<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) The remarks were made during a meeting at the Iran Chamber of Commerce, Industries, Mines and Agriculture between its vice president, Qadir Qiafeh, and Leonid Lozhzhko, head of the Russia–Iran Business Council.</p>
<p>Opening the session, Qiafeh highlighted the significant trade potential between Iran and Russia, noting that despite both countries’ large markets, trade volumes have not reached levels commensurate with their capacities since the collapse of the Soviet Union.</p>
<p>He said bilateral trade has improved in recent years, particularly following the implementation of the free trade agreement between Iran and the Eurasian Economic Union. According to him, trade exchanges under the agreement reached approximately $4 billion in the first nine months of the current Iranian year (ending March 2026), with expectations for further growth by year-end.</p>
<p>Despite this progress, Qiafeh said a considerable gap remains between current trade volumes and the estimated potential of $10 billion to $30 billion. Achieving the lower $10 billion target over the next three years, he stressed, requires a stronger focus on removing practical and administrative barriers.</p>
<p>Qiafeh identified the application of preferential tariffs, limited familiarity among traders with tariff schedules, and delays in information exchange as key challenges in implementing the Eurasia agreement. Customs procedures, including slow responses from relevant agencies, have particularly affected perishable goods, he added.</p>
<p>Logistical and infrastructure limitations were also cited as major obstacles. Qiafeh emphasized that restricted regular shipping services and underutilization of the International North–South Transport Corridor have doubled transport time and costs. Completing and fully operationalizing the corridor, he said, would significantly enhance transit capacity and reduce delivery times for goods moving between the two countries.</p>
<p>Financial constraints also remain a shared problem. Both Iran and Russia face limited access to international financial systems, and mechanisms for settlements in national currencies are not fully established. Currency volatility in both countries has further increased operational costs for traders.</p>
<p>Qiafeh noted that discussions on linking Iran’s Shetab banking network with Russia’s Mir system have been ongoing for over six years. Although pilot programs have been conducted, full implementation has yet to be achieved, limiting large-scale trade transactions.</p>
<p>He also criticized the slow flow of information between the two sides and pointed to structural challenges stemming from state-dominated economic systems in both countries.</p>
<p>Qiafeh stressed the key role of chambers of commerce in facilitating trade and information exchange, arguing that closer cooperation between Iranian and Russian business institutions could help accelerate progress.</p>

<p>While acknowledging that numerous memoranda of understanding have been signed, he said only two major achievements have emerged so far: eased business visa procedures and the establishment of a “green corridor” to streamline trade procedures. Both initiatives were driven largely by the private sector, he noted.</p>
<p>He called for expanded cooperation in joint investment and technology transfer, particularly in oil, gas, petrochemicals, mining, and logistics.</p>
<p>Roushan-Ali Yekta, vice president of the Iran–Russia Joint Chamber, highlighted disputes over customs valuation of Iranian goods in Russia as a major hurdle. He proposed utilizing guarantee funds to support Iranian traders and facilitate smoother investment and trade flows.</p>
<p>Leonid Lozhzhko, head of the Russia–Iran Business Council, acknowledged ongoing settlement and trust issues, despite 89 percent of bilateral trade reportedly being conducted in national currencies. A significant share of financial transactions still passes through third countries, including Turkey and Azerbaijan, he said.</p>
<p>He estimated that $5.5 billion in trade could be routed through Turkey over the next four years, while $180 million in agricultural trade currently transits through Azerbaijan and Turkey. Both sides, he stressed, should work to reduce dependence on intermediary countries.</p>
<p>Lozhzhko said the opening of a branch of Russia’s MTS Bank in Iran could significantly lower transaction costs. He also noted that VTB Bank has allocated $2 billion to provide financial services to Iranian traders.</p>
<p>On transport cooperation, he reported that 28 vessels have been added to Caspian Sea shipping routes between the two countries since last year, with 30 more ships planned by 2035. Rail transport capacity is also being expanded, with new freight arrangements through western and eastern corridors to accelerate deliveries to Moscow.</p>
<p>However, customs procedures remain problematic, particularly for food exports. Goods transiting through Azerbaijan face multiple inspections, while errors in valuation documentation can cause costly delays and reduce product quality. Lozhzhko said training workshops are being planned to help Iranian traders better navigate customs requirements.</p>
<p>Both sides concluded that resolving customs bottlenecks, strengthening financial connectivity, and improving logistics infrastructure are essential steps toward achieving the $10 billion trade target.</p>

