The second round of negotiations between the Islamic Republic of Iran and Ukraine about the Ukrainian plane crash began in Tehran on Monday.

The meeting was co-chaired by Iran’s Deputy Foreign Minister for International and Legal Affairs Mohsen Baharvand, who heads the Iranian delegation, and by Deputy Foreign Minister of Ukraine Yevgheniy Yenin, head of the Ukrainian delegation.

The participants started Monday’s negotiations with a minute’s silence to honor the victims of the plane crash.

In the gathering, the head of the Iranian delegation expressed sympathy with the families of victims of the plane crash, saying, “The Ukrainian plane was shot due to human error, and the Islamic Republic of Iran will try to assure the Ukrainian side of this as well.”

“The Islamic Republic of Iran’s stance is based upon transparency, as it has nothing to hide about this incident and is ready to genuinely inform the Ukrainian people and delegation about details of the incident,” Baharvand stated.

Iran and Ukraine are two friends that have sadly experienced such an incident, he said, adding that the two countries should now reach an agreement at the negotiating table.

Baharvand also reaffirmed the Islamic Republic of Iran’s determination to take punitive action and punish those at fault, ensure justice, and pay compensation to the families of victims.

For his part, the Ukrainian deputy foreign minister commended Iran for its warm welcome despite the outbreak of the coronavirus pandemic, hailed as positive the first round of negotiations in Kiev, and praised Iran for its cooperation and efforts to ensure justice.

The expert negotiations between Iran and Ukraine about the plane crash will go on for two days.

The Kiev-bound UIA Boeing 737 crashed shortly after taking off from Tehran on January 8, killing all 176 people on board, mostly Iranian and Canadian citizens.

Iran said the plane was hit by an anti-aircraft missile due to human error.

Iranian Foreign Minister’s Senior Assistant for Special Political Affairs Ali Asghar Khaji and Pedersen further stressed the need for continuation of constitutional committee’s activities to achieve a final solution to the Syrian crisis, IRNA reported.

They underlined reaching a final solution to the Syrian crisis within the framework of respecting Syrian national sovereignty and territorial integrity.

Pederson had exchanged views on issues related to Syria’s Constitutional Committee, situation in Idlib, and the humanitarian conditions in the war-torn Arab country in another telephone conversation with Khaji earlier this month.

During their first conversation, the two sides reiterated their supports for the promotion of political trend and continuation of the work by the Syrian Constitutional Committee to put an end to the Syrian crisis.

Given the difficult humanitarian conditions, especially during the coronavirus outbreak, Pederson and Khaji called for help by the international community for the Syrian people.

Khaji underlined the need for the implementation of Idlib agreements in line with tranquility and preventing the re-emergence of the tensions.

TEHRAN (Iran News) – Iran’s Foreign Ministry spokesperson ruled out the possibility of negotiations with the US after the foreign minister of Russia expressed readiness to help Tehran and Washington hold talks.

Speaking at a weekly press conference on Monday, Saeed Khatibzadeh reacted to the Russia foreign minister’s offer to mediate between Iran and the US, saying, “We have no doubts about the intention of our friends and cooperative parties in Russia, but what is doubtful is the US intentions.”

“The course of our policies on the US has not changed,” the spokesman underlined.

“The United States has no shame to say that it is after a nation’s hunger,” he deplored.

In recent remarks at the Moscow State Institute of International Relations, Lavrov said Moscow was ready to hold talks with both sides to pave the way for direct negotiations between Iran and the United States, but only if both sides are interested.

“We believe that it is better to raise differences and issues directly and receive direct answers,” the Russian foreign minister said.

He also pointed to the US’ attempt to trigger the snapback mechanism of the JCPOA to reinstate the UN sanctions on Iran, saying that the attempts are doomed to failure.

Lavrov said Washington has lost all its rights by withdrawing from the 2015 Iran nuclear deal.

“Lavrov and Zarif will hold negotiations on Tuesday in Moscow,” Zakharova told reporters on Tuesday, Sputnik news reported.

On June 16, the two ministers addressed a joint press conference in the Russian capital slamming the administration of US President Donald Trump for withdrawing from international treaties and organizations.

Since entering the Oval Office in 2016, Trump has abandoned many international pacts and treaties that previous administrations had authorized.

In May 2018, Trump took an illegal and unilateral decision to end Washington’s participation in the Iran deal and re-impose the sanctions that the agreement had lifted, in defiance of the fact that the accord has been endorsed by UN Security Council Resolution 2231.

Under Washington’s pressure, the three European signatories to the JCPOA have so far failed to fulfill their contractual obligation to protect Tehran’s business interests against the sanctions.

TEHRAN (Iran News) – Iranian President Hassan Rouhani said Tehran would be prepared for talks with US as soon as they return to the JCPOA, complies with the UN regulations, apologize to Iranians, and make up for the damages they have caused to Iran.

