Following the meeting with the Turkmen delegation, Javad Owji said that during the meeting, the two sides discussed the development of bilateral cooperation in the field of energy, especially gas swaps, oil and products and petrochemicals.

The Turkmen delegation is headed by Sardar Berdymukhamedov, Deputy Prime Minister of Turkmenistan, and will be accompanied by Turkmen Foreign Minister Rashid Muradov.

Several rounds of talks have already taken place between Iran and Turkmenistan, focusing on the development of energy cooperation.

The implementation of the Turkmen gas swap through Iran to the Republic of Azerbaijan, which became operational last week, is part of the results of the cooperation.

The agreement between Iran, Azerbaijan, and Turkmenistan on a natural gas swap deal for up to two billion cubic meters of Turkmen gas has taken effect as of January 1, 2022.

As reported, of the total received gas from Turkmenistan, about 20 to 30 percent will be the share of Iran as a swap fee, and the rest will be delivered to Azerbaijan. Azerbaijan will reportedly receive four million cubic meters of new energy supplies per day; however, the figure is currently less than four million and will gradually reach that amount.

The deal, which was backed by the presidents of the three Caspian countries during the 15th Summit of the Economic Cooperation Organization (ECO) in the Turkmen capital city of Ashgabat on November 28, 2021, was signed by the oil ministers of the two countries on November 30, 2021.

Under the swap deal, Iran will receive gas from Turkmenistan and deliver an equivalent amount minus the swap fee to Azerbaijan at the Astara border. The gas that Iran will receive from Turkmenistan under the swap agreement will cater to the needs of the northern provinces of the country.

Iran has major natural gas fields in the south but has imported gas from Turkmenistan since 1997 for distribution in its northern provinces, especially during the winter.

Experts believe that the implementation of the deal could encourage other countries in the region to ink similar deals and to use the Islamic Republic’s capacities in this regard.

The MOU, signed on the sidelines of a meeting of the Economic Cooperation Organization (ECO) member states in Turkmenistan on Friday, is aimed at increasing rail input load from Kazakhstan to Turkmenistan and from there to Iran.

As reported, the trilateral MOU was signed following an agreement reached between the Head of the Islamic Republic of Iran Railways (known as RAI) Miad Salehi and the head of Turkmenistan’s state-owned Railway Agency Azat Atamuradov last month.

Export and transit development, doubling the exchange of rail freight transportation from Sarakhs border, resumption of Artiq-Lotfabad border crossing operations, and holding joint meetings between the representatives of the two countries’ railways were among the subjects covered in the agreement between Iran and Turkmenistan back in October.

According to Salehi, based on the new memorandum, a joint working group will be formed among the three countries to follow up on the set goals and the growth of cargo passing through this transit route.

The deputy minister of transport and urban development added that given the geopolitical importance of Iran, the signing of these memorandums in the field of rail transport and transit can increase the transportation through the north-south corridor and the three countries can use the capacity of this corridor to develop economic and political relations.

Over the past few years, Iran has been following a new strategy for promoting its transit status by developing rail infrastructure.

According to the former RAI Head Saeed Rasouli by completing rail infrastructures Iran is seeking to access new transit markets with over 35 million tons of annual capacity.

Speaking to ILNA and touching upon the latest development on Iran-Turkmenistan trade, Mohammadnejad said that due to the sanctions, access to precise statistics and figures of exports and imports and also the volume of trade is a very difficult job and one can only stick to the official figures which are released by the official channels.

He added that despite the border problems between Iran and Turkmenistan and due to the significance of trade with neighboring states, all Iranian state and private sectors have done their best to identify and reinforce new methods in its trend with Turkmenistan.

He added that after a webinar held in April, 2021, between the two countries, the trade between Iran and Turkmenistan has faced a growth and setting record like in the volume of exports via railway comparing to the preceding year,, adding that the loading during this year’s New Year holidays hit 25,000 tons while the figure was only 112 tons in the same period in the preceding year.

Mohammadnejad went on to say that in the marine transportation, Turkmenistan has been the top destination for goods for exports from Mazandaran. He added that Golestan Province is one of the neighboring provinces of Turkmenistan whose foreign transit of goods in the first five months of the current year has been around 3.5m tons worth over $8m. He reiterated that all statistics show a growing trend in trade with Turkmenistan and only political problems have been creating hurdle in way of considerable progress for exports to Turkmenistan.

Mohammadnejad stated that Turkmenistan is mostly interested in cooperating with European countries and it can be a warning to Iran’s economy and the neighboring states. He then pointed to the amount of imports by Turkmenistan in 2015 which was $6.8b andh declined to $2.7b in 2018 and it shows Turkmenistan has reconsidered its imports policies seriously.

He said during the meetings of presidents of the two countries it had been predicted Iran’s exports to Turkmenistan to hit $2b, adding that due to the change in the policies of Turkmenistan, Iran’s one-billion-exports to Turkmenistan will be satisfactory.

Mohammadnejad went on to say that Iran and Turkmenistan have been historically trade partners and above all they have many cultural and religious commonalities which can boost their ties but there are some stonewalling in way of their trade which is expected to be resolved soon.