<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Following a meeting between Russian Energy Minister Sergey Tsivilev and Iran’s ambassador to Russia, Kazem Jalali, the Russian Energy Ministry reported on Monday that Russia and Iran intend to sign a number of agreements on trade and economic cooperation at a meeting of the Russian-Iranian intergovernmental commission scheduled for February 16-18 in Tehran, TASS reported.</p>
<p>&#8220;As part of the upcoming intergovernmental commission, we are focused on achieving concrete results in the form of signed documents and agreed decisions that will facilitate the implementation of the comprehensive strategic partnership treaty signed by the leaders of our states,&#8221; Tsivilev said.</p>
<p>The Energy Ministry added that during the meeting, reports were heard from representatives of government agencies and businesses on a broad range of issues related to bilateral cooperation in energy, transport, healthcare, education, as well as science and technology.</p>

<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) In an interview with Otagh Iran Online, Hadi Tizhoosh Taban, President of the Iran–Russia Joint Chamber of Commerce, said total trade between the two countries is currently below $5 billion, a figure he described as unsatisfactory given the strategic relationship between Tehran and Moscow. He emphasized that with proper planning and institutional reforms, trade volume could be doubled within one to two years.</p>
<p>Tizhoosh Taban noted that economic relations between Iran and Russia have expanded in recent years, particularly after Western sanctions against both countries intensified. Facing similar restrictions, Tehran and Moscow have increasingly turned toward alternative economic arrangements and closer cooperation to reduce their reliance on Western-dominated financial systems.</p>
<p>He pointed out that Iran has taken several steps to counter what it considers unlawful and unfair U.S. sanctions, including joining international groupings such as BRICS, the Shanghai Cooperation Organization, and the Eurasian Economic Union. Russia, he added, is also a member of all three organizations and, like Iran, is under extensive sanctions. This shared position, he argued, creates favorable conditions for expanding economic cooperation and strengthening resilience against external pressures.</p>
<p>Despite these opportunities, Tizhoosh Taban stressed that current trade levels remain far below their potential. One of the most critical issues, he said, is the lack of transparency in bilateral economic relations. While increasing trade volume is a priority, he warned that doing so without transparent mechanisms and clear regulatory frameworks could lead to inefficiencies, weakened trust, and reduced investor confidence.</p>
<p>“Expanding trade without transparent infrastructure creates problems in commercial processes, mutual trust, and investment attraction,” he said. “Trade growth must go hand in hand with transparency in decision-making, data, and oversight.”</p>
<p>According to Tizhoosh Taban, Iran–Russia trade spans a wide range of sectors, including energy infrastructure, transportation, essential commodities, banking cooperation, and industrial investment. As trade expands across these areas, he said, the need for accurate data, effective monitoring systems, and clear reporting becomes even more critical to prevent rent-seeking behavior and avoid economic inefficiencies.</p>
<p>Another major challenge, he added, is the lack of consistent and publicly available official statistics. Discrepancies between reports, delays in publishing data, and insufficient detail in trade and investment figures make it difficult for businesses to plan and for policymakers to assess progress accurately.</p>
<p>&nbsp;</p>
<p>Banking issues remain a key obstacle for economic actors in both countries. While the use of national currencies—the Iranian rial and the Russian ruble—has reduced dependence on the U.S. dollar and eased some sanctions-related constraints, domestic problems persist. Tizhoosh Taban highlighted a significant loss—exceeding 25 percent—in value during the conversion of rubles to rials through Iran’s SANA and NIMA currency platforms. He expressed hope that Iran’s central bank would take corrective action to resolve this issue, which he described as a serious burden on traders.</p>
<p>Differences in accounting and auditing standards also complicate bilateral trade. Tizhoosh Taban explained that the rules governing contract auditing in Iran and Russia are not fully aligned, leading to confusion, delays, and increased costs. Harmonizing these standards, he said, would remove a major structural barrier and facilitate smoother cooperation.</p>
<p>To address several of these challenges, Tizhoosh Taban proposed the creation of a centralized investment platform. He suggested launching a bilingual website that would provide transparent data, regulatory guidance, and practical information accessible to all economic stakeholders in both countries. Such a platform, he said, could significantly reduce uncertainty, assist traders, and accelerate the exchange of goods and services.</p>
<p>He also addressed the impact of sanctions on financial messaging systems, particularly restrictions on access to the SWIFT network, which he described as one of the most effective tools used against sanctioned countries. Developing an alternative financial messaging system, he said, could greatly facilitate bilateral transactions. In addition, he proposed the establishment of joint development banks in Iran and Russia to support long-term investment and trade financing.</p>
<p>Tizhoosh Taban warned that insufficient oversight in trade relations could increase the risk of corruption and economic deviation. “If we want a sustainable, long-term trade framework, trust-building must come first,” he said, stressing that economic cooperation should grow through official, legal, and transparent channels.</p>
<p>According to him, successful cooperation with Russia requires a coordinated management system and adherence to key prerequisites, including attracting investment, strengthening mutual trust, creating shared standards, publishing accurate statistics, and ensuring effective oversight.</p>
<p>He also highlighted the complementary nature of the two economies. While Iran and Russia may compete in certain areas such as energy and petrochemicals, he said there is significant potential for cooperation in other sectors, including agriculture, livestock feed, food products, and related industries.</p>
<p>Reiterating the trade target, Tizhoosh Taban said increasing bilateral trade from under $5 billion to over $10 billion within one to two years is realistic and achievable if structural and institutional obstacles are addressed.</p>
<p>In conclusion, he emphasized that improving infrastructure and building trust should be the top priorities in Iran–Russia economic relations. Given the close ties between the two governments, he said, there is a strong opportunity to empower the private sectors of both countries and enable them to fully benefit from each other’s economic capacities.</p>

