										<content:encoded><![CDATA[<p>Envoy: UN and Security Council should unequivocally condemn terrorist attack in Iran</p>
<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) <strong> Iranian Ambassador and Permanent Representative to the United Nations Amir Saeid Iravani said in a letter to the Security Council regarding the terrorist attack in Sistan and Baluchestan in Southeastern Iran that the Islamic Republic calls on the Security Council and the UN Secretary-General to condemn this heinous act of terrorism in the strongest possible terms and without any ambiguity.</strong></p>
<p>Iravani said that any double standards or selective approach in condemning terrorism is unacceptable and will only undermine the credibility of the Security Council.</p>

<p>The full text of Iravani&#8217;s letter is as follows:</p>
<p>&nbsp;</p>
<p><strong>In the Name of God, the Most Compassionate, the Most Merciful  </strong></p>
<p><strong>Excellency</strong>,</p>
<p>Further to our letter dated 28 July 2025 (A/79/978-S/2025/489), I am writing to draw your urgent attention to yet another heinous terrorist attack committed by the armed terrorist group Jaish al-Adl in the Islamic Republic of Iran.</p>
<p>In the early hours of today afternoon, 22 August, in the Damen district of Iranshahr, Sistan and Baluchestan Province, armed terrorists of Jaish al-Adl ambushed two vehicles carrying Iranian law enforcement officers. This cowardly assault resulted in the martyrdom of five police officers.</p>
<p>The terrorist group of Jaish al-Adl has publicly and unequivocally claimed responsibility for this crime. This atrocity follows another barbaric terrorist attack on 26 July 2025, when three armed members of Jaish al-Adl launched a coordinated assault on a courthouse in Zahedan, the provincial capital of Sistan and Baluchestan. In that deliberate targeting of civilians, six innocent people, including a mother and her six-month-old baby, tragically lost their lives, and 24 others were injured. &#8220;UN &#8221;</p>
<p>These appalling crimes, which deliberately targeted law enforcement officers, civilians, and even children, are flagrant violations of international law, including international humanitarian law, They expose once again the inhumane, terrorist, and extremist nature of Jaish al-Adl and the serious threat it poses to peace and security in the region. This terrorist group continues to operate with links to, and backing from, Daesh-K and foreign sponsors, in blatant impunity.</p>
<p>The Islamic Republic of Iran calls on the Security Council and the Secretary-General to unequivocally condemn this heinous act of terrorism in the strongest possible terms.</p>
<p>Any double standards or selective approaches in the condemnation of terrorism are unacceptable and only undermine the credibility of the Security Council. Furthermore, those who provide support, shelter, or any form of facilitation to such terrorist groups bear full responsibility for their crimes and must be held fully accountable.</p>
<p>I would be grateful if you would circulate this letter as a document of the Security Council and of the General Assembly under agenda item 110, “ Measures to eliminate international terrorism. ”</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The UN Security Council will hold its first meeting on the coronavirus pandemic on Thursday, after weeks of divisions among its five permanent members, diplomats said Monday.</p>

<p>Last week, exasperated by the back-and-forth that has paralyzed the Council, including between China and the United States, nine of the 10 non-permanent members formally requested a meeting featuring a presentation by Secretary-General Antonio Guterres, according to AFP.</p>
<p>According to the latest global update on coronavirus, the total number of COVID-19 cases in the world since its outbreak in Wuhan, China, hit 1,274,214 on Monday, of whom 69,468 have died and 264,833 have recovered.</p>
<p>The most affected countries besides China are the US, Italy, Spain, Germany, France, and Iran.</p>
<p>As of Monday, the total number of confirmed coronavirus cases in Iran reached 60,500, with a total death toll of 3,739.</p>
<p>Tehran says its efforts to contain the virus are being hampered by the US unilateral sanctions.</p>

