										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Beijing censures &#8216;too negative&#8217; US policy toward China: A top Chinese diplomat has denounced as “too negative&#8221; the US policy toward his country, saying the administration in Washington is more focused on confrontation rather than cooperation with Beijing.</p>
<p>Le Yucheng, China’s vice-foreign minister, made the comments in a wide-ranging interview with The Associated Press on Friday as he was criticizing Washington’s hardline policies continued by US President Joe Biden against China.</p>
<p>Le signaled that instead of highlighting confrontation, the two sides could promote cooperation since Washington and Beijing are both combating COVID-19 and recovering their economy.</p>
<p>“Such an approach, I must say, is too negative,” he said, adding that it lacks “a forward-looking spirit.”</p>
<p>The top Chinese diplomat said the two countries could team up on coronavirus response but any cooperation must be on an equal basis, making an apparent reference to the US pressure on China on multiple fronts.</p>
<p>“It is not one side drawing up a laundry list of demands to the other side,” Le said. “In cooperation, one should not be selfish and care only about one’s own interests with no regard for the well-being of the other side.”</p>
<p>The US and China are increasingly at odds over a range of issues, including alleged human rights abuses in the Xinjiang region, protests in Hong Kong, China’s territorial claims on Taiwan and most of the South China Sea as well as the COVID-19 origin.</p>
<p>China hoped for an improvement in relations under Biden, who succeeded President Donald Trump in January, but the new administration has shown no sign of backing down on hardline policies toward China.</p>
<p><strong>Biden swipes at China amid formation of united front with Japan</strong></p>
<p>In a separate development on Friday, Biden sought to present a united front with Japan’s Prime Minister Yoshihide Suga to counter what he claimed as &#8220;challenges&#8221; by China.</p>
<p>During his first face-to-face White House summit since taking office, Biden hosted Suga as part of his efforts to work further on his pledge to revitalize US alliances already frayed under his Republican predecessor.</p>
<p>The two leaders reportedly addressed an array of geopolitical issues, with China topping the agenda.</p>
<p>“Today prime minister Suga and I affirmed our ironclad support for the US-Japanese alliance and for our shared security,” Biden told a joint news conference in the White House Rose Garden, calling the discussions “productive.”</p>
<p>“We committed to working together to take on the challenges from China and on issues like the East China Sea, the South China Sea, as well as North Korea, to ensure a future of a free and open Indo-Pacific.”</p>
<p>Suga, for his part, said he and Biden agreed on the necessity of frank discussions with China in the context of Beijing’s activities in the Indo-Pacific region as well as in other contentious issues.</p>
<p>China said early on Saturday that Taiwan, Hong Kong and Xinjiang were China’s internal affairs and should not be interfered with.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – China’s Strategy Is Not “to War” with the U.S. A short search in the internet and monitoring all actions of former U.S. President Donald Trump during his four years in office, from the standpoint of the U.S. Republicans and also actions during the past three months of the White House with its new resident President Joe Biden from the standpoint of Democrats which have been taken against People&#8217;s Republic of China, indicates the reactions of the U.S. Administrations regarding these reports which have been prepared and handed over to the executive bodies by the U.S. Department of State, all intelligence offices, think-tanks and existing data banks in the country either secretly or openly for provoking politicians against China.</p>
<p>A climate which has been painted in these four years and a quarter between the two states means that the U.S. as flag-bearer of the West in the conflict with China sees inevitable its rivalry and hostility with this country. On the other hand, they consider insignificant the impact of these two countries on the common trend in running their overseas economies from the strategic aspect and they do not assess these impacts because of their international stands and their roles in legislating the international rules.</p>
