Iranian Foreign Minister’s Senior Assistant for Special Political Affairs Ali Asghar Khaji and Pedersen further stressed the need for continuation of constitutional committee’s activities to achieve a final solution to the Syrian crisis, IRNA reported.

They underlined reaching a final solution to the Syrian crisis within the framework of respecting Syrian national sovereignty and territorial integrity.

Pederson had exchanged views on issues related to Syria’s Constitutional Committee, situation in Idlib, and the humanitarian conditions in the war-torn Arab country in another telephone conversation with Khaji earlier this month.

During their first conversation, the two sides reiterated their supports for the promotion of political trend and continuation of the work by the Syrian Constitutional Committee to put an end to the Syrian crisis.

Given the difficult humanitarian conditions, especially during the coronavirus outbreak, Pederson and Khaji called for help by the international community for the Syrian people.

Khaji underlined the need for the implementation of Idlib agreements in line with tranquility and preventing the re-emergence of the tensions.

Referring to President Rouhani’s trip to Kazakhstan for Astana peace process as well as his visit to Turkey to ensure stability in Syria, the spokesperson underscored the warm ties between Iran with Turkey and Russia saying “our relations with them presently are at the best possible level.”

He also highlighted that are resolving the tensions in the region is solely up to regional countries alone.

“Some are seeking to sow instability in the region and unfortunately Yemen is under the toughest attacks,” he said voicing Iran’s readiness to ensure security and resolve the crisis in that country.

He hoped that during Rouhani’s visit to New York for the UN General Assembly, Iran would be able to show its rightfulness and peace-seeking face to the world.

“We see no sign of US’ honesty and accordingly there is no chance for a meeting between Rouhani and Trump in New York,” he said, “To start talks with Iran, US must remove all the imposed sanctions.”

The Iranian President Hassan Rouhani left Tehran for the Turkish capital on Sunday to attend a trilateral meeting with his Russian and Turkish counterparts in order to discuss a political resolution to the crisis in Syria.

Before leaving Tehran for Ankara on Sunday evening, President Hassan Rouhani told reporters that issues in the region must be resolved through regional dialogue.

Rouhani also pointed to the US intervention in the affairs of the region, condemning the illegitimate US military presence in the east of the Euphrates in the north of Syria as a destabilizing factor.

The Iranian president stressed the need to continue the fight against terrorists in Syria’s Idlib region.

He was also quoted by NTV as saying that it was “never possible” for Turkey to positively consider the $50 billion US peace plan for the Middle East.

The White House on Saturday unveiled the details of the economic portion of Trump’s deal, which would inject $50 billion into struggling economies in the Middle East over the next ten years.

Under the document, dubbed “Peace to Prosperity,” over half of the funds ($28 billion) would go toward the West Bank and the Gaza Strip and the remaining to Jordan, Lebanon and Egypt, which have absorbed Palestinian refugees.

Palestinian Finance Minister Shukri Bishara has rejected the US-devised plan as an “illusion” that will fail to bring about peace.

“The US must put an immediate end to its illegal military presence in parts of Syria,” he said on Friday at the meeting of UN Security Council on ‘the Middle East: Syria – Humanitarian’.

The Iranian envoy warned that continued terrorist presence in the Syrian territory is endangering civilian lives.

The meeting was held amid a recent escalation in clashes in the province after the Syrian Arab Army launched an operation to counter numerous flagrant terrorist violations of an earlier de-escalation agreement. Under the agreement, which was signed between Russia and Turkey last year, Takfiri groups in Idlib had to withdraw from areas bordering Syrian government-controlled territory, which they refused to do.

Here is the full text of his speech:

Mr. President,

I thank you for organizing this meeting.

Along with other Guarantors of the Astana Format, the Islamic Republic of Iran continues to support keeping Idlib as a de-escalation area.

This approach is based on a reality and a fundamental principle: there are a large number of civilians there whose lives must be saved.

