<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) <strong>Foreign Minister Abbas Araghchi by publishing parts of a joint letter from China, Iran, and Russia to the Secretary-General and President of the United Nations Security Council, wrote a message on his X account.</strong></p>
<p>China, Iran and Russia affirm that the attempt by E3 to trigger the so-called snapback is, by default, legally and procedurally flawed, Araghchi wrote.</p>
<p>The Foreign Minister added that China, Iran and Russia &#8220;affirm that in accordance with operative paragraph 8 of resolution 2231, all it&#8217;s provisions are terminated after 18 October 2025.&#8221;</p>
<p>Iran, China, and Russia wrote a joint letter to the United Nations secretary-general, affirming termination of UN Security Council (UNSC) Resolution 2231 concerning the Islamic Republic’s peaceful nuclear energy program.</p>
<p>The letter penned by the allies’ diplomatic missions to the world body was addressed to Antonio Guterres.</p>
<p>The allies said they &#8220;affirm that in accordance with operative paragraph 8 of Resolution 2231, all it&#8217;s provisions are terminated after 18 October 2025.&#8221;</p>

										<content:encoded><![CDATA[<p>Snapback Mechanism Seen as Major Challenge for Oil Equipment Manufacturers</p>
<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Speaking at a press conference in Tehran, Ehsan Saqafi highlighted the central role of domestically produced equipment in sustaining Iran’s oil industry.</p>
<p>“Back in the early 1980s, less than 10% of the equipment used in the oil sector was manufactured domestically. The rest was imported,” he said. “Over the past 12 years, domestic production has risen to 85%, with 70% of that meeting international standards and being deployed in various plants.”</p>
<p>Saqafi acknowledged that although sanctions have posed serious challenges, they have also spurred local production.</p>
<p>“Sanctions forced us to focus on domestic manufacturing. It was difficult, but it ultimately strengthened our capabilities,” he noted. “If Iran’s oil industry is still functioning and generating revenue today, it is because of these domestically produced components.”</p>
<p>The industry leader stressed that without local equipment, oil and gas operations would have stalled.</p>
<p>“Wherever Iranian manufacturers have been trusted, they have delivered results,” he added, expressing hope that an easing of sanctions would allow buyers the freedom to choose between domestic and foreign products.</p>
<p>Saqafi said that Iran currently has the capacity to meet 85% of its oil sector’s equipment needs domestically and aims to reach 95% within the next five years.</p>
<p>“The remaining share is not economically viable to produce here, but we have the ability to reach 100% if sanctions are intensified,” he stated.</p>
<p>On exports, Saqafi explained that sanctions and banking restrictions have complicated the trade of oil equipment.</p>
<p>“Some of our products are 95% made in Iran but are sold through third countries under their labels, and in some cases re-imported back into Iran,” he said. “We also export certain equipment directly to countries like Venezuela.”</p>
<p>Discussing the snapback mechanism’s implications, he warned:</p>
<p>“Its impact on economic activity cannot be denied. The snapback mechanism will certainly cause us difficulties—potentially even more severe than the pre-JCPOA period. It affects transportation, access to foreign currency, and the supply of raw materials.”</p>
<p>Despite these challenges, Saqafi expressed confidence in the resilience of domestic producers, emphasizing the importance of government support and unity in overcoming obstacles.</p>
<p>“Banking transactions continue as before to some extent, and digital currencies are opening new avenues. The private sector will find ways to operate, provided that no unnecessary barriers are placed in its path,” he said.</p>
<p>Saqafi also highlighted ongoing discussions between domestic manufacturers and the Oil Ministry regarding unresolved issues, noting that many of the same concerns have persisted for over a year. He pointed to energy imbalances as a systemic issue affecting households and industries alike, attributing it to “years of managerial imbalance.”</p>
<p>He concluded by announcing that the 7th Oil, Gas, and Petrochemical Equipment Exhibition and Conference, focusing on supporting domestic production, will be held in February.</p>
<p>“This annual event has established itself as an important platform for showcasing the private sector’s capabilities and strengthening local manufacturing,” Saqafi said.</p>

<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) <strong>London has intensified sanctions against Iran after Britain, along with Germany and France, invoked the so-called snapback mechanism to reinstate UN sanctions against the Islamic Republic. </strong></p>
