<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Israeli cabinet spokesperson David Mencer told the BBC on Tuesday that the regime is not interested in “partial deals.”</p>
<p>“Things have changed now. The prime minister has laid out a plan for the future of Gaza,” Mencer said, referring to Benjamin Netanyahu’s plot to forcibly displace Palestinians from the Gaza Strip and occupy the territory, beginning with the takeover of Gaza City.</p>
<p>Hamas announced on Monday that it had approved the Gaza truce proposal put forward by Qatar and Egypt to end the Israeli regime’s genocidal war on Gaza.</p>
<p>“Hamas, along with the Palestinian factions, relayed their acceptance of the proposal put forward yesterday by the Qatari and Egyptian mediators,” the group said in a brief statement.</p>
<p>The proposed deal comes after negotiations between Hamas, Egyptian, and Qatari officials in Cairo and is reported to be nearly identical to the one that was put forward by US Special Envoy Steve Witkoff and was accepted by Israel.</p>
<p>Over the past two years, Hamas has accepted proposals for a ceasefire and the release of Israeli captives and Palestinian prisoners. But Israel has rejected them, pressing ahead with its military campaign in Gaza, which the regime is now expanding by moving to take over Gaza City.</p>
<p>The major sticking point has been the duration of the ceasefire. Hamas wants a permanent end to the war, but Israel seeks a temporary truce that would allow it to resume its military operations.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – A Russian-brokered humanitarian cease-fire in Nagorno-Karabakh was under severe strain on Sunday, a day after it was agreed, with Azerbaijan and Armenia accusing each other of serious violations and crimes against civilians.</p>
<div class="itemcontent">
<p>The cease-fire, clinched after marathon talks in Moscow advocated by President Vladimir Putin, was meant to halt fighting to allow ethnic Armenian forces in Nagorno-Karabakh and Azerbaijani forces to swap prisoners and war dead, Reuters wrote.</p>
<p>The Moscow talks were the first diplomatic contact between the two since fighting over the mountainous enclave erupted on Sept. 27, killing hundreds of people. The enclave is internationally recognized as part of Azerbaijan, but is populated and governed by ethnic Armenians.</p>
<p>Both sides accused one another of breaking the cease-fire almost immediately on Saturday, and Azerbaijan gave the impression in public comments from top officials that it saw it as only a brief and temporary breathing space anyway.</p>
<p>On Sunday, Azerbaijan accused Armenia of heavily shelling a residential area in Ganja, its second largest city, in the early hours of the morning, and of hitting an apartment building.</p>
<p>Azerbaijan said nine people had been killed and 34 wounded in the attack.</p>
<p>A Reuters photographer saw rescue workers in Ganja carrying one dead person from the ruins of the apartment building on Sunday morning. The structure had been almost leveled. An excavator was clearing the debris.</p>
<p>Buildings and cars in the immediate vicinity had also been severely damaged.</p>
<p>Baku says more than 40 civilians had been killed and 200 injured since the start of the conflict.</p>
<p>The Armenian Defense Ministry called the Azerbaijani allegations about the attack on Ganja “an absolute lie” and accused Azerbaijan of continuing to shell populated areas inside Karabakh, including Stepanakert, the region’s biggest city.</p>
<p>Footage from Stepanakert showed a small brick house damaged by shelling, its windows shattered and its roof caved in. The Karabakh authorities said 429 servicemen had been killed since fighting erupted last month.</p>
<p>Azerbaijan accused Armenia of also launching an unsuccessful rocket attack on an Azerbaijani hydroelectric power station in Mingachevir. Ethnic Armenian forces in Karabakh denied the assertion.</p>
<p><strong>Israeli complicity</strong></p>
<p>Arayik Haratyunyan, the leader of ethnic Armenian forces in Nagorno-Karabakh, described the situation as relatively calm on Sunday morning, but said he did not know how long it would last and that the frontline remained tense.</p>
<p>He accused Azerbaijani forces of trying to unsuccessfully take control of the town of Hadrut, and said the process of the two sides exchanging prisoners should have started on Sunday, but that it was unclear if and when that would happen.</p>
