<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>)</em> Kazem Gharibabadi, the deputy foreign minister of Iran for legal and international affairs, delivered a speech to the 29th session of the Conference of the States Parties to the Chemical Weapons Convention (CSP-29) in The Hague on Monday.</p>
<p>He called on the Security Council to take “immediate” action towards deploying the punitive measures under Chapter VII of the charter, which obliges action against standing threats to peace.</p>
<p>“All governments should stop short of engaging in any economic, military, and arms cooperation with this regime,” Gharibabadi said, Press TV reported.</p>
<p>He strongly criticized the council’s failure in the face of the regime and its atrocities, citing the catastrophic situation across the Palestinian territories, which was worsening every moment.</p>
<p>“The Security Council has, due to the United States unconditioned support for the Israeli regime, failed to stop the Zionist regime’s war machine,” he added.</p>
<p>“Through its instances of untrammeled support, the US is complicit in the atrocities and, together with the regime, is responsible for its contravention of the international law and the losses of life that it has caused,” the Iranian diplomat noted.</p>
<p>He advised against indefinite self-restraint in the face of the regime’s provocations at a time, when it was expanding its aggression to Lebanon.</p>
<p>This inaction “leads the region towards irreversible tensions. Such provocations and savagery should not weaken our collective will to stop the regime,” Gharibabadi said.</p>
<p>He also called for re-establishment of the rule of law and administration of justice concerning the regime towards cessation of its genocidal attacks and occupation.</p>
<p>The Conference of the States Parties (CSP) is the principal and plenary organ of the Organization for the Prohibition of Chemical Weapons (OPCW), composed of the OPCW’s 193 Member States.</p>
<p>The weeklong annual meeting of the Conference brings together high-level officials from OPCW Member States, as well as representatives from international organizations, the chemical industry, and civil society. The CSP oversees the implementation of the Chemical Weapons Convention (CWC), promotes the Convention’s objectives and reviews compliance with the treaty.</p>

<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>)</em> In remarks at a meeting with the ambassadors of foreign countries in Tehran on Tuesday, Abbas Araqchi warned that the continuation of the Zionist regime’s genocidal crimes in Gaza, its recurrent acts of aggression against Lebanon and Syria, and its military acts of adventurism in other regions threaten international peace and security.</p>
<p>“Accordingly, the (UN) Security Council is obligated to act against the (Israeli) regime’s insistence on the continuation of war and bloodshed in Gaza and Lebanon and impose severe sanctions against that regime in compliance with Chapter 7 of the UN Charter,” he added.</p>
<p>Araqchi also denounced the US’ support for the Zionist regime at the UN Security Council as the main obstacle to action against the Israeli violation of international law.</p>
<p>The Iranian foreign minister said all countries are expected to play an effective and constructive role in protecting regional security in the face of the Israeli regime’s adventurism, military wickedness, and terrorism.</p>
<p>Iran believes that the region will not experience calm as long as the Israeli aggression against the Gaza Strip and Lebanon remains in place, Araqchi said.</p>
<p>He also put forward Iran’s logical, practical, fair and inclusive initiative for peace, which he said necessitates recognizing the Palestinian nation’s inherent right to self-determination.</p>

<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>)</em> In a letter to the UN secretary general and the president of the UN Security Council, Araqchi called for an urgent meeting of the UN Security Council to adopt a decisive stance in condemnation of the Zionist regime’s act of aggression against a number of Iranian military sites.</p>
<p>The foreign minister denounced the Israeli attack as a clear violation of Iran’s sovereignty and territorial integrity and of the principles of international law, including Article 2 of the UN Charter on the prohibition of threat or use of force in international relations.</p>
<p>Araqchi also noted that the Israeli act of aggression, taken after the Zionist regime’s genocidal crimes in Gaza and war on Lebanon, poses a serious threat to international peace and security and would aggravate instability in the region.</p>
<p>Although the bulk of the Israeli projectiles have been intercepted by the Iranian air defense systems, the act of aggression by the Zionist regime has inflicted damages on the targets and taken the lives of four Iranian servicemen, the minister said in the letter.</p>
<p>He also emphasized that Iran reserves the inherent right, in accordance with the UN Charter and international law, to respond to the criminal Israeli measure.</p>
<p>The Iranian Army said on Saturday that four of its combatants were martyred during the confrontation with the projectiles fired by the criminal Zionist regime.</p>
<p>The Iranian Air Defense issued a statement on Saturday, saying that the criminal, illegitimate and fake regime of Israel in a move to escalate tensions launched attacks on some military sites in the provinces of Tehran, Khuzestan and Ilam in the early hours of October 26.</p>