<p>In a statement released on Monday, the United Kingdom’s economic and finance ministry, aka HM Treasury, announced the addition of 71 Iranian individuals and entities to the country’s sanctions list.</p>
<p>The statement noted that those targeted will face asset freezes, financial restrictions, and travel bans. Additionally, British nationals and companies are prohibited from conducting any transactions or providing funds to them.</p>
<p>The new sanctions target several companies operating in the transportation and financial sectors, as well as entities associated with the energy and technology sectors.</p>
<p>HM Treasury stated that this action aligns with recent measures taken by the United Nations and the European Union against Iran.</p>
<p>Earlier today, the European Union announced that it had reinstated sanctions against Iran, following a similar move by the United Nations.</p>
<p>The EU’s measures include a ban on Iran’s purchase and transportation of crude oil, as well as restrictions on the sale or supply of gold and certain naval equipment.</p>
<p>On Sunday, the United Nations also reinstated an arms embargo and additional sanctions on Iran after Britain, France, and Germany invoked the so-called snapback mechanism of the 2015 nuclear deal. Tehran has warned that it will respond to the illegal move.</p>
<p>Britain, France, and Germany initiated the return of sanctions at the UN Security Council, accusing Iran of violating the now-defunct nuclear agreement, officially called the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>Iran has repeatedly said its nuclear program is for peaceful purposes.</p>

<p>“Today the enemy, through snapback mechanism, seeks to strike at the unity and economy of the Islamic Republic of Iran,” Ghalibaf said at the closing ceremony of the second National Congress of 3,000 Martyrs of Semnan Province on Sunday evening.</p>
<p>It came after the US, along with Britain, Germany, and France, declared the re-imposition of the anti-Iran UN Security Council resolutions and the related sanctions, which had been lifted under a 2015 nuclear agreement.</p>
<p>“Damaging social cohesion and creating economic challenges is what the enemy wants. No group or individual, regardless of orientation, has the right to undermine internal unity.”</p>
<p>Ghalibaf described economic actors as “the combatants of the economic war” whose problems must be identified and resolved.</p>
<p>He stressed that Iranians would endure pressure if the snapback of UN sanctions is enforced. “The people are ready to bear all the pressures and stand by the values of the Islamic Revolution. They will never trample on their dignity,” he said.</p>
<p>Calling American promises ‘deceptive’, Ghalibaf said, “American honesty is a symbol of treachery. They showed no sincerity in negotiations and on June 13 attacked Iran from behind the negotiating table.”</p>

<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) It can essentially be acknowledged that the sanctions of United Nations Security Council Resolution 1929 against Iran, passed in 2010, had relatively deep effects on the lives of Iranians. Although the main goal was to exert pressure on Iran’s nuclear program, in its wake it brought sanctions on the Central Bank and the banking system, problems in international monetary transfers, a reduction in foreign-currency income, difficulties in selling oil, obstacles to the development of oil and gas fields, and in consequence, a sharp increase in the exchange rate and inflation.</p>
<p>For example, the shortage of medicines and medical equipment resulting from these sanctions became more evident because of problems in imports. The inflation rate above 45 percent in the month of Mordad (July–August) further demonstrated the decline in people’s purchasing power.</p>
<p>Another problem arising from these sanctions has been difficulties in international travel, bringing restrictions in flights and financial transfers.</p>
<p>Another obstacle that will be created is the reduction in the quantity and quality of domestic goods, which we will face due to restrictions on the import of raw materials.</p>
<p>The impact on businesses will also be far from negligible, for example:</p>
<ol>
<li>a) problems in imports and exports,</li>
<li>b) reduction or severing of relations with international partners,</li>
<li>c) a sharp decrease in foreign investment,</li>
<li>d) the creation of recession in many industries.</li>
</ol>
<p>What I have enumerated has also led to heavy social consequences: increased poverty and inequality, further emigration of the country’s elites and specialists abroad, and heightened psychological pressure and anxiety on families — which in the short term are less manageable.</p>