The ministry rejected claims that diplomatic staff and their families were being withdrawn from the country.</p>
<p>A senior Russian Foreign Ministry official also urged journalists and the public to remain vigilant against what he described as fake news, warning against falling for provocations and disinformation spread by Western countries regarding Russia.</p>
<p>The denial came after the Associated Press reported, citing a European intelligence source, that Russia had started evacuating its diplomats and their families from Venezuela.</p>

<p>Mohammadreza Gol-Ahmad, Chairman of the Corporate Social Responsibility Commission and a member of the Isfahan Chamber of Commerce, stated that the main goal of such meetings is to help chamber members and economic actors gain insight into international environments, opportunities in foreign countries, and export markets where Iran holds comparative advantages.</p>
<p>He added that certain countries, due to logistics and shared borders, offer better conditions for exporting Iranian goods. The Chamber aims to identify these opportunities and present them to business owners so they can benefit from existing competitive advantages to expand their activities.</p>
<p>Yefimov Alexei Mikhailovich, the Trade Representative of the Russian Federation in Iran, highlighted the challenges Iranian goods face in the Russian market. He explained that many Iranian products are significantly more expensive than their foreign counterparts, while Iranian brands still lack strong recognition and perceived quality in global markets. Russian consumers, he said, prefer products that are well-tested and competitively priced.</p>
<p>He noted that products such as Iranian ceramics, construction materials, and household goods have potential in Russia if they meet market standards and are offered at reasonable prices.</p>
<p>Mikhailovich emphasized the importance of using e-commerce platforms such as Ozon to introduce Iranian products to Russian consumers, saying this approach can enhance familiarity with Iranian goods.</p>
<p>Vasilly Yudovich Vdovin, Trade and Economic Representative of the Republic of Tatarstan, stressed the need for stronger economic cooperation between Iran and Tatarstan. He noted that Isfahan, with its industrial, cultural, and tourism capabilities, can play a pivotal role in expanding trade with Tatarstan.</p>
<p>He added that accurate planning and a long-term perspective are essential for achieving tangible results and boosting trade interactions. Only through continuous cooperation and joint initiatives, he said, can the two sides turn existing capacities into real economic opportunities.</p>
<p>Ali Heidari, a member of the Isfahan Chamber of Commerce, underscored the importance of strengthening international engagement with Russia, calling it a promising market for Iranian traders.</p>