<p>Iran’s air defenses intercepted and successfully confronted the acts of aggression, it said, adding that some limited damage was caused in some areas, the dimensions of which are being investigated.</p>

<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>)</em>  Addressing a UN Security Council meeting on “the situation in the Middle East: (Syria)”, held in New York on August 28, Saeed Iravani said the humanitarian situation in Syria remains dire and the Syrian people continue to suffer severe economic hardships.</p>
<p>“The politicization of humanitarian aid and the obstruction of international support for Syria&#8217;s reconstruction largely driven by the US and its Western allies have prolonged the conflict and intensified the suffering of the Syrian people,” he said.</p>
<p>“Additionally, the US continues to use inhumane unilateral sanctions as a tool for the collective punishment of the Syrian population. These illegal actions impose unnecessary hardships and hinder Syria&#8217;s recovery,” the envoy added.</p>
<p>Reiterating Iran’s call for the immediate removal of these harmful measures, Iravani said, “Providing impartial and non-politicized humanitarian aid to all regions of Syria is crucial to save lives. Early recovery projects should be prioritized to offer comprehensive support and help communities rebuild and strengthen their resilience. Facilitating Syria’s reconstruction and ensuring the safe return of refugees and IDPs to their original places of residence must be integral to any comprehensive solution to the current conflict in Syria.”</p>
<p>“The interests of millions of Syrian refugees should not be manipulated for political purposes by certain countries. Delaying their return only prolongs their suffering and places an undue burden on neighboring countries,” he added.</p>
<p>“We strongly condemn Israel&#8217;s ongoing aggression against the sovereignty and territorial integrity of Syria, targeting civilians and civilian infrastructure as well as its continued occupation of the Syrian Golan. Israel&#8217;s malicious activities in the region pose a serious threat to international peace and security,” the ambassador stated.</p>
<p>“With ironclad support from the United States and the political support of the UK, the occupying regime of Israel continues its daily atrocities and systematic war crimes against the people of Palestine in Gaza and the West Bank and violates the sovereignty and territorial integrity of Lebanon with full impunity,” he noted.</p>
<p>“The Security Council must condemn unequivocally the rough regime of Israel for its malevolent activities in the region and take decisive action to force this terrorist regime to end its occupation of the Syrian Golan, cease all acts of aggression and acts of terrorism against Syria and Lebanon, and stop the ongoing genocidal war against the Palestinian people,” Iravani stated.</p>
<p>“We share the view expressed by the representative of the Syrian Arab Republic that any political solution must include ending the illegal presence of US forces, halting their exploitation of Syrian resources, and stopping their support for terrorist groups and militias,” he said.</p>
<p>“Iran is committed to a political resolution of the Syrian crisis. We support the efforts of the Special Envoy and commend his active engagement with all parties involved in resolving the conflict. Iran strongly advocates for the prompt resumption of the Constitutional Committee meetings and supports efforts to hold the ninth round of constitutional discussions in Baghdad, Iraq, as this option has gained support from most parties,” the envoy added.</p>
<p>Highlighting the responsibility of the United States for the current situation in Syria and the region, the ambassador said, “The illegal presence of US forces is the primary source of instability and insecurity in Syria, providing cover for terrorist groups to strengthen their positions and commit further atrocities.”</p>
<p>“It violates Syria&#8217;s sovereignty, territorial integrity, international law, the UN Charter, and Security Council resolutions, including Resolution 2254 (2015). The claim of fighting terrorism cannot, in any way, justify these egregious violations. Yet, instead of taking concrete action to stop these severe violations, the United States continues its violations and at the same time, stands by Israel and actively provides it with substantial military, intelligence, financial support, and diplomatic cover to continue its atrocious crimes against other nations of the region,” he concluded.</p>

<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>In a post on his X account on Saturday, Nasser Kanaani abhorred the Israeli regime’s onslaught against Gaza which has claimed over 36,000 Palestinian lives over the past 245 days.</p>
<p>He said months of inaction from the world governments and the UN Security Council on the Israeli regime’s war crimes has increased the responsibility of the nations and non-governmental organizations to support the Palestinian people.</p>
<p>“An embargo on Zionist commodities and companies is the easiest job, but yet very effective,” the spokesperson added.</p>
<p>At least 36,731 people have been killed and 83,530 wounded in Israel’s war on Gaza since October 7, 2023.</p>
