Tehran Urges Europe to Fulfill Its JCPOA Commitments

IRAN NEWS ECONOMIC DESK

TEHRAN – Iran has once again called on the Europeans to keep their side of the bargain under the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), on the anniversary of signing the deal.

In a statement marking the 5th anniversary of the conclusion of the JCPOA, Iran asked the three European countries not to be swayed by Washington.

“Unfortunately, the situation has unfolded in such a way that we need to remind the remaining parties to the JCPOA as well as UN member states of the rights and duties stipulated in this agreement, which was reached through tough and complicated negotiations between Iran and the 5+1 group representing the international community, and which was approved by UN Security Council Resolution 2231,” read the Wednesday statement.

“[the points to be reminded range] from the emphasis that Resolution 2231 puts on the ‘promotion and facilitating of the development of ordinary economic and trade transactions and cooperation with Iran’ and the ‘full implementation of the framework’ of the JCPOA and Resolution 2231 to the importance of the system governing the lifting of sanctions on the JCPOA as one of the main pillars of the deal,” the statement also read.

The statement also called on the international community to do whatever it takes to preserve the deal.

“The Joint Comprehensive Plan of Action (JCPOA), as a major product of multilateralism diplomacy, enjoys the overwhelming support of the international community, and is now facing serious danger on the fifth anniversary of its conclusion. If the international community does not take enough care to guarantee a balanced implementation of the deal coupled with the goodwill of the signatories to the agreement, the JCPOA can turn into another victim of the U.S. government’s unilateral approach,” it read.

“Accordingly, international responsibility for it and its consequences solely falls upon this country (the U.S.) and governments aligned with it,” it added.

The statement also highlighted Washington’s illegal pullout from the deal has dealt a heavy blow to it.

“On the fifth anniversary of the agreement, the international, legal, technical, strategic and political substance of this deal has been severely corroded due to the United States’ illegal and destructive moves. The remaining signatories to the JCPOA are well aware of that, and unanimously believe that the main reason conducive to the current circumstances has been the repeated violations of [UNSC] Resolution 2231 and the JCPOA as well as the United States’ unilateral and illegal withdrawal from an agreement which was achieved after years of arduous multilateral talks,” the statement added.

It also lashed out at the U.S. for failing to live up to its obligations under the accord.

“The US government’s non-compliance with its commitments under the JCPOA and Resolution 2231 coupled with a lack of willpower on the part of other signatories to restore the lost balance in the JCPOA has further complicated the circumstances surrounding the JCPOA and has, in practice, caused the Islamic Republic of Iran not to be able to enjoy the benefits of the JCPOA such as the lifting of nuclear sanctions despite its abidance by its obligations,” said the statement.

It highlighted that the deal was aimed at resolving the row over Iran’s atomic work in a peaceful manner.

“The JCPOA is a negotiated diplomatic solution, with a comprehensive and final nature, to peacefully resolve a chronic, fabricated crisis over the peaceful nuclear program of the Islamic Republic of Iran,” it said.

TEHRAN (Iran News) – The United Nations Secretary-General Antonio Guterres in his latest report on the function of UN Security Council Resolution 2231 encouraged all countries to conduct economic collaboration with Iran.

Guterres presented his ninth report on the implementation of Resolution 2231 on Iran’s nuclear deal at a virtual Security Council meeting held on Tuesday focusing on the issue of non-proliferation, IRNA reported.

The report was read out by Under-Secretary-General for Political and Peace-building Affairs Rosemary DiCarlo during the video conference session.

Referring to Iran’s 2015 nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), as an agreement which was “the outcome of 12 years of marathon talks and diplomacy”, the report said that Security Council Resolution 2231 “calls on all member states, regional and international organizations to support its implementation.”

It added that the plan “is regarded as the best way to ensure the peaceful nature of the Islamic Republic’s nuclear program and to provide tangible economic benefits to the Iranian people.”

It further stated that it is imperative that this plan be continued for all participants.

The UN chief stressed in his report that issues that are not directly related to the program be pursued without any prejudgment in maintaining the agreement and its achievements.

Guterres further called on all member states to avoid provocative rhetoric which may adversely affect regional stability.

Referring to the US negative actions against JCPOA, he said those actions, contrary to the objectives set out in the plan and Resolution 2231, may impede Iran’s ability to implement certain provisions of the JCPOA and Resolution 2231.

Elsewhere in the report, Guterres hailed the achievements of the INSTEX financial mechanism which has started its first trading process and said it is important that the initiative is continued and get full support in order to keep up trade and economic relations with Iran as a matter of urgency, especially in the face of the current economic and health problems caused by the coronavirus pandemic.

INSTEX, (the Instrument in Support of Trade Exchanges), is a European special-purpose vehicle (SPV) established in January 2019. Its mission is to facilitate non-USD and non-SWIFT transactions with Iran to avoid breaking US sanctions.