<p>In the medium term, of course, it is possible to focus national management on areas that will gradually neutralize the effects of the sanctions — for example, intensifying economic-resistance policies in Iran, unavoidably stimulating growth in some domestic industries, and expanding cooperation with neighboring countries instead of the West. In brief, it can be said that the aim of the United States and its “obedient European lackeys” in these sanctions is in fact the daily life of Iranians, in order to incite them against the system and the leadership. Yet these Western measures, whose source is the “Great Satan,” have been applied in various ways for 47 years, but they have not had the desired results for the West and, in many cases, have even had the opposite effect.</p>
<p>The most crucial tool for countering Western challenges is support for low-income groups and creating social cohesion, and indeed this is exactly what the Westerners have targeted. It is quite clear that behind these pressures lies a fragile situation for the West, which they conceal by adorning its appearance. The path to survival is to create national solidarity through resistance, enlightening public opinion, and national cooperation, which must be placed on the agenda. Every discordant voice must be silenced, even at the cost of accusations, so that the enemy cannot find a crack in national unity.</p>
<p>This is a difficult pass, but just like previous passes, we will also get through this one, God willing.</p>

										<content:encoded><![CDATA[<p>Europe Withdraws the Snapback Letter</p>
<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Did Abbas Araqchi’s negotiations in Cairo with the head of the Agency yield results that carried enough weight to be considered equal to—or even more significant than—the withdrawal of the snapback letter?</p>
<p>That making the implementation of agreements with Grossi conditional on the European troika’s retreat from carrying out the snapback is certainly an attractive way of framing the matter.</p>
<p>And, without a doubt, it would serve to restore Europe’s identity.</p>
<p>Although the likelihood of this happening in the short term is very low, it is not impossible. The analysis can be divided into several aspects:</p>
<p>Reasons why Europe prefers to maintain its current stance and avoid triggering the snapback:</p>
<p>Firstly; fear that by pulling the snapback trigger, they would hand the U.S. a tool, and if Washington sparks an oil war in the Persian Gulf, Europe would bear the cost of soaring oil prices.</p>
<p>Secondly; Europe has allies in Iran who do not want to face trial and prison sentences for failing to uphold Articles 36 and 37 of the JCPOA.</p>
<p>Thirdly; if Araqchi manages to impose his condition on Europe—even superficially—it would naturally hand Europe’s allies in Iran a new tool for political propaganda, useful in deceiving voters again in elections.</p>
<p>Fourthly; after being humiliated by Trump at the negotiating table, Europe came to resemble a henchman—“a lion without a mane, tail, or claws.” By withdrawing the snapback letter, it would regain a sense of identity.</p>
<p>Fifthly; activating the snapback would mean the certain death of the JCPOA and destroy years of European diplomacy. By withdrawing the snapback letter, there remains some hope that the JCPOA could be revitalized by figures like Rouhani or, with the help of Pezeshkian, infused with new life.</p>
<p>We should note that Europe’s position on the snapback has not been built upon a solid legal foundation. Both China and Russia have pointed this out. Retreating from this stance carries the risk of the issue failing to gain approval in the UN Security Council.</p>
<p>Most importantly, triggering the snapback would amount to declaring total diplomatic war against Iran, eliminating any possibility of negotiation or containing Iran’s nuclear program through diplomacy.</p>
<p>And since Europeans are concerned that more sanctions could escalate instability in the Middle East—and possibly provoke a strong Iranian reaction—pulling the snapback trigger will never truly be desirable for Europe.</p>
<p>Now, given these considerations, the design of the Cairo meeting could be seen as an initiative by the European troika—both to curb American threats and to prevent Europe from being further isolated by the risks of triggering the snapback. Under these conditions, the prospect of Europe withdrawing the snapback letter appears more likely and more realistic.</p>

<p>The surprise which had been promised by President Hassan Rouhani regarding the White House failure in triggering the snapback mechanism and its ineffectiveness came true on Sunday, September 20.</p>
<p><a href="https://irannewsdaily.com/">IRAN NEWS</a> POLITICAL DESK</p>
