“My Administration will not allow Federal tax dollars to fund cities that allow themselves to deteriorate into lawless zones,” said the memo, which was released by the White House, Reuters reported.

The memo instructs Attorney General William Barr to develop a list of “anarchist jurisdictions” that “permitted violence and the destruction of property to persist and have refused to undertake reasonable measures” to restore order.

The memo also instructs White House budget director Russell Vought to issue guidance in 30 days “to the heads of agencies on restricting eligibility of or otherwise disfavoring, to the maximum extent permitted by law, anarchist jurisdictions in the receipt of Federal grants.”

New York Governor Andrew Cuomo said on Twitter that Trump was trying to cut off funding that states and cities must receive to recover from the coronavirus pandemic.

“He is not a king. He cannot ‘defund’ NYC,” Cuomo said. “It’s an illegal stunt.”

TEHRAN (Iran News) – A car drove onto a closed freeway in Seattle, US state of Washington, early Saturday and struck two protesters in a crowd protesting against police brutality, killing one and critically injuring the other, authorities said.

Summer Taylor, 24, of Seattle died in the evening at Harborview Medical Center, spokesperson Susan Gregg said.

Taylor and Diaz Love, 32, of Portland, Oregon, were hit by the car that barreled through a panicked crowd of protesters on Interstate 5 early Saturday morning, officials said.

Dawit Kelete of Seattle drove the car around vehicles that were blocking I-5 and sped into the crowd about 1:40 a.m., according to a police report released by the Washington State Patrol. Video taken at the scene by protesters showed people shouting “Car! Car!” before fleeing the roadway.

Love is in serious condition in the intensive care unit, Harborview, Gregg said.

Love was filming the protest in a nearly two-hour-long Facebook livestream when the video ended abruptly; with about 15 seconds left, shouts of “Car!” can be heard as the camera starts to shake before screeching tires and the sound of impact are heard.

A graphic video posted on social media showed the white Jaguar racing toward a group of protesters who are standing behind several parked cars, set up for protection. The car swerves around the other vehicles and slams into the two protesters, sending them flying into the air.

The driver, who was alone, fled the scene after hitting the protesters, Trooper Chase Van Cleave told AP. One of the other protesters got in a car and chased the driver for about a mile. He was able to stop him by pulling his car in front of the Jaguar, Van Cleave said.

Troopers arrived, and the driver was put in custody, Washington State Patrol Capt. Ron Mead said.

Kelete was described by offices as reserved and sullen when he was arrested, according to court documents. He also asked if the pedestrians were OK, the documents say.

Kelete was booked into the King County Correctional Facility on Saturday morning on two counts of vehicular assault. Bail was denied.

A judge found probable cause to hold Kelete on an investigation of vehicular assault. He faces a second court hearing on Monday at which the judge will determine if he can be released on bail, according to court documents.

It was not immediately clear if Kelete had an attorney who could speak on his behalf.

Officials were trying to determine the motive as well as where he got onto the interstate, which had been closed by the state patrol for more than an hour before the protesters were hit. Mead said they suspect Kelete drove the wrong way on a ramp. Trooper Rick Johnson said the driver went through a barrier that closed the freeway.

Troopers did not know whether it was a targeted attack, but impairment was not considered a factor, Mead said.

Kelete has a Seattle address. He is listed in public records as a student who attended Washington State University between 2011 and 2017 majoring in business and commerce. His enrollment status could not be confirmed because the university was closed Saturday.

The Washington State Patrol said Sunday evening that going forward it won’t allow protesters to enter I-5 and would arrest pedestrians on the freeway.

Seattle has been the site of prolonged unrest following the May 25 police killing of George Floyd in Minneapolis, which sparked nationwide protests. Dozens of people were arrested this past week in connection with protests as demonstrations continue after authorities cleared the “Capitol Hill Occupied Protest” zone Wednesday morning.

Protesters had shut down the interstate for 19 days in a row, Mead said at a press conference.

The State Patrol responded by closing sections of the interstate to keep drivers and protesters safe.

