<p class="summary">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – The UN Secretary-General has warned that “geopolitical tensions reaching new highs” while some governments, in a false bid for peace and security, are spending “billions on nuclear weapons” has put “humanity” one misstep away from “nuclear annihilation”</p>
<p>Antonio Guterres was speaking at the opening of the Tenth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) which runs until August 26.</p>
<p>He said, “to [underscore] the importance of this conference, I will be in a few days in Hiroshima at the anniversary of the first nuclear bombardment in human history.”</p>
<p>“Humanity is in danger of forgetting the lessons forged in the terrifying fires of Hiroshima and Nagasaki. Geopolitical tensions are reaching new highs,” he warned.</p>
<p>The United States remains the only country in the world and in history to have ever used nuclear weapons to massacre other people when it dropped two atomic bombs on Japan. The first on the city of Hiroshima and the second on Nagasaki city, wiping them both out of existence.</p>
<p>Guterres says “states are seeking false security in stockpiling and spending hundreds of billions of dollars on doomsday weapons that have no place on our planet.”</p>
<p>“Almost 13,000 nuclear weapons are now being held in arsenals around the world. All this at a time when the risks of proliferation are growing and guardrails to prevent escalation are weakening,” he said.</p>
<p>“The clouds that parted following the end of the Cold War are gathering once more,” Guterres warned “today, humanity is just one misunderstanding, one miscalculation away from nuclear annihilation.” We need the Treaty on Non-Proliferation of Nuclear Weapons as much as ever.”</p>
<p>He noted that the conference is an opportunity to hammer out the measures that will help avoid a certain disaster and help return the world on a new path “free of nuclear weapons”</p>
<p>There are only a handful of countries that have nuclear weapons. Tensions in the West Asia region tend to stem from the Israeli regime. The apartheid occupation not only occupies Palestinian land but is also in possession of hundreds of nuclear weapons.</p>
<p>At the same time the regime is not a party to any nuclear treaty, nor does it allow the International Atomic Energy Organization (The IAEA or UN nuclear watchdog) to inspect any of its nuclear weapons sites. Ironically, Israel was not exposed during the UN Secretary General’s speech.</p>
<p>On the other hand, the Islamic Republic of Iran has been under the most robust IAEA inspections regime despite having a civilian nuclear program for energy and all the reports from the UN nuclear watchdog have stated Iran’s program is peaceful.</p>
<p>Iran has regularly voiced its strong opposition to any nation possessing nuclear weapons or any weapons of mass destruction at all. The country itself has been subject to attacks by weapons of mass destruction, the survivors of which are still suffering from the effects today in Iranian hospitals.</p>
<p>Elsewhere, the Secretary-General outlined five areas for action, starting with reinforcing and reaffirming the norm against the use of nuclear weapons, which he underlined, requires steadfast commitment.</p>
<p>He said “we urgently need to reinforce and reaffirm the 77-year-old norm against the use of nuclear weapons. This requires a steadfast commitment from all States Parties. It means finding practical measures that will reduce the risk of nuclear war and put us back on the path to disarmament.”</p>
<p>“We need to strengthen all avenues of dialogue and transparency.<br />
Peace cannot take hold in an absence of trust and mutual respect.”</p>
<p>He also cited that “reducing the risk of war is not enough. Eliminating nuclear weapons is the only guarantee they will never be used. We must work relentlessly towards this goal,” he pointed out.</p>
<p>“This must start with new commitments to shrink the numbers of all kinds of nuclear weapons so that they no longer hang by a thread over humanity.”</p>
<p>The UN Secretary-General cited the fighting in Ukraine among the conflicts driving the risk to a level not seen since the height of the Cold War. “All this at a time when the risks of proliferation are growing and guardrails to prevent escalation are weakening,” he noted.</p>
<p>Also addressing the opening day of the conference, Russian President Vladimir Putin said there can be no winners in a nuclear war, and such a war “must never be fought”.</p>