Addressing a cabinet session on Wednesday, Rouhani said the White House keeps talking about readiness for talks with Iran and advises Tehran not to wait for the result of the US presidential election.

“We are not awaiting anything,” the president underlined, saying Tehran is always prepared for negotiations provided that the US observes the UN law and regulations, returns to the 2015 nuclear deal, and declares that the White House and the Congress are determined to make up for their mistakes.

“This is not something that we say we will make a decision about later. Our decision is clear,” the president said, urging the US to abide by the law, apologize to Iran, and pay compensation for the damages it has caused to the Iranian nation.

“They (Americans) created problems themselves. They were the ones who smashed the negotiating table and did injustice to the Iranian nation,” he said, adding that the US’ groundless talk of negotiations with Iran is a mere rhetoric ahead of the US election.

Iranian officials have repeatedly rejected the idea of direct negotiations with the US, stressing that Washington must first resume honoring its commitments under the Joint Comprehensive Plan of Action (JCPOA) and lift the sanctions on Tehran.

Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei has ruled out the notion that settlement of Iran’s problems hinges on rapprochement with the US.

Negotiation with the US will by no means solve Iran’s woes as Washington’s main objective is to hinder Iran’s progress, American officials are liar and deceitful, and, moreover, the US itself is plagued with crises, Imam Khamenei said in 2016.

TEHRAN (Iran News) – A military aide to the Leader of the Islamic Revolution of Iran has said there would be no talks with the United States as Donald Trump is not a president but a “criminal”.

“Any move in the Persian Gulf waters by the US will receive Iran’s all-out response,” said Brigadier General Hossein Dehqan in a recent interview with the Arab news network, Aljazeera, Mehr News Agency reported.

Leader military aid, also the former defense minister of Iran, ruled out the possibility of talks over Iran’s missile program with Trump, adding that Iran will continue its regional policies.

Trump ignited tensions with Iran after taking office by pulling the US out of the nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). He re-imposed harsh unilateral sanctions against Iran with the hope of reaching a new deal with Tehran. Iran has stressed there would be no new round of talks with the US unless the latter returns to the JCPOA and honor its commitments under the nuclear deal.

Dehqan also told Aljazeera that Iran is ready for unconditional talks with Saudi Arabia.

He said the Saudi government should admit its defeat in its war against Yemen war and adopt a new policy.

The war on Yemen, he continued, is a futile adventure and the Saudi government should be held accountable for the consequences.

A Saudi-led war on Yemen has caused what the United Nations describes as the world’s largest humanitarian crisis.

TEHRAN (Iran News) – Top diplomats from China and the US are set to meet in Hawaii, a source said, as the two sides seek to ease soaring tensions that have pushed their relationship to its lowest point in decades.

The Chinese side is expected to be led by Yang Jiechi, a state councilor and member of the Communist Party Politburo, while Secretary of State Mike Pompeo will head the US team, the person said on condition of anonymity, the South China Morning Post reported.

The exact details and date of the meeting had yet to be decided, the source said.

Political media firm POLITICO reported on Saturday that Pompeo was planning a trip to Hawaii to meet Chinese government officials, though the arrangements had yet to be finalized.

The report, which cited two unnamed sources, did not specify which officials Pompeo would meet.

Should the meeting go ahead it would be the first involving top officials from the two sides since their relationship was hit by fresh pressures over the Covid-19 pandemic, Hong Kong, the protests linked to the killing of George Floyd, and their mutual military activity in the Taiwan Strait and South China Sea.

The last high-level face-to-face meeting was on January 15 in Washington when Chinese Vice-Premier Liu He and US President Donald Trump signed a phase one trade deal, although Chinese President Xi Jinping and Trump have spoken twice over the telephone, on February 7 and March 27.

China-US tensions have been rising steadily in recent weeks. In early June, Trump threatened to revoke Hong Kong’s special status after China’s National People’s Congress endorsed a resolution to enact a national security law in the city, a move critics said would curtail its autonomy.

Beijing hit back by accusing Washington of meddling in its internal affairs.

The Trump administration has also lambasted Beijing for allowing the coronavirus to become a pandemic, which has so far killed more than 425,000 people around the world, though Beijing has accused Washington of trying to pass the buck to hide its own failings in dealing with Covid-19 in the US.

China’s state media has directly attacked Pompeo, describing him as the worst US secretary of state ever, while he has hit back by accusing Beijing of politicizing the Black Lives Matter protests.

Observers from both sides have appealed for calm from Beijing and Washington, with Chinese analysts saying the efforts of “Wolf Warrior” diplomats to defend Beijing had backfired and more effort was needed to avoid a total breakdown in China-US relations.

