										<content:encoded><![CDATA[<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>President of Uzbekistan Shavkat Mirziyoyev on Sunday leading a high-ranking delegation arrived in Tehran to pave the ground for boosting all-out cooperation with Iran and visiting Iranian officials.</p>
<p>During his visit, ten cooperation documents were signed between Iran and Uzbekistan in the presence of the presidents of the two countries Ebrahim Seyed Ebrahim Raisi and Mirziyoyev.</p>
<p>The high-ranking officials of the Islamic Republic of Iran and Uzbekistan signed a joint declaration communiqué and 10 cooperation documents on Sunday afternoon.</p>
<p>The preferential trade agreement and cooperation in the fields of transportation and transit, pharmaceutics, standards and insurance, joint free zones, technology and innovation, and agriculture, were signed between Iran and Uzbekistan.</p>
<p>Iranian President Ebrahim Raisi officially welcomed his Uzbek counterpart at the Saadabad complex in Tehran.</p>
<p>The presidents of Iran and Uzbekistan also held a private meeting with each other and then, they participated in the signing ceremony of cooperation documents between the officials of the two countries.</p>
<p>High-ranking delegations of the two countries also discussed ways to bolster bilateral cooperation.</p>
<p>Upon his arrival, Mirziyoyev was welcomed by the Iranian Minister of Industry, Mine and Trade Abbas Aliabadi at Mehrabad Airport.</p>
<p>On Saturday officials of both countries said that Iranian and Uzbek officials are considering to increase the value of bilateral trade exchange to $1 billion.</p>
<p>Minister of Investment, Industry and Trade of Republic of Uzbekistan Laziz Kudratov announced the provision of a roadmap for achieving $1 billion worth of trade between Tehran and Tashkent.</p>
<p>Speaking on the sidelines of a meeting of the Iran-Uzbekistan Joint economic Cooperation Commission on Saturday, he said that deepening relations with Iran is one of the priorities of the government of Uzbekistan.</p>
<p>&nbsp;</p>
<p>Uzbekistan will make its utmost efforts to pave the way for expanding relations with Iran in all fields, Kudratov underlined.</p>
<p>Very good agreements were achieved at the Iran-Uzbekistan Joint Economic Cooperation Commission held in Uzbekistan, one of the most important of which is related to the provision of a comprehensive roadmap to achieve bilateral trade to $1 billion, he said.</p>
<p>He added that a mechanism should be defined in order to raise the volume of bilateral transactions.</p>

<p>In his speech, the President of Uzbekistan stressed that over the past five years, serious changes have taken place in the national electoral legislation. He emphasized that, according to leading international experts, in the new Uzbekistan, the gradual improvement of electoral legislation and the practice of holding elections has reached a qualitatively new level.</p>
<p>Shavkat Mirziyoyev noted that the presidential elections will be held for the first time on the basis of the Electoral Code adopted on June 25, 2019.</p>
<p>“These elections are a very important political event for all of us, which provides answers to key questions about the future development of Uzbekistan, about how to build the future of our children, our families, our country. Therefore, both our multinational people and the world community are following this political process with great interest and attention, ” the Head of State emphasized.</p>
<p>Observers from about 50 countries and dozens of international organizations are expected to take part in the upcoming elections.</p>

<p>Today is a great holiday in our country, a great celebration.  The multinational people of Uzbekistan are celebrating the thirtieth anniversary of the independence of their beloved Motherland with great joy.</p>
<p>We celebrate Independence Day for the first time in this beautiful park, which was given a symbolic name &#8211; &#8220;Yangi Uzbekiston&#8221;.</p>
<p>I sincerely congratulate you and in your person all our people, I express my best wishes to you.</p>
<p>Dear friends!</p>
<p>As you know, for centuries the cherished dream of our people was a free life in a just society.  In the name of achieving this sacred goal, he fought selflessly, courageously overcoming the most difficult trials on his way.</p>
<p>No foreign yoke and violence could break the people in their noble striving for freedom.  Our entire ancient history testifies to this.</p>
<p>On August 31, 1991, a truly great historical event took place, which became a turning point in the fate of the republic.  Our people, always confidently looking into the future with great hopes, have fulfilled their age-old dream &#8211; gained state independence.</p>
<p>On this significant day, all of us, all our people, remember the First President of the country, the respected Islam Abduganievich Karimov, who proclaimed the independence of Uzbekistan and headed the state in the most difficult and difficult period of its history, about what huge transformations were carried out under his direct leadership thanks to  courage and resilience of our people.</p>
<p>During the years of independence, a large and very important work has been done to build a new state and society.  The Constitution of the country was developed in a short time.  The foundations of modern statehood, legislative, executive and judicial branches of power have been formed.</p>
<p>The Armed Forces have been created, capable of reliably protecting the state sovereignty of the country, the inviolability of its borders, and the peaceful and calm life of the people.</p>
<p>The national currency was introduced &#8211; the soum, gold and foreign exchange reserves were formed.  Our ancient history, national identity, rich cultural heritage and spiritual values   have been revived.</p>
<p>Our people, having shown strong will and great potential, have traveled a long way of development in a short period of time by historical standards.</p>
<p>Uzbekistan has taken a worthy place in the world community.</p>
<p>I am proud that, together with many compatriots, I took an active part in such great historical processes.</p>
<p>Dear participants of the celebration!</p>
<p>Today we are building a new state and a free civil society based on the principles of democracy and democracy, giving priority attention to such an important task as the strengthening of peace and stability &#8211; our truly priceless heritage.</p>
<p>We all, of course, understand how important this is in the current conditions, when all over the world, including in our region, at our borders, tensions are growing, and various challenges and threats are intensifying.</p>
<p>Large-scale democratic reforms are being implemented at a dynamic pace, aimed at strengthening the political and legal foundations of our state and society, modernizing the country, strengthening the role of parliament and political parties, and public control in this process.  Particular attention is paid to ensuring human rights and legitimate interests, freedom of speech and religion &#8211; the main principles of democracy.</p>
<p>The National Human Rights Strategy was adopted.  Such negative phenomena as forced and child labor, which have been a big problem for us for many years, have been completely eradicated.</p>
<p>In accordance with the appeal of the United Nations to reduce the number of stateless persons, in 2020 alone, more than 50 thousand of our compatriots were granted the citizenship of the Republic of Uzbekistan.</p>
<p>As you know, an independent and strong judiciary is the main condition for ensuring human rights, strengthening democracy and the rule of law.  Based on the priority tasks in this area, more than 40 laws, decrees and resolutions were adopted.  Serious practical work is currently being carried out on this basis.</p>
