										<content:encoded><![CDATA[<p>Gov’t Intervention in the Transport Economy to Be Minimized</p>
<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Speaking at the Second Conference on Transport and Economic Development, jointly organized by the Tehran Chamber of Commerce and the Ministry of Roads and Urban Development, the minister outlined the government’s new policies aimed at reforming revenue mechanisms and expanding private sector participation in the transport sector.</p>
<p>The conference was held at the Raizen Conference Center on the eve of National Transport Day and was attended by senior officials from executive bodies, members of parliament, and representatives of private sector associations. In her address, Sadegh said that under current conditions, “the government has no choice but to reconcile with the private sector.”</p>
<p>She noted that in past decades—and even in recent years—governments were able to postpone decisions and defer opportunities with relative ease. “Today, however, we have reached a point where there is no ‘next opportunity,’” she said, adding that the long-standing barrier of distrust toward the private sector has begun to crack.</p>
<p>Referring to the nearly two-year lifespan of the 14th administration, the minister said several projects have already been implemented under public-private partnership (PPP) frameworks. She stressed that the Ministry of Roads and Urban Development is seriously pursuing this model of cooperation and considers it essential for the future of the country’s transport infrastructure.</p>
<p>Addressing reforms in tariffs and revenue mechanisms in the transport sector, Sadegh Malvajerd explained that under a parliamentary resolution, direct and mandatory price-setting in this sector had effectively been brought to an end. However, developments in other areas of the economy had prompted the Market Regulation Headquarters to intervene in transport tariff pricing as well.</p>
<p>“The ministry made every effort to remove transport pricing from the purview of the Market Regulation Headquarters,” she said. “We have consistently emphasized that the private sector must be able to determine how it will secure returns on its investments in transport.”</p>
<p>She added that at the most recent meeting of the Market Regulation Headquarters, it was approved that all matters related to transport services pricing would once again fall under the authority of the Ministry of Roads and Urban Development and the Supreme Transport Council, with the participation and input of the private sector.</p>
<p>Sadegh also pointed to reforms underway in the regulation of ports and maritime transport, an area traditionally characterized by complete state dominance. “We have begun making changes in this field as well,” she said, acknowledging that there is resistance along the way. “With the support of the private sector, we will overcome these challenges too.”</p>

<p>The minister highlighted the establishment of a Transport Fund, noting that it creates an opportunity to define and implement joint projects between the Tehran Chamber of Commerce and the Ministry of Roads and Urban Development. She described the fund as a practical mechanism to facilitate investment and improve financial sustainability in transport projects.</p>
<p>Turning to transport diplomacy, Sadegh Malvajerd said that the 14th administration has made serious efforts to expand dialogue with neighboring countries. She emphasized that transport serves as the driving force behind economic diplomacy and plays a central role in strengthening regional and international economic ties.</p>
<p>She announced that the government plans to complete the Chabahar–Zahedan railway line by the end of the current year. According to the minister, the project is not only vital for Iran but also holds significant importance for neighboring countries. “Through synergy and cooperation in this area, we can bring about a major transformation,” she said.</p>
<p>Sadegh further revealed that during negotiations with Turkmenistan and Russia, both countries agreed to route their transit cargo destined for open waters through Iran. She also said that a single-window customs system linking Iran, Azerbaijan, and Russia has entered the operational phase, a development expected to streamline transit procedures and enhance regional trade.</p>
<p>In another part of her speech, the minister stressed that Iran still enjoys a considerable level of social capital. Referring to the 12-day imposed war that occurred recently, she recalled that during this critical period, cooperation and synergy in transport and cargo transit exceeded even what was witnessed during the eight-year Iran–Iraq war.</p>
<p>“Despite the pressure and extraordinary circumstances, the transport and transit sectors demonstrated a remarkable level of coordination and resilience,” she said, underscoring the capacity of the country’s institutions and private actors to work together effectively in times of crisis.</p>
<p>In her concluding remarks, Sadegh said the government must listen carefully to existing obstacles, challenges, and proposed solutions—and act on them. “Government intervention in the economy must be minimized,” she said, adding that this approach is being pursued in earnest within the Ministry of Roads and Urban Development.</p>