TEHRAN (Iran News) – The Foreign Minister of Iran, Mohammad Javad Zarif said that a permanent member of the United Nations Security Council, UNSC, has violated the UN-drafted Resolution 2231 on Iran’s 2015 nuclear deal.

He made the remarks while addressing a session of the UNSC held in New York via videoconference on implementation of the Resolution 2231, Mehr News Agency (MNA) reported.

“One of the permanent members of the UN Security Council has violated the Resolution 2231 and threatens others to violate it,” he added.

Zarif said efforts to replace US internal law with the international law have effectively jeopardized international peace.

He noted that US unilateralism on Iran’s nuclear deal, known as the Joint Comprehensive Plan of Action [JCPOA] was the “main reason behind holding the UNSC’s meeting.

“All countries are witnessing that the US has violated and violated UNSCR 2231 since it withdrew from JCPOA in May 2018.”

For the first time, Zarif said, “we are witnessing that a permanent member of the UNSC has violated a resolution drafted by UN and threatens others to violate it.” He regretted that no meeting has ever been held to study the case at the UNSC.

In a tweeted message on Monday, Zarif slammed the US for urging the remaining signatories to the 2015 nuclear deal to violate Resolution 2231 that endorsed the agreement.

“The US isn’t merely violating JCPOA and bullying others to do so, too. It also has the dishonor of being first in UN history to punish law-abiding countries for NOT violating a Security Council res,” Zarif wrote on his Twitter account.

TEHRAN (Iran News) – Iran’s ambassador to the United Nations said any US attempt to extend an arms embargo against Iran would run counter to the UN Security Council Resolution 2231.

In an interview with IRNA on Wednesday, Majid Takht Ravanchi slammed the US’ claim about being still a participant of the 2015 Iran nuclear deal as an unprecedented historical joke.

With its unilateral exit from the Joint Comprehensive Plan of Action (JCPOA) two years ago, the United States violated its commitments under the 2015 multilateral accord and a subsequent UNSC Resolution 2231 as well, the ambassador said.

The US is now planning to extend an arms embargo which was unfairly imposed on Iran and is due to be lifted in October under the terms of the UNSC Resolution 2231, he said.

The ambassador added that the US is reportedly seeking to do so by passing another resolution, which he said will be in violation of the UNSCR 2231.

The US itself is a violator of a UN resolution, Takht Ravanchi said, adding, “It is unprecedented in the history of the United Nations that a permanent member of the UN Security Council, which has passed a resolution, violates the resolution itself, and also encourages other countries to violate it.”

Top US officials announced Washington’s withdrawal from the JCPOA two years ago and now they are seeking to become a party to the deal which would be rejected by the international community, the ambassador stated.

The US is just seeking to re-impose sanctions on Tehran, he said.

The US’ acts contravene the international law and are rejected both politically and by the international community, Takht Ravanchi said, stressing that those attempts will go nowhere.

TEHRAN (Iran News) – Foreign Ministry spokesman Abbas Mousavi has argued that Iran’s missile tests are not banned under the United Nations Security Council Resolution 2231.

During a presser in the northwestern city of Tabriz on Saturday, Mousavi criticized some Western countries’ position on Iran’s missile tests, Tasnim reported.

He said the 2015 Iran nuclear deal, also known as the Joint Comprehensive Plan of Action (JCPOA), has nothing to do with missile tests.

The JCPOA was struck between Iran and six world powers, including the U.S., Russia, China, France, Britain, and Germany, on July 14, 2015.

However, Donald Trump unilaterally withdrew the U.S. from the deal in May 2018 and adopted what his administration called the policy of “maximum pressure” to force Tehran into writing another deal.

Only nuclear issues were discussed with the world powers during the negotiations that led to the JCPOA, Mousavi stated.

Noting that they unsuccessfully tried to raise the issue of missiles in the negotiations, he underlined that Resolution 2231 has not banned Iran from missile tests and they are well aware of it.

“We regard statements about Iran’s missile tests as meddlesome and reject them,” the spokesman added.

Resolution 2231, adopted unanimously by the UN Security Council in July 2015, endorsed the Iran nuclear agreement. While the resolution “calls upon” Iran not to test nuclear-capable missiles, it does not ban Iran to conduct missile tests.

Back in December 2018, Iranian Foreign Minister Mohammad Javad Zarif said Resolution 2231 and the JCPOA do not restrict Iran’s missile program.

Zarif reiterated Iran’s long-held policy that Tehran does not seek to build nuclear weapons and that the country’s missiles are not designed to carry nuclear warheads.

Iran maintains that its missile program is totally deterrent in nature and is part of the country’s unstoppable defense program.