<p>As its logical continuation the other day, in connection with the Independence Day, I signed a decree, according to which 215 persons serving sentences who sincerely repented of their deeds and firmly embarked on the path of correction were pardoned, and today they have the opportunity to return to their families, to their  family and friends.</p>
<p>For the first time in its history, the Republic of Uzbekistan was elected a member of the United Nations Human Rights Council, which was a vivid confirmation of the international recognition of our reforms in this direction.</p>
<p>Dear compatriots!</p>
<p>It should be especially noted that the last five years have become a period of difficult trials for all of us, the entire country and people.  In particular, the coronavirus pandemic that began in 2020 and the economic crisis caused by it created serious problems for Uzbekistan as an integral part of the global world.</p>
<p>According to the UN, this pandemic was the biggest global test since the Second World War.</p>
<p>If you remember, in the early days of the pandemic, we set ourselves the task of getting out of this difficult situation even stronger.  With the support of the Almighty, thanks to the solidarity and selfless work of our people, we are worthily overcoming these difficult trials.</p>
<p>The large-scale reforms being carried out in the country today marked the beginning of a new stage in our development &#8211; the era of New Uzbekistan.</p>
<p>And today we have every reason to say that over a historically short period, a completely new atmosphere has formed in the country in the political, legal, socio-economic, scientific, spiritual and cultural terms.</p>
<p>According to the analysis of the International Monetary Fund and reputable rating agencies, Uzbekistan is one of the few countries in the world that, in the current difficult conditions, manage to ensure financial and economic stability, the recovery of industrial sectors and the growth of economic activity.</p>
<p>The same findings are cited in a recently published analytical report by the American investment bank J.P.  Morgan &#8220;Uzbekistan: on the way to the zenith&#8221;.</p>
<p>In this regard, I would like to cite some data regarding structural reforms in our economy and the main macroeconomic indicators.</p>
<p>During the period 2017-2020, economic growth in the country amounted to 18.3 percent, the gross domestic product reached $ 60 billion.  It should be noted that foreign trade turnover increased from $ 24 billion in 2016 to $ 36 billion at the end of 2020.  The volume of industrial production amounted to 369 trillion soums, an increase of 23.4 percent compared to 2016.  As a result, the share of industry in GDP increased from 19.5 to 27.4 percent.</p>
<p>Thanks to economic liberalization and simplified customs procedures, exports in 2020 amounted to $ 15.1 billion, which is 25 percent more than in 2016.</p>
<p>Reflection of the positive results of our reforms in various world ratings created opportunities for the country&#8217;s entry into international financial markets.  In particular, this year foreign investors were sold state Eurobonds in the amount of $ 635 million and 2.5 trillion soums, corporate bonds of Ipoteka Bank &#8211; for 785 billion soums and Uzavtomotors Joint Stock Company &#8211; for $ 300 million.</p>
<p>We have managed to significantly strengthen investor confidence in our economy.  This is evidenced by the fact that the total volume of investments in a short period of time increased by 2.1 times, including foreign investments &#8211; almost 3 times.</p>
<p>The tax system has been reformed over the past three years.  The number of types of taxes has been reduced, and turnover taxes have been abolished.  The value added tax rate has been reduced from 20 to 15 percent, and an integral chain of this tax has been created.</p>
<p>In 2017-2020, the total capital of our banks increased by 5.7 times, or by $ 5 billion.</p>
<p>Within the framework of structural changes in the electric power industry, the oil and gas industry and the utilities sector, the functions of state and economic management have been separated, important steps have been taken to create a competitive environment in these industries.</p>
<p>Along with this, new infrastructure facilities have been created.  Thousands of kilometers of roads, power transmission and gas supply lines have been built and repaired.</p>
<p>The public transport sector is developing consistently.  In particular, two new underground metro stations and an overground metro line with a length of about 12 kilometers have been commissioned in Tashkent.  Construction work has been completed on the Sergeli metro line with a length of 6.2 kilometers.</p>
<p>It should be noted that a number of large investment projects are currently being implemented in Uzbekistan.  Among them, as you know, the construction of the third copper-processing plant of the Almalyk Mining and Metallurgical Combine worth $ 2 billion, which we recently launched.</p>
<p>Recently, a solar power plant built at the expense of $ 110 million in investments was commissioned in the Karmaninsky district of Navoi region, and this was the first important step in the development of new energy in Uzbekistan.</p>
<p>Two new plants were put into operation in the Navoiazot Joint Stock Company &#8211; for the production of nitric acid, as well as ammonia and urea.  Thanks to the implementation of these projects, the total cost of which is $ 1.5 billion, the volume of production of Navoiazot products will triple.</p>
<p>All these important events indicate the beginning of a new stage in the history of domestic industry.</p>
<p>The number of small businesses and private entrepreneurship in our country has doubled, 1 million 400 thousand new jobs have been created in this area.  Of particular importance is the fact that more than half of these enterprises were organized only in the last three years.</p>
<p>In order to ensure freedom of entrepreneurial activity, 16 laws and more than 100 resolutions have been adopted.  Over the past year, the procedure for registration has been simplified, the terms for issuing licenses and permits have been reduced.  To protect the rights of entrepreneurs, a moratorium was introduced on all types of inspections.</p>
<p>As a result of the creation of favorable conditions for ensuring self-employment of the population, 500 thousand citizens registered their labor activity during the year.</p>
<p>Thanks to this approach to the development of entrepreneurship, Uzbekistan has risen from 141st to 69th place in the World Bank&#8217;s Doing Business international rating in five years.  Of course, this is a significant indicator, but still insufficient for us.  Therefore, we will consistently continue this work.</p>
<p>As you know, we recently held a meeting with entrepreneurs in a new format.  More than 10 thousand representatives of the business sector from all over the country took part in it.  In preparation for the open dialogue, more than 15 thousand proposals and initiatives were studied in detail, practical measures were outlined to resolve the issues raised by entrepreneurs.</p>
<p>We will continue to create all conditions for entrepreneurs to introduce real market relations and, on this basis, develop the country&#8217;s economy. After all, entrepreneurs are the main support and locomotive of our economy and our reforms.</p>
<p>No one should forget this truth.</p>
<p>Today in our country, information and communication technologies are widely introduced, which are the most promising sector of the modern economy. For this, dozens of IT parks, small industrial zones, training centers for the training of specialized specialists are being created, and special projects are organized for gifted programmers.</p>
<p>We are constantly focusing on the development and improvement of the village, where most of the country&#8217;s population lives, increasing the efficiency and competitiveness of the agricultural sector, and creating jobs here.</p>