<p>After one month of media ballyhoo of senior officials of the White House regarding the return of the UN sanctions (stipulated in the UN Resolution 2231) against Iran, the UN was to announce its stand in a meeting but with involvement of European troika in the snapback mechanism which has been mentioned in the JCPOA, the mechanism was not activated due to official pullout of the U.S. from the JCPOA.</p>
<p>In order to frighten Iran, the U.S. dispatched its aircraft carrier USS Nimitz (CVN-68) with over 5,000 navies and troops to the Persian Gulf and trumpeted that the carrier has passed the Strait of Hormuz and entered the Persian Gulf in order to squeeze the throat of Iran in the Strait of Hormuz after activating the snapback mechanism but it did not happen.</p>
<p>Meanwhile at the same time U.S. President Donald Trump and his Secretary of State Mike Pompeo in recent days had tried to pave the ground for the return of sanctions through resorting to the intimidation but this time the U.S. was left more isolated than ever, and beside Russia and China, other Western states did not heed its order and refrained following it because UK, France and Germany on September 19 by sending a letter to the UNSC once again reiterated their own stand of defending the JCPOA, and announced that the UN embargos against Iran which had been suspended after signing the nuclear deal, JCPOA, in 2015 would not return  despite the U.S. insistence.</p>
<p>According to the Russian news agency Sputnik, the European troika wrote a joint letter to the head of the UNSC where they stipulated, “Any decision or action regarding the return of the UN sanctions and reimposition of the U.S. sanctions after its pullout of the JCPOA in 2018 is incapable of having legal effect.”</p>
<p>The phrase of “incapable of having legal effect” noted in the letter was both almost a humiliation to the U.S. and also an indication to the deep rift in the Wester camp’s stand with the U.S. In this letter, it has also been pointed to the previous UN Resolutions against Iran and it has been emphasized, “Our view was widely shared in the Council, which was reflected by the President of the Security Council in this conclusions of 25<sup>th</sup> of August.” The letter concludes, “The E3 remains committed to the fully implementing UNSCR 2231 (2015) by which the JCPOA was endorsed in 2015. We have worked tirelessly to preserve the nuclear agreement and remain committed to do so.”</p>
<p>Although the U.S. Department of State by issuing a statement has claimed it has activated the snapback mechanism and they believe that the world will follow this system but the UN and European diplomats have different views.</p>
<p>According to the French news agency, AFP, a European diplomat on Saturday and regarding the activating the return of international sanctions against Iran said, “Americans will pretend they have activated the snapback mechanism and sanctions will return and come into effect. But this action has no legal basis, and as the result it can have no legal consequence.” A UN diplomat also said, “I don&#8217;t see anything happening. It would be just a statement. It&#8217;s like pulling a trigger and no bullet coming out.&#8221;</p>
<p>To complete this theory that the snapback mechanism does not function, Russian officials have recently warned that the U.S. unilateralism against Iran would lead to the disgrace of the UNSC.</p>
<p>What is observed in the U.S. behavior is that the U.S. in the emotional condition of the White House is trying to provide grounds to compensate President Trump’s previous failures on the eve of the presidential election as he is in dire need of a success but fortunately, the world is not with him and any stone he has thrown has missed the target.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran’s Foreign Ministry rejected Washington’s claim that the UN Security Council sanctions on Tehran have been reinstated according to the snapback mechanism of the JCPOA.</p>

<p>In a statement released on Sunday, the Ministry of Foreign Affairs of Iran warned that Tehran will show a serious reaction if Washington or its regional cronies make any move in line with its anti-Iran threats.</p>
<p>The full text of the statement is as follows:</p>
<p>The United States falsely claims that the UN Security Council sanctions against the Islamic Republic of Iran are back in effect at a time when the Council has basically rejected a demand by the US, as a non-signatory to the JCPOA, to trigger the trend of reinstating the sanctions. Moreover, such a trend never got started in the first place to produce a result today. The US secretary of state himself knows well that his claim regarding the reinstatement of UN Security Council sanctions is groundless and invalid and lacks any legal effect. Therefore, he, using his own notorious method, tries to intimidate other countries by threatening to slap international sanctions on them, which is the best testament to the United States’ admission of failure in its effort at the UN Security Council.</p>