<p>He pointed to Iran’s membership in BRICS and its free trade agreement with the Eurasian Economic Union, saying these create valuable opportunities for cooperation with regional countries. <p>Heidari emphasized the significant role the Chamber can play as a facilitator in strengthening commercial ties and increasing traders’ awareness of opportunities in the Russian market.</p>
<p>Asman Mahdizadeh, another member of the Isfahan Chamber of Commerce, highlighted the positive impact of Iran’s cooperation agreement with the Eurasian region, calling it an important opportunity for expanding trade relations. &#8220;Exports&#8221;</p>
<p>She said the agreement will provide valuable consultation and cooperation, aligning Iran’s trade routes more closely with Eurasian countries. <p>Aref will travel to Moscow on Monday to attend the meeting scheduled for the following day.</p>
<p>Prior to the Council meeting, representatives from SCO member states held a three-day expert meeting, which will conclude today, Sunday.</p>
<p>The expert meeting focused on coordinating the draft Action Plan for 2026-2030 for the implementation of the Program of Multilateral Trade and Economic Cooperation among SCO member states, according to a release by the organization.</p>
<p>During the event, the authorized representatives agreed on the text of the Plan, which has been included in the list of documents proposed for signing at the upcoming Council of Heads of Government meeting, the statement added.</p>

<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) Speaking to reporters, Tavakkoli clarified that the ongoing plan is a tariff reform, not a rate increase. He said about 88–90 percent of Iran’s population will not be impacted, as their usage falls within the national consumption standards. Based on billing data from October, 76 percent of households paid less than 10,000 tomans for gas.</p>
<p>“For low-income groups, gas consumption within the first tier remains free of charge,” he added, emphasizing that the reform plan is guided by justice-oriented principles aimed at curbing excessive energy use and redirecting resources toward vulnerable communities.</p>
<p>Tavakkoli underlined that the goal of tariff reform is not to boost government revenue, but to balance consumption and reduce energy imbalance in the residential sector. The revised structure simplifies consumption categories from 12 to 4 global-standard tiers, allowing for clearer assessment of user behavior. Only 2 percent of high-consuming households—often owners of second homes or properties with luxury heating facilities—will face higher bills.</p>
<p>He also revealed a major update in Iran’s climatic zoning system: the previous five-zone classification has been replaced with 1,300 independent thermal regions, ensuring fairer tariff rates based on each city’s long-term temperature data. “Five zones for a country with Iran’s climate diversity was unfair,” he said.</p>
<p>Tavakkoli noted that a Cabinet decree requires all government agencies to cut energy use by at least 20 percent compared to 2022 levels and maintain indoor temperatures at 20°C during winter. Citizens can report violations via the NIGC hotline 194.</p>
<p>He clarified that none of the tariff adjustments are intended to raise state income, as all resulting funds will be allocated to about 500,000 low-income families supported by the Welfare Organization and the Imam Khomeini Relief Committee.</p>
<p>Discussing broader initiatives, Tavakkoli announced a national plan to modernize heating systems, including replacing outdated gas heaters with energy-efficient models. So far, contracts for 1.725 million units have been signed, and 300,000 installations are expected to be completed by the end of this year, with full implementation by 2026.&#8221;Russia &#8221;</p>
<p>He highlighted that these measures will cut energy waste, create thousands of jobs in manufacturing and installation, and strengthen Iran’s energy security.</p>

<p>Tavakkoli also confirmed that gas storage facilities in Sarajeh and Shourijeh are at their highest capacity in history, with liquid fuel reserves also at exceptional levels—reflecting better energy management and coordination across the Oil Ministry’s subsidiaries.</p>
<p>Emphasizing Iran’s regional strategy, he stated: “Our gas diplomacy with Russia and Turkmenistan has never stopped. We continue regular negotiations on gas imports, exports, and joint projects to enhance regional energy synergy and security.”</p>
<p>Tavakkoli concluded that the company’s main objective this year is to address energy imbalances through efficiency, ensuring stable gas supply to industries and supporting Iran’s industrial growth.</p>