<p>We have ruled out government interference in pricing in agriculture, and the state order for the procurement of cotton and grain has been canceled.  122 cotton-textile clusters have been created, yields are increasing.  The system of financing agriculture is being revised.</p>
<p>We introduced a new system of working with regions, their integrated development in conjunction with industries.  As a result, the financial capabilities of the regions have expanded.  In 2021 alone, it became possible to attract an additional 3 trillion soums for the implementation of territorial programs.</p>
<p>Today we can say that Uzbekistan is emerging from the most difficult period of the global crisis.</p>
<p>The pace of development of economic sectors can also be judged by the fact that real incomes of the population as a whole increased by 28 percent compared to 2016.  Currently, the average nominal monthly wage is 2.7 million soums, which is 2.1 times more than in 2016.</p>
<p>According to the recently signed Decree, from September 1, salaries, pensions, scholarships and benefits will be increased again.</p>
<p>We will continue to attach great importance to the consistent growth of incomes and living standards of the population.</p>
<p>You all know very well that a new system for solving social problems has been created in our country.  For this purpose, methods of targeted work are being introduced according to the principle of &#8220;iron notebook&#8221;, &#8220;women&#8217;s notebook&#8221;, &#8220;youth notebook&#8221;, &#8220;notebook of mercy&#8221; in the context of each family and mahalla.</p>
<p>The programs adopted as part of the reforms serve to improve the social environment in society and increase the well-being of the population.  For example, only within the framework of the programs &#8220;Obod kishlok&#8221; and &#8220;Obod mahalla&#8221; in almost 8 thousand villages and mahallas, repair and construction work and landscaping for a total of 20 trillion soums are underway.  I think that says a lot.</p>
<p>To carry out all this great practical work, we have identified the guiding idea &#8220;We live in a new Uzbekistan &#8211; a free and prosperous country!&#8221;</p>
<p>Our priority task is to provide the population with housing.  During 2017-2020, more than 140 thousand affordable and high-quality houses and apartments were built.  This figure is almost 11 times higher than in 2016.  The system of mortgage lending is being consistently developed.</p>
<p>It should be noted that in our country, construction on a similar scale has not yet been carried out.</p>
<p>For families in difficult life situations, the down payment for new housing is paid from the state budget.  We will continue to work in this direction; this year alone, about 50 thousand families will celebrate housewarming.</p>
<p>Dear friends!</p>
<p>We all well understand that health care, science, education, culture and art, sports play a key role in the development of the state and society, ensuring the well-being of the people.</p>
<p>Today, the healthcare sector of our country is changing dramatically, as is the content of this activity.  First of all, we are raising the quality and efficiency of primary health care and the introduction to a healthy lifestyle to a new level.  The material and technical base of polyclinics and multidisciplinary hospitals is being strengthened, and their personnel potential is growing.</p>
<p>In accordance with modern requirements, the ambulance system has been reorganized and its financial support has been strengthened.  The number of ambulance stations increased from 800 in 2016 to 1666 at present, and the number of brigades from 1648 to 2685.</p>
<p>As you know, in the past, many of our citizens were forced to travel abroad to carry out complex medical operations.  As a result of reforms in the development of the sphere, many of these operations are now being carried out in our country.</p>
<p>In 2016, 10 specialized medical centers and only 2 of their regional branches operated in the republic.  Today the number of such centers has reached 20, with 124 branches in the regions.  In continuation of this work, 48 more regional branches of such centers will be created this year.</p>
<p>Thanks to timely reforms, our health care system has withstood an extremely heavy burden during the pandemic.  All the necessary measures to protect the health and life of people were promptly developed.  In particular, special medical centers have been created to combat coronavirus, a stock of medicines and protective equipment has been formed.</p>
<p>60 oxygen stations opened in the regions ensure uninterrupted oxygen supply to specialized hospitals.  The development of a vaccine has begun in the country.</p>
<p>The State Budget for 2021 provides for 3 trillion soums to fight the pandemic, measures are being taken to protect public health and mass vaccination against coronavirus infection.</p>
<p>Reforms aimed at providing the country&#8217;s population with effective and high-quality medical care will be consistently continued.</p>
<p>Dear compatriots!</p>
<p>I want to remind again the wise words of our outstanding educator Abdullah Avloni: &#8220;Education and upbringing for us is the most important issue, our happiness, our very life and destiny depend on its solution.&#8221;</p>
<p>In recent years, this approach has become the criterion of our work in the field of education.  Indeed, if we change education, education will change a person.  If a person changes, our entire society will change.</p>
<p>Therefore, we pay special attention to improving lifelong education, raising children with harmoniously developed personalities, and training highly qualified teaching staff.</p>
<p>All of you are well aware of the changes in the field of preschool education, which is the primary link in the system.  In order to pursue a unified state policy in this area, we have created the Ministry of Preschool Education.</p>
<p>If in 2017 there were 5,211 kindergartens in the country, this year their number, please note, reached 19,316.   Thanks to the introduction of public-private partnership mechanisms and the opening of family kindergartens, the provision of a number of benefits, more than 13 thousand private preschool educational institutions have been created.  As a result of these reforms, we were able to increase the coverage of children with preschool education to 62 percent, including children aged 6 years &#8211; up to 77 percent.</p>
<p>Educational institutions of a new type are being created, in particular, Presidential, creative and specialized schools.  In 2020 alone, 56 such schools were created in the country in mathematics, 28 in chemistry and biology, 14 in computer science and information and communication technologies.</p>
<p>New approaches are being actively introduced in the field of education.  Tell me, was it possible just four or five years ago to imagine such a rapid growth in the number of private schools and kindergartens?</p>
<p>We study world experience in this area and introduce new standards, modern teaching methods.  In particular, the procedure for obtaining a license to open a private school has been simplified.  Thanks to broad government support, the number of non-state educational institutions has now reached 195.</p>
<p>All this gives positive results, as evidenced by the fact that in 2017-2020 our students won 30 medals at international subject Olympiads.</p>

<p>Last year, 339 vocational schools, 194 colleges and 195 technical schools were created for young people to acquire modern, in-demand professions.</p>
<p>Today our reforms, life itself dictate the need for the accelerated development of the higher education system.  So, over the past 5 years, 64 new higher educational institutions have been created in the country, and now there are 141. The quotas for admission to universities have been increased by 3 times.</p>