<p>She reiterated that reducing state interference and empowering the private sector are not merely policy choices but necessities dictated by current economic realities. According to the minister, the success of Iran’s transport sector—and by extension its broader economic development—depends on building trust with private investors, ensuring regulatory stability, and adopting a governance model based on partnership rather than control.</p>

										<content:encoded><![CDATA[<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>Head of Iran Chamber of Commerce, Industry, Mine and Agriculture (ICCIMA) Gholam-Hossein Shafei in meeting with Kazakhstan’s Vice-Minister of Trade and Integration Mr. Kairat Torebayev called for resolving the problem of refrigerated transport which affects the trade between the two countries.</p>
<p>On the sidelines of Iran-Kazakhstan Business Forum in Tehran, Shafei met with Torebayev and during the meeting both sides explored ways to remove hurdles for broadening trade ties.</p>
<p>Shafei said that although Kazakhstan is considered as a good market for Iran’s agro products, it faces the problem of refrigerated transport that both countries are struggling which should be resolved soon.</p>
<p>He also emphasized special position of Kazakhstan as a trade partner for Iran and said that the presence of both countries in Eurasia and Shanghai Cooperation Organization have opened new horizons for broadening economic relations that the private sectors of both countries should make most of it.</p>
<p>He then pointed to easing visa process and revoking visa for a two-week visit by both countries and termed it an action which is effective in enhancing trade cooperation and he expects in the near future both countries issue visas for longer times for their traders.</p>
<p>Shafei also said that attention to the rail, sea and transport infrastructures should be prioritized by both countries, adding that the most important problem for boosting bilateral trade between the two countries is the issue of transport. He reiterated that resolving this problem demands strong determination of their statesmen. He added that in the future transit between the two countries via connection of Kazakhstan to China and Iran’s access to the free waters and Southeast Asia can be brilliant provided that infrastructures are ready for taking advantage of this opportunity.</p>
<p>He then pointed to the requirements of Kazakhstan market to Iran’s fruits and vegetables, reiterating that Kazakhstan is a good market for Iranian agro products but there is problem in refrigerated transport and this should be resolved as soon as possible.</p>
<p>Then Kazakh Vice- Minister Torebayev, for his part, emphasized that his country seeks to improve its trade ties with Iran, adding that Iran is the main route of Kazakhstan for connecting to Turkey and the Middle East. He added that the goal behind the forum was to increase the amount of trade exchanges.</p>
<p>He went on to say that Kazakhstan is to broaden its cooperation with Iran especially in agro and fishery products. He then pointed to the problem of logistics between Iran and Kazakhstan and said that Kazakh truck drivers face problems when they passing Iran and if they can define a suitable insurance for the drivers of containers and transit, then they will achieve greater successes in broadening trade ties.</p>
<p>Torebayev added that he thinks in the near future the financial and banking problems between the two states will be resolved and soon both sides will see materialization of their $3b trade volume target.</p>

<p>TCCIMA Head Masoud Khansari and the Russian envoy, Alexey Dedov, also emphasized the expansion of economic relations between the two countries and the strengthening of the cooperation between the Russian Embassy and the Tehran Chamber to facilitate business relations between the private sector companies of Iran and Russia.</p>
<p>The Russian ambassador pointed out the history and forward-looking activity of the Tehran Chamber in the development of Iran&#8217;s trade relations with other countries, including Russia, and by stating that the level of trade relations between the two countries has reached more than 4 billion dollars, with a significant leap compared to last year, he mentioned the measures and economic policies of the Russian government in line with the expansion of relations with Iran, and in this regard, he announced the planning of the Russian government to create a sea corridor from the Russian port in the Baltic Sea to Bandar Abbas in the south of Iran.</p>
<p>Emphasizing the importance of expanding the economic relations between the enterprises of the two countries, the envoy stated that the cooperation and consensus of the Russian Embassy with the Tehran Chamber in the direction of advancing the relations between the private sectors of Iran and Russia and unraveling the existing obstacles and problems will develop in the coming period.</p>
