										<content:encoded><![CDATA[<p class="summary"> Iranian President Hassan Rouhani appointed the ex-governor of the Central Bank of Iran (CBI), Valiollah Seif, as his special advisor for monetary and banking affairs.</p>
<p>Despite the critics repeatedly lashed out at Seif for his policies, in particular those about foreign currency market during his office at CBI, Rouhani selected him as his advisor in a decree on Thursday, Tasnim news agency reported.</p>
<p>Referring to the proven capabilities of Seif in the monetary and banking domains, Rouhani hoped that he would succeed in this new position.</p>
<p>Struggling to check a steep depreciation of the rial and root out a series of irregularities in Iran’s banking system, Seif was replaced by Abdolnaser Hemmati following a cabinet meeting on July 25.</p>

<p>Mohammad Hassannejad, a member of Iranian Parliament&#8217;s Economic Commission, said that the former governor of the Central Bank of Iran (CBI) Valiollah Seif must be held responsible for riggings in the markets of currency and gold coins in Iran.</p>
<p>The lawmaker from the constituency of Jolfa and Marand made the remarks on Tuesday adding that “dismissing office-holders does not mean that they cannot be held accountable for their wrongdoings.”</p>
<p>He referred to the decree issued by the Iranian Leader, the legislator asserted that the rigging, corruption, and disruption cases will be proceeded more transparently and speedily will less formal ceremonies.</p>
<p>“The distribution of a high volume of gold coins was because of either negligence or betrayal. In both cases the Central Bank is responsible,” he blamed the Iranian monetary organization.</p>
<p>After an unprecedented surge in devaluation of the Iranian national currency, the Iranian market has got even more turbulent as hoarders stockpile foreign goods imported to sell them at a higher price later. The situation stirred discontent among the masses of people and the Iranian Leader ordered the relevant organizations to take care of the issue with no hesitation.</p>

										<content:encoded><![CDATA[<p class="summary"><strong>TEHRAN- Governor of the Central Bank of Iran (CBI) Valiollah Seif announced about official inauguration of secondary foreign exchange market on Wednesday, IRNA quoted him as saying on the sidelines of the cabinet meeting.</strong></p>
<p>The secondary market will allow exporters of non-oil commodities to sell their foreign currency earnings to importers of consumer products at sabtaresh.com (a website running under Iran Trade Promotion Organization), Seif informed.<br />
According to the governor, the secondary market will only provide private sector businessmen and those from small businesses with services.<br />
Iranian government is on the process of renovating its foreign currency system via managing domestic foreign currency market, reigning the currency rates, improving cooperation with exchange shops, and reinforcing exports.<br />
Launching a secondary foreign exchange market is the latest in a series of steps Iranian government has taken to curb the rampant forex rates and lessen the impact of renewed U.S.-led sanctions on its economy.</p>

										<content:encoded><![CDATA[<p class="summary"><strong>TEHRAN- Iran will set up a secondary currency market by the next week, Central Bank of Iran (CBI) Governor Valiollah Seif announced on Monday.</strong></p>
<p>The decision was made as the Iranian rial plunged to a record low against the U.S. dollar in the unofficial market on Sunday, Tasnim news agency reported.<br />
A detailed plan has been prepared for creation of this market, the CBI governor remarked, adding that this market will prevent the creation of indefinite rates offered by unauthorized brokers.<br />
The official also announced that a system will be established to identify all commodities that have been imported using U.S. dollars at a rate of 42,000 rials, so that importers of those goods cannot sell them at higher prices.</p>

										<content:encoded><![CDATA[<p><strong><span class="intro-text">Valiollah Seif, the Governor of the Central Bank of Iran said on Sunday that despite US withdrawal from the nuclear deal, Europeans are trying to keep Iran in the deal and compensate for the damages caused by Americans, as they have kept their central banks in touch with Iran.</span></strong></p>

<p>“The contacts between the central banks of Europe and the Central Bank of Iran (CBI) are still in place and the trajectory of negotiations with the European Union will provide a brighter situation for Iranian officials,” said Valiollah Seif, the Governor of the Central Bank of Iran on Sunday.</p>
<p>During the press conference in which Seif was briefing the media on the Central Bank’s actions, he said that US unilateral withdrawal from the JCPOA gave Iran the least costly way to deal with the nuclear agreement.</p>
<p>“Iran-Europe negotiations are now focused on Iran’s presence in the agreement after US withdrawal and the bilateral banking relations will also be discussed in these meetings and negotiations,” recounted the Iranian official.</p>
<p>“Trump’s presupposition was that upon leaving the JCPOA Iran would leave the agreement too, and then US would have the chance to put into practice what they intend,” said the Iranian official.</p>
<p>“To our opinion, the challenges and problems which Americans could pose on us were minimized after their leave from the agreement but it does not mean that everything is moving forward favorably,” he added.</p>
<p>“The Europeans are weighing the issue to minimize the damages caused by Americans’ unilateral withdrawal from the nuclear agreement and that is the top agenda in the current negotiations and a technical team from the central bank is also present in the talks,” he said.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">The United States on Tuesday imposed sanctions on Iran’s central bank governor, Valiollah Seif, and Iraq-based Al-Bilad Islamic Bank for “moving millions of dollars” for Iran’s Revolutionary Guard Corps, as Washington seeks to cut off funding for what it claims is &#8220;Iran’s malign activities in the Middle East.&#8221;</span></p>