<p>&#8220;We advocate equal and inseparable security for all members of the international community,&#8221; he underscored in a message of greeting uploaded to the Kremlin’s website.</p>
<p>Putin said that Russia as a signatory to the NPT consistently followed its letter and spirit. &#8220;our obligations under bilateral agreements with the United States on the reduction and limitation of relevant weapons have also been fulfilled,&#8221; he said.</p>
<p>The Russian leader stressed that over the more than half of a century of its existence, the NPT had become one of the key elements of the international system of security and strategic stability.</p>
<p>The commitments that it stipulates in the spheres of non-proliferation, disarmament, and the peaceful uses of nuclear powerfully meet the interests of both nuclear and non-nuclear states.</p>
<p>&#8220;We are convinced that all NPT-compliant countries should have the right of access to civilian nuclear power without any additional terms whatsoever. We are ready to share with the partners our experience in the field of nuclear energy,&#8221; he pointed out.</p>
<p>He stressed that Moscow attaches great importance to the IAEA guarantee system &#8220;as a verification mechanism of the NPT and believes that it is very important to ensure its unbiased, depoliticized and technically grounded use.&#8221;</p>
<p>In conclusion, Putin expressed the certainty that the conference would confirm the readiness of all NPT member countries to strictly comply with their commitments and make a tangible contribution to enhancing non-proliferation and world peace, security, and stability.</p>
<p>Russia wants to find out whether U.S. President Joe Biden’s remarks about the need to negotiate a treaty to replace the New START when it expires in 2026 were an invitation to dialogue or just “lofty rhetoric,” Russian diplomats have said.</p>
<p>The Russian delegation to the 10th Review Conference of the Nuclear Non-Proliferation Treaty (NPT) said in a statement, published by Russia’s permanent mission that &#8220;[U.S.] Secretary [of State Antony] Blinken cited President Biden’s words regarding the readiness of the U.S. administration to negotiate a new arms control framework to replace New START when it expires in 2026. The U.S. President added that negotiation required a willing partner (implying Russia) ‘operating in good faith.’ We truly wonder if the U.S. side is indeed ready to negotiate or if it is mere ‘lofty rhetoric’,&#8221;</p>
<p>&#8220;It was the United States that unilaterally withdrew from the dialogue on strategic stability with Russia citing the developments around Ukraine as a pretext,&#8221; the delegation said.</p>
<p>Russia has accused the West of waging a &#8220;proxy war&#8221; against it by arming Ukraine and imposing sanctions on Moscow.</p>
<p>&#8220;The U.S. did this even though the goal of that dialogue was to lay down the groundwork for future arms control and risk reduction measures, i.a. with a view to making new relevant agreements. So it is high time Washington made up its mind, stopped rushing around, and told us frankly what it is that they want &#8211; escalate the situation in the area of international security or embark on equal negotiations.&#8221;</p>
<p>The New START Treaty was struck in 2011, the treaty has been extended to the end of February 4, 2026.</p>
<p>Among the many agreements, Washington, in particular, former President Trump withdrew the United States from, was the 1987 Intermediate-Range Nuclear Forces (INF) Treaty with Russia in a blow to world peace and security.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – UN Secretary-General Antonio Guterres, in a message for Thursday&#8217;s 75th anniversary of the atomic bombing of Hiroshima, warned that the risk of nuclear weapons being used is growing and urged all nations to renew their commitment to achieving a world free of them.</p>

<p dir="LTR">&#8220;Division, distrust and a lack of dialogue threaten to return the world to unrestrained strategic nuclear competition,&#8221; Guterres said in a video message delivered at an annual ceremony in the western Japanese city, Kyodo News Agency reported.</p>
<p dir="LTR">&#8220;The risk of nuclear weapons being used, intentionally, by accident or through miscalculation, is too high for such trends to continue,&#8221; he said, adding it is imperative to implement confidence-building measures and reduce the number of nuclear arsenals.</p>