<p>In this meeting, the TCCIMA head referred to the reception of 12 trade delegations from the Russian Federation in the Tehran Chamber in the last few months and the sending of various trade delegations to some provinces of Russia, and clarified that with the exchange of the trade delegations, the knowledge and awareness of the enterprises of the two countries from each other will increase, and in this way, the capacity of economic cooperation will be identified and exploited by enterprises.</p>
<p>Khansari, in this regard, announced the readiness of the TCCIMA to develop relations between this chamber and the Russian Embassy in Tehran and to use the tools and facilities of both sides with the aim of facilitating trade and economic relations between Iran and Russia and emphasized taking measures to launch the North-South Corridor and the proper use of existing capacities to facilitate the transit of goods between the two countries.</p>

<p>Iranian capital Tehran hosted a grand Iran-Russia business forum at Espinas Palace Hotel on November 15 in which the Iranian and Russian traders and officials exchanged views on the expansion of economic cooperation.</p>
<p>Organized by the Iran Chamber of Commerce, Industries, Mines and Agriculture (ICCIMA), the event was participated by the 120-member Russian delegation as well as businesspeople and officials from Iran.</p>
<p>Iran and Russia traded as much as $4.63 billion worth of commodities over the past Iranian calendar year (ended on March 20), according to an April report by the Islamic Republic of Iran Customs Administration (IRICA).</p>

										<content:encoded><![CDATA[<p class="summary">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Iranian government is planning to inaugurate numerous port development, maritime, and transport projects during the Ten-Day Dawn (February 1-11), which marks the 43rd anniversary of the Islamic Revolution, IRNA reported on Sunday.</p>
<p>As reported, the mentioned projects include 484 transport projects with a total investment of 60.42 trillion rials (about $214.6 million), 53 railway projects valued at 26.72 trillion rials (about $94.92 million), and 19 maritime and port development projects worth 6.8 trillion rials (about $24.15 million).</p>
<p>The transport projects include some airport development projects in Tehran, Khorasan Razavi, Sistan-Baluchestan, Lorestan, and Hormozgan provinces.</p>
<p>The Ministry of Transport and Urban Development is also set to inaugurate six meteorological projects worth 750 billion rials ($2.6 million) on the 43rd anniversary of the victory of the Islamic Revolution.</p>
<p>Also, the Islamic Republic of Iran Railways (known as RAI) has it on the agenda to put 53 new railway projects into operation across the country.</p>
<p>These projects include the development and modernization of the railway fleet, projects related to training and new technologies, improvement, and modernization of electrical signs and communication devices, as well as some projects related to safety and coping with natural hazards.</p>
<p>In the field of fleet development and modernization, five projects including the purchase, modernization, and reconstruction of 163 freight and passenger wagons and locomotives with a total value of 5.05 trillion rials (about $17.93 million) have been announced.</p>
<p>Furthermore, of the 19 projects scheduled to be inaugurated by the Ports and Maritime Organization (PMO), three projects are related to Imam Khomeini Port, one project is related to Sajafi Port, one project is going to be inaugurated at Choubdeh and Arvandkenar ports, one project is related to Abadan Port, one project will go operational at Khamir port.</p>
<p>According to TPO Deputy Head Mohammadreza Alahyar, two projects are also scheduled to be inaugurated at Shahid Rajaei Port, one project at Lengeh port, one project at Shahid Haghani port, one project at Sirik Port, one project at Genaveh Port, and another project at Bushehr Port.</p>
<p>Some projects are also set to be inaugurated at Chabahar and Anzali ports, he said.</p>

										<content:encoded><![CDATA[<p class="summary">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Iran’s Transport and Urban Development Minister Rostam Qasemi announced that the first step for the implementation of the one-million housing project will be taken by the next two weeks.</p>
<p>Addressing the press on the sidelines of the 21st International Exhibition of Building and Construction Industry (Iran Confair 2021), which he inaugurated at Tehran Permanent International Fairgrounds on Monday, the minister said that in the next two weeks, good news will be announced in terms of the government&#8217;s housing program, which is the practical step to start construction of the houses.</p>
<p>“We have no problem with the land issue, and this strategic move by the Ministry of Transport and Urban Development to establish a land bank is envisaged in a two-month plan that provides a large portion of the land for our four-year goals in the housing sector”, he explained.</p>
<p>It is while last week, the deputy head of Tehran Chamber of Commerce, Industries, Mines and Agriculture (TCCIMA) had said that the lack of infrastructure makes the one-million housing project a challenge.</p>
