										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Russia’s ambassador to Iran said Moscow is open to the delivery of S-400 air defense missile system to Iran.</p>

<p>“Russia has no problem with the delivery of the S-400 to Iran,” Levan Jagarian said in an interview with Iranian newspaper Resalat.</p>
<p>Jagarian said Moscow and Tehran can hammer out arms deals as of October 19 when a UN embargo on the sales of weapons to the Islamic Republic expires under the 2015 Iran nuclear deal, known as the JCPOA.</p>
<p>The United States, which was originally a JCPOA participant along with Britain, China, France, Germany, and Russia, withdrew from the deal in May 2018 and reimposed sanctions in Iran.</p>
<p>The US faced a humiliating defeat at the UN Security Council in August when its bid to extend UN sanctions on Iran for an unlimited period failed after it only gained one ‘yes’ vote.</p>
<p>US Secretary of State Mike Pompeo said in September that Washington would prevent Tehran from purchasing Chinese tanks and Russian air defense systems.</p>
<p>Jagarian emphasized that the US threat will “by no means” affect Russia’s arms cooperation with Iran.</p>
<p>“We are not be afraid of US threats and we will live up to our commitments,” he said, adding that Russia is prepared to carefully consider Iran’s proposals for arms purchases.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – A contract on the delivery of the second batch of S-400 anti-aircraft missile systems to Turkey has been signed and the sides are discussing the contract’s financial terms, the head of Russia’s state arms seller Rosoboronexport, Alexander Mikheyev, told reporters on Sunday.</p>

<p>&#8220;The contract has been signed,&#8221; the chief executive said, replying to the corresponding question, TASS reported.</p>
<p>The sides are now discussing &#8220;the financial arrangement of implementing the contract,&#8221; he specified.</p>
<p>The Rosoboronexport chief said that the timeframe of implementing the contract would depend &#8220;on our partners’ readiness to finally resolve the procedural issues with the financing of this project.&#8221;</p>
<p>Russia announced in September 2017 that it had signed a $2.5 billion deal with Turkey on the delivery of S-400 anti-aircraft missile systems to Ankara. Under the contract, Ankara received a regiment set of S-400 air defense missile systems (two battalions). The deal also envisages partial transfer of production technology to the Turkish side.</p>
<p>Turkey is the first NATO member state to purchase such air defense missile systems from Russia. The deliveries of S-400 launchers to Turkey began on July 12, 2019.</p>
<p>Turkey’s decision to acquire the Russian-made S-400 surface-to-air missile systems has caused a sharply negative reaction from the United States and NATO as a whole. The United States is not abandoning its attempts to make Turkey give up the Russian air defense systems.</p>
<p>As Turkey has not yielded to the pressure and has said that it will not give up the S-400 systems, Washington has excluded Ankara from the US program of developing the fifth-generation F-35 fighter-bomber.</p>
<p>The S-400 ‘Triumf’ is the most advanced long-range air defense missile system that went into service in Russia in 2007. It is designed to destroy aircraft, cruise and ballistic missiles, including medium-range weapons, and can also be used against ground installations. The S-400 can engage targets at a distance of 400 km and at an altitude of up to 30 km.</p>

<p>“The claim is that the S400 and F-35s are incompatible. That’s the claim. Here is our proposal, let’s have a working group and NATO can chair this and let’s let experts make the assessment and come back to us,” he said.</p>
<p>“We believe the Russian S-400 and F-35 are compatible,” Cavusoglu said during a panel discussion at the annual meeting of the World Economic Forum in Davos, Reuters reported.</p>
<p>“Russian S-400 does not pose any threats to the NATO system or to NATO allies,” he added.</p>
<p>&#8220;The training of the personnel for the Russian made S-400 systems, as well as the deployment of the systems, are going as it has been planned. They will become operational in April or May,&#8221; Hulusi Akar, the Turkish official as a member of NATO, said as quoted by Turkiye news outlets, Sputnik reported.</p>

										<content:encoded><![CDATA[<p><strong>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; The US has warned India not to purchase advanced Russian-made S-400 missile defense systems, urging New Delhi to reconsider purchasing Russia’s air shield systems or face the “risk for sanctions.”</strong></p>
<p>A senior official at the US State Department made the remarks during a press briefing on Wednesday, stressing that the India was not immune to Washington’s sanctions over the deal with Moscow, just like Turkey, which is also under the threat of US sanctions over a similar deal purchasing the same missile platform.</p>
<p>“There is not a blanket waiver. Congress certainly never designed that or anticipated that, nor did the administration,” he said.</p>
<p>The unnamed official stressed that some might wrongly think that since Congress designated India’s current military status several years ago, then, New Delhi enjoys “protection from any sort of sanctions.” However, this is a misinterpretation, he emphasized.</p>
<p>Taking any punitive measures against New Delhi would be adopted in line with the Countering America’s Adversaries Through Sanctions Act (CAATSA), signed into law in 2017. The act, despite what its name suggests, has largely been brandished by Washington as a warning to allied nations mulling weapons deals with Russia – namely Turkey and India.</p>
<p>“While there’s not a blanket waiver, there’s also not a blanket application. And so what I mean by that is there is a case-by-case analysis on where CAATSA sanctions could be applied. CAATSA sanctions also can range in depth as to how deep-cutting and to the entities and the people. And those options are always there,” further said the US official added.</p>

<p>The S-400 is an advanced Russian missile system designed to detect, track, and destroy planes, drones, or missiles as far as 402 kilometers away.</p>
<p>A number of NATO member states, the US in particular, claim that Russian-made S-400 missile batteries are not compatible with those of the military alliance, prompting it to threaten to impose sanction on Turkey, which has purchased the air defense system.</p>
<p>“The challenge we have with any state like India is new acquisitions on significant systems that would either put at risk our platforms or expose our technologies to an adversary. And so we said this very simple – Turkey was a perfect example,” the official added.</p>
<p>Moscow and New Delhi had signed an intergovernmental agreement on the sale of five units of the air defense systems during the 17th India-Russia summit back in October 2016 in the Indian coastal region of Goa.</p>
<p>During a visit to India on October 5, 2018, Russian President, Vladimir Putin, signed a contract with Indian Prime Minister, Narendra Modi, to deliver the five regiment sets of the S-400 systems worth 5.43 billion dollars.</p>
<p>Back in February last year, Moscow said that India would receive “without any delays” the advanced missile systems and that Russia’s “commitments under the contract will be fulfilled.”</p>
<p>Moscow has promised to deliver the first s-400 missile system to India by the end of 2020.</p>
<p>India, for its part, has emphasized that it can make its own arms purchases independently, with its external affairs minister stressing last November that New Delhi would “not be influenced by other countries on what we do in terms of our national security and defense.”</p>