<p>Of course what is obvious in the current climate of the world community is that Americans mostly fan the flames for creating tension and some sort of crisis. For example, U.S. Secretary of State Antony Blinken during his recent remarks has assessed his country’s relations with China “increasingly adversarial” and in one of his interviews has said that he wants to deal with Beijing in any interaction or confrontation from a position of strength. Indeed, these types of remarks of the <a href="https://irannewsdaily.com/2020/06/china-us-could-hold-talks-in-hawaii-source-says/">U.S.</a> Secretary of the State are considered as a hidden reflection of the national security strategic guidance of the country that some part of it has been published and it has presented the U.S. approach as an anti-Asian one.</p>
<p>Although in this guidance it has been said that the U.S. in some fields like climate change, infectious disease, stability of world economy and also in the issues like North Korea and Iran can have close cooperation with China but verbally and in the remarks in the media, the U.S. is competing for a better position in the economic and political scenes with China and in operational field with India, and actually in Asia. On the sidelines of the effective reflection of competition and collaboration, there are also several disputable issues between Beijing and Washington which can lead to the increasing trend of adversary between the two states.</p>
<p>If we want to determine the priority in competition, cooperation and adversary in the ties between the U.S. and China, it should be said that currently competition comes first which is marching towards increasing adversary and the cooperation between them is in the lowest level of the priority. Of course the type of China’s behavior has been less in media spotlight and the country has shown more restraint and this does not mean that China has done nothing in direction of protecting its interest.</p>
<p>What is seen through a simple assessment is that China has supported the Philippines more openly in the past one year, has resisted against the adoption of UNSC’s resolutions against the Myanmar government and at the same time it has boosted its strategic relations with Pakistan and also recently signed or actually made public its 25-year cooperation agreement with Iran.</p>
<p>In fact, the Beijing government has resorted to the similar action taken by the U.S. in recruiting allies from the regional states for encountering China’s policies and it has started to recruit more strategic allies in competition with the U.S. in Asia. In such a condition, this strategy is shown by the American as a propagation strategy that the competition for supremacy has caused the hostility between the two countries to grow upward. So it should be said despite a new administration taking power in the U.S., the tension in relations of the both states not only has not decreased but also has been set on collision course and on more confrontation comparing to the time Trump was in office.</p>
<p>Therefore, it should be expected the ties between Tehran and Beijing to move in direction of more tension in the future and issues for cooperation between them like climate or infectious diseases will not let the strategic competition between the U.S. and China remain covered. Although China is currently moving on course of competing with the U.S. with a precautionary approach but one point should be mentioned that China government comparing to last year has to some extent come out of its precautionary mood in recruiting ally and it is objectively seeking providence in recruiting allies in encountering the U.S. policies.</p>
<p>What should be assessed as a futuristic analysis is that China due to its enormous forex reserves in the U.S. will not spearhead the production of hostility or at least in Biden’s four years in office will try not risk and adventurism in creating tension and will be more cautious than the U.S. in regulating precautionary criteria. Perhaps this precautionary policy has forced the U.S. to take initiative in propaganda war.</p>
<p>One should see how much the soft trend and turtle move of China in the West Asia would restrict the Western policies and especially the U.S., and it will be faced with more diligent action of the White House.</p>

The US has stepped up its drills off China’s coast in recent years, holding multiple carrier drills as well as maintaining a constant daily presence with spy planes and patrol aircraft.</p>
<p>Washington has presented itself as a mediator in an ongoing dispute between China and several other nations, although the US has no territory in the region, Sputnik reported.</p>
<p>The US and Chinese navies are both holding aircraft carrier drills in the waters off China’s coast as Washington postures as standing up to Beijing’s “aggression.”</p>
<p>On Sunday, the South China Sea Probing Initiative (SCSPI) think tank reported that the US Navy aircraft carrier USS Theodore Roosevelt had entered the South China Sea via the southern Strait of Malacca.</p>
