TEHRAN (Iran News) – The Iranian government will soon divest parts of its shares in the Persian Gulf Star Oil Company (PGSCO) which runs the world’s largest refinery working on natural gas condensate.

IRNA said in a report that the divestment for PGSCO is possible now that authorities have agreed the company can pay its foreign exchange debts in the local currency, the rial.

The head of Iran’s Fara Bourse (IFB), a subsidiary market of the Tehran Stock Exchange, said listing would take place shortly after initial paperwork is concluded, Press TV reported.

“A part of shares of this company will be offered in the IFB market upon completion of required procedures for admission and listing,” said Amir Hamouni.

The state-run PGSCO owns the Persian Gulf Star Refinery which is responsible for over 40 percent of Iran’s total gasoline production of 105 million liters per day. It also produces high-quality diesel and jet fuel.

Since its launch about seven years ago, the refinery has turned Iran from a net importer of gasoline into a net exporter. It runs on natural gas condensate supplied from South Pars, the world’s largest gas field located in the Persian Gulf.

IRNA said feedstock capacity in the refinery has reached nearly half a million barrels per day (bpd) including that used in three physical phases with 120,000 bpd apiece and an extra 120,000 bpd of throughput which has become possible thanks to improvements carried out on current structures and installations.

A massive fourth phase is being developed for the Persian Gulf Star Refinery to further boost Iran’s fuel output and help find new export markets for the country.

Payam Motamed, the operator of Phase 13 of developing South Pars, put the volume of sent gas from this platform to the onshore refinery at 400 million cubic feet, Shana reported.

According to Motamed, this platform is connected through an 18-inch pipeline to Platform 13A, and the gas extracted from the 13C is sent to the 13A through the mentioned pipeline after which it is transmitted to the refinery.

He said that the Platform 13C of South Pars, along with all its accessories, including jacket, communication tower, and torch structure, weighs about 7,000 tons.

This platform was built in Bushehr Yard and the installation and commissioning stages of this platform were all carried out by domestic experts and engineers.

Motamed put the current capacity of Phase 13 offshore platforms at 43 million cubic meters per day and said that 28.5 mcm of this figure is related to the two platforms of 13B and 13D from the first phase of this project which started operating two years ago.

“The new platform has added 14.2 million cubic meters to the previous 28.5 mcm,” he said.

Pointing to the 13A platform, which is the last platform of Phase 13, the official said: “This platform is the last link in completing the production chain in the South Pars Phase 13 development project, and after completing its development the gas extraction capacity of this phase will reach 56 million cubic meters.”

Platform 13C was installed on its designated offshore spot in early March.

The first platform of Phase 13 (namely 13B) was installed on its designated offshore spot in early December 2018 and the mentioned platform along with the second one (13D) became operational in late January 2019.

TEHRAN (Iran News) – The operations to overhaul the sixth refinery of the South Pars Gas Field in southern Iran is planned to begin in October, said the managing director of the refinery on Sunday.

Ahmad Valipour as mentioning October as the date, told IRNA that the overhaul of the South Pars refinery will help stabilize gas output in Assaluyeh, southern Iranian province of Bushehr.

The official said the repair operations are expected to be completed by March 2021, adding, therefore, the refinery will not need to undergo any major overhaul in the next year.

“In addition, the planning for the overhaul has been done in such a way to help improve the refinery’s accessibility and operational efficiency indices in the near future.”

On May 31, Valipour said feedstock supply to the refinery will increase by 42 percent by March 2021.

He said that the refinery drew up strategic plans last year to maximize, stabilize, and improve productivity in the South Pars, which is shared between Iran and Qatar.

The South Pars is the world’s largest gas field, covering an area of 3,700 square kilometers in Iran’s territorial waters in the Persian Gulf.

The giant field is estimated to contain a significant amount of natural gas, accounting for about eight percent of the world’s reserves, and approximately 18 billion barrels of condensate.

The field is divided into 24 standard phases that send the extracted gas to 14 onshore refineries.

TEHRAN (Iran News) – The National Iranian Oil Refining and Distribution Company (NIORDC) and Iranian Mines & Mining Industries Development and Renovation (IMIDRO) signed a memorandum of understanding for production of sponge and needle coke in Bandar Abbas and Imam Khomeini Shazand refineries which will render Iran self-sufficient in production of the items used for steel production.

A ceremony was held in Tehran yesterday (Monday) to strike the deal in the presence of Oil Minister Bijan Zangeneh, the CEO of NIORDC Alireza Sadiqabadi, Reza Rahmani, Minister of Industry, Mine and Trade Reza Rahmani, Chairman of IMIDRO Khodada Gharibpour as well as the heads of the two refineries.

By signing this agreement, the Research Institute of Petroleum Industry (RIPI) will cooperate with IMIDRO to launch a coke production unit in the two refineries and the needle and sponge coke required by the steel industry of the country will be produced from low-sulfur fuel oil domestically.

The pilot plant of the unit will be built at RIPI, and with the signing of this MoU, industrial-scale coke units will be contracted in the refineries afterward.

This agreement is of great strategic value for Iran given the U.S. sanctions imposed on the import of pet coke to Iran.

There are at least four basic types of petroleum coke, namely, needle coke, honeycomb coke, sponge coke and shot coke. Different types of petroleum coke have different microstructures due to differences in operating variables and the nature of the feedstock. Significant differences are also to be observed in the properties of the different types of coke, particularly ash and volatile matter contents.

Addressing the ceremony, Zangeneh said the production of sponge and needle coke in the country needs one billion dollars of investment.

He added that it is expected the agreement to turn into a contract and the plan is carried out. The minister said in the past there was a problem in finance but the involvement of the Research Institute of Petroleum Industry in the project has solved the woe of necessary license for production of coke.

Zanganeh added that one of the programs of the ministry is to improve the quality of the outputs of refineries, adding that the ministry is determined to move from producing heavy products to lighter ones while around 6 to 7 million liters of feed is used for production of coke and in such a project, the output mazut from the refineries is decreasing.

He reiterated that the project needs over one billion dollars of investment.

Meanwhile Sadiqabadi, for his part, said that by the agreement which was signed for producing sponge and needle coke, about 620,000 tons of sponge and needle coke in which aluminum industry needs will be produced.

He added that the program for improving the quality and increasing the capacity of the refineries in the country is something that kicked off 18 years ago and necessary initiative plans and technologies regarding the projects were provided. Sadiqabadi further said because of those measures, refining capacity in the country soared from 1.6m barrels of oil per day to 2.3m barrels of crude oil and condensate per day.

He noted that the gasoline capacity of the country was 37m liters per day 18 years ago but it has currently enhanced to around 110m liters per day.

Sadiqabadi also said the amount of mazut production was then around 70m liters and today it has reached 120m liters per day.

The fire that broke out at the refinery on Friday afternoon killed six people and critically injured two.

One of them later succumbed to his injuries in the hospital.

Iranian Parliament Speaker Ali Larijani said in a public session of parliament on Sunday morning that a number of related commissions have dispatched delegations to investigate the incident.

Larijani called for adoption of necessary measures in refineries to prevent repetition of such incidents.

According to Hedayatollah Jamalipoor, the governor of Rey district, south of Tehran where the refinery is located, “when the engineers and technicians were busy repairing a unit of the refinery, leak of oil materials caused a fire and as a result, six engineers and technicians lost their lives and two others were injured.”

The official added that “the other units in the refinery have not been affected”.

Tehran Oil Refining Company is engaged in crude oil and hydrocarbon refining. It produces and processes different oil byproducts. It operates as a subsidiary of National Iranian Oil Refining and Distribution Company.
