokeswoman Jalina Porter, who has said on Friday that Washington would lift sanctions step-by-step in line with Iran’s return to its commitments.</p>
<p class="rtejustify">Also, on Friday, Iranian Foreign Minister Mohammad Javad Zarif said the Joint Comprehensive Plan of Action Commission meeting in Vienna is due to finalize the moves needed to revive the nuclear deal, but further rejected any kind of talks with the US.</p>
<p class="rtejustify">“At virtual JCPOA JC meeting, Iran &amp; EU/E3+2 agreed to resume in-person talks in Vienna next Tues,” Zarif wrote on his Twitter page, pointing to the JCPOA Joint Commission that was held virtually earlier on the day, adding that the Tuesday session will be focused on ‘rapidly’ finalizing the lifting of sanctions by the US.</p>
<p class="rtejustify">He noted that once the sanctions are removed, Iran will stop its remedial measures.</p>
<p class="rtejustify">Zarif also reacted to some reports on the US’ presence in the upcoming meeting, saying there won&#8217;t be any Iran-US meeting as it would be &#8220;Unnecessary&#8221;.</p>

<p>The fact that our enemies acknowledged that the maximum pressure policy has been failed is an honor for the Iranian government, said Iranian President Hasan Rouhani, speaking in the cabinet session on Wednesday.</p>
<p>“The Iranian government managed problems and resisted in such a way that there is no doubt about the defeat of the enemy”, he stressed.</p>
<p>He also spoke about the prospects of JCPOA restoration, saying, “In recent days, we are witnessing a new chapter in the revival of JCPOA, all signatories to the deal, in Vienna meeting, have come to the conclusion that there is no better solution than the JCPOA, and that there is no way out but the full implementation of the accord.”</p>
<p>Today, the Americans explicitly say that if Iran agrees, they are willing to negotiate directly, and if Iran does not agree, they are willing to negotiate indirectly with Iran through P4+1, he said, asserting that this shows the victory of the Iranian nation, let&#8217;s not underestimate this.</p>
<p>Today, the US administration expresses its readiness to return the 2015 nuclear deal, however, such claims must be verified, he also said.</p>
<p>But, today, what Iran says is accepted by the world, the Iranian president said, noting that the world must be aware that Iran is not looking for non-peaceful nuclear weapons and that its nuclear activities are completely peaceful.</p>
<p>And if Americans prove their seriousness and honesty towards JCPOA implementation in a practice way, Iran will also stop its retaliatory measures, said Rouhani elsewhere in his remarks.</p>

<p>Referring to the meeting of the Joint Commission of the JCPOA, which is scheduled to be held today in Vienna with the presence of Iranian delegations and the P4+1, the Ministry of Foreign Affairs of the Islamic Republic of Iran announced, &#8220;The 18th session of the JCPOA Joint Commission, which started virtually on Friday, April 2, will resume in Vienna at 14:30 local time (17:00 Tehran time).&#8221;</p>
<p>Iranian Deputy Foreign Minister for Political Affairs Seyyed Abbas Araghchi chairs the Iranian delegation at this meeting, and representatives from other Iranian agencies, including the Central Bank, the Ministry of Oil and the Atomic Energy Organization, will accompany him in this meeting, it added.</p>
<p>Technical consultations in the two areas of lifting sanctions and nuclear issues are among the most important topics of the 18th meeting of the Joint Commission, the ministry noted.</p>
<p>Also, on the sidelines of the commission meeting, as usual, bilateral meetings are held with the chairmen of the other 4+1 delegations, it said, adding that in this context, a bilateral meeting with China was held on Monday evening, and on Tuesday morning, meetings with the Russian delegation and the European Union are scheduled.</p>
<p>As previously noted, no representative from the United States will attend the Joint Commission meeting or related expert meetings and no direct and indirect negotiations with the United States are on the agenda of Iran&#8217;s delegation, and the negotiations will be only within the framework of the JCPOA and with the presence of representatives of Iran and the P4 + 1 countries, the ministry highlighted.</p>