<p>As the Islamic Republic of Iran has reiterated time and again, the US regime is the biggest threat to world peace and security. This reality had never been exposed as much it has today when the US is overtly threatening and intimidating the world and ignores UN Security Council resolutions.</p>
<p>In 2018, when the United States unilaterally withdrew from the Joint Comprehensive Plan of Action (JCPOA) in breach of clearly stipulated international regulations, and waived any right to use the mechanisms inserted in the accord and in Resolution 2231, it (the US) hoped it would bring Iran to the dilemma of submission or collapse by using the so-called ‘maximum pressure’ strategy.</p>
<p>However, two years on since then, the US is now more isolated than ever in advancing the project of portraying Iran as a security threat. Frustrated at having failed to build a consensus against Iran, the US has turned to bullying and holding the international community to ransom. At a time when almost all members of the UN Security Council have straightforwardly rejected the United States’ ludicrous approach vis-� -vis UN Security Council Resolution 2231, the US regime is, in line with its unilateral and force-oriented policy, threatening to impose sanctions against world countries for their compliance with international regulations.</p>
<p>The Islamic Republic of Iran regards the US secretary of state’s wrathful statements as measures which are only good for domestic political use and which are the result of weakness and disappointment and hearing repeated “No’s” from the international community in recent months as well as back-to-back defeats against Iran’s active diplomacy. Iran recommends the US president not isolate himself and his country at the international level any further by consulting people who are unfamiliar with the global situation.</p>
<p>The approach adopted by the current US regime amounts to a big danger to international peace and security as well as an unprecedented threat to the UN and the Security Council. This time, the US secretary of state has not only ridiculed all principles of international law and the UN Charter, but also challenges the international community officially and openly, and converts his government’s bullying and recalcitrance from behind-the-scenes actions into an openly flagrant move.</p>
<p>The Islamic Republic of Iran emphasizes that if the US makes any move in line with these threats, whether alone or in cahoots with the few cronies of its own, it will be met with serious reaction and will be responsible for all the dangerous consequences of its move.</p>

<p>“As recalled in my statement of 20 August, as well as in the Chair’s statement following the JCPOA Joint Commission on 1 September 2020, the US unilaterally ceased participation in the JCPOA by presidential Memorandum on 8 May 2018 and has subsequently not participated in any JCPOA-related activities. US can&#8217;t, therefore, be considered to be a JCPOA participant State and cannot initiate the process of reinstating UN sanctions under the UN Security Council resolution 2231. Consequently, sanctions lifting commitments under the JCPOA continue to apply,” Borrell said in a statement on Sunday.</p>
<p>He added, “As coordinator of the JCPOA Joint Commission I will continue to do everything possible to ensure the preservation and full implementation of the JCPOA by all. The JCPOA remains a key pillar of the global non-proliferation architecture, contributing to regional and global security as it addresses Iran’s nuclear program in a comprehensive manner. I call on all to do their utmost to preserve the agreement and to refrain from any action that could be perceived as an escalation in the current situation”.</p>
<p>US Secretary of State Mike Pompeo said last month that he triggered a 30-day process at the council leading to the return of UN sanctions on Iran on Saturday evening that would also stop a conventional arms embargo on Tehran from expiring on Oct. 18.</p>
<p>But 13 of the 15 Security Council members say Washington’s move is void because Pompeo used a mechanism agreed under a 2015 nuclear deal between Iran and world powers, which the United States quit in 2018.</p>
<p>Washington argues it triggered the return of sanctions &#8211; known as “snapback” &#8211; because a UN resolution that enshrines the pact still names it as a participant. Diplomats say few countries are likely to reimpose the measures lifted under the 2015 deal.</p>

<p>In a Sunday letter to the UN Security Council and to the UN Secretary-General, Iranian envoy Majid Takht Ravanchi called for action against Washington’s plan to reinstate the sanctions on Iran.</p>
<p>Following is the full text of his letter:</p>
<p>Pursuant to the letter dated 20 August 2020 from H.E. Mr. Mohammad Javad Zarif, Minister for Foreign Affairs of the Islamic Republic of Iran addressed to the President of the Security Council (S/2020/814), I have the honor to bring the following to your kind attention.</p>