“In a time that requires care and flexibility, we are exercising the safest means possible to avoid injuries or worse to motorists, protesters, WSDOT personnel and our troopers by closing the roadway and separating protesters from vehicular traffic,” Chief John Batiste said in a statement on June 27, responding to complaints about the road closures.

Mead emphasized that the freeway is “simply not a safe place” for pedestrians, and said he hoped protesters would cease what he termed “unlawful behavior” in blocking the interstate.

“My hope is, as a result of this tragedy, protesters will reconsider their desire to be on the interstate because I cannot guarantee their safety, plain and simple,” Mead said.

Seattle Mayor Jenny Durkan said the city stands beside the friends and family of the victims.

“No one should risk their life for demanding better from our city, state and country,” Durkan said on Twitter.

Protesters were on the freeway for more than an hour before the car drove around the blockade around 1:36 a.m., Mead said.

The state patrol tweeted out two pictures of the driver’s car with significant damage to its bumper and windshield.

Seattle police tweeted that they were assisting.

TEHRAN (Iran News) – A 16-year-old is dead and a 14-year-old is in critical condition in the latest of a series of shootings inside Seattle self-proclaimed police-free zone, known as the Capitol Hill Organized Protest (Chop).

Initially home to hundreds of peaceful protesters, in the last 10 days, four other people were shot in the area, including a 19-year-old man who was killed. The violence has left some officials seriously questioning the safety of the encampment and looking to take steps to dismantle it.

Officers said in a police blog that at about 3am on Monday, a white Jeep Cherokee SUV was reported near a Chop concrete barrier that surrounds the protest area. Several unidentified people then fired shots into the vehicle.

“Two injured individuals, presumably the occupants of the Jeep”, were then taken to Harborview medical center, according to the police blog. One was transported by a private vehicle, while the other was taken by medics. Police are investigating the shooting.

Chop, originally named the Capitol Hill Autonomous Zone, or “Chaz”, was founded about three weeks ago after a series of dangerous clashes between protesters and law enforcement during protests against police brutality sparked by the killing of George Floyd. The clashes culminated in police abandoning their precinct building in the area.

Peaceful protesters filled the area with free food and community gardens and held speeches, movie nights, and teach-ins. across the main road in the encampment, some people painted “Black Lives Matter” in large, colorful letters.

But recently, with the barrage of nighttime gun violence, the numbers of demonstrators have dwindled dramatically.

During a press conference at the occupied zone on Monday, Carmen Best, the police chief, said the situation at Chop was “not safe for anybody” and said protesters should move out of the area.

“As an African American woman with uncles and brothers, I wouldn’t want them to be in this area,” she said.

But Best did not provide additional details about when officials would begin dismantling the zone.

“I can’t telegraph what’s going to happen,” she said. “I can tell you that I think enough is enough, I absolutely do.”

Jenny Durkan, Seattle’s mayor, had previously said during a meeting with protesters Friday that the concrete barricades surrounding the protest zone would be removed on Sunday, and those directly outside the police’s east precinct would be left, according to Converge Media, the only news organization allowed in the meeting. But no crews arrived Sunday to remove them, and as of 3pm Monday, the barricades were still up.

A large group of Seattle department of transportation crews had tried to remove the barriers early Friday morning but were stopped by several people sitting or lying on the ground in front of the equipment.

In recent days, some people at Chop have moved their tents away from Cal Anderson Park, so they are closer to the police precinct. But many still remain in the park. Questions remain about how protesters will respond to the city attempting to remove barricades, and what will happen to those still in the park.

Hours after the shooting, an African American woman was reportedly pushed by the Fox News reporter Dan Springer, according to Derrick Drungo, an activist at Chop who witnessed the incident.

Drungo said Springer then got in his truck and protesters surrounded it, asking for an apology. One woman briefly climbed on top of the truck. Activists said the reporter’s personal security detail came out and tried to pepper spray them, and the group moved a concrete barrier in front of the truck to stop him from leaving.