<p>The UN has decided to add the Israeli army to the blacklist of those who harm children in conflict, a move human rights leaders say is “thoroughly justified”.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Iran&#8217;s ambassador and permanent representative to the United Nations has strongly condemned desecration of the al-Aqsa Mosque compound in the Old City of al-Quds by Israel&#8217;s new far-right security minister Itamar Ben-Gvir.</p>
<p>“We urge the Security Council to condemn the ongoing violations and crimes of the Zionist regime in the occupied Palestinian territories, and to force the lawless regime to strictly adhere to international regulations, including relevant United Nations resolutions,”  Amir Saeed Iravani told a UN Security Council meeting to discuss recent developments in al-Quds.</p>
<p>“It is regrettable that the Zionist regime’s blatant violations of human rights and international humanitarian principles in the occupied Palestinian territories, including systematic and brazen provocations as well as desecration of holy places, are met with the international community’s apathy,” Iravani stated.</p>
<p>He touched on the sensitivity of Muslims worldwide to any desecration of their holy places, saying that “if the international community, especially the Security Council, remains silent in the face of the Zionist regime’s ongoing violence, the regime will pluck up the courage to press ahead with its crimes and acts of aggression.”</p>
<p>The diplomat also dismissed Israeli envoy Gilad Erdan’s anti-Iranian allegations, emphasizing that such unfounded claims are meant to divert the world public opinion away from the continuing crimes and serious violations of international principles that the regime is perpetrating against the Palestinian nation.</p>
<p>Palestinian UN envoy Riyad Mansour pushed for the Security Council on Thursday to take action against Israel over Ben-Gvir’s provocative actions.</p>
<p>“What red line does Israel need to cross for the Security Council to finally say, enough is enough?” Mansour asked the 15-member council, denouncing Israel for showing “absolute contempt”.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Iran’s UN ambassador has rejected a U.S. claim of policy change towards the 2015 multilateral nuclear deal, saying Washington is still pushing ahead with the so-called “maximum pressure” campaign against Tehran.</p>
<p>Speaking at the United Nations General Assembly on Friday, Majid Takht-Ravanchi complained that the U.S. economic terrorism against the Iranian nation has hampered the import of medicines to the country.</p>
<p>“The current U.S. administration’s claim of policy change towards the JCPOA is just in words. In practice, the U.S. policy of maximum pressure still continues, preventing Iran from using its own financial resources abroad to import medicines,” he said, referring to the nuclear deal by the acronym of its official name, the Joint Comprehensive Plan of Action.</p>
<p>&#8220;Although the ongoing talks in Vienna are the first step in assessing the accuracy of the true political will of the US to return to the JCPOA, the main and real test will be after verification, when it is proven that America has changed course, abandoned its failed policy of maximum pressure, and stopped its economic terrorism against Iran.”</p>
<p>The Islamic Republic refused to bow down to the pressure and adopted instead a “maximum resistance” policy, which includes economic measures to weather the bans as well as reducing Tehran&#8217;s compliance with the JCPOA.</p>
<p>The new U.S. administration, under President Joe Biden, says it wants to undo Trump’s wrongs and rejoin the deal, but it is showing an overriding propensity for maintaining some of the sanctions as a tool of pressure.</p>
<p>Elsewhere in his remarks, Takht-Ravanchi said, “The UN Security Council (UNSC) adopted a deadly silence in the early days of 2020, when the United States martyred regional counter-terrorism heroes, including General Soleimani, in a terrorist act at the direct order of its president. A few days later, the US president threatened to hit 52 sites, including Iran&#8217;s important cultural sites.”</p>
<p>&#8220;Of course, in the same year, when the United States presented a draft resolution to impose an arms embargo on Iran, 13 UNSC members categorically rejected it. Subsequently, when that country tried to trigger the snapback mechanism against Iran, the same 13 UNSC members dismissed the US move. They said that the US had lost any right to use the snapback mechanism by its withdrawal from the JCPOA and that the US illegitimate claim had no legal, political or practical effect,” he added.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – China’s Strategy Is Not “to War” with the U.S. A short search in the internet and monitoring all actions of former U.S. President Donald Trump during his four years in office, from the standpoint of the U.S. Republicans and also actions during the past three months of the White House with its new resident President Joe Biden from the standpoint of Democrats which have been taken against People&#8217;s Republic of China, indicates the reactions of the U.S. Administrations regarding these reports which have been prepared and handed over to the executive bodies by the U.S. Department of State, all intelligence offices, think-tanks and existing data banks in the country either secretly or openly for provoking politicians against China.</p>