<p>US Treasury Secretary Steven Mnuchin claimed Seif covertly funneled millions of dollars on behalf of the IRGC through Al-Bilad bank “to enrich and support the violent and radical agenda of Hezbollah.”</p>
<p>The US Treasury also blacklisted Ali Tarzali, assistant director of the international department of Iran’s central bank, and the chairman of Al-Bilad Islamic Bank, Aras Habib.</p>
<p>The department said the sanctions against Seif and Tarzali would not immediately affect central bank transactions. It said, however, sanctions being reimposed under the nuclear deal would affect certain US dollar transactions by the central bank starting on Aug. 7, 2018.</p>
<p>Last week, two days after US President Donald Trump withdrew from the 2015 Iran nuclear deal, the US Treasury imposed sanctions against six individuals and three companies.</p>

<p>Speaking in his meeting with Martina Dalić, Deputy Prime Minister of Croatia and Minister of Economy, Small and Medium Entrepreneurship and Crafts, Seif pointed to the strong determination of governments of the two countries for promoting bilateral trade ties and said, “development of banking relationship is a prerequisite for expanding mutual economic and business relations and we have a responsibility to take effective steps in line with removing pertinent obstacles.”</p>
<p>CBI governor placed special emphasis on full readiness of Iran for evermore development of banking relationship within the framework of international regulations and added, “establishing banking relationship between central banks of the two countries, setting up brokerage relationship between chief banks of Croatia and Iranian banks, concluding a special account agreement between central banks of the two countries for the settlement of business transactions and launching representative offices and branches of Croatian banks in Iran are of the most important steps taken for strengthening banking relations between the two countries.”</p>
<p>Seif said, “undoubtedly, lack of proper banking relationships will cause loss of opportunities between the two countries, adding, “given the amicable and proper relationship between the two countries, suitable ways have been paved for broadening and enhancing banking relationship between Iran and Croatia.”</p>
<p>For her part, Martina Dalić, Deputy Prime Minister of Croatia and Minister of Economy, Small and Medium Entrepreneurship and Crafts pointed to the measures taken in this regard and added, “although there are some irregularities and disturbances in the ideal banking relationship, we can encourage and support banks of the two countries to start brokerage relationship.”</p>
<p>She said that Croatian government has expressed its readiness to promote banking and business relationship with the Islamic Republic of Iran eagerly.</p>

<p>By pointing the fall of the rial, the MPs have said Seif has been unable to control the foreign currency market, Javad Abtahi was quoted by the YJC as saying.</p>
<p>He also said the dismissal of Seif has been on the agenda of the Rouhani administration, adding that the administration wants to appoint Seif as Iran’s ambassador to a foreign country.</p>

<p>He also said that they are encouraging their banks for more cooperation with the Iranian banks, the portal of CBI reported on Monday.</p>
<p>Seif, for his part, expressed happiness over the banking relation between Iran and Switzerland and called for expediting the process of issuing permit for establishment of Iranian banks branches in the European country.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">Central Bank of Iran (CBI) Governor Valiollah Seif stressed that price of foreign currency will decrease in coming days, and advised people not to buy dollars as an investment.</span></p>

<p>Speaking reporters on the sidelines of Electronic Banking Conference, Valiollah Seif stressed that the exchange rate will certainly decrease over the coming days because the central bank reserves are very good and there is no worry about this.</p>
<p>In reply to a question by Mehr News Agency’s reporter, he added, “The oil price is increasing. The foreign exchange earnings are up now and in good situation. Therefore, there is no cause for worry about the currency market.”</p>
<p>He went on to say, “We do not advise people to invest in the foreign currency market. Experience has shown that investing in foreign currency has never been profitable. If one had invested in the banking system at the approved [authorized] rate, his earnings would have increased by 80% in five years, while the exchange rates have increased by only 50% since 2013. Therefore, investing in currency exchange market is not profitable at all.”</p>
