Iran and Tajikistan Strengthen Ties Toward a Sustainable Future

TEHRAN (Iran News) During the Dushanbe International Investment Forum on Tuesday, Iran’s Minister of Economic Affairs and Finance, Seyed Ali Madani-Zadeh, highlighted the growing momentum in bilateral relations. “It is an honor to participate in this gathering in the beautiful city of Dushanbe,” he said, thanking the Tajik government and President Emomali Rahmon for their warm hospitality.

Madani-Zadeh described the conference’s theme, “Green Investment: Today’s Opportunity for Tomorrow’s Sustainable Development,” as a bridge for exchanging ideas and building a more prosperous regional future. He noted that the recent meeting between Presidents Rahmon and Masoud Pezeshkian of Iran marked a turning point, with the signing of 23 cooperation agreements worth nearly $500 million, signaling a strong commitment to deepening economic ties.

According to the minister, the two nations aim to boost annual trade beyond $500 million, supported by agreements in transportation, customs, fisheries, mining, and agriculture. He said Tajikistan’s vast potential in renewable energy, mining, and water resources makes it a reliable destination for investors.

Despite economic sanctions, Madani-Zadeh emphasized that Iran continues to pursue diversification and innovation. “Iran is ready for regional cooperation, especially with Tajikistan, in clean energy, digital economy, transportation, agriculture, pharmaceuticals, and mining,” he said. He also pointed to Iran’s growing expertise in artificial intelligence and blockchain, offering to share knowledge with Tajikistan to support technological advancement and talent development.

The minister underscored that regional cooperation has deep roots in the Silk Road era, when trade and cultural exchange built prosperity. “Balanced development can only be achieved through strengthened bilateral and multilateral ties,” he said.

Madani-Zadeh called the recent presidential summit “a truly historic chapter” in the two nations’ relations. Agreements on joint transport corridors, the use of Iran’s southern ports, and shared ventures in fisheries, mining, and agriculture were described as “cornerstones of a new era.”

“These enhanced economic ties, built on deep cultural and historical connections, will bring not only mutual prosperity but also stability and progress for the entire region,” he said.

He praised Tajikistan’s role as both a cultural hub and a growing economic center in Central Asia, noting its leadership in renewable energy and abundant natural resources. The forum, he added, comes at a time when regional cooperation platforms such as the Economic Cooperation Organization (ECO), the Shanghai Cooperation Organization (SCO), and the Organization of Islamic Cooperation (OIC) are expanding and offering new frameworks for partnership.

Key Areas of Cooperation: 1. Renewable Energy – Iran, one of the world’s largest oil and gas holders, has made significant progress in renewable energy investment. Madani-Zadeh said green energy could become a vital pillar of regional cooperation and ensure a stable energy supply; 2. Digital Economy and AI – “The world is entering a digital transformation, and artificial intelligence is the future,” he said. With strong capabilities in AI, blockchain, and e-commerce, Iran is ready to help Tajikistan develop digital infrastructure and train new technology specialists; 3. Transportation and Logistics – Iran expressed readiness to expand trade corridors, particularly with Tajikistan and other landlocked nations, to strengthen economic connectivity across Central and South Asia; 4. Agriculture and Food Security – The minister stressed that agriculture remains vital for all regional economies. Joint investment projects, he said, could enhance food production and supply chain stability; 5. Pharmaceuticals and Medical Equipment – With decades of experience in medicine and biotechnology, Iran can be a reliable partner for regional countries in producing affordable, high-quality drugs and medical technologies; 6. Mining and Industrial Cooperation – Given shared geological potential, Madani-Zadeh said Iran is ready to attract investment and provide technical and engineering expertise to develop the region’s mining sector.

Madani-Zadeh invited international investors to participate in joint Iran–Tajikistan ventures across various fields, including climate stabilization projects, water resource management, oil, gas, and petrochemical development, infrastructure expansion, and tourism, particularly eco-tourism and health tourism.

“Iran and Tajikistan stand ready to build a sustainable and technologically advanced regional future,” he concluded. “Together, we can transform our shared history and cultural bonds into engines of prosperity and stability for generations to come.”