<p>Please note that the enrollment of youth in higher education reached 28 percent, while in 2016 it was at the level of 9 percent.  In the near future, it is planned to bring this figure to 50-60 percent.</p>
<p>The focus of our attention is constantly on the support of the population in need of social protection, especially the youth.  For this this year, additional admission quotas have been allocated under state grants: 3155 &#8211; for young people with disabilities, 1580 &#8211; for graduates of Mehribonlik homes and Children&#8217;s Towns, another 2000 &#8211; for girls from low-income families.</p>
<p>Today our young people who are proactive and devoted to the Motherland, possessing independent and innovative thinking, a sense of responsibility, achieve high results of the world level in various fields and directions.</p>
<p>Thus, a number of our talented athletes became winners and prize-winners of the recent XXXII Summer Olympic Games in Japan, which made us all very happy.</p>
<p>The Summer Paralympic Games in Tokyo continue these days.  The members of the national team of Uzbekistan, taking part in these games, have won 5 gold, 4 silver and 6 bronze medals to date and are showing unprecedented resilience and will to win.</p>
<p>We wish new successes to our brave sons and daughters who worthily defend the honor of our Motherland.</p>

<p>All of you are witnessing important reforms carried out in recent years in order to further improve the Armed Forces and increase the state&#8217;s defense capability based on our principle of &#8220;The Army and the People are One&#8221;.  The National Guard and the State Defense Industry Committee were created.</p>
<p>Constant attention is paid to training modern military personnel, providing servicemen with housing, supporting their families and veterans of the Armed Forces.</p>
<p>Today, the national army of Uzbekistan is becoming a mobile, compact combat force capable of adequately repelling any threat, and this is our most important achievement.</p>
<p>Of course, the army is strong not only in weapons and equipment.  The army is strong first of all by its soldiers and sergeants, officers and generals, who are ready to give their lives for the Motherland.</p>
<p>Today, brave men and women serve in the ranks of our Armed Forces, for whom the defense of the Motherland is the meaning of life.  They honorably continue the glorious traditions of the military art of our great ancestors Amir Temur, Jalaliddin Manguberdy, Babur Mirzo.</p>
<p>We all know well and highly value the selfless service and courage of our valiant defenders, faithful to their oath in good faith, to fulfill their duty in any conditions.</p>

<p>In order to strengthen peace and stability in the country, the system of ensuring the security of the state, society and the individual is being radically reformed.  Its lower level has been reorganized &#8211; the system of preventive inspectors.  Currently, they closely interact with the mahalla authorities.</p>
<p>It should be noted that compared to 2017, the number of crimes decreased by 12 thousand.  In the first six months of this year, almost 50 percent of mahallas, and there are 9,251 in total, not a single crime was committed.  This undoubtedly testifies to the positive results of our reforms and requires their consistent continuation.</p>

<p>As you know, from the first days of Uzbekistan&#8217;s entry into a new stage of development, we have been pursuing an open, pragmatic and constructive foreign policy.</p>
<p>Over the past short period, the political authority and role of our country in the region and the world have grown significantly.  In the world community, the tendencies towards strengthening trust and cooperation with Uzbekistan are growing.</p>
<p>First of all, relations of friendship and good-neighborliness with the states of the region were established.  Borders were opened, people restored the interrupted ties with their relatives and friends, were able to freely move from one country to another.</p>
<p>In world political science such a concept as &#8220;Central Asian spirit&#8221; has appeared.  In the international arena, more and more initiatives are being put forward on behalf of the region.</p>
<p>It has become a good tradition to hold regular meetings of the heads of state of Central Asia.  At the recent Consultative Meeting held in Turkmenistan, new promising areas of cooperation were identified.</p>
<p>In recent days, we have all watched with concern the events in neighboring Afghanistan.  We support the early establishment of peace and stability in this country.</p>
<p>We are confident that Afghanistan will be able to become a bridge in strengthening the interconnectedness of Central and South Asia.</p>
<p>Uzbekistan remains committed to the principles of supporting friendly and good-neighborly relations with Afghanistan and non-interference in the internal affairs of this country.  We consider it extremely important to carry out the transit of power in Afghanistan, taking into account the generally recognized norms of international law, peacefully on the basis of national consensus.</p>
<p>In recent years, effective agreements and agreements have been reached with Russia, China, South Korea, Japan, Turkey, the United Arab Emirates and other states.  New steps have been taken to further develop pragmatic cooperation with the United States of America and Western countries.</p>
<p>Interaction with such international structures as the United Nations, the Islamic Cooperation Organization, the Shanghai Cooperation Organization, and the Commonwealth of Independent States has been raised to a qualitatively new level.  In 2019, our country became a full member of the Cooperation Council of Turkic-speaking States, which opened up new opportunities for us economically, politically and culturally in the international arena.</p>
<p>In a short time, Uzbekistan, in the status of an observer state, has established effective ties with the Eurasian Economic Union.  In 2020, the country held the chairmanship of the Commonwealth of Independent States for the first time.  Despite the difficult conditions of the pandemic, this activity in Uzbekistan was organized successfully and was highly appreciated.</p>
<p>This year we will take over the chairmanship of the Shanghai Cooperation Organization and are already doing a lot of preparatory work for the upcoming summit of the organization next year.</p>
<p>The effective use of the methods of economic diplomacy has a positive effect on the growth of our exports and the flow of investments to the republic.</p>
<p>Much attention is paid to support and fruitful cooperation with compatriots abroad.  They are involved in the socio-economic processes taking place in the country.  As you know, we have recently created a public fund &#8220;Vatandoshlar&#8221;, directly dealing with such important issues.</p>
<p>At the same time, our priority task is to strengthen relations of friendship and partnership with all progressive countries of the near and far abroad.</p>

<p>A total of 12 teams will qualify to play in the final tournament in India. The hosts and the top three teams of the previous tournament in 2018 will qualify automatically, while the other eight teams will be decided by qualification, with the matches scheduled to be played from Sept. 13 to 25 in centralized venues.</p>
<p>This tournament will also serve as the first stage of Asian qualification for the 2023 FIFA Women&#8217;s World Cup, where five teams from the Women&#8217;s Asian Cup qualify directly for the World Cup (plus co-hosts Australia), and two teams qualify for a 10-team playoff tournament.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –  New Uzbekistan Protects and Supports the Legal Rights and Interests of Its Citizens Abroad.  In the context of the deepening globalization of the world economy, the development of the international labor market and the expansion of cross-border flows of labor, labor migration is an objectively conditioned socio-economic process that provides employment and incomes for a significant number of able-bodied citizens and their families.</p>