<p dir="LTR">Guterres, who was unable to attend the ceremony due to the novel coronavirus pandemic, said in the roughly three-minute video that while all nations can play a role in the elimination of nuclear weapons, those that possess them have a &#8220;special responsibility.&#8221;</p>
<p dir="LTR">He pinned high hopes that the international community will return to embracing the &#8220;shared vision&#8221; of completely abolishing nuclear weapons when governments review the Treaty on the Non-Proliferation of Nuclear Weapons, the keystone of the global nuclear disarmament regime, next year.</p>
<p dir="LTR">Guterres also said he looks forward to the Treaty on the Prohibition of Nuclear Weapons to come into force at an early date.</p>
<p dir="LTR">&#8220;The only way to totally eliminate nuclear risk is to totally eliminate nuclear weapons,&#8221; he said.</p>
<p dir="LTR">In February, Guterres said he will visit the Japanese city as a &#8220;way to demonstrate, not only my solidarity with Hiroshima but my strong commitment to nuclear disarmament and nonproliferation.&#8221;</p>
<p dir="LTR">In 2018, Guterres became the first sitting UN head to attend Nagasaki&#8217;s ceremony for the atomic bombing by the United States three days after the Hiroshima attack on Aug. 6, 1945.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – UN Secretary-General Antonio Guterres warned on Tuesday that the world faces a “generational catastrophe” because of school closures amid the coronavirus pandemic and said that getting students safely back to the classroom must be “a top priority.”</p>

<p dir="LTR">Guterres said that as of mid-July schools were closed in some 160 countries، affecting more than 1 billion students، while at least 40 million children have missed out on pre-school.</p>
<p dir="LTR">This came on top of more than 250 million children already being out of school before the pandemic and only a quarter of secondary school students in developing countries leaving with basic skills، he said in a video statement.</p>
<p dir="LTR">“Now we face a generational catastrophe that could waste untold human potential، undermine decades of progress، and exacerbate entrenched inequalities،” said Guterres as he launched a UN “Save our Future” campaign.</p>
<p dir="LTR">“Once local transmission of COVID-19 is under control، getting students back into schools and learning institutions as safely as possible must be a top priority،” he said. “Consultation with parents، carers، teachers and young people is fundamental.”</p>
<p dir="LTR">The UN recommendations for getting global education back on track come as US President Donald Trump pushes for schools to reopen in the face of opposition from some teachers and parents while COVID-19 is surging in many parts of the country.</p>
<p dir="LTR">The coronavirus، which first appeared in China late last year، has infected 4.6 million people in the United States and killed more than 155،000 Americans since February، according to a Reuters tally. Deaths rose by over 25،000 in July and cases doubled in 19 states during the month.</p>
<p dir="LTR">Globally the coronavirus has infected at least 18.1 million people and there have been more than 689،000 known deaths worldwide، according to the Reuters tally.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The United Nations Secretary-General Antonio Guterres in his latest report on the function of UN Security Council Resolution 2231 encouraged all countries to conduct economic collaboration with Iran.</p>

<p> Guterres presented his ninth report on the implementation of Resolution 2231 on Iran&#8217;s nuclear deal at a virtual Security Council meeting held on Tuesday focusing on the issue of non-proliferation, IRNA reported.</p>
<p>The report was read out by Under-Secretary-General for Political and Peace-building Affairs Rosemary DiCarlo during the video conference session.</p>
<p>Referring to Iran’s 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), as an agreement which was “the outcome of 12 years of marathon talks and diplomacy”, the report said that Security Council Resolution 2231 “calls on all member states, regional and international organizations to support its implementation.”</p>
<p>It added that the plan “is regarded as the best way to ensure the peaceful nature of the Islamic Republic&#8217;s nuclear program and to provide tangible economic benefits to the Iranian people.”</p>
<p>It further stated that it is imperative that this plan be continued for all participants.</p>
<p>The UN chief stressed in his report that issues that are not directly related to the program be pursued without any prejudgment in maintaining the agreement and its achievements.</p>