Iran, Tajikistan Begin Expanding Industrial and Trade Cooperation

TEHRAN (Iran News) Iran’s Energy Minister Abbas Aliabadi emphasized the growing strength of economic and cultural ties between the two countries. Speaking on the sidelines of the 17th Joint Commission on Iran-Tajikistan Cooperation, held in the cultural city of Shiraz, Aliabadi stated, “Iran and Tajikistan are essentially two parts of one nation that have been separated. Our foremost goal is to deepen cultural cooperation, and that is why we chose to begin this commission in Shiraz.”

Highlighting the wide-ranging potential for collaboration, Aliabadi noted that both nations have significant technical and commercial capacities. “Iran has notable expertise in dam and tunnel construction, and Tajikistan has expressed strong interest in partnering in these areas,” he said.

He added that the future of bilateral relations looks “bright and promising,” with both sides fully prepared to leverage their capabilities and raise the level of engagement. The next round of the commission is scheduled to take place in Khujand, another historic and cultural city, reflecting the shared desire to strengthen cultural ties.

On the economic front, Aliabadi announced that industrial and trade relations between Iran and Tajikistan are already underway. During the commission meetings, several Iranian contractors signed key agreements with Tajik partners, laying the groundwork for expanded collaboration.

To date, over 250 memorandums of understanding (MoUs) have been signed between the two countries. Aliabadi noted that the commission plays a vital role in facilitating the implementation of these agreements.

A new MoU signed during the current session is being hailed as a milestone in bilateral relations. “Iran and Tajikistan share extensive experience in the development of hydroelectric power plants. Tajikistan is eager to benefit from Iran’s expertise in power plant construction and electricity market management,” Aliabadi said.

He concluded by stressing the importance of increasing economic exchanges, while also encouraging growth in tourism and cultural exchange to further solidify the bond between the two nations.

Meanwhile the Minister of Water and Energy of Tajikistan described the shared language and culture as the foundation for broader cooperation between Iran and Tajikistan, stating that Iranian companies active in the water and electricity sectors have the opportunity to continue and expand their investments in Tajikistan.

“Daler Juma,” on the sidelines of the closing ceremony of the 17th Iran-Tajikistan Joint Cooperation Summit in the city of Shiraz, emphasized the importance of bilateral cooperation, saying: the Iran-Tajikistan Joint Commission is exploring new ways to expand trade cooperation.

He added: Under this memorandum of understanding, Iranian companies active in the water and electricity sectors will have the opportunity to continue and develop their investments in Tajikistan. The shared language and culture of the two countries have also provided a suitable basis for utilizing Iran’s experience in these sectors.

Daler Juma, referring to the bright outlook of the cooperation, stated: It is anticipated that the level of cooperation will increase to half a billion dollars. In addition, the exchange of information and the export of technical and engineering services from Iran will expand under this agreement.

The Tajik Minister of Energy also announced plans to increase direct flights and eliminate visas between the two countries, saying: “Nowruz is our shared celebration, and we should use the cultural capacities of both countries to promote it more effectively.”

Iran, Tajikistan Sign 13 Cooperation Agreements

TEHRAN (Iran News) TEHRAN – In a significant step toward strengthening trade and economic ties, 13 cooperation agreements were signed between Iranian and Tajik businesses during a recent high-level Iranian business delegation visit to Tajikistan. The agreements were signed following a meeting between the Presidents of Iran and Tajikistan, as well as a business, investment, and tourism forum held in Dushanbe, the capital of Tajikistan.

Samad Hassanzadeh, the President of Iran’s Chamber of Commerce, Industry, Mines, and Agriculture, remarked that this visit marks an important advancement in the bilateral relationship between Iran and Tajikistan. He emphasized that it demonstrates the commitment of both nations and governments to collaborate and enhance cooperation across various industrial, commercial, and tourism sectors.

The purpose of the Iranian business delegation’s visit was to explore trade and investment opportunities between the two countries, with a particular focus on the private sector. Hassanzadeh noted that the delegation, comprising over 100 Iranian entrepreneurs from diverse sectors, traveled to Dushanbe full of optimism, driven by the strong political and social relations between the two countries, as well as the mutual interest of both Presidents in deepening bilateral ties.

Hassanzadeh also highlighted fruitful discussions between Iranian and Tajik businessmen and noted that the visit included positive talks with senior Tajik officials, including the Minister of Economic Development and Trade, the Head of the Investment Committee, and the Head of the Tourism Committee.