<p>According to available data, today more than 2.5 million Uzbekistan citizens are abroad. They live, work and study in Russia, the republics of Central Asia, USA, South Korea, Japan, European and other countries. About 50 thousand Uzbek students study at foreign universities.</p>
<p>Their legal rights and interests outside the homeland are protected by the diplomatic missions and consular offices of the Republic of Uzbekistan. There is a solid legal framework governing this area. At the interstate level, documents have been signed and are being implemented that provide for the observance of the social and labor rights of citizens of Uzbekistan working outside the state.</p>
<p>Until 2017, 47 diplomatic missions and consular offices in foreign countries provided consular services to Uzbekistan citizens abroad. Over the past 4 years, taking into account the number of Uzbeks working in the near and far abroad, and in order to provide them with legal assistance and consular services, 8 more new consular offices have been opened &#8211; in St.Petersburg, Vladivostok, Rostov-on-Don, Kazan and Yekaterinburg in Russia, Almaty and Aktau in Kazakhstan, Guangzhou in China. The issues of opening general consulates in Saryagash (Kazakhstan), Tula, Samara and Saransk (Russia) are being considered.</p>
<p>From the first days as President of Uzbekistan, Shavkat Mirziyoyev identified support and cooperation with compatriots abroad as one of the important priorities of the state&#8217;s internal policy. This direction was also included in the Strategy for Development of the Republic in 2017-2021, having received its development and significantly improving the situation with the regulation of labor migration.</p>
<p>So, in July 2018, a Resolution of the President of Uzbekistan was adopted on additional measures to further improve the system of external labor migration. As part of its implementation, cardinal measures are being taken to expand organized forms of labor migration, ensure the protection of the labor and social rights of citizens leaving for work outside the republic, and expand the involvement of labor migrants who have returned from abroad in business and labor activities.</p>

<p>In August 2019, a decree was signed by the head of state &#8220;On measures to further strengthen the guarantees for the protection of citizens of the Republic of Uzbekistan engaged in temporary labor activity abroad and their family members.&#8221; The document also aims at effective interaction between authorized bodies and heads of local authorities of the republic and foreign countries in creating decent living and working conditions for labor migrants and their families, as well as ensuring coordinated activities in this direction.</p>
<p>Measures have been taken to ensure the safety of citizens of Uzbekistan during their travel by transport outside the republic to carry out temporary labor activities.</p>
<p>In 2018, the Agency for External Labor Migration was created in the country under the Ministry of Employment and Labor Relations, which, in accordance with the legislation, carries out activities in the field of regulation of labor migration and organized employment of Uzbeks abroad, based on international legal norms and rules, taking into account national interests of the state. The agency has its offices in Russia and the Republic of Korea, where the largest number of labor migrants from Uzbekistan is recorded. Work is underway to open offices of the Labor Migration Agency in Turkey, Latvia and Finland.</p>
<p>The way the state cares for its citizens abroad came to the fore in 2020, when the entire world was paralyzed by the coronavirus pandemic. Hundreds of thousands of Uzbeks who were abroad on business trips or travels, students and labor migrants, due to the interruption of international air, road and rail links, remained hostage to circumstances around the world, were not left in trouble. The Special Republican Commission, created in the country, in cooperation with the competent ministries and departments, organized hundreds of charter flights, which returned more than 600 thousand citizens to the country. In addition, through diplomatic and consular offices abroad, the necessary assistance was provided to over 100 thousand compatriots who found themselves in a difficult situation.</p>
<p>This serious challenge also demonstrated the solidarity of thousands of Uzbeks around the world who are successfully building their careers in international and foreign companies, banks, entrepreneurs and students. They rallied in order to organize a fundraiser and send humanitarian aid to the country.</p>

<p>This is largely the result of the efforts of the President of the country, who elevated this direction to the rank of state policy. The government adopted a number of documents, developed and approved the Concept of state policy in the field of cooperation with compatriots living abroad. All efforts are aimed at assisting in the realization of the rights and freedoms of compatriots abroad in accordance with generally recognized principles and norms of international law, the legislation of the country of residence and on the basis of international treaties of Uzbekistan.</p>
<p>The activities of the Uzbek people are supported in every possible way, aimed at the wide dissemination of the cultural, scientific and spiritual heritage of Uzbekistan. There are many examples of active participation in entrepreneurial, investment, scientific, educational and cultural activities in the country.</p>
<p>In order to protect the rights and interests of Uzbek youth studying and working abroad, the World Youth Association of Uzbekistan was established. It included active young people working and studying abroad, not indifferent to the transformation processes taking place in their homeland. Today, representatives of the World Youth Association of Uzbekistan carry out their activities in China, Russia, Germany, Turkey and Japan.</p>
<p>The goals and objectives of the Association are summarizing and analyzing the problems and aspirations of Uzbek youth abroad, creating a database and maintaining contacts, attracting qualified Uzbeks living abroad to projects of national importance being implemented in the country, as well as attracting young specialists to the activities of ministries, departments and higher educational institutions on a competitive basis, cooperation with diplomatic missions of Uzbekistan, assistance in adaptation, returning compatriots to their historical homeland, as well as assistance in finding their place in society, protection from various threats (extremism, terrorism, organized crime, human trafficking) , provision of legal and psychological assistance to young people who have found themselves in unfavorable circumstances or who have become victims of such circumstances, and much more.</p>
<p>A new approach in this area creates a basis for effective cooperation with organizations of the Uzbek diaspora abroad in the interests of our compatriots. To date, partnerships have been established with more than 150 such organizations.</p>
<p>In addition, the &#8220;El-Yurt Umidi&#8221; Foundation, created in 2018 at the initiative of the President of Uzbekistan, in addition to training the country&#8217;s intellectual elite, is engaged in establishing a constant dialogue with compatriots living abroad and possessing modern knowledge, skills and advanced scientific and practical experience.</p>