										<content:encoded><![CDATA[<p class="lead">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Iran’s ambassador to the United Nations called for a reform of the UNSC, which he said is gripped by a legitimacy and credibility crisis.</p>
<p>Addressing a Monday meeting of the UN General Assembly, entitled “Question of equitable representation on and increase in the membership of the Security Council and related matters”, Majid Takht Ravanchi emphasized on the reform and said UNSC is not keeping pace with the significant changes of the contemporary era.</p>
<p>“This organization is founded mainly to save succeeding generations from the scourge of war, and such an important function as the primary responsibility for the maintenance of international peace and security has been conferred to the Security Council,” he said.</p>
<p>“However, a short look at the Council’s performance in the past and present reveals that, by any measure, it is not meeting our expectations; its actions have not been consistently in conformity with the UN Charter; it is not truly preventative, democratic, transparent, accountable and rule-based; in many cases, it has been inactive or ineffective; in certain cases, its actions have been ultra vires; and it has been seriously exploited by certain permanent members,” the envoy added.</p>
<p>“As a result, now the Council is facing a legitimacy and credibility crisis as well as a serious trust and confidence deficit and is not keeping pace with the significant changes of our time,” he deplored.</p>
<p>“The only golden standard for appraising the Council’s performance is the ‘principles of justice and international law’ which has been stipulated in the Charter,” Takht Ravanchi underlined.</p>
<p>“Applying this criteria, for instance to assess the Council’s performance regarding situations in our region, clearly indicates that ‘justice’ and ‘law’ are the main missing elements in almost all cases, from the oldest crisis of our region, the illegal and illegitimate occupation of Palestine and parts of Syria and Lebanon, to Saddam’s aggression against Iran, to US aggression against Iraq, to the continued inhumane blockade of Gaza Strip, and to the creation of the world’s worst humanitarian crisis in Yemen,” IRNA quoted him as saying.</p>
<p>“Therefore, to ensure justice and rule of law and to preserve and promote multilateralism, the Council’s reform is neither an option nor an optional choice; it is the only solution,” the Iranian envoy underscored.</p>
<p>“Nevertheless, none of the five core issues &#8212; namely membership categories, veto, regional representation, the size of an enlarged Council, and Council’s working methods &#8212; which are interlinked and therefore need to be discussed comprehensively within a package&#8211; should be considered less important than the others,” he said.</p>
<p>“While developing countries must be more fairly represented in the Council, its reform shall not shrink to or be equated solely with its enlargement. For us, enlargement is not an end in itself but a means to an end,” Takht Ravanchi stated.</p>
<p>“The Council’s enlargement is useful only if it can fulfill our ultimate goal in reform of UNSC, namely to evolve it into a truly democratic, representative, transparent, efficient, effective and, above all, rule-based and accountable body,” added the ambassador.</p>
<p>“In other words, if the performance of an expanded Council is going to be the same as it is now at its current size, why should we be engaged in such an exercise? Let it be crystal clear. We don’t wish to rule out the Council’s enlargement. This, however, must only be one of our multiple objectives, not our sole objective. In any case, the composition of an expanded Council must be balanced, both geopolitically and geographically,” he went on to say.</p>
<p>“Now, geopolitically, the Council is dominated mostly by western countries, three of which have veto power, and geographically, while WEOG is overrepresented, the main regions are poorly represented in terms of number and have less rights and privileges in terms of veto power or permanent membership,” the envoy deplored.</p>
<p>“Likewise, to date, one-third of UN members have never found a chance to become a Council member while there have been 20 countries that have each served between 10-22 years in this body. This disproportionality and injustice must be addressed and rectified, including by limiting chances for those who have served more and, instead, providing more advantages to those who have never served in the Council or served less times.</p>
<p>“This is essential in ensuring equal opportunities for all States to become a security Council member as well as in preventing the domination of a certain regional or geopolitical group over the Council. As a result of the Council’s reform, it should be ensured that its members decide based not on their own national interests but based on the common interests of the entire UN membership,” the envoy added.</p>
<p>“Likewise, we must not neglect such important issues as the Council’s working methods as they cannot be addressed only through enlarging the Council. In this context, transparency as well as strict adherence to the Charter by, and the accountability of, both the Council and its members for their performance are extremely crucial,” he explained.</p>
<p>“In certain cases, the Council has unfortunately made politically motivated decisions with serious long-term negative implications on a nation and its socio-economic development. Accordingly, modifying its working methods shall prevent it from making such decisions,” Takht Ravanchi stressed, adding, “It should also prevent the Council from considering situations that do not constitute a threat to international peace and security or issues that are related to internal matters of States, the interference in which is explicitly prohibited by the Charter.”</p>
<p>“The Council must also stop increasing the excessive and expeditious resort to its Chapter VII functions. For instance, it has imposed sanctions in situations where no action was even necessary. As a result, the sovereign rights of a nation have been seriously violated. Chapter VII must be invoked as a measure of last resort, if necessary,” he added.</p>
<p>“Additionally, the security Council must remain accountable to all of the States on behalf of whom it acts. This is indeed the raison d&#8217;être of the Charter’s Article 24 in obliging the Council to submit annual reports to the Assembly where all Member States are represented,” the Iranian diplomat said.</p>
<p>“In this context and in order to promote the legitimacy of the security Council’s decisions, evolving it to a rule-based and accountable organ should be at the forefront of our efforts,&#8221; he concluded.</p>