<p>A climate which has been painted in these four years and a quarter between the two states means that the U.S. as flag-bearer of the West in the conflict with China sees inevitable its rivalry and hostility with this country. On the other hand, they consider insignificant the impact of these two countries on the common trend in running their overseas economies from the strategic aspect and they do not assess these impacts because of their international stands and their roles in legislating the international rules.</p>
<p>Of course what is obvious in the current climate of the world community is that Americans mostly fan the flames for creating tension and some sort of crisis. For example, U.S. Secretary of State Antony Blinken during his recent remarks has assessed his country’s relations with China “increasingly adversarial” and in one of his interviews has said that he wants to deal with Beijing in any interaction or confrontation from a position of strength. Indeed, these types of remarks of the <a href="https://irannewsdaily.com/2020/06/china-us-could-hold-talks-in-hawaii-source-says/">U.S.</a> Secretary of the State are considered as a hidden reflection of the national security strategic guidance of the country that some part of it has been published and it has presented the U.S. approach as an anti-Asian one.</p>
<p>Although in this guidance it has been said that the U.S. in some fields like climate change, infectious disease, stability of world economy and also in the issues like North Korea and Iran can have close cooperation with China but verbally and in the remarks in the media, the U.S. is competing for a better position in the economic and political scenes with China and in operational field with India, and actually in Asia. On the sidelines of the effective reflection of competition and collaboration, there are also several disputable issues between Beijing and Washington which can lead to the increasing trend of adversary between the two states.</p>
<p>If we want to determine the priority in competition, cooperation and adversary in the ties between the U.S. and China, it should be said that currently competition comes first which is marching towards increasing adversary and the cooperation between them is in the lowest level of the priority. Of course the type of China’s behavior has been less in media spotlight and the country has shown more restraint and this does not mean that China has done nothing in direction of protecting its interest.</p>
<p>What is seen through a simple assessment is that China has supported the Philippines more openly in the past one year, has resisted against the adoption of UNSC’s resolutions against the Myanmar government and at the same time it has boosted its strategic relations with Pakistan and also recently signed or actually made public its 25-year cooperation agreement with Iran.</p>
<p>In fact, the Beijing government has resorted to the similar action taken by the U.S. in recruiting allies from the regional states for encountering China’s policies and it has started to recruit more strategic allies in competition with the U.S. in Asia. In such a condition, this strategy is shown by the American as a propagation strategy that the competition for supremacy has caused the hostility between the two countries to grow upward. So it should be said despite a new administration taking power in the U.S., the tension in relations of the both states not only has not decreased but also has been set on collision course and on more confrontation comparing to the time Trump was in office.</p>
<p>Therefore, it should be expected the ties between Tehran and Beijing to move in direction of more tension in the future and issues for cooperation between them like climate or infectious diseases will not let the strategic competition between the U.S. and China remain covered. Although China is currently moving on course of competing with the U.S. with a precautionary approach but one point should be mentioned that China government comparing to last year has to some extent come out of its precautionary mood in recruiting ally and it is objectively seeking providence in recruiting allies in encountering the U.S. policies.</p>
<p>What should be assessed as a futuristic analysis is that China due to its enormous forex reserves in the U.S. will not spearhead the production of hostility or at least in Biden’s four years in office will try not risk and adventurism in creating tension and will be more cautious than the U.S. in regulating precautionary criteria. Perhaps this precautionary policy has forced the U.S. to take initiative in propaganda war.</p>
<p>One should see how much the soft trend and turtle move of China in the West Asia would restrict the Western policies and especially the U.S., and it will be faced with more diligent action of the White House.</p>

<p>The reliable British magazine “The Economist” was founded in 1843 by British businessman James Wilson.</p>

<p>The circulation of this magazine whose readers are mostly educated people, managers and policy-makers has today reached around 1.5 million copies. The stand of this publication since the first day has always been to support the classical school in the liberal economy, and regarding Iran, it pursues important and moderate views.</p>