										<content:encoded><![CDATA[<p class="summary">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Senior diplomats gather on Tuesday in<a href="https://irannewsdaily.com/2021/04/no-outcome-of-vienna-meeting-acceptable-for-iran/"> Vienna</a> to negotiate about reviving the Iran nuclear deal (JCPOA), which Donald Trump pulled out of in 2018. But, what should we expect from these talks?</p>
<p>It’s been almost three years since Trump, the 45th lame-duck American president withdrew from JCPOA. The European Union, however, did not flip the table and nominally stayed in. However, they did not keep up with their commitments. With Trump secretly making calls and sending letters to bring Iran around the same table, the Islamic Republic of Iran suspended implementation of some parts of the JCPOA in May 2019 and started enriching uranium beyond the agreed 3.67%. Since then, there have been many diplomatic conflicts.</p>
<p>Before Joe Biden was elected as president of the United States, he had developed a foreign policy plan in which he had stated that he would revive the JCPOA; yet he would seek to negotiate with Iran over ballistic missiles, accusing Iran of destabilizing the region. Yet, they have softened quite a bit after the election. This is particularly important as neither Iran nor the U.S. are in the same position they were in 2019. Iran has reached a 25-year deal with China, trying to distance itself from Western countries, and the United States is “seemingly” trying a diplomatic approach with countries such as Yemen, Iran, etc.</p>
<p>The Biden administration clearly knows that the United States has shattered the trust of Iranian government, and the Iranian people when Donald Trump left the JCPOA in cold blood. The process of restoring this shattered trust is not easy at all, particularly when Iran has signed comprehensive strategic partnership with China.</p>
<p>White House Press Secretary Jen Psaki said on Thursday that the United States sees indirect talks with Iran in Vienna as “potentially constructive” but is clear-eyed about the diplomacy and doesn’t currently expect direct talks to take place. Meanwhile, Biden’s special U.S. envoy for Iran Robert Malley stated in an interview with PBS NewsHour “ &#8230;so we want to get Iran back into compliance. And the United States knows that, in order to get back into compliance, it&#8217;s going to have to lift those sanctions that are inconsistent with the deal that was reached with Iran and the other countries involved in the nuclear deal.”</p>
<p>Meanwhile, Seyed Abbas Araghchi, Deputy Foreign Minister of Iran, has ruled out the possibility of “shuttle diplomacy” between Iran and the United States in an interview with the national TV.</p>
<p>“We will have no direct or indirect talks with the Americans in Vienna. We will negotiate within the Joint Commission with the P4+1 and will announce our demand and condition for returning to compliance with the JCPOA. We demand that the United States first fulfill all of its obligations and lift all the sanctions it has imposed, and then we will verify and return,”</p>
<p>While Israel has expressed deep concerns over United States policy towards Iran, it seems that Saudi Arabia wants a seat in the Vienna talks as well. In an interview with CNN, Saudi Foreign Minister Faisal Bin Farhan called for participation in the Iran nuclear talks, calling it an opportunity for dialogue between Saudi Arabia and Iran and the possibility of developing relations between the two countries.</p>
<p>But, what should we expect from the Vienna talks? Obviously, no immediate agreements whatsoever. Both parties know that this is a tough field to play, thanks to Trump’s idiocy. The main question however is this: Will Iran allow shuttle diplomacy to happen? Will there be any talks, direct or indirect, between the Islamic Republic of Iran and the United States? The answer lies deeply in Tuesday’s events.</p>

										<content:encoded><![CDATA[<p class="rtejustify">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Tehran may concede to no outcome in the Vienna talks on Tuesday, but a verifiable removal of all US sanctions, an informed source close to the Iran’s negotiating team told Press TV. &#8220;Tehran will not accept any outcome of the Vienna meeting other than the removal of all sanctions,&#8221; the source said on Monday night.</p>

<p class="rtejustify">The source said the Iranian team&#8217;s agenda in the Vienna talks is clear, &#8220;Iran will start its measures to return to JCPOA commitments only after the removal of all US sanctions and verifying it.&#8221;</p>
<p class="rtejustify">&#8220;Robert Malley will have to leave Vienna empty-handed if the Tuesday meeting would result in anything other than the removal of all US sanctions,&#8221; the source added, referring to the US president&#8217;s special envoy for Iran who is expected to attend the Vienna talks.</p>
<p class="rtejustify">The comments came as Iran&#8217;s chief nuclear negotiator Seyed Abbas Araqchi has arrived in the Austrian capital for talks with the 4+1 (Russia, China, Britain, France, and Germany) on the US return to the 2015 nuclear deal, which was illegally abandoned by the former US President Donald Trump in 2018.</p>
<p class="rtejustify">In relevant remarks, Iran’s Foreign Ministry Spokesman Saeed Khatibzadeh told reporters in a press conference in Tehran on Monday, “The agenda of the meeting is to lift the US cruel sanctions against Iran and how to fulfill the (nuclear deal) undertakings by the other side. This was the issue of the Joint Commission this time. There is a serious debate and tomorrow it will be clear whether the G4+1 can meet our interests or not.”</p>
<p class="rtejustify">He said that Iran’s positon has been clearly stated in the last Friday meeting of the nuclear deal’s Joint Commission, and added, “We welcome if the US gives up the wrong path. No direct or indirect talks with the US have taken place or will take place in Vienna and anywhere else.”</p>
<p class="rtejustify">Khatibzadeh underlined that no step-by-step plan has been proposed by Iran, adding that his country has not accepted any step-by-step plan either.</p>
<p class="rtejustify">“All sanctions should be lifted, and Iran has discussed the verification path with the G4+1. The Vienna talks are also technical and legal,” he said.</p>
<p class="rtejustify">“We have only one step which includes lifting of all US sanctions; in return, Iran is ready to suspend its remedial measures and reverse actions,” Khatibzadeh added.</p>