<p>Axel Kenes, the Belgian Foreign Ministry’s Director-General for Multilateral Affairs and Globalisation, met with Gholam-Hossein Dehghani, the Iranian Deputy Foreign Minister for Legal and International Affairs on Wednesday in Tehran.</p>
<p>During the meeting, the two sides exchanged views on various international issues including the full implementation of the Iran nuclear deal, officially known as the JCPOA, and the UN Security Council Resolution 2231 by all parties.</p>
<p>Dehghani slammed the UN Secretariat’s reports on the implementation of the Security Council Resolution 2231, which ignore the United States’ repeated violations of the JCPOA and the Resolution.</p>
<p>He also underlined the significant role of other Security Council member states in opposition to the US’ unilateralism and the instrumental use of the UN principal organs.</p>
<p>The Iranian diplomat also pointed to the Security Council’s one-sided approach on issues like the Yemen crisis and its insufficient attention to the humanitarian aspects of such crises.</p>
<p>He urged Belgium as a non-permanent member of the UN Security Council which represents all other UN member states to make further efforts to settle those crises peacefully.</p>
<p>Kenes, whose country acts as a facilitator of the implementation of the UN Security Council Resolution 2231, was on a two-day trip to Tehran, during which he also held talks with deputy FM Araghchi and Iran&#8217;s senior negotiator in Yemen and Syria talks Ali-Asghar Khaji.</p>

<p>Some decisions are made by this committee and regarding the ongoing circumstances, the fourth step is highly probable to be taken, he informed.</p>
<p>Noting that Iran is interested in taking the diplomatic path with Europeans, Mousavi added that Europeans, in particular the French, are doing their best to fulfill their commitments although no tangible achievements have been gained in this regard yet.</p>
<p>Chief of Staff of Iranian President Mahmoud Vaezi said on Wednesday that Tehran will take the next step in reducing its commitments to the nuclear deal (JCPOA) if other parties fail to secure Iran’s interests.</p>
<p>“As we have already said, a committee is reviewing Iran’s measures for the fourth step [of reducing commitments to the JCPOA],” he told reporterson the sideline of a cabinet meeting.</p>
<p>“If our demands are not met by Europeans in the two-month period of the third step, we will take the fourth step in the announced time.”</p>
<p>One year after US withdrawal from the nuclear deal, Iran announced in May 2019 that it is reducing commitments to JCPOA in a transparent manner and according to Paragraphs 26 and 36 of the Joint Comprehensive Plan of Action (JCPOA).