Reflecting on the robust political and social ties between Iran and Tajikistan, Hassan-Zadeh stressed that both sides share a strong will to further deepen their cooperation. He mentioned that during meetings, Tajikistan’s senior economic officials unanimously expressed their commitment to enhancing Iran’s position among the country’s trading partners and emphasized the importance of developing a long-term roadmap to foster further relations.

The shared cultural, social, and historical ties between the two nations, combined with the opportunities in Tajikistan, present a promising outlook for trade and economic exchanges. Tajikistan is increasingly seen as a strategic destination for Iranian investors and businessmen.

Hassanzadeh further emphasized the role of Tajik President Emomali Rahmon, whose popularity and leadership style resonate with the Tajik people, and the constructive, people-oriented approach of Iranian President Mohammad Baqer Qalibaf. These factors, along with the enthusiasm of both Iranian and Tajik businessmen for expanded cooperation, ensure the success of the long-term vision for the two countries’ economic and cultural relations.

This historic visit is expected to significantly boost collaboration, particularly in technical and engineering services, as well as in the export of building materials, agricultural products, pharmaceuticals, and medical equipment.

Hassanzadeh also addressed the signing of commercial agreements between the Iranian delegation and Tajik officials during the trip, highlighting that these agreements pave the way for increased joint investments and the fuller utilization of the two countries’ resources for the benefit of both nations.

In terms of practical steps, he stressed the importance of creating the necessary infrastructure for banking and financial cooperation, transport, and standardization, as well as finalizing trade agreements, especially regarding preferential trade and tariff adjustments between the two countries. He emphasized that “providing investment incentives” and “facilitating trade” are key to increasing collaboration, and that these are the minimum expectations of the private sector from both governments.

One of the major concerns of the business community in both countries is improving transport efficiency and reducing transportation costs, an issue that should be given special attention given the proximity of the two countries.

Hassanzadeh also pointed out that another pressing issue for the private sector is tariffs and duties, which should be addressed in negotiations between the two governments to facilitate smoother private-sector relations.

Concluding his remarks, Hassanzadeh called on the chambers of commerce in both countries to focus on nurturing these ties and becoming the primary drivers of cooperation. He concluded that enhanced collaboration would lead to job creation and improved living standards in both countries.

Iran and Tajikistan Strengthen Economic and Cultural Ties

TEHRAN (Iran News) Hassanzadeh stated that beyond economic ventures, Iran and Tajikistan could collaborate on tourism initiatives, building on their mutual literary, scientific, and artistic connections. He noted the significant participation of Iranian business representatives in the forum as a sign of their strong interest in strengthening ties with Tajikistani counterparts.

Given Iran’s capabilities in various economic fields, including engineering services, petrochemicals, energy, and tourism, Hassanzadeh expressed confidence in expanding bilateral partnerships. He also pointed out Iran’s readiness to support Tajikistan’s technological industries, industrial programs, refineries, and steel industries.

The Iranian government, led by President Pezeshkian, has lifted visa requirements for Tajikistani tourists and traders, facilitating easier travel between the two nations. Hassanzadeh emphasized that Iran’s provincial chambers, joint chambers, specialized commissions, and research centers are prepared to offer services to Tajikistani entrepreneurs, fostering stronger economic relations.

Reza Salehi Amiri, Iran’s Minister of Cultural Heritage, Tourism, and Handicrafts, referred to Tajikistan as Iran’s historical bridge to the Caucasus and Eurasia, highlighting their deep-rooted cultural identity. He expressed hope that cultural and social connections would evolve into robust economic ties through the efforts of Iran’s Chamber of Commerce.

Amiri stressed the importance of increasing tourist exchanges, aiming for 100,000 tourists annually between both countries. This goal was part of the agreements reached during the forum.

The event concluded with the signing of several Memorandums of Understanding (MoUs) between Iranian and Tajikistani companies and provided opportunities for direct negotiations between economic actors from both nations.

Meanwhile on Wednesday, Salehi Amiri met with Jum’a Khonzoda, Head of Tajikistan’s State Tourism Committee. The meeting, attended by Hassanzadeh, President of Iran’s Chamber of Commerce, and Iran’s Ambassador to Tajikistan, focused on enhancing tourism cooperation. Salehi Amiri stressed that Iran’s primary tourism target in the Eurasian and Caucasus regions should be Tajikistan. He noted that the number of Iranian tourists traveling to Tajikistan and vice versa is around 8,500, reflecting underperformance in this area.