<p>That same day, SCSPI reported a US guided-missile destroyer, the USS Mustin, was sailing in the East China Sea close to the Yangtze River delta and the cities of Shanghai and Hangzhou.</p>
<p>Then on Monday, China’s Global Times reported that the Chinese aircraft carrier Liaoning had led a task force alongside the Type 055 cruiser Nanchang through the Miyako Strait and into the Philippine Sea before launching exercises east of Taiwan.</p>
<p>The two carrier strike groups are hundreds of miles apart, but the convergence of the two nations’ naval forces highlights the growing tension in the region as the US doubles down on its diplomatic and ideological offensive to portray China as a threat to the global order.</p>
<p>Last week, US Secretary of State Antony Blinken flew to Europe to press US allies on the need to close ranks against China. In an interview given to Italian media, he said.</p>
<p>Washington’s goal was “not to contain China or keep it down” but to “preserve the rules-based international order, in which we have all invested so much over the past 75 years, and which has served our interests and values well.”</p>
<p>“When someone challenges this system, be it China or others – when they do not play by or respect the rules, or try to undermine the commitments made by others, we all have reason to object,” Blinken said, accusing Beijing of “undermining this order, violating human rights and other commitments.”</p>

<p>It marks the second time the company has tried to legally challenge the US government.</p>
<p>TikTok and the owner of the platform, ByteDance, asked a judge in a Washington federal court to block the Trump administration’s moves barring the app from operating in the US, Bloomberg cited the suit as saying. The complaint was filed on Friday night, shortly after the Department of Commerce announced that people in the US would not be able to download the video-sharing service starting on Sunday, RT reported.</p>
<p>The Chinese company accused Trump of exceeding his authority, claiming that his actions are based on political reasons, but not an “unusual and extraordinary threat” posed to the US, as required by law. The suit added that Trump’s policies could “destroy an online community where millions of Americans have come together to express themselves.”</p>
<p>The ban on TikTok’s operations violates First Amendment free-speech rights, the complaint reportedly said. It also echoes previous accusations against the US government, saying that it “ignored evidence” showing TikTok’s commitment to privacy.</p>
<p>Contrary to allegations that the company captures “vast swaths of information from US users” and gives the Chinese government access to it, TikTok has previously insisted it stores user data in the US and Singapore and does not share anything with Beijing.</p>
<p>TikTok sued the Trump administration for the first time in August, shortly after Trump signed an executive order threatening to ban its US operations over alleged national security concerns. The company’s move was supported by Beijing, which in turn accused Washington of “organized and systematic economic bullying” of foreign companies.</p>
<p>The video-sharing app still has the chance to remain functional in the US if it secures a deal to sell its American operations to a US company by November 12. Oracle is the main candidate is to take the assets, but the agreement will require approval from both the Chinese and US governments. Trump earlier said he is not happy about some details of the deal, such as the fact that parent company ByteDance keeps a majority stake.</p>
<p>“It has to be 100 percent as far as national security is concerned,” he said earlier this week. “I’m not prepared to sign off on anything. I have to see the deal.”</p>

<p dir="LTR">The Foreign Ministry fo china said the sanctions on 11 US citizens will be put into effect starting on Monday. They include several officials as well as heads of political and human rights organizations. The retaliatory measures follow US sanctions against 11 officials, who it accuses of suppressing Hong Kong political freedoms.</p>
<p dir="LTR">The sanctions, which included Hong Kong Chief Executive Carrie Lam and the city’s police chief, Chris Tang, were denounced by the Hong Kong government as “blatant and barbaric interference” in their internal affairs, adding that they wouldn’t be “intimidated” by such measures, RT reported.</p>
<p dir="LTR">Washington has openly supported anti-Beijing protests in the semi-autonomous city, which began last year and often descended into vandalism and clashes with police.</p>