<p>Haratyunyan also said Israel is a complicit in what he called Azerbaijan’s “genocidal” war.</p>
<p>He said Israel authorities are well aware that the Israeli-made UAVs they sold to Azerbaijan are being used for attacks on the civilian population, according to Armen Press.</p>
<p>“They know and they continue supplying them,” he said, adding that Israel “is also responsible for this genocide.”</p>
<p>Renewed fighting in the decades-old conflict has raised fears of a wider war.</p>
<p>The clashes have also increased concern about the security of pipelines that carry Azerbaijani oil and gas to Europe.</p>
<p>The fighting is the worst since a 1991-94 war that killed about 30,000 people and ended with a cease-fire that has been violated repeatedly.</p>

<p>In a telephone conversation on Saturday, Rouhani and Putin discussed Moscow’s mediation in the Nagorno-Karabakh dispute as well as the 2015 Iran nuclear deal and the prospects of interaction on the Russian Sputnik V coronavirus vaccine, the Kremlin press office reported.</p>
<p>The Iranian president expressed support for the Nagorno-Karabakh ceasefire agreement reached after consultations among the foreign ministers of Russia, Azerbaijan and Armenia.</p>
<p>“The Iranian president expressed his support for the agreements on the ceasefire for humanitarian purposes reached after the trilateral consultations of the foreign ministers of Russia, Azerbaijan and Armenia, and on the launch of substantive negotiations for the sake of achieving peaceful settlement as soon as possible,” the statement said, TASS reported.</p>
<p>“The sides held a detailed exchange of opinions on the situation in the area of the Nagorno-Karabakh conflict. Vladimir Putin informed his Iranian counterpart in detail about the efforts being taken with Russia’s mediation to de-escalate tension in that region,” the statement added.</p>
<p>“The parties discussed the situation around the implementation of the Joint Comprehensive Plan of Action under the Iran nuclear program. The sides noted the importance of keeping in force this agreement vital for international security…,” the Kremlin added.</p>
<p>“The parties paid attention to the fight against the spread of the coronavirus infection, in particular, the prospects of interaction on the Russian Sputnik V vaccine,” the statement noted.</p>
<p>Skirmishes have been common for years along the front lines of the Karabakh disputed region, but the most recent fighting is feared could lead to mass civilian casualties.</p>
<p>The two sides were resisting international pressure to start talks to end the latest round of conflagrations, with each side accusing the other of instigating the fighting.</p>
<p>Russia said Friday that Armenia and Azerbaijan had agreed to meet in Moscow for negotiations on ending the fighting over Nagorno-Karabakh, after Putin called for talks.</p>
<p>On Saturday, Russian Foreign Minister Sergey Lavrov said a ceasefire agreement in Nagorno-Karabakh starting on 12:00 Moscow time on October 10 has been reached after trilateral consultations in Moscow.</p>
<p>Nagorno-Karabakh is internationally recognized as part of the Republic of Azerbaijan, but it has been under Armenia’s control since the early 1990s. The territory declared independence from Azerbaijan in 1991.</p>

<p>“The Islamic Republic of Iran is closely and worriedly monitoring the military clashes between the Republic of Azerbaijan and the Republic of Armenia, calls on the two sides to exercise self-restraint, and urges an immediate end to the clashes and the launch of dialogue between the two states,” Foreign Ministry Spokesperson Saeed Khatibzadeh said in a statement on Sunday.</p>
<p>The spokesman also expressed Iran’s readiness to employ all of its capacities to help establish a ceasefire and start negotiations between the warring sides.</p>
<p>Heavy fighting between the military forces of the Republic of Azerbaijan and Armenia broke out in the disputed Nagorno-Karabakh region early on Sunday.</p>
<p>Armenia and Armenian-controlled Nagorno-Karabakh declared martial law, while the Republic of Azerbaijan has ordered its military to mobilize.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The United Nations has welcomed the calls for a ceasefire and an end to hostilities in Libya, an official from the world body said.</p>

<p>Libya’s internationally recognized government in Tripoli announced the cease-fire on Friday and the leader of a rival parliament in eastern Libya also appealed for a halt to hostilities.</p>