<p>In its letter dated 20 August 2020 to the President of the Security Council, the United States illegally claimed to be a participant to the Joint Comprehensive Plan of Action (JCPOA), attempting to unlawfully invoke operative paragraph 11 of resolution 2231 (2015). The United States has recently claimed that the Security Council resolutions that have been terminated pursuant to paragraph 7 (a) of resolution 2231 (2015) will be reinstated on 20 September 2020.</p>
<p>In reaction to the aforesaid letter of the United States, none of the Security Council members accepted the eligibility of that country to initiate a process to reinstate the Security Council resolutions that have been terminated pursuant to paragraph 7 (a) of resolution 2231 (2015). Rather, through individual or joint letters addressed to the President of the Security Council, 13 members of the Council &#8212; including all remaining participant States of the Joint Comprehensive Plan of Action who are Council members &#8212; have unequivocally rejected the legal merit of the United States’ letter.</p>
<p>Similar views have also been expressed by the overwhelming majority of the Security Council members in the meeting of the Council on 25 August 2020, during which, the President of the Council, in response to the questions posed to him on the subject, stated that “having consulted with members and received letters from many member countries, it is clear for me that there is one member which has a particular position on the issue, while there are significant numbers of members who have contesting views. In my view, there is no consensus in the Council, thus the President is not in the position to take further action” (S/2020/837).</p>
<p>Reaffirming that, according to resolution 2231 (2015), the right to initiate a process to reinstate the Security Council resolutions that have been terminated pursuant to paragraph 7 (a) of resolution 2231 (2015) has been reserved only for “the JCPOA participant States”, the members of the Security Council, through the above-mentioned letters and statements, have also made it clear that, following its withdrawal from the Joint Comprehensive Plan of Action, the United States is not a “JCPOA participant” anymore, has no right to initiate the concerned process, and accordingly, its letter cannot be considered for the purpose of paragraph 11 of resolution 2231 (2015), thus is void of any legal effect now and in the future.</p>
<p>Likewise, in a statement on 20 August 2020, the High Representative of the European Union for Foreign Affairs and Security Policy and Coordinator of the Joint Commission of the Joint Comprehensive Plan of Action stated that “as I have repeatedly recalled, the United States unilaterally ceased participation in the Joint Comprehensive Plan of Action (JCPOA) by presidential memorandum on 8 May 2018 and has subsequently not participated in any JCPOA-related activities. It cannot, therefore, be considered to be a JCPOA participant State for the purposes of possible sanctions snapback foreseen by the resolution” (S/2020/839).</p>
<p>Moreover, in the Chair’s statement following a meeting of the Joint Commission of the Joint Comprehensive Plan of Action on 1 September 2020, the remaining participant States of the Joint Comprehensive Plan of Action “reaffirmed that the United States unilaterally announced its cessation of participation in the JCPOA on 8 May 2018 and that it had not participated in any JCPOA-related activities subsequently. Participants reconfirmed that it therefore could not be considered as a participant State”.</p>
<p>The remaining participants also “reaffirmed their various statements and communications made previously at the UN Security Council including that of the High Representative of 20 August as the Coordinator of the JCPOA to the effect that the US cannot initiate the process of reinstating UN sanctions under UNSC resolution 2231”.</p>
<p>The views of the Islamic Republic of Iran on the above-mentioned attempt by the United States is also reflected in the aforesaid letter of our Minister for Foreign Affairs (S/2020/814), according to which, the letter by the United States is null and void, has no legal standing and effect and is thus completely unacceptable.</p>
<p>Given that the stated objective of the United States is to completely ruin the Joint Comprehensive Plan of Action  and to that end, its strategy is to create legal complication through presenting unilateral arbitrary interpretations and pseudo-legal arguments, the Islamic Republic of Iran trusts that the members of the Security Council will, once again, reject the United States’ continued attempt to abuse the Security Council’s process, thus undermining the authority and credibility of the Council and the United Nations.</p>