<p>Khatibzadeh provided an analysis of the current international and regional conditions, discussing the requirements for enhancing relations between Iran, Russia, and countries in the Global South.</p>
<p>During the meeting, experts from both nations engaged in extensive discussions on a wide range of issues.</p>
<p>This meeting coincided with Khatibzadeh’s visit to Moscow to sign several cooperation agreements. He previously visited the Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences (INION RAN), where he signed a memorandum of understanding with the institute.</p>
<p>On January 17, 2025, during President Masoud Pezeshkian’s visit to Moscow, the comprehensive strategic partnership treaty between Iran and Russia was signed in the Kremlin. Following the legal approval of this treaty by both countries’ parliaments, the foreign ministries of Iran and Russia announced its official implementation on October 2, 2025.</p>

										<content:encoded><![CDATA[<p>Russia urges end to UN review of Iran’s nuclear program after JCPOA expiry</p>
<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) <strong>The Ministry of Foreign Affairs of the Russian Federation has stressed that all restrictions and procedures outlined in the United Nations Security Council’s Resolution 2231 should be lifted, allowing the Council to conclude its review of Iran&#8217;s nuclear program.</strong></p>
<p>The ministry issued a statement on Friday, a day ahead of the expiration of the ten-year period established by UNSC Resolution 2231 that endorsed the 2015 Iran nuclear deal officially called the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>The ministry said, starting on Saturday (October 18), all the restrictions and procedures outlined in this resolution must be lifted, and the UN Security Council is required to end its review of issues related to Iran’s nuclear program.</p>
<p>Further in its statement, the Russian Foreign Ministry criticized European signatories to the JCPOA, namely France, Britain, and Germany, for their attempts to reinstate UN sanctions against Iran, arguing that their attempts could not be regarded as successful due to their repeated violations of the terms of Resolution 2231.</p>
<p>Noting that the Europeans have decided to disregard any legal formalities that might hinder their confrontational approach, Russia emphasized that under international law, a party that systematically violates an agreement cannot benefit from the mechanisms and advantages established by that agreement.</p>
<p>Moscow also said that the illegal actions by France, Britain, and Germany were taken under support of the United States that had already withdrew from the JCPOA in 2018.</p>
<p>The Russian Foreign Ministry also underlined that the UN Secretariat cannot impose legal obligations on countries and called for the removal of misleading information regarding the reinstatement of sanctions from the UN website.</p>
<p>With the JCPOA&#8217;s expiration, Russia stated that Iran&#8217;s nuclear program should henceforth be treated like that of any non-nuclear state under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).</p>
<p>According to the statement, the goal of the JCPOA was to achieve the comprehensive lifting of all UNSC sanctions, as well as multilateral sanctions related to Iran&#8217;s nuclear program. As far as the UN is concerned, this process is now complete. Therefore, reinstating the imposed restrictions by circumventing the council is illegal.</p>
<p>The ministry expressed its commitment to a diplomatic resolution of the situation and urged all parties to focus on preventing escalating tensions that could threaten regional and global security.</p>
<p>The statement also reaffirmed Russia&#8217;s commitment to enhancing cooperation with Iran across various sectors while adhering to national laws and international obligations. A strategic treaty between Russia and Iran, which came into effect on October 2, 2025, serves as a solid foundation for these relations.</p>

<p>On August 28, the European countries sent a letter to the UN Security Council, and the 30-day period to halt this process concluded on September 27, she wrote on her Telegram account.</p>
<p>According to the Russian spokesperson, the Security Council did not pass a resolution to restore exemptions from sanctions against Iran.</p>
<p>Zakharova noted that Russia and China made a final effort on September 26 to preserve the legitimacy of Resolution 2231, aiming to seek a diplomatic solution and prevent potential escalation.</p>
<p>She concluded that the Western states’ actions undermine fundamental principles of international law.</p>