<p>In a word, the dialogue of the state with its citizens around the world is strengthening, as the trust and confidence of the Uzbek people in the support and care of the state is strengthening, their active participation and assistance to reforms in the republic are increasing. And this can truly be called an important phenomenon of the renewed foreign policy of the new Uzbekistan.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –  “International Recognition of the Youth Policy of New Uzbekistan”. There are more than two billion young people in the world. This is a record figure for the number of young people in the entire history of mankind. It is worth noting that close to 90% of all youth live in the developing world.</p>
<p>Youth are inexhaustible source of innovation, novatorship, ideas, and solutions. As such, we should include the young people in decision making process more than ever, so they can become the engine for change who will have an opportunity and responsibility to discover their own potential and create a world suitable for future generations.</p>
<p>The international community recognizes that the crucial role in the progress of any society is played by a healthy and harmoniously developed young generation, an energetic, proactive, well-rounded youth with modern knowledge and skills, on which the future of this society depends.</p>
<p>Uzbekistan is standing at the threshold of vital demographic milestone where young people under the age of 30 constitute two thirds of the country’s population. This is a kind of precious “demographic dividend” for the country. Over the next two decades, today&#8217;s children and young people will become the largest labor force in the history of Uzbekistan. With the right investments in the development of young people today, they can become the generation that will lead Uzbekistan to a new level of socio-economic development.</p>
<p>Contemporary world requires proactive and creative young people to take charge of sustainable development and drive it forward. As for Uzbekistan, young people in this country have become main catalyst of change in the communities and vital spring of ideas for modernizing society. Moreover, they are rightly seen as priceless human resource for sustained economic progress and guarantee for welfare of upcoming generations.</p>
<p>The country has taken upon itself to prioritize guaranteeing legitimate rights and interests of young people as part of national strategy for development. The youth agenda has always been the focus of government and the last couple of years this agenda has been advanced by adoption of three laws, dozens of decrees, presidential resolutions and government decisions related to the sphere.</p>
<p>Government has been leading by example in this matter. For one, Prime Minister has been chairing the Agency for Youth Affairs and interdepartmental councils on youth issues, now Legislative Chamber of the Parliament includes a Commission on Youth issues, and Youth Parliaments have started operating under the chambers of the Parliament.</p>
<p>In addition, on August 25, 2017, the President of the Republic of Uzbekistan Shavkat Mirziyoyev signed the law &#8220;On the establishment of the Day of Youth of the Republic of Uzbekistan&#8221;.</p>

<p>On this day, across the country, a group of the young men from all regions of the country are awarded the &#8220;Mard O&#8217;glon&#8221; State prize for special achievements in the field of science, education, medicine, culture, literature, art, sports, production, military service and the activities of law enforcement agencies.</p>
<p>A special medal &#8220;Kelajak Bunyodkori&#8221; (creator of the future) has also been established for young people in the country.</p>
<p>The National Strategy for Human Rights and the State Program for the implementation of the Strategy of Action on the five priority areas of Development of the Republic of Uzbekistan for 2017-2021 in the “<strong>Year of Supporting Youth and Protecting the Health of the Population” </strong>are being implemented. A number of important tasks are also being implemented within the framework of five important initiatives.</p>
<p>Youth policy of Uzbekistan is set in stone with the Concept of the development until 2025 and the concept has been complimented with a “Roadmap” for its implementation. Priorities in the Concept and the Roadmap include creating necessary conditions for education of physically healthy and spiritually developed young people, and assisting them in their endeavors to realize their scientific and creative potential, protecting their rights, freedoms and interests, along with involving them in the democratic, social, legal and economic reforms being carried out in the country. Unified criteria for evaluating the effectiveness of work with young people and the national youth policy evaluation index are being developed.</p>
<p>At the same time questions related to employment of young men and women and guarantee of decent income for them to build a future in Uzbekistan have been receiving special attention.</p>
<p>President of Uzbekistan Sh.M.Mirziyoyev believes that “entrepreneurship, especially small and medium-sized businesses, is the greatest opportunity and resource in this direction”. To tackle this issue, the administrative units throughout the country have initiated a practice of developing and implementing relevant records called &#8220;youth notebooks&#8221;.</p>
<p>It should be noted that in April 2021 the Head of Uzbekistan put forward a number of new initiatives that significantly expand measures to support youth entrepreneurship and introduce new employment mechanisms. A number of benefits have been announced for both the unemployed and start-up entrepreneurs, as well as for employers’ organizations. In particular, starting with:</p>
<ul>
<li><strong>1<sup>st</sup> of May, 2021</strong> <strong>– </strong>entities hiring young people will get funds paid for social tax back. In addition, entrepreneurs who have employed more than 5 unemployed people from the &#8220;youth notebook&#8221; will receive a discount of up to 50% when renting state property, young people who rent a building and open their own business will be reimbursed up to 30% of the annual amount of rent payments, etc.;</li>
<li><strong>1<sup>st</sup> of June, 2021 &#8211;</strong> students included in the “youth notebook” will be allocated 500 thousand soums for internships in the companies of their choice. A part of the expenses of the members of the “youth notebook” for the study of foreign languages and general education subjects in non-state educational institutions will also be compensated;</li>
<li><strong>1<sup>st</sup> of July, 2021 &#8211;</strong> private business will receive up to 1 million soums to cover their expenditures for training and retraining new young hires.</li>
</ul>
<p>Students and graduates of vocational training centers will achieve a great support in form of tax exemption throughout the first six months of employment and having their payments to vocational training centers qualified as tax-deductible.</p>
<p>In terms of training unemployed youth in professions and entrepreneurship, the “1+1” Program is widely implemented, providing for the training of 100 thousand young people with further provision of preferential loans. In just three months of 2021, more than 21,000 young people across the country were trained in entrepreneurship.</p>
<p>Another important area that contributes to youth employment is agriculture. Today, 175 thousand young people have been allocated 45 thousand hectares of land. They received land plots for agriculture. Young people who find themselves in the records of “youth notebook” will be allocated up to 2 million soums to start agricultural ventures.</p>
<p><strong>In addition, the initiatives of the President of Uzbekistan Shavkat Mirziyoyev to further promote and protect the rights of youth receive broad international support.</strong></p>