<p>Guterres further called on all member states to avoid provocative rhetoric which may adversely affect regional stability.</p>
<p>Referring to the US negative actions against JCPOA, he said those actions, contrary to the objectives set out in the plan and Resolution 2231, may impede Iran&#8217;s ability to implement certain provisions of the JCPOA and Resolution 2231.</p>
<p>Elsewhere in the report, Guterres hailed the achievements of the INSTEX financial mechanism which has started its first trading process and said it is important that the initiative is continued and get full support in order to keep up trade and economic relations with Iran as a matter of urgency, especially in the face of the current economic and health problems caused by the coronavirus pandemic.</p>
<p>INSTEX, (the Instrument in Support of Trade Exchanges), is a European special-purpose vehicle (SPV) established in January 2019. Its mission is to facilitate non-USD and non-SWIFT transactions with Iran to avoid breaking US sanctions.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – UN Secretary-General Antonio Guterres urged a global fight against racism and discrimination following what he called the “murderous act of police brutality” that led to widespread protests in the United States and cities around the world.</p>

<p>The UN chief has been speaking out against increasing racism and xenophobia since he became secretary-general in January 2017, but he said the “brutality” of George Floyd’s death while being detained by a police officer in Minneapolis has put a spotlight on the need to tackle it now, AP reported.</p>
<p>“The position of the United Nations on racism is crystal clear: This scourge violates the United Nations Charter and debases our core values,” Guterres said in a letter to UN staff Tuesday and remarks from a town hall last week. “Every day, in our work across the world, we strive to do our part to promote inclusion, justice, dignity, and combat racism in all its manifestations.”</p>
<p>Guterres cited the UN’s “proud record of fighting racism and all forms of discrimination” from its leading role in the struggle against apartheid in South Africa to welcoming American civil rights leader Martin Luther King Jr. And he pointed to illustrious UN diplomat Ralph Bunche, an American, who was “the first person of color to be awarded the Nobel Peace Prize and a frontline figure in the civil rights struggle.”</p>
<p>But Guterres said “the primacy of reason, tolerance, mutual respect” common to many civilizations and cultures around the world is being called “dramatically” into question by nationalism, irrationality, populism, xenophobia, racism, white supremacy, and different forms of neo-Nazism. He added that anti-Semitism and anti-Muslim hatred also have “a racist dimension.”</p>
<p>A central problem is not only police brutality, he said, but “the difficulty of many authorities to deal with diversity.”</p>
<p>Guterres called for all police forces to be fully trained on human rights, saying that “many times police brutality is the expression of the frustrations of the police officers themselves, as well as of the lack of adequate psychosocial support to them.”</p>
<p>He said it’s also important to recognize “that this is an ideological battle” in which it is essential to assert the values of common humanity, equality, non-discrimination, mutual respect, and the UN Charter, which reaffirms the human rights, “dignity and worth” of all people everywhere.</p>
<p>“It is clear that diversity is a richness, not a threat,” the secretary-general said. “The societies that are diverse can only succeed if there is a massive investment in social cohesion, by governments, local authorities, civil society, churches, against discrimination and inequality.”</p>
<p>He said these values are central to UN goals for 2030, including ending extreme poverty, promoting gender equality, and preserving the environment.</p>
<p>Guterres said that when social cohesion doesn’t exist and discrimination does exist, “those grievances have a legitimate right to be expressed in societies.”</p>
<p>“And for that demonstrations are something that is perfectly normal,” he said.</p>
<p>“It is our role to ask for demonstrations to be peaceful and at the same time to ask authorities to listen to the grievances and for police forces and others to be restrained in the way they handle these situations,” Guterres said.</p>