<p>The UN Secretary-General Antonio Guterres welcomes the calls for a cease-fire and an end to hostilities in Libya and hopes they “will be respected immediately by armed forces from both sides,” said the spokesperson for the UN chief, Stephane Dujarric, AP reported.</p>
<p>The UN chief urged the Joint Military Commission to quickly take up the cease-fire call and called on all parties “to engage constructively in an inclusive political process” based on the outcome of a conference of world leaders in Berlin in January, Dujarric said.</p>
<p>World powers and other countries with interests in Libya’s long-running civil war agreed at the meeting to respect a much-violated arms embargo, hold off on military support to the warring parties and push them to reach a full cease-fire.</p>
<p>UAE’s Foreign Ministry welcomed Saleh’s cease-fire initiative that did not include the demilitarization of Jurfa area, according the state-run WAM news agency.</p>
<p>The interior minister of the Tripoli-based administration, Fathi Bashaga, hailed the cease-fire initiative, saying on Twitter: “We are looking forward to develop cooperation with the US, Europe, Turkey, Egypt and the UN.”</p>
<p>Fayez Sarraj, head of the Government of National Accord in Tripoli, said an effective cease-fire requires “the demilitarization of Sirte and Jurfa areas, and that police forces from the two sides agree on security arrangements there.”</p>
<p>Aguila Saleh, speaker of the rival eastern-based House of Representatives, supported Sarraj’s proposal of demilitarization of Sirte – but he did not mention Jurfa. The United States floated the idea of demilitarization earlier this month.</p>
<p>Sarraj also called for parliamentary and presidential elections to be held in March according to “a constitutional base to be agreed on by the Libyans.”</p>
<p>Saleh, the parliament speaker, called for Sirte to be a temporary seat of the new government.</p>
<p>Both Saraj and Saleh said they want an end to an oil blockade imposed by commander Khalifa Haftar’s camp since earlier this year. They also called for oil revenues, the country’s main source of revenue, to flow into the bank account of the National Oil Corporation outside Libya.</p>
<p>The National Oil Corporation urged for oil revenues to “remain frozen until a comprehensive political agreement is reached.”</p>
<p>“Full transparency and effective governance are required as well as the return of security management of oil facilities to NOC’s exclusive control,” it said in a statement.</p>
<p>Powerful tribes in eastern Libya loyal to Haftar closed oil export terminals and choked off major pipelines at the start of the year to pressure the Tripoli-based government, which is accused of using oil revenues to fund militias and mercenaries.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran’s Foreign Ministry spokesman welcomed a recent truce announcement by the Taliban over Eid al-Adha, one of the greatest religious festivals of Muslims.</p>

<p>The truce announcement on Eid Al-Adha was &#8220;a positive step towards peace and stability&#8221; in Afghanistan, Seyed Abbas Mousavi said in a statement on Wednesday.</p>
<p>He also expressed hope that &#8220;the move by the Taliban will help provide the necessary condition for an agreement in Afghanistan.&#8221;</p>
<p>&#8220;We hope that we will soon see the beginning of intra-Afghan dialogue centered on the Afghan government and with the participation of all political groups, including the Taliban, with the aim of finding a peaceful solution and reaching a mutually acceptable agreement for peace based on the constitution and democratic structures in the Islamic Republic of Afghanistan,&#8221; Mousavi said, Press TV reported.</p>
<p>He also reiterated the Islamic Republic of Iran&#8217;s readiness to contribute to promotion of the Afghan-Afghan dialogue at the request of the parties involved.</p>
<p>The Taliban on Tuesday announced a three-day ceasefire in Afghanistan during the Muslim festival of Eid al-Adha starting on Friday.</p>
<p>In a statement, Taliban spokesman Zabihullah Mujahid ordered the group&#8217;s fighters &#8220;to refrain from carrying out any operation&#8221; during the Eid al-Adha celebrations but warned any attack &#8220;by the enemy&#8221; would be met with force.</p>
<p>The Afghan president&#8217;s spokesman, Sediq Sediqqi, said the government welcomed the ceasefire announcement but added that Afghans wanted &#8220;a lasting ceasefire and the start of direct talks between the Taliban and the government of Afghanistan.”</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – A surprise Taliban truce appeared to be holding for a second day Monday as authorities planned to release up to 2,000 militants held by security forces.</p>