<p>Therefore, the initiative put forward by Uzbekistan at the 72nd session of the UN General Assembly to adopt the Convention on the Rights of Youth is of great importance not only for the citizens of our country, but also for the protection of the rights of more than two billion young people around the world. This initiative is gaining more and more support among the international community. A Group of Friends on Youth Rights has been established, whose main task is to support youth policy initiatives and encourage efforts to develop an international legal instrument on youth rights.</p>
<p>Issues related to protecting youth rights and advancing global cooperation for improvement of lives of the young were discussed during the Samarkand Web Forum in August, 2020.</p>

<p>The Forum discussed the draft Convention on the Rights of Youth prepared by Uzbekistan, adopted the <strong>Samarkand resolution “Youth 2020: global solidarity, sustainable development and human rights”</strong>, which is presented as an official document of the 74th session of the UN General Assembly, posted in the UN system of official documents under the number <strong>A/74/998</strong>. At the Permanent Council of the Organization for Security and Co-operation in Europe, the Samarkand resolution was distributed as an official document of the OSCE. The official letter of the General Secretariat of the Organization of Islamic Cooperation was sent to all the OIC Member States and published on the official website of the Commonwealth of Independent States.</p>
<p>The commitment to the protection of the rights of young people was also confirmed in the speech of the President of the Republic of Uzbekistan at the 46th session of the UN Human Rights Council, where initiatives were put forward to protect the rights of youth:</p>
<p>&#8211; the adoption of the International Convention on the Rights of Youth and the establishment of the UN Special Rapporteur on Youth Rights and;</p>
<p>&#8211; holding a World Conference on Youth Rights under the auspices of the United Nations. This conference is planned to be organized in August this year by the Government of Uzbekistan with the support of the Office of the Secretary-General&#8217;s Envoy on Youth and the Office of the UN High Commissioner for Human Rights and in partnership with other international and youth organizations. It will provide an opportunity to exchange views and develop proposals for improving existing international and regional instruments and mechanisms for the protection and promotion of the rights of youth.</p>
<p>Currently cooperation between Uzbek youth, state bodies, and public associations has reached a qualitatively new level due to wide-ranging work done in the field of youth policy. It can be said with confidence that all key sectors of the country are benefiting from the involvement of young people in variety of positions starting from manual workers and ranging to high positions in ministries and departments.</p>
<p>Training and comprehensive development of young people has gained a big momentum with establishment of separate organizations for working with young people. All these efforts will undoubtedly be justified in the coming future, because <strong>Uzbekistan is a country of young people! </strong></p>

<p>In meeting with Head of Iran-Uzbekistan parliamentary friendship group Gholam Reza Noori, the Uzbek diplomat referred to historical and cultural commonalities between two countries, saying senior Uzbek officials have always emphasized developing political, economic and parliamentary ties with Iran.</p>
<p>Cooperation on regional agreements and establishing a transport corridor for the transit of goods can improve the level of economic relations between Central Asian countries and other Asian states, he noted. He said both countries can complete each other in the economic scenes.</p>
<p>Meanwhile Noori, for his part, said continuation of consultations in international and regional organizations can improve economic relations between the regional countries.</p>
<p>He described U.S.’ cruel sanctions against Iran and COVID19 as factors in reducing the level of economic relations and called on the public and private economic actors in both countries to be more active.</p>
<p>Both countries have always enjoyed a positive parliamentary relationship, which can help develop ties in the political, economic and cultural fields, he added.</p>
<p>He expressed regret for the recent terrorist attack in Afghanistan which resulted in killing an injuring Afghan student, saying security cooperation between the regional countries, especially Iran and Uzbekistan, can help resolve tensions in the region, establish stability and security in Afghanistan, and fight extremist groups.</p>
<p>Last month and during his visit to Uzbekistan, Iranian Foreign Minister Mohammad Javad Zarif said that Islamic Republic of Iran can ease transit route for Uzbekistan to the global markets.</p>
<p>Speaking to reporters after his meeting with his Uzbek counterpart Abdulaziz Kamilov,  Zarif  pointed to the common history between Islamic Republic of Iran and Uzbekistan and stated that historical commonalities between Iran and Uzbekistan will expand and enhance preliminaries of friendship between the two countries to a great extent.</p>
<p>During the meeting, the two sides discussed issues of mutual concerns in the fields of economic, political, and cultural relations, strengthening expansion of bilateral ties between Iran and Uzbekistan and also regional cooperation regarding peace in Afghanistan.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Four years ago, the <strong>Action Strategy</strong> <strong>in the five priority areas of development of the Republic of <a href="https://irannewsdaily.com/2021/04/fruitful-meetings-with-uzbeck-officials/">Uzbekistan</a> in 2017-2021</strong> (the Action Strategy) was adopted. Today there is no doubt about its constructability, as evidenced by the results of the reforms successfully carried out under the leadership of President Shavkat Mirziyoyev.</p>
<p><strong>It is known that the formation of effective public administration is impossible without increasing the efficiency of the parliament. It should be noted the strategic motto voiced by the Head of State &#8211; </strong><strong>“we will not deviate from the path of democratic reforms”</strong><strong> &#8211; which demonstrates strong political will and a benchmark for a common understanding of the “effectiveness” of public administration, where democracy acts as a value, goal and means of achieving this goal.</strong> Taking this into account, the Action Strategy defines <strong>“further strengthening of the role of parliament and political parties in deepening democratic reforms and modernization of the country”</strong> as one of the priority areas for improving state and social construction.</p>
<p>Today, conclusions can be drawn regarding the results achieved by assessing how the effectiveness of the parliament&#8217;s (Oliy Majlis) activities has increased.</p>
<p>In Uzbekistan, over the past four years, the powers and participation of the parliament in the implementation of reforms, in solving the most important socio-economic, political and legal problems have significantly broadened. It should be emphasized that despite the COVID-19 pandemic, the activities of the Uzbek parliament in exercising its powers did not stop, on the contrary, it is intensified in compared to the previous years.</p>
<p><strong>The material and technical, information and analytical support of parliamentarians has been improved.</strong></p>
<p>The work of the information-analytical and legal services of the chambers of the parliament has qualitatively changed. New structures were created in the Secretary of the chambers of parliament, legal units were transformed into departments with an increase in the staff. A budget department has been created, which provides information and analytical support to deputies on the country&#8217;s budget.</p>