The reporter later got out of the car and another man with Fox tried to move the truck. While driving very slowly, Drungo said the man hit him.

“I got back in front of the car and the driver kept driving,” Drungo told the Guardian.

“My hands were up in the air, and he hit me six times. I told him to stop,” he added.

In a statement, Nancy Harmeyer, the vice-president of domestic bureaus and the LA bureau chief at Fox News, said:

“While covering the news just outside of Seattle’s Chop zone this morning, a protester confronted Fox News Channel correspondent Dan Springer and his crew after overhearing him cancel a live report due to ‘filthy language’ in the background. The protester started yelling at him and threw a cup of coffee in his face and on his jacket. Attempting to de-escalate the situation, the crew returned to their vehicle, which was then surrounded by protestors. Unable to drive away, the crew turned the car off and walked away from the scene. At no point during the situation did the Fox News crew ever physically instigate or retaliate in any way against the protesters.”

In a tweet early Monday, US President Donald Trump said, “Seattle Looters, Agitators, Anarchists and ‘Protestors’, are now refusing to leave the ‘CHOP’ Zone. They have ZERO respect for Government, or the Mayor of Seattle or Governor of Washington State! Not good!”

TEHRAN (Iran News) – One person was wounded in what was the second shooting in the protest zone of Seattle in less than 48 hours, police said.

The shooting happened late Sunday night in the area near Seattle’s downtown that is known as CHOP, for “Capitol Hill Occupied Protest,” police tweeted, adding that one person was at a hospital with a gunshot wound.

The person arrived in a private vehicle and was in serious condition, Harborview Medical Center spokesperson Susan Gregg said in a statement, AP reported.

The zone evolved after weeks of protests in the city over police brutality and racism, sparked by the police killing of George Floyd, a Black man, in Minneapolis.

The Sunday shooting followed a pre-dawn shooting on Saturday in a park within the zone that left a 19-year-old man dead and a 33-year-old man critically injured. The suspect or suspects in that first shooting fled the scene, and no arrests had been made as of Sunday, Detective Mark Jamieson had said.

It wasn’t immediately clear where within the zone Sunday night’s shooting took place. The Seattle Fire Department arrived at the scene at 10:46 p.m. and went to a staging area near the zone’s perimeter, fire department spokesperson David Cuerpo told the Seattle Times.

The fire department was soon notified that the injured person has already been taken away. Both victims in Saturday’s shooting — whose identities hadn’t yet been released — were also transported to the same hospital via private car.

Seattle police tweeted that they had heard of a second shooting that they were unable to verify, given “conflicting reports.”

Further details about what transpired Sunday night weren’t immediately available. It wasn’t clear whether anyone was in custody.

The CHOP zone is a several-block area cordoned off by protesters near a police station in the city’s Capitol Hill neighborhood. President Donald Trump, a Republican, has criticized Seattle Mayor Jenny Durkan and Gov. Jay Inslee, both Democrats, for allowing the zone.

The violence was reported about 2:30 a.m. near Cal Anderson Park, the Seattle Police Department said in a statement.

One victim, described as a 19-year-old man, was declared dead at a hospital, and the other, described only as a male, was being treated for life-threatening injuries, the department said.

“Officers attempted to locate a shooting victim but were met by a violent crowd that prevented officers safe access to the victims,” Seattle police said. “Officers were later informed that the victims, both males, had been transported to Harborview Medical Center by CHOP medics.”

At a noon coronavirus news conference, Gov. Jay Inslee said he wasn’t aware of the details of the attack.

“One way or another we have to be able to provide protection for people all over the state of Washington, including that particular area,” he said, NBC News reported.

The zone was set up as an extension of demonstrations seeking racial justice after the death of George Floyd. A police station about a half-mile from the attack is inside the area and has been abandoned.

Police on Tuesday installed concrete barriers to protect those within the zone. On June 7, a man allegedly drove into the area and opened fire on another man, injuring him. A suspect, Nikolas Fernandez, 31, was charged with felony assault.

No one has been arrested in Saturday’s attack.