<p>Mohammad Atabak believes that from the point of view of providing the required materials, the implementation of the annual construction plan of one million houses is possible and feasible, but the lack of infrastructure such as water, electricity and gas is likely to pose a serious challenge to this project.</p>
<p>The production of constructional materials can certainly meet the need for the construction of this number of houses per year, but not in a situation when power outages have taken the breath away of cement and steel factories, he noted.</p>

<p>The deputy speaker of the parliament has recently said that by using the land, facilities and the capacity of the private sector, it is possible to build one million housing units in the country.</p>
<p>Speaking in a TV interview on August 29, Ali Nikzad referred to the plan for surge in housing construction, and said that the MPs presented the plan to the parliament, which became law yesterday.</p>
<p>He continued by pointing out that this plan is very progressive; in this plan, the issue of land and the transfer of government lands to the Ministry of Transport and Urban Development was accelerated.</p>
<p>Also, the deputy Head of Iran’s Mass Construction Association Iraj Rahbar has recently said the country’s contractors are capable of constructing one million housing units a year if the necessary funding and land is provided.</p>
<p>Mentioning a plan for the construction of one million affordable housing units per year by the new government, Rahbar said: “Allocating land and financing are two important factors for the successful implementation of any housing project, and if these two are provided, building one million housing units per year will be easily possible.”</p>
<p>The official noted that over the last three years, many efforts have been made to allocate the needed land for housing projects including the National Housing Action Plan to the Ministry of Transport and Urban Development, but the land has not been provided as needed.</p>
<p>Rahbar further stressed that there are different ways to attract financial resources for housing construction projects including the use of private sector potentials.</p>
<p>In early August, Mahmoud Mahmoudzadeh, deputy transport, and urban development minister announced that planning has been made and preparations have been done to start constructing 1.3 million affordable housing units across the country.</p>
<p>Mahmoudzadeh said the required regulations have been prepared and facilities have been created to provide land for the mentioned housing units by the next government.</p>
<p>“With the measures taken, the conditions are more favorable for the new government to begin the work,” he noted.</p>
<p>Started in winter 2018, the National Housing Action Plan aims to construct 400,000 small and medium-size apartments (70-100 square meters in size) across the country and particularly in Tehran, where housing prices have risen most sharply.</p>
<p>Nearly half of the total number of the said houses will be constructed in Tehran’s suburban “new towns” such as Parand and Pardis, respectively located in the west and east of the city.</p>
<p>Back in March, former Transport Minister Mohammad Eslami had announced that 510,000 residential units will be provided for the applicants under the framework of the National Housing Action Plan during the current year.</p>
<p>In early September 2019, the registration of the National Housing Action Plan was started from Kerman Province. The second round of registration began in ten other provinces in November that year.</p>
<p>Applicants in Sistan-Baluchestan, Qom, North Khorasan and South Khorasan provinces registered first and those from Kordestan, Kohgiluyeh-Boyerahmad, and Golestan came in the second stage, while from Chaharmahal-Bakhtiari, Hamedan, and Yazd provinces came in the third stage.</p>

										<content:encoded><![CDATA[<p><strong>Key Priorities of Uzbekistan for the Comprehensive Development of Transport Corridors in Central Asia</strong></p>
<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – According to official data, at the end of 2019, Uzbekistan&#8217;s foreign trade turnover amounted to US$42.2 billion. However, amid the pandemic crisis in 2020, this figure decreased by 13.1% (compared to 2019) &#8211; to US$36 billion, At the same time, according to ADB forecasts, in 2021 GDP growth will amount to 5.8%, as reforms will stimulate growth in agriculture, industry and services.</p>
<p>The measures being implemented in Uzbekistan to modernize the economy, provide comprehensive support and stimulate exports, and ensure sustainable growth in its volumes require the development of additional measures to create favorable conditions for further diversification of foreign trade routes, the formation of alternative most efficient transit corridors that provide the country&#8217;s export products to promising international markets.</p>
<p>According to experts from the international company Boston Consulting Group, Uzbekistan occupies a strategic location in Central Asia and has a developed transport infrastructure. In their opinion, in the next ten years, the investment potential of Uzbekistan will amount to US$65 billion, of which up to US$20 billion will be spent on non-resource industries.</p>