<p dir="LTR">Tensions between Beijing and Washington are on the rise. Last week, US President Donald Trump signed an executive order that in 45 days would prohibit Americans from doing business with Chinese-owned firms ByteDance and Tencent, which operate TikTok and WeChat. Washington claims the apps are used to spy on US citizens, a claim that China stringently denies, while TikTok is reportedly preparing to file a lawsuit against the decision.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – China&#8217;s Foreign Ministry on Monday said it firmly opposed any US actions against Chinese software companies after US Secretary of State Mike Pompeo said Washington will shortly take action against Chinese firms.</p>

<p dir="LTR">Ministry spokesperson Wang Wenbin said the US violates the market economy&#8217;s rules by generalizing the concept of national security and making presumptions of guilt and threatening relevant companies without any evidence، CGTN reported.</p>
<p dir="LTR">The remark came after Pompeo told in a Fox News interview on Sunday that US President Donald Trump will take action in the coming days concerning a broad array of national security risks presented by software connected to the Chinese government.</p>
<p dir="LTR">Speaking at a daily briefing on Monday، Wang also told reporters that China hopes the US can stop politicizing economic and trade issues، as well as its discriminatory policies to provide an open، fair، just and non-discriminatory business environment.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The United States hopes for signing an arms control agreement with Russia and China, the national security adviser to the US president said in an opinion piece, published by The Washington Post on Sunday.</p>

<p dir="LTR">&#8220;In June، the United States commenced talks with Russia on the New START accord. The United States is cautiously optimistic that we can reach an agreement with Moscow and China on a framework for arms control that seeks to limit all nuclear weapons in a verifiable manner،&#8221; Robert O’Brien said.</p>
<p dir="LTR">The Treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (the New START Treaty) entered into force on February 5، 2011.</p>
<p dir="LTR">The deal stipulates that seven years after it goes into effect، each party should have no more than a total of 700 deployed intercontinental ballistic missiles (ICBMs)، submarine-launched ballistic missiles (SLBMs) and strategic bombers، as well as no more than 1،550 warheads on deployed ICBMs، deployed SLBMs and strategic bombers، and a total of 800 deployed and non-deployed missile launchers.</p>
<p dir="LTR">The document will remain in force for 10 years، until February 5، 2021، unless it is replaced before that date by a subsequent agreement on the reduction and limitation of strategic offensive arms. It can also be extended for no longer than 5 years (that is، until 2026) by the parties’ mutual consent.</p>
<p dir="LTR">Moscow has repeatedly called on Washington not to delay prolongation of the treaty it describes as a golden standard in the area of disarmament.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – President Donald Trump warned Thursday the United States had the option of decoupling from China deeply intertwined economy, despite the powers&#8217; pledges to move forward on a trade deal.</p>

<p>Tensions have been mounting between Beijing and Washington on a number of fronts including trade, although the two sides signed a &#8220;phase one&#8221; deal earlier this year to bring a truce to a bruising trade war, AFP reported.</p>
<p>Trump tweeted: the US &#8220;certainly does maintain a policy option, under various conditions, of a complete decoupling from China. Thank you!&#8221;</p>
<p>The US president wrote that he was responding to comments by his trade representative Robert Lighthizer, who has been at the forefront of trade negotiations with Beijing.</p>
<p>Lighthizer told a congressional committee this week that China so far has been living up to the terms of a &#8220;phase one&#8221; agreement that eased the dispute, but that decoupling the two economic giants was now impossible.</p>
<p>&#8220;That was a policy option years ago, but I don&#8217;t think it&#8217;s a policy or reasonable policy option at this point,&#8221; Lighthizer said.</p>
<p>Lighthizer described himself as a hardliner on China policy, and outlined the Trump administration&#8217;s plans to &#8220;reset&#8221; the World Trade Organization, largely so that it can better rein in Beijing&#8217;s policies, which he says run afoul of free trade rules.</p>
<p>But his admission that the world&#8217;s two largest economies are inextricably linked – despite Trump&#8217;s aggressive campaign to push American firms to relocate production to the United States – caused some angst in Republican circles.</p>
<p>On Friday, Chinese Foreign Ministry spokesman Zhao Lijian told a regular press briefing that &#8220;trying to artificially cut global industrial and supply chains, and using political power to change the laws of the economy, is neither realistic nor wise&#8221;.</p>