“Homicide detectives responded and are conducting a thorough investigation, despite the challenges presented by the circumstances,” the Seattle Police Department said.

TEHRAN (Iran News) – A US judge on Friday ordered Seattle police to temporarily stop using tear gas, pepper spray, and flash-bang devices to break up largely peaceful protests, a victory for groups who say authorities have overreacted to recent demonstrations over police brutality and racial injustice.

The liberal city with a lengthy history of massive, frequent protests has taken hits from all sides — from demonstrators, some city officials, the president and now a judge — over the way it’s responded to crowds taking to the streets following George Floyd’s death at the hands of Minneapolis police. Those on the right say the mayor and police chief aren’t being tough enough on protesters who have taken over part of a neighborhood near downtown Seattle, while those on the left say police tactics have been far too harsh.

US District Judge Richard Jones sided with a Black Lives Matter group that sued the Seattle Police Department this week to halt the violent tactics it has used to break up protests.

Last weekend, officers used tear gas, pepper spray, and other force against crowds of protesters. Jones’ order halts those tactics for two weeks, though demonstrations this week have been calm.

Mayor Jenny Durkan and Police Chief Carmen Best have apologized to peaceful protesters who were subjected to chemical weapons. But Best has said some demonstrators violently targeted police, throwing objects and ignoring orders to disperse. Both have faced calls to resign, which they have rejected.

The judge said those objecting to the police tactics make a strong case that the indiscriminate use of force is unconstitutional. Jones said weapons like tear gas and pepper spray fail to target “any single agitator or criminal” and they are especially problematic during the coronavirus pandemic.

“Because they are indiscriminate, they may even spill into bystanders’ homes or offices as they have done before,” Jones wrote, AP reported.

Durkan, a former US attorney, “believes the court struck the right balance to protect the fundamental constitutional right to exercise protest, with the need to also ensure public safety,” spokeswoman Kamaria Hightower said in an email.

Durkan also has requested reviews of police actions from the Office of Police Accountability and the city’s inspector general. Washington State Patrol Chief John Batiste also said Friday the agency will stop using gas until further notice, particularly amid the pandemic.

This week, demonstrators have turned part of Seattle’s Capitol Hill neighborhood into a protest center with speakers, drum circles, and Black Lives Matter painted on a street near a police station. Police largely left the station after the chaos last weekend, when officers tear-gassed protesters and some demonstrators threw objects at them. Police sprayed tear gas just two days after the mayor and the police chief said they were temporarily halting its use.

Durkan tweeted that on Friday she visited the so-called autonomous zone — which has been criticized by US President Donald Trump and where people, including officers, come and go freely. She said she spoke with organizers about moving forward and noted that she’s always known Capitol Hill as a place for people to express themselves.

Trump has slammed her and Gov. Jay Inslee for not breaking up the occupation by “anarchists” and threatening to take action if they don’t. Both have assailed his comments and say they’re focusing on a peaceful resolution. The demonstrations have been calm since police left the area.

Michele Storms, executive director of the ACLU of Washington, said the group was pleased with the judge’s ruling.

“The city must allow for freedom of speech and freedom of assembly, and it must address police accountability and excessive use of force,” Storms said in a statement.

The ruling came as massive crowds marched in the rain and some businesses temporarily closed in response to a call from Black Lives Matter Seattle-King County to launch a statewide general strike.

“As tens of thousands of people were gathering today to march silently and in solidarity against police brutality and misconduct, the US District Court affirmed their right to protest, free from state violence. That is a victory for today,” the group said in a statement.

Black Lives Matter encouraged supporters not to go to work or to work from home Friday and to learn about local elected officials and issues. Organizers have demands for the city, county, and state that include cutting at least $100 million from the Seattle police budget, ending cash bail, and declaring racism a public health crisis.

Durkan tweeted that she and the police chief participated in the march, saying Best and her Police Department leaders have been working “incredibly hard to adjust and improve every day.”

Washington State Patrol Chief John Batiste also said Friday his personnel will stop using gas until further notice, particularly amid the pandemic.