<p>In 2020, the volume of international transportation of goods of the Republic of Uzbekistan has already amounted to 47.1 million tons, of which: export &#8211; 13.3 million tons (+ 17.2%), import &#8211; 24.7 million tons (+3 , 1%), transit &#8211; 9.1 million tons (+ 15.3%)</p>
<p>In order to increase the transport and logistics potential of the country, the institutional framework and the regulatory framework for this industry are being strengthened. In particular, by the Decree of the Head of Uzbekistan dated February 1, 2019, the Ministry of Transport was created, which is defined as a government body for the development and implementation of a unified state policy in the development of road, rail, air, river transport, metro, and road facilities.</p>
<p>As part of the implementation of the &#8220;Comprehensive program for improving transport infrastructure and diversifying foreign trade routes for the transportation of goods for 2018-2022&#8221; systematic work is being carried out to develop new transport and transit corridors and a network of logistics centers, expand the fleet of vehicles and aircraft, create conditions for efficient transportation and handling of goods in Uzbekistan in neighboring countries.</p>
<p>In addition, the &#8220;Strategy for the development of the transport system of the Republic of Uzbekistan until 2035&#8221; is currently being developed, which envisages the creation of conditions for the growth of volumes and quality of passenger and freight traffic, improvement of the transport sector management system, as well as the introduction of fundamentally new approaches to training, retraining and advanced training of workers in the transport system.</p>
<p>Decree of the President of the Republic of Uzbekistan No.UP-5647 of February 1, 2019 &#8220;On measures to radically improve the system of public administration in the field of transport&#8221; stipulates the development of a draft Law of the Republic of Uzbekistan &#8220;On Transport&#8221; transport into a single transport network and the use of efficient transport and logistics systems.</p>
<p>It is also important to note the entry into force from April this year for Uzbekistan, a special system of preferences of the European Union for sustainable development and good governance (GSP +), where our republic was accepted as a beneficiary country. It offers additional opportunities to increase trade between the EU and Uzbekistan, as tariffs on a number of important export goods such as textiles, clothing and plastic products will be removed. In addition, within the framework of GSP +, the country can import more than 6.2 thousand goods without duties. This will give a powerful impetus to attract investors, primarily from the EU countries, to the implementation of promising projects in Uzbekistan, as well as form a solid basis for diversification and accelerated development of trade and economic relations between Uzbekistan and the EU countries.</p>
<p>In these conditions, the development of transport corridors in Central Asia, capable of connecting transport corridors passing along the North-South and West-East routes, is of particular importance.</p>
<p>However, the region still retains factors that negatively affect the development of transport communications. According to the experts of the international company Boston Consulting Group, despite the fact that Central Asia is a region with great transit potential in the global transport system, the problems observed in the interaction of the countries of the region in using existing communications hinder the effective use of these opportunities. Most of the problems arise from the lack of a common strategy among the countries of the region. In addition, such problems as the transport isolation of the region, non-diversified transport routes, as well as the unstable situation in Afghanistan remain relevant.</p>
<p>World Bank experts note that the countries of Central Asia have not yet realized the huge potential of domestic and foreign trade. This requires an integrated approach to improve transport connectivity within and between the countries of the region, which will contribute to an increase in the GDP of the countries of the region by 15%.</p>
<p>At the same time, in the absence of direct access of the countries of the region to seaports, according to experts, more than 90% of freight traffic in intercontinental trade between Asia and Europe is carried out by sea. This imposes an additional cost on the starting price of the exported and imported goods.</p>
<p>According to UN Secretary General A. Guterres, the products of countries far from the sea are practically not represented on international trade markets. These countries account for less than 1% of world exports. According to UNCTAD, for Central Asian countries, transport costs in many cases reach 60% of the value of imported goods.</p>
<p>According to the estimates of the Institute of Central Asia and the Caucasus at the J. Hopkins University, transport isolation seriously hinders the economic growth of the Central Asian countries. This contributes to the development lag behind the maritime states by 20%. At the same time, the volume of GDP in terms of purchasing power parity is reduced to 57%. The main losses are incurred by Uzbekistan, which must overcome the territory of the two states to enter world markets.</p>