<p>The Taliban made the three-day truce offer to mark the Eid al-Fitr holiday that started Sunday – a move swiftly welcomed by the government, which reciprocated by announcing plans to free insurgent prisoners, AFP wrote.</p>
<p>President Ashraf Ghani said the government was also ready to hold peace talks with the Taliban, seen as key to ending a nearly two-decade-long war in the country.</p>
<p>&#8220;The cease-fire is holding. There have been no reports of any violation so far,&#8221; National Security Council spokesman Javid Faisal said.</p>
<p>&#8220;We hope this will eventually lead to a lasting peace that the people of Afghanistan so much desire and deserve.&#8221;</p>
<p>Faisal said the authorities plan to release the insurgents in batches of 100 daily.</p>
<p>&#8220;The release process will continue with 100 prisoners each day until the 2,000 count is reached,&#8221; Faisal said.</p>
<p>In the northern city of Kunduz, attacked just days ago by the Taliban, calm prevailed as residents celebrated Eid.</p>
<p>&#8220;Just two days ago panic had set in the city,&#8221; said Atiqullah, a shopkeeper from Kunduz.</p>
<p>&#8220;Today, you go out and feel as if there is no more fighting. People are actually celebrating Eid.&#8221;</p>
<p>The normally restive southern province of Uruzgan was also calm, police said.</p>
<p>&#8220;There was non-stop fighting every single day, but since the cease-fire was announced not a single shot has been fired,&#8221; said Haji Lal Agha, the provincial police chief.</p>
<p>&#8220;It is especially good for the residents of Trinkot who would hear the sound of gunfire every day,&#8221; he added, referring to the provincial capital.</p>
<p>There were no reports of fighting from Kandahar, once a bastion for the Taliban, and the southeast province of Khost was also peaceful, police said.</p>
<p>Violence had escalated since the Taliban signed a deal with Washington in February to withdraw all US forces from the country by early next year.</p>
<p>The agreement also set the stage for intra-Afghan peace talks and stipulated that the government would first release up to 5,000 Taliban prisoners, while the militants would free about 1,000 national security.</p>
<p>Before Sunday&#8217;s announcement to free up to 2,000 Taliban prisoners as a &#8220;goodwill gesture&#8221;, Kabul had already released about 1,000 Taliban inmates while the insurgents had let go roughly 300 Afghan security forces members.</p>
<p>The Taliban insists that Kabul must release 5,000 of its members as agreed in the deal with the US.</p>
<p>&#8220;This process should be completed in order to remove hurdles in the way of commencement of intra-Afghan negotiations,&#8221; a Taliban spokesman Suhail Shaheen said on Twitter.</p>
<p>Since the US invasion of Afghanistan in 2001 there has only been one other cease-fire – a three-day pause between the Taliban and Kabul, also marking Eid, in 2018.</p>
<p>That cease-fire was initiated by Ghani.</p>

<p>The towns of al-Khob and al-Sha’ab in northern al-Jawf Province, the Shada’a district of northwestern Sa’ada Province, and Qanieh region in the central province of al-Bayda were all targeted by Saudi jets on Wednesday, local sources reported.</p>
<p>The sources said several districts in Yemen’s western, coastal province of Hudaydah also came under Saudi-led coalition attacks.</p>
<p>The attacks of Saudi warplanes destroyed several residential buildings and inflicted other material damage in Yemen districts, but there was no immediate word on possible casualties.</p>
<p>With the arrival of the holy month of Ramadan, the Saudi-led military coalition waging war on Yemen decided to “extend the ceasefire for a month,” according to its spokesman Turki al-Maliki.</p>
<p>The chairman of the Supreme Revolutionary Committee of Yemen, Mohammed Ali al-Houthi, has dismissed the Saudi-led coalition’s extension of the unilateral ceasefire in the war-ravaged Arab country by one month, saying Yemenis are expecting serious actions rather than words, which are simply media maneuver.</p>
<p>The Saudi-led coalition invaded Yemen five years ago in 2015. Since then, over 100,000 people have been killed and lost their lives, according to the US-based Armed Conflict Location and Event Data Project (ACLED).</p>