China is facing a hostile international environment as a result of the Covid-19 pandemic, with many nations criticizing Beijing’s initial handling of the health crisis and trying to cover it up.

In his annual press conference last month, Chinese Premier Li Keqiang said Beijing and Washington should find ways to work together, and that decoupling would only do harm to both sides.

TEHRAN (Iran News) – The Taliban claimed a deadly attack on an Afghan intelligence agency post-Monday, even as they urged the new power-sharing government to accelerate a prisoner swap to pave the way for talks.

At least seven intelligence personnel were killed by a car bomb in the eastern province of Ghazni, Wahidullah Jumazada, spokesman for the province’s governor told AFP.

“The terrorists have used a humvee in their attack. They have targeted the National Directorate of Security unit in Ghazni city,” he said, adding that 40 people were wounded.

The interior ministry in Kabul and a health official in Ghazni also confirmed the car bomb.

Taliban spokesman Zabihullah Mujahid said on Twitter that its members had carried out the attack.

The bombing comes a day after President Ashraf Ghani and his rival Abdullah Abdullah signed a new power-sharing accord in Kabul, ending their bitter months-long feud.

The agreement overcomes one of the hurdles to negotiations with the Taliban, which warned Monday that talks cannot open until a piecemeal prisoner swap is completed.

“That which is taking place in Kabul is only a repetition of the past failed experiences,” Suhail Shaheen, a Taliban spokesman, said on Twitter in what was the group’s first reaction to the Ghani-Abdullah deal.

“Afghan sides should focus on the real and sincere solution to the issue… The prisoners’ release process should be completed and the intra-Afghan negotiations should start.”

Last week Ghani ordered security forces to switch to an “offensive” position against the Taliban after two deadly attacks killed dozens of people.

A daylight raid on a Kabul hospital left at least 24 people dead, including mothers and infants.

That attack, which triggered international outrage, was followed by a suicide bombing at a funeral that killed at least 32 mourners.

The Taliban denied involvement in either attack, although Ghani blamed the militants and the ISIL or ISIS group.

Following Ghani’s order, the Taliban warned it would increase attacks against Afghan security forces.

Afghanistan has seen a rise in insurgent attacks since the Taliban signed an agreement with the US meant to pave the way for talks between the government and militants.

The United States, willing to end its involvement in what has become its longest war, expressed hope that those talks could now move forward following the government’s political breakthrough.

The new power-sharing deal stipulates that Abdullah will lead the peace process and will fill 50 percent of the new cabinet positions.

Secretary of State Mike Pompeo told Ghani and Abdullah “that the priority for the United States remains a political settlement to end the conflict”, his spokeswoman said in a statement.

TEHRAN (Iran News) – President Hassan Rouhani said on Wednesday Iran will overcome US sanctions by either bypassing them or through negotiations, and it will not cross its red lines in any talks.

“The government is determined to defeat (the enemy) by bypassing America’s sanctions…or through various means including talks, but we will not cross our red lines,” Rouhani said, according to Reuters.

“Undoubtedly, decrease in government’s revenues, problems created on the path of banking relations and export of oil and goods, have impacts on the people’s life, so the people should know that as long as the cruel sanctions exist, such problems will exist too and we should try to overcome them,” President Rouhani said, according to the president’s official website.

Tensions have soared between Tehran and Washington since May last year when President Donald Trump pulled the United States out of Iran’s 2015 nuclear deal with six powers and reimposed sanctions on Tehran as part of a “maximum pressure” campaign aimed at forcing it to renegotiate a new deal.

Iran has rejected negotiating a new deal with the Trump administration, saying talks are only possible if Washington returns to the nuclear pact, known as the Joint Comprehensive Plan of Action (JCPOA), and lifts sanctions.

Iran and the five permanent members of the United Nations Security Council – the US, France, Britain, Russia, and China – plus Germany signed the JCPOA on July 14, 2015, and started implementing it on January 16, 2016.

Under the deal, Iran undertook to put limits on its nuclear program in exchange for the removal of nuclear-related sanctions.

Since May 2019, Iran has rowed back on its nuclear commitments four times in compliance with articles 26 and 36 of the JCPOA.

In a rare act of cooperation between Tehran and Washington, Iran and the United States each freed a prisoner on Saturday.

Washington said it was hopeful that the prisoner swap would lead to the release of other Americans held in Iran and that it was a sign Tehran was willing to discuss other issues.

Iranian Foreign Minister Mohammad Javad Zarif also has said Tehran was “fully ready” for a comprehensive prisoner exchange with the US.

Iran released Xiyue Wang, a US citizen who had been held for three years on spying charges, while the United States freed Iranian scientist Massoud Soleimani, who had faced charges of violating US sanctions against Tehran.

Iran said on Monday there were about 20 Iranians jailed in the United States in cases linked to sanctions violations.