<p>At the same time, more than 23 million containers are transported annually to China, Southeast Asia and Europe. However, only 1% of them are transported by rail, 99% by sea.</p>
<p>All this requires the consolidation of efforts in this direction with the participation of the countries of the region and international organizations. It is important to emphasize that a strong guarantee of sustainable development and prosperity in Central Asia is the desire for cooperation and the responsibility of all countries in the region for a common future. Practical confirmation of this is the concrete political and diplomatic steps taken by Uzbekistan over the past 4 years in key areas of cooperation, primarily in the transport and communication sphere.</p>
<p>Today in Central Asia, strengthening cooperation in the transport sector acts as an important tool for the development of social and economic relations, contributes to the free movement of goods and services, as well as improving the conditions and quality of life of the population.</p>
<p>Currently, transport projects, which are the driver of economic prosperity for the entire region, are being successfully implemented in a trusting and friendly atmosphere.</p>
<p>As you know, the President of Uzbekistan Sh.Mirziyoyev identified the main priorities of Uzbekistan in the development of transport corridors in Central Asia: first, the implementation of transport and communication projects that allow connecting Central Asia with the largest seaports and world markets; secondly, the formation of a trans-Afghan corridor with access to South Asia, as well as the construction of the China-Kyrgyzstan-Uzbekistan railway line; third, further development of transit potential and increase in the transport component in the national economy.</p>
<p>Already today, Uzbekistan has managed to take practical measures to reach agreements with neighboring countries on the implementation of new infrastructure projects. In particular, in recent years, road, aviation and rail links with Afghanistan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan have been actively developing.</p>
<p>Uzbekistan and Tajikistan resumed air traffic, restored the Galaba-Amuzang-Khoshady railway. The operation of eight automobile and one railway checkpoints has been restored. The commissioning of the restored section of the Uzbek-Tajik interstate railway line Amuzang-Khoshady can play an important role in the development of transit traffic, as well as create additional opportunities for Tajikistan to enter Turkmenistan and Afghanistan.</p>
<p>Uzbekistan and Turkmenistan have built the Turkmenabad-Farab railway and road bridges, which are important corridors of the Uzbekistan-Turkmenistan-Iran-Oman transport and transit route. This transport corridor has expanded due to the joining of Kazakhstan and India, giving the countries of the region access to the Indian Ocean. The corridor is designed to connect Central Asia with Iranian ports in the Persian and Oman Gulfs.</p>
<p>Uzbekistan and Kazakhstan have launched bus routes, high-speed rail links.</p>

<p>The implementation of the outlined priority tasks in these strategic documents in the future will provide significant assistance in improving the regulatory framework for cooperation in the field of transport, increasing the efficiency of implementing the transit potential of the CIS member states, developing international transport corridors in the CIS space, increasing the efficiency of the agreed tariff policy in the field of international railway transportation and the implementation of a coordinated policy in the field of transport security, as well as solving problematic issues in this area.</p>
<p>Important initiatives of Uzbekistan are also being raised within the framework of the SCO. Uzbekistan views the SCO as a promising platform for building up cooperation in the field of transport and logistics. More than 13 million km of highways (about 20% of all world highways) and about 250 thousand km of railways have already been laid in the SCO region, which contribute to the development of regional transport connectivity.</p>
<p>The huge transit potential of Central Asia is evidenced by the fact that in 2019 China imported goods worth more than 2 trillion. dollars, and from the SCO countries &#8211; only US$100 billion. At the same time, Chinese President Xi Jinping says that in 15 years China will import US$30 trillion. It should be noted that the distance of transportation of goods from China to Europe through Central Asia is 2 times shorter than by sea, and 2.5 times shorter than along the transport corridor through Russia.</p>
<p>It should be noted that today there are 61 railway routes in the Europe &#8211; China direction, and 84 routes from China to Europe. More than 85% of transit containers pass through Kazakhstan, while traffic volumes through Russia and Mongolia are declining. Another growing route of transit is from China through the Kazakh Saryagash to the countries of Central Asia and Afghanistan. In the context of the coronavirus pandemic, in the first nine months of 2020, container shipments along the China-Europe route amounted to 388 thousand units (an increase of 61% compared to the same period in 2019).</p>