He highlighted the need for joint efforts to promote the tourism attractions of both countries. He suggested producing engaging films and broadcasting them in each other’s countries, leveraging the influence of elites, celebrities, and public figures as a foundational step.

Salehi Amiri pointed to health tourism as a path to elevate bilateral relations. He stated that last year, 1.2 million people spent $2 billion on Iran’s health tourism services. The goal is to increase this figure to $6 billion over five years, with an annual growth of 200,000 health tourists. He proposed offering discounted services for Tajik tourists due to cultural and linguistic similarities and encouraged hotel owners and doctors to provide special discounts for Tajik visitors.

He also emphasized holding tourism festivals in both countries, inviting Tajik officials to Iran’s tourism festival on February 12, where ministers from six regional countries will attend. He noted this event as an opportunity for Tajikistan to better showcase its attractions.

Salehi Amiri underscored the importance of visa waivers to ease travel between the two countries. This policy has been finalized and communicated by the Iranian government and will be officially announced during President Pezeshkian’s upcoming visit to Tajikistan.

He also highlighted the importance of improving hotel services, airlines, and tour operations, expressing Iran’s readiness to increase flight numbers.

Jum’a Khonzoda welcomed these proposals, confirming Tajikistan’s readiness to take significant steps to strengthen bilateral relations. He mentioned plans to promote Tajikistan’s tourism capacities and encouraged Iranian companies to participate in Tajik exhibitions under better conditions while inviting Tajik companies to participate in Iranian exhibitions.

Referring to the tourism potential in southern Iran, Khonzoda stressed that experience exchange is vital for expanding relations. He proposed designing a mechanism for joint efforts to strengthen tourism ties.

Hassanzadeh reaffirmed Iran’s interest in enhancing relations with Tajikistan, particularly in health tourism. He emphasized Iran’s commitment to providing affordable medical services with a humanitarian and benevolent approach, along with accommodation services.

In conclusion, representatives from both sides were appointed to develop a mechanism to strengthen tourism relations between Iran and Tajikistan.

Iran’s Competitive Edge in the Tajikistan Market Declines

TEHRAN (Iran News) Roshank emphasized that Iran-Tajikistan relations, which had weakened due to political challenges, began to improve shortly before the 13th presidential administration. Efforts under the current administration have significantly bolstered these ties, and an upcoming visit by the 14th administration could further strengthen political, economic, and cultural relations.

Key economic priorities for Iran-Tajikistan trade include signing a preferential trade agreement to boost Iranian businesses’ competitiveness in Tajikistan. Another crucial aspect is establishing a banking system between the two nations to streamline transactions. Additionally, cultural similarities between the two countries provide significant opportunities to promote tourism, particularly health tourism, as Iran has substantial potential to attract medical tourists from Tajikistan.

Roshank noted an issue with the existing visa agreement: while no visa is required for direct travel between Tehran and Dushanbe, other departure points in Iran or Tajikistan necessitate one. This oversight in the agreement, which names the cities instead of the countries, complicates travel. Efforts are underway to launch flights between Shiraz and Dushanbe to facilitate easier travel. Shiraz, with its frequent flights to Dubai, could also become a transit point for Tajik travelers heading to the UAE.

The annual trade volume between Iran and Tajikistan is approximately $300 million, significantly lower than the peak of $1 billion in the 1990s. Roshank highlighted that some Iranian traders route goods through Uzbekistan due to its free trade agreement with Tajikistan, leading to undervalued trade statistics between Iran and Tajikistan.

While Iran enjoys a trade surplus with Tajikistan, the latter’s primary exports, such as cotton, nuts, and aluminum, do not align with Iran’s import needs. Moreover, Tajikistan’s aluminum exports are exclusively tied to Russia.

High production costs in Iran and currency exchange obligations imposed on Iranian traders make it challenging to compete with countries offering cheaper goods. Domestic policies, rather than external factors, pose the most significant hurdles to trade with Tajikistan. Additionally, customs duties are a priority for Tajikistan’s government, meaning Iran must offer concessions for preferential trade agreements.

Roshank concluded by commending the Tajik ambassador’s efforts to engage with Iranian business leaders across cities. He expressed hope that Iran’s ambassador to Tajikistan would adopt a similarly proactive approach.