<p>Recently and after the White House announced imposition of its new sanctions on 18 banks of the Islamic Republic of Iran, this magazine published an interesting article. The economic information desk of The Economist in its article and report on the U.S.s news sanctions on 18 Iranian banks wrote, “We do not expect the new U.S. sanctions and restrictions against Iran to have significant growing impact on Iran’s trade and economy. Accordingly, we do not change our forecast of minus 0.2 percent economic growth for Iran in 2020. This exactly means that the White House, as the old saying goes, did not look before its leap”.</p>
<p>The Economist says President Donald Trump by imposing the new sanctions has tried to peg his power in the foreign policy scene. The report also reads, “Donald Trump by imposing these sanctions have tried to display his power in the foreign policy scene on the eve of the U.S. presidential elections. He and anti-Iranian hawkish men present in his government are all infuriated that their efforts in September to trigger the snapback and extension of the U.N. arms embargo against Iran failed and other signatories of the JCPOA and UNSC members defied this request of the U.S.”</p>
<p>Both inside Iran and overseas almost all experts who write on Iran or express their opinions believe, “The massive sanctions and the outbreak of the Coronavirus are two main factors which have caused Iran’s minus 0.2 percent economic growth in the current year. The reason, that the new U.S. sanctions on the Islamic Republic of Iran’s banks have been faced, on one point, with open defiance of other countries and, on the other hand, they have faced with harsh criticisms due to negative effects on the humanitarian exchanges, is that these sanctions have not been any deterrent factor and the White House and Trump have turned into the laughingstock for the international financial bodies, and even Trump is getting to the point that he loads his gun with the blank, with this notion that he can frighten Iran by triggering it.</p>
<p>The world witnesses this truth that Iran’s Foreign Minister Mohammad Javad Zarif has recently pointed to the U.S. inhuman efforts for blocking the limited access of Iran to the medicines and food, and his stand has faced with considerable sympathies in the international level regardless of how the Coronavirus pandemic has had its effects on the lives of people, and health and medical condition in Iran.</p>
<p>The Economist continues, “Besides these points, the abundant anti-Iran sanctions have made traders and foreign banks be reluctant in doing even licensed businesses with Iran and the country’s no-oil trade for export to those countries has declined in the past two years. So, the recent imposed sanctions against Iran’s banking system will be ineffective or have the least effect.”</p>
<p>The British publication further says, “18 Iranian banks are the new targets of the news U.S. sanctions and they are only authorized to have financial exchanges for food and other humanitarian items. Depriving Iran’s government of having access to the financial resources for developing nuclear and missile program, proliferating terrorism and support of terrorist networks are the claimed goals for imposing these sanctions. But in fact, small part of Iran’s international trade is done through official financial avenues. Let’s skip this point. Iran’s financial system was deprived of using international financial exchange system, known as SWIFT, based on the dollar. In this February. Iran has returned to the blacklist of the Financial Action Task Force (FATF); and it has warned of any financial exchange with Iran. But it has been ineffective because not only has the country not been isolated but also it has planned new ways for its survival in the economy.”</p>
<p>The Economist by elaborating these points concludes, “The new U.S. sanctions against 18 Iranian banks have no special effect or so-called crippling effect on Iran’s economy and trade, and in fact Mr. Trump, by imposing these sanctions on the eve of his presidential campaign, has tried to flaunt his undefeated capability in his foreign policy scene.”</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – With the termination of the UN arms restrictions, Iran’s arms trade with the world needs no prior consent from the United Nations Security Council, the Iranian ambassador to the UN said.</p>

<p>&#8220;5 years after Adoption Day of JCPOA—&amp; in accordance with UNSCR 2231—illegal arms restrictions on Iran are now terminated. As of today, Iran&#8217;s arms trade needs no prior consent from UNSC. The US tried to prevent this but it failed, as the UNSC rejected all US efforts,” Majid Takht Ravanchi tweeted on Sunday.</p>
<p>It came after the Foreign Ministry of the Islamic Republic of Iran released a statement on Sunday, announcing the official termination of UN Security Council provisions on arms restrictions and travel ban.</p>
<p>It said October 18 is “a momentous day for the international community,” praising the world for standing with Tehran “in defiance of the US regime’s efforts.”</p>
<p>The administration of US President Donald Trump suffered an embarrassing loss on August 14 as it failed to renew the Iranian arms embargo through a resolution at the United Nations Security Council (UNSC).</p>
<p>Russia and China voted against the motion and the remaining 11 council members, including France, Germany and the UK, abstained.</p>