<p>To expand mutually beneficial trade between the SCO member states, create new and improve existing transport and logistics infrastructures in the name of the common interests of the SCO member states, President of Uzbekistan Sh.Mirziyoyev, in his speeches at the meetings of the Council of Heads of SCO member states, put forward a number of initiatives aimed at consolidation of efforts of the SCO members in the transport sector.</p>
<p>At a meeting of the Council of Heads of SCO Member States (Qingdao, China, on June 10, 2018), it was proposed to consider the possibility of establishing an International Transport and Logistics Association of the SCO. In addition, the Qingdao Declaration of the Council of Heads of SCO Member States (June 10, 2018) supported the holding of the first meeting of the heads of railway administrations of the SCO member states in Uzbekistan. At a meeting of the Council of Heads of SCO Member States in Bishkek (June, 2019), the President of Uzbekistan proposed to develop a SCO Cooperation Strategy to develop interconnectedness, effective economic and transport corridors.</p>
<p>The initiatives and proposals of the Head of Uzbekistan find wide support among the SCO member states. A striking example is the approval, during a meeting of the Council of Heads of Government of the SCO States in Tashkent in November 2019, of the Concept of Interaction between Railway Administrations of the SCO Member States, developed at the initiative of Sh.Mirziyoyev.</p>
<p>It is also important to note that Uzbekistan considers cooperation with the Caspian states as one of the priority directions of its foreign policy strategy and is interested in giving new dynamics to multilateral relations. Using the transit potential of the Baku-Tbilisi-Kars railway will allow the Central Asian countries to diversify transport directions. This project will play a key role in establishing regular transportation of goods from Turkey and Europe to the countries of Central Asia and China.</p>
<p>In general, the formation of an extensive transport and communication system in Central Asia will fully realize the transport and transit potential of the region and will have a multiplier effect for the sustainable development of Central Asia.</p>
<p>In this regard, the practical implementation of the initiatives of the President of the Republic of Uzbekistan, put forward at global and regional forums, in particular within the framework of the UN, SCO, and CIS, is acquiring special relevance. The initiatives of the Government of Uzbekistan voiced at the international conference &#8220;Central Asia in the system of international transport corridors: strategic prospects and unrealized opportunities&#8221; in Tashkent in 2018 are also in demand. In particular, on the development of a Strategy for the development of regional transport corridors in Central Asia, the adoption on its basis the regional Program for the sustainable development of the transport system of Central Asia and the formation of the Regional Council for transport communications of the countries of Central Asia, which will become a coordinating structure in solving the problems of the transport and logistics sector.</p>
<p>The practical and systematic implementation of these initiatives will make a great contribution to the formation of a common transport space in Central Asia, as well as increase the competitiveness of international transport corridors passing through the territories of the states of the region.</p>

<p>Head of Iran&#8217;s Trade Promotion Organization (TPO) Mojtaba Khosrotaj made the remarks in a meeting with Mongolia’s Deputy Foreign Minister Mrs. B. Battsetseg, which took place in Tehran on Sep. 4, according to the website of Iran&#8217;s Trade Promotion Organization (TPO).</p>
<p>Mrs. B. Battsetseg visited Tehran on September 4 and held talks with Iranian officials. She met with Iranian Foreign Minister Mohammad Javad Zarif and discussed expanding bilateral ties between Iran and Mongolia in various fields.</p>
<p>During the visit, she also met with TPO head Mojtaba Khosrotaj, during which the Iranian side said logistics and transportation were two main factors hindering expansion of trade relations between the two countries, stressing the need for finding ways to boost trade transactions.</p>
<p>According to Khosrotaj, the Mongolian president is expected to travel to Tehran later this year to attend the Asia Cooperation Dialogue forum.</p>
<p>He said the forum will provide a good ground for expansion of bilateral trade between Iran and Mongolia.</p>
<p>He also stressed that visa waiver, reducing customs duties and establishing banking relations would act as incentives for Iranian businesses to have a more active presence in Mongolia&#8217;s market.</p>

<p>This year not unlike other summers over the past few years those residing the overcrowded capital of Iran inhaled unhealthy levels of ozone. Tropospheric, or ground level ozone, is not emitted directly into the air, but is created by chemical reactions between oxides of nitrogen (NOx) and volatile organic compounds (VOC).</p>