<p>He also said that if racism exists everywhere, it also exists within the United Nations and he called for a one-year debate on “racist bias and racist discrimination” in the 193-nation organization.</p>

										<content:encoded><![CDATA[<h3 class="lead">UN chief Antonio Guterres on Thursday appealed for dialogue in Venezuela to avoid the political crisis spiraling out of control, after opposition leader Juan Guaido declared himself interim president.</h3>
<p>&#8220;What we hope is that dialogue can be possible, and that we avoid an escalation that would lead to the kind of conflict that would be a disaster for the people of Venezuela and for the region,&#8221; he said at the World Economic Forum in Davos.</p>
<p>The United States, Brazil and other countries on Wednesday endorsed Guaido&#8217;s declaration in repudiation of President Nicolas Maduro, as more protests rocked the economically strapped country.</p>
<p>&#8220;Sovereign governments have the possibility to decide whatever they want,&#8221; the UN secretary-general said on a Facebook Live broadcast from Davos, AFP reported.</p>
<p>&#8220;What we are worried (about) with the situation in Venezuela is the suffering of the people of Venezuela,&#8221; he said.</p>
<p>Guaido&#8217;s declaration takes Venezuela into uncharted territory, with the possibility of the opposition now running a parallel government recognized abroad as legitimate but without control over state functions.</p>
<p>In a televised broadcast from the presidential palace, Maduro accused the opposition of seeking to stage a coup with the support of the United States, which he said was seeking to govern Venezuela from Washington.</p>
<p>&#8220;We&#8217;ve had enough interventionism, here we have dignity, damn it! Here is a people willing to defend this land,&#8221; said Maduro, flanked by top Socialist Party leaders, although the defense minister and members of the military high command were absent. The office of Defense Minister Vladimir Padrino did not answer a phone call seeking comment.</p>

										<content:encoded><![CDATA[<p><strong><span class="intro-text"> UN Secretary-General Antonio Guterres has welcomed support for the 2015 Iran deal from all the signatories except for the US, calling on Washington to also honor its obligations under the landmark agreement.</span></strong></p>

<p>Guterres made the remarks in a report on implementation of a UN resolution that endorsed the July 2015 nuclear agreement, which was obtained Wednesday by The Associated Press.</p>
<p>He hailed the agreement &#8212; also known as the Joint Comprehensive Plan of Action (JCPOA) &#8212; as the “the best way” to ensure the peaceful nature of Iran’s nuclear program.</p>
<p>The UN chief pointed to US President Donald Trump’s refusal to certify Iran’s compliance with its obligations under the JCPOA and warned that Washington’s decision has created “considerable uncertainty” about the future of the deal.</p>
<p>However, he expressed optimism about US commitment to the deal, saying, “I am reassured that the United States has expressed its commitment to stay in the Joint Comprehensive Plan of Action for now.”</p>
<p>“I encourage the United States to maintain its commitments to the plan and to consider the broader implications for the region before taking any further steps,” he said.</p>
<p>Guterres said Iran may be defying a UN call to halt ballistic missile development even as it complies with the nuclear deal with six world powers.</p>
<p>Elsewhere in his report, he pointed to a letter sent by France, Germany, Britain and the US in which they claimed that Iran’s Simorgh Space Launch Vehicle launched on July 27 is “inherently capable of delivering nuclear weapons.”</p>
<p>The UN chief, however, pointed to Russia&#8217;s contention through a letter on August 16 that the Security Council resolution only includes a “call” for Iran to forgo missile activities, not a prohibition.</p>
<p>Guterres also pointed to Iran&#8217;s argument that Simorgh Space Launch Vehicle was “part of a scientific and technological activity related to the use of space technology.”</p>
<p>Iran also said its “military capabilities, including ballistic missiles, have not been designed to be capable of delivering nuclear weapons and thus are outside the purview of the Security Council resolution,” the UN chief said.</p>
<p>During the meeting of the Security Council on September 8, “there was no consensus among council members” on how the launch of Simorgh satellite-carrier was related to the JCPOA, Guterres’ report pointed out.</p>