At the same time, certain questions are in order: can and should this situation continue indefinitely? Should the Government allow these internationally designated terrorist groups continue their control over its territory? Should the International community allow such terrorist groups to take a large number of civilians as their hostage?

The answer is clear: the establishment of the Idlib de-escalation area was only a temporary measure with the exclusive objective of protecting civilians, not providing terrorist groups with a safe heaven. It does not limit the right of Syrian Government to fight Security Council designated terrorists, which of course have to be carried out in accordance with International Humanitarian Law. Therefore, both, defeating terrorists and releasing civilians are necessary.

Current situation in Idlib under which the most dangerous terrorist groups are allowed to use over two million civilian as human shields, continue their control over a large part of a sovereign State’s territory, and conduct their operations therefrom attacking both military and civilian targets beyond that area cannot and must not continue definitely.

Persistence of this situation would enable terrorists to kill more civilians. This is in contradiction with the objective of the Idlib de-escalation area’s creation. We should be vigilant enough not to confuse the protection of civilians with the protection of terrorists.

Continuation of current state of affairs in Idleb would further interrupt the restoration of Government’s control over all its territory and securing the safety and security of all its citizens, prevent the return of refugees and internally displaces persons, delay the country’s reconstruction, and hamper the political solution, all of which are inherently interlinked.

In conclusion, I would like to stress once again the need for full respect by all to sovereignty, political independence, unity and territorial integrity of Syria. As underlined in the Joint Statement of recent meeting of the Guarantors of the Astana Format in Nur-Sultan on 25-26 April 2019, no action, no matter by whom, should undermine these principles. In this context, the Guarantors of the Astana Format also rejected all attempts to create new realities on the ground under the pretext of combating terrorism. Therefore, the US must put an immediate end to its illegal military presence in parts of Syria.

With this in mind, the Syrian Government must be assisted in the formation of the Constitutional Committee facilitated by the SRSG Pedersen, whose efforts enjoy our support. We encourage him to further strengthen its direct consultation with the Government of Syria.

As stated in the aforesaid Joint Statement, there is no military solution to the Syrian conflict and the only option is to advance the Syrian-led and Syrian-owned, UN-facilitated political process. Ultimately, the right to determine the future of Syria belongs exclusively to Syrians themselves. We must genuinely support the realization of this objective.

I thank you, Mr. President.

The US administration made its offer before February 15, and then increased the price of the multi-billion dollar system in return for quick delivery, according to the officials who are familiar with the talks but not authorized to speak to the media, Bloomberg has reported. The proposal didn not include a loan agreement nor a technology sharing pact, a key Turkish demand, they said.

Turkey said in its response that it cannot accept the US offer and negotiations came to a standstill, the officials said.

Having balked for years at selling Turkey the Patriot system, the US State Department notified Congress in December that it had proposed doing just that, a gambit designed to get Ankara to halt an agreement with Russia for a S-400-based system, which could compromise NATO technology.

A US official familiar with the negotiations said Turkey appeared to be looking for reasons to walk away from the US deal. The US has offered Turkey better terms on both pricing and co-production than Russia, in an effort to persuade it not to go through with the S-400 purchase, the official said.

Turkey expects the first S-400 delivery in July. Russia has promised Turkey joint production and technology transfer as part of the agreement. Turkey’s determination to buy Russian missiles has fueled demands in the US that planned supplies of F-35 jets be put on hold even though portions of the Lockheed Martin Co. fighter are being built in Turkey.

The US has threatened to impose sanctions on Turkey if it receives missilesfrom Russia.

According to Bloomberg, Turkish-US ties remain rocky after a series of disputes including Washington’s support for a Syrian Kurdish force that Ankara regards as a mortal enemy; Turkey’s demand that the US extradite a preacher it accuses of instigating the failed coup attempt in 2016; and the conviction in the US of a Turkish banker on Iran sanctions violations charges.