<p>In order to improve the legal support of ongoing reforms, systematize the legislative framework, improve the quality of rule-making activities, introduce modern digital technologies and elements of &#8220;smart regulation&#8221; into this process, the <strong>Concept for Improving Rule-Making Activities </strong>was adopted.</p>
<p><strong>The mechanisms for public and expert discussion of draft laws have been broadened. </strong>A procedure has been established according to which all drafts of legal acts are to be posted on the Unified Portal of Public Services for public discussion.</p>
<p><strong>There has been improved the procedure for considering draft laws.</strong> A flexible form of voting has been established. By decision of the Legislative Chamber, voting on a draft law can be held in chapters or sections, as well as on several articles at the same time.</p>
<p>As one of the significant achievements of 2020 can be noted the intensification of the parliament&#8217;s work to study the compliance of draft laws with international treaties, as well as the introduction of a new practice of studying the compliance of draft laws with recommendations to improve Uzbekistan&#8217;s position in international rankings.</p>
<p>Over the past four years, Uzbekistan has moved up 52 positions in the Index of Economic – Freedom of the Heritage Foundation, in the World Bank&#8217;s Doing Business rankings – 18 positions, in the OECD Country Risk Classification rating Uzbekistan has risen from country risk group 6 – to group 5, in the international ranking of Open Data Inventory (ODIN) Uzbekistan took 44th place, having risen by 125 positions, in the Corruption Perceptions Index, the country has risen by 5 positions.</p>
<p>In order to strengthen the mechanisms of parliamentary control, the provisions of the Law &#8220;On Parliamentary Control&#8221; (2016) have been improved. Thus, the parliamentary control over the adoption and execution of the State budget has changed. For the first time in 2019, the State budget was adopted in the form of a law. The practice of reviewing the report of the Cabinet of Ministers on the progress of the implementation of the state program for the corresponding year has been introduced.</p>
<p>Today parliamentarians are actively using the mechanisms of parliamentary control <em>(for example, in 2020, the Legislative Chamber held 19 parliamentary hearings, nine parliamentary hour events, identified 14 parliamentary inquiries, 338 deputy inquiries).</em></p>
<p><strong>Parliamentary powers in addressing the tasks of the country&#8217;s domestic and foreign policy have been broadened.</strong></p>
<p>Taking into account the practice of democratic countries, in order to increase the responsibility of members of the government to parliamentarians who have received a mandate directly from the people, a procedure has been established for approval of members of the government by the lower house.</p>
<p>Today, the Legislative Chamber considers and approves, upon the proposal of the Prime Minister, candidates for members of the Cabinet of Ministers (the Government) for their subsequent approval by the President.</p>
<p>Candidacy for member of the Cabinet of Ministers is considered at a meeting of the Legislative Chamber after its preliminary consideration by the responsible committee, political factions and deputy groups. A candidate, when considering his candidacy in the Legislative Chamber, presents an action plan that provides for legal, economic, social, organizational and technical measures to achieve targets and tasks for the future.</p>
<p>Expanding the powers of the Legislative Chamber to consider candidacies of government members increases the responsibility of both parliamentarians and members of the Government for shaping the <strong>country&#8217;s internal policy</strong>.</p>
<p>In order to improve the legal foundations of parliamentary powers in solving the <strong>issues of country&#8217;s foreign policy</strong>, the Concept of Parliamentary Diplomacy was adopted. It is aimed at determining the priorities, strategic goals and principles of the Oliy Majlis in implementation of country&#8217;s foreign policy and parliamentary diplomacy.</p>
<p>Despite the pandemic, the parliament&#8217;s activities to develop cooperation with foreign parliamentarians have intensified. If in 2015-2019 there were 28 groups of cooperation with the legislative bodies of foreign countries, now their number reached 51.</p>
<p>New positions responsible for development of inter-parliamentary cooperation and parliamentary diplomacy have been created in the chambers of parliament.</p>
<p>In order to develop the interaction of ambassadors with the Senate and build up elements of parliamentary control, the practice of hearing reports from ambassadors of Uzbekistan to foreign countries has been established.</p>
<p>The measures taken, obviously, contributed to strengthening the powers of the chambers of parliament in solving the issues of internal and foreign policy of the country and development of inter-parliamentary cooperation.</p>
<p>It’s worth to particularly note the active contribution of Uzbek parliamentarians in promoting, within the framework of the UN the important initiatives of Uzbekistan in the field of religious tolerance, regional security, protection of the rights of youth, strengthening the role of parliamentarians in ensuring human rights.</p>
<p>For example, the special resolution of the UN General Assembly <strong>&#8220;Enlightenment and Religious Tolerance&#8221;</strong>, initiated by the President of Uzbekistan Sh. Mirziyoyev, was unanimously supported by the UN member states and adopted by the UN General Assembly on December 12, 2018.</p>
<p>Besides, one cannot fail to note the initiatives of Uzbekistan to develop a new stage of cooperation between the Central Asian states in order to strengthen good-neighbourliness, regional security and sustainable development of countries. Today, thanks to joint efforts, the level of political trust in the region has significantly increased. Currently, work is underway to create a friendship group of the parliaments of the Central Asian states, which is to serve as a forum for discussing and developing constructive proposals for development of the region.</p>
<p>During the period of COVID-19 pandemic, the communication of parliamentarians with voters through digital technologies, social networks, in particular, Telegram, Facebook and others has increased. In parallel, the &#8220;Electronic Parliament&#8221; has become more active. New websites have been launched in test mode to enhance dialogue with voters and discuss draft laws – oliymajlis.gov.uz, qonun.gov.uz, deputat.gov.uz. The practice of online broadcasting of sessions of the Senate and the Legislative Chamber has been introduced.</p>
<p>It should be noted that at the initiative of the head of state, the “Mening Fikrim” (“My Opinion”) portal of collective appeals was launched in 2018. Citizens can use the portal to submit appeals on issues related to the life of society, legislation, etc. The appeals that have received a sufficient number of supporting votes from the public are considered by the competent authorities &#8211; parliament, Cabinet of Ministers, local representative bodies.</p>
<p>Analysis of reforms in the field of strengthening the role of the Oliy Majlis in the system of state power allows us to draw a conclusion: the quality of lawmaking activities is increasing. The mechanisms of parliamentary control have been strengthened, the accountability of the executive to parliamentarians has improved, the degree of openness of the parliament has increased, and dialogue with the electorate is gaining momentum.</p>
<p>Summarizing the above, one may note that the tasks defined in the Action Strategy are being implemented in a timely manner and step by step. Progress has been made in strengthening the role and effectiveness of the Oliy Majlis. These positive results indicate the need to continue and support the initiated course of reforms.</p>