<p>&#8220;This cannot solve the US&#8217; problems and will only cause ordinary Americans more harm,&#8221; he added.</p>
<p>Secretary of State Mike Pompeo said a senior Chinese official also confirmed to him Beijing&#8217;s commitment to phase one, which includes China stepping up purchases of US products.</p>
<p>Pompeo met Wednesday in Hawaii with Yang Jiechi, a veteran maker of Chinese foreign policy, in Hawaii to discuss soaring tensions.</p>
<p>Besides trade, the United States has sharply criticized China over its handling of the coronavirus pandemic, an upcoming security law in Hong Kong, and it&#8217;s mass detention of Uighurs and other minorities in the northwestern Xinjiang region.</p>
<p>Senior US diplomat David Stilwell, who accompanied Pompeo, said the United States insisted on a &#8220;more reciprocal&#8221; relationship but declined to discuss the discussions in depth.</p>
<p>&#8220;Whether or not they were productive or not, I will look at what comes up in the next couple of weeks. You&#8217;ll see a reduction in aggressive behavior or not,&#8221; Stilwell told reporters.</p>
<p>&#8220;If they come to the table with a reasonable proposal, the US is obviously going to treat it reasonably and look for ways to work toward a positive outcome.&#8221;</p>

<p dir="LTR">The World Bank on Thursday adopted a plan to aid China with $1 billion to $1.5 billion in low-interest loans annually through June 2025. The plan calls for lending to &#8220;gradually decline&#8221; from the previous five-year average of $1.8 billion.</p>
<p dir="LTR">&#8220;Why is the World Bank loaning money to China? Can this be possible? China has plenty of money, and if they don&#8217;t, they create it. STOP!&#8221; Trump wrote in a post on Twitter.</p>
<p dir="LTR">&#8220;World Bank lending to China has fallen sharply and will continue to reduce as part of our agreement with all our shareholders including the United States,&#8221; the World Bank said in an emailed statement to Reuters.</p>
<p dir="LTR">&#8220;We eliminate lending as countries get richer.&#8221;</p>
<p dir="LTR">Spokespeople for the White House declined to comment on the record.</p>
<p dir="LTR">The World Bank loan to China worths $1.3 billion in the fiscal 2019 year, which ended on June 30, a decrease from around $2.4 billion in fiscal 2017.</p>
<p dir="LTR">But the fall in the World Bank&#8217;s loans to China is not swift enough for the Trump administration, which has argued that Beijing is too wealthy for international aid.</p>

<p class="rtejustify">In an interview on Fox Business Network on Friday, US Commerce Chief said US President Donald Trump had not yet agreed to remove any tariffs as part of a deal.</p>
<p class="rtejustify">Ross also added it was important for China to specify a firm commitment to purchasing US farm products.</p>
<p class="rtejustify">People briefed on US-China trade negotiations stated that China&#8217;s reluctance to pledge a specific amount of farm purchases remains an obstacle in the talks, as is Trump’s reluctance to reduce tariffs.</p>
<p class="rtejustify">Trump in October announced that Chinese officials had agreed to more than double China&#8217;s purchases of US farm products to around $50 billion annually, but Beijing wants to make purchases based on market demand.</p>
<p class="rtejustify">The world&#8217;s largest economies have been involved in a tit-for-tat trade war that is dragging on global growth.</p>
<p class="rtejustify">US Trade Representative Robert Lighthizer and US Treasury Secretary Steven Mnuchin were expected to participate in a phone call with Chinese Vice Premier Liu He which will be held on Friday evening Washington time.</p>
<p class="rtejustify">Beijing is insisting that tariffs need to be rolled back as part of any &#8220;phase one&#8221; deal, but Trump has not agreed to do that.</p>
<p class="rtejustify">An interim US-China deal is widely expected to include a US pledge to scrap tariffs scheduled for December 15 on about $156 billion worth of Chinese imports.</p>
<p class="rtejustify">However, Ross stated that Trump was happy to proceed with the tariffs if a deal could not be reached.</p>
<p class="rtejustify">The United States and China appear keen to de-escalate their conflict, at least temporarily, to avert a recession and boost growth in 2020.</p>
<p class="rtejustify">For at least some US policymakers, any truce is designed to buy more time to complete the partial delinking of the US and Chinese economies and reorient global value chains away from China.</p>
<p class="rtejustify">Since early 2018, the United States has pursued a deliberate policy of attempting to hurt China’s economy in response to concerns about the shifting balance of economic power and unfair trade practices.</p>