<p>This happens when pollutants emitted by cars, power plants, industrial boilers, refineries, chemical plants, and other sources chemically react in the presence of sunlight.</p>
<p>Breathing ozone can trigger a variety of health problems such as chest pain, coughing, throat irritation, and airway inflammation. It also can reduce lung function and harm lung tissue. Ozone can worsen bronchitis, emphysema, and asthma.</p>
<p>And now, with the autumn approaching citizens are fully aware of the fact that unhealthier level of pollutants are just lying in wait, and would hit the city so hard that it gets much harder to breathe.</p>
<p>For Tehrani citizens, inversion is not just a scientific term, it’s synonymous with cold, dry and still weather of autumn and winter days and the city being blanketed with thick smog.</p>
<p>Under most circumstances, the temperature of the atmosphere decreases with height, meaning it gets colder the higher you go. However, a temperature inversion occurs when the atmosphere actually becomes warmer as altitude increases. This typically occurs within a defined layer of the atmosphere. Temperature inversions, when they occur, have a major impact on air pollution and air quality.</p>
<p><strong>What is being done?</strong></p>
<p>Mohsen Pourseyyed Aqaei, deputy mayor of Tehran for traffic and transport affairs, said on Sunday that over the next two weeks Tehraners will be able to use bikes in the city to beat air pollution, Fars news agency reported.</p>
<p>In August, it was announced that an Iranian startup set out to provide a system based on Internet of Things (IoT) for its bike sharing service in Tehran in coming months. Using an application very similar to that of ride-hailing apps citizens can find the nearest bikes to them and by paying a small fee they can cycle in different parts of the city and leave the bike wherever they wish for the next user.</p>
<p>But since other schemes designed to promote cycling in the city proved to be ineffective due to lack of necessary infrastructure, most importantly safe bike lanes, the new bike sharing scheme future seems to be uncertain for now.</p>
<p>Could a cycling culture mitigate chronic air pollution in the city? As Pourseyyed Aqaei said, transport is responsible for 70 per cent of emissions in the capital. Maybe replacing the cars with bikes could be one of the key opportunities for improving the situation.</p>
<p>The additional health benefits associated with getting people out of cars and on to bikes are well established which could make cycling a win-win strategy for tackling this issue. What encourage the citizens to use bikes instead of private cars is to ensure them that they can safely ride on the bikes and get to their work place, school, university, appointments, etc. timely and this entails infrastructure improvement.</p>
<p><strong>Money, money, and money again </strong></p>
<p>As much important as creating a culture where people prefer to use public transport and cycling to using private cars is, budgeting the right schemes to renovate old and scanty transport system is a must.</p>
<p>Pourseyyed Aqaei explained that in order to implement a 4-year plan to address Tehran persistent air pollution government should allocate some $2 billion, which seems unlikely considering the current economic hardships the country is facing.</p>
<p>Tehran’s governor general Mohammad Hossein Moqimi also said on Sunday that some 5,000 new buses should be added to Tehran transport fleet, otherwise air pollution will not be tackled effectively.</p>
<p>A study by World Health Organization published in 2016 asserts that Tehran is one of the most air polluted cities in the world. Tehran is ranked 12th among 26 megacities in terms of ambient PM10 levels.</p>
<p>But while cars are the most abundant in the city, heavy-duty vehicles including buses and trucks the most polluting ones contributing to 85 percent of the air pollution in the city.</p>
<p>There are numerous factors leading to air pollution in the megacities and it sure is not possible to address them all at once, but what’s at stake is the health of citizens, most importantly the children and sensitive groups.</p>
<p>It is important to take TIMELY, fitting measures before it’s too late.</p>

<p>The Civil Aviation Organization of Islamic Republic of Iran (CAOIRI) announced that an air transportation agreement was signed by Iraq’s Transport Minister Kazem Finjan and Iranian Deputy Road Minister and the Head of CAOIRI Ali Abedzadeh on Saturday.</p>
<p>The pact paves the way for legal requirements of transportation cooperation, expansion of cooperation, and the increase of chartered flights between the two countries.</p>
<p>According to the same source, every week more than 100 flights are conducted between Iranian cities and Iraqi cities of Baghdad and Najaf by Iranian companies.</p>
<p>Annually, more than two million Iranian pilgrims travel to Iraq at the time of Arbaeen march and Iranian officials of rail, air, and road sections are responsible to ease the travel for Iranian pilgrims of Arbaeen season.</p>
