TEHRAN (Iran News) – A total of 70 new domestically-made or renovated locomotives and train cars were added to the Iranian rail fleet on Monday.

As the fifth phase of a plan for the renovation of the country’s rail fleet in the current Iranian calendar year (which started on March 20), 59 freight cars, two renovated passenger cars and nine locomotives joined the fleet in a ceremony on the same day, IRNA reported.

In the first phase, in late April, the fleet received 56 new domestically-made locomotives and train cars.

According to the Roads and Urban Development Ministry, about $29.7 million were invested by six domestic companies in the production of the train cars and locomotives.

During the second phase, 88 train cars and locomotives were added to the fleet. The figure stood at 65 and 50 in the third and fourth phases respectively.

Since the beginning of the current year, a total of 778 train cars and locomotives worth over $302 million were added to Iran’s rail fleet.

In an address to the ceremony, Roads and Urban Development Minister Mohammad Eslami said all of the locomotives and train cars were made by domestic companies.

In April, Eslami said the Iranian government is making efforts to boost infrastructure spending and plans to launch 1,200 kilometers of new railway lines.

The minister added the construction of the new rail tracks will be completed before the end of the current administration’s tenure in August 2021.

He expressed hope that the country would have a highly developed and functional railway in the next calendar year.

Iran has significantly increased spending on rail infrastructure development over the past years as it seeks to use the network for increased freight transportation inside the country and to the neighboring states.

The country aims to increase the total length of its railway network to 16,000 kilometers by the summer of 2021. Achieving this would help Iran rank among top 20 countries in the world in terms of railway network length.

TEHRAN (Iran News) – Iran’s roads and urban development minister said the length of the country’s railway network will double in the next five years as the country keeps making efforts to encourage increased rail freight services.

Mohammad Eslami said that the total length of Iran’s railway network will reach 28,000 kilometers by 2025, Press TV reported.

“There are further 14,000 kilometers of railway, either under construction or being planned, and upon building this amount, we will reach 28,000 kilometers of railway within the next five years,” said Eslami.

The minister made the comments during a ceremony held for finalizing a major rail line connecting a dry port near Tehran to the southern port of Bandar Abbas on the Persian Gulf.

Iran’s largest port operator, Tidewater Middle East Co., has promised to invest some 20 trillion rials (about $100 million) to connect terminals in Bandar Abbas to the Aprin dry port located southwest of the Iranian capital.

Eslami said the government has been making efforts to discourage road freight in Iran, a policy he said would benefit final consumers of goods and products in the country.

He said loading and unloading at major Iranian ports had increased from 147 million metric tons per year in 2018 to 172 million tons in 2019, adding that the figure could have increased more if the ports had more access to the railway network.

Hossein Ashouri, deputy director of the Islamic Republic of Iran Railways, said that the US sanctions will never affect Iran’s railway cooperation with Russia, and its contacts will continue expanding.

The previous sanctions weren’t able to affect the countries’ cooperation in the field of railway construction, he told Sputnik on Sunday.

Ashouri also stressed that the railway cooperation between Russia and Iran would develop despite the sanctions. “In recent years, Russia has been under international sanctions. However, even during the sanctions period, Iran had no problems with railway cooperation with Russia. Now when some new restrictions have been introduced, I’m sure they won’t affect our cooperation in any way.”

The two sides have signed contracts to for the production of railcars and also electrifying railways.

According to Ashouri, contractors and specialists from both counties take part in joint projects. Since the commissioning is carried out by Russian specialists, equipment is also provided by the Russian side in accordance with their agreements. “Both Iranian and foreign specialists are involved in the projects carried out with the participation of foreign companies. In accordance with the arrangements for the project, Russia’s responsible for the project finance, however, both Iranian and Russian contractors and specialists take part in the project. In some places, the ratio of Iranian and Russian specialists is 50% — 50%, and in some it’s 30% — 70%.” The projects allow for both the domestic and foreign potential of the companies to be used.”

The Russian side is also responsible for the provision of equipment and spare parts, Ashouri said, adding that there’s no difference between Russian or any other foreign equipment, since all the companies are functioning in keeping with international standards.

“As Russia’s responsible for the financial side of the project, then the equipment must also be supplied by this party. We don’t seek any advantages of Russian equipment over foreign equipment. If we had signed a contract with another country, we would’ve bought the equipment there.”

According to Ashouri, the contract for the production of 6,000 railcars says that the Russian side should provide the financial aspect of the project.

“The contract says that Russian factories will manufacture some of the railcars and spare parts, and three Iranian car manufacturing companies will do that in Iran. It is not the IRIR that is the buyer, it’s the Iranian private companies. The IRIR is the guarantor of payment,” Ashouri explained.

As for the agreement on the electrification of the Garmsar-Inche-Burun district, Iran will also need Russian spare parts. “We’ll need various spare parts after the district’s electrification to maintain the railways, since Iran lacks resources to do that.”

As part of the agreement on the electrification of Garsar-Ince-Burun, the countries also agreed on the implementation of several more joint projects, such as the launch of the Khaf-Kashmar double-track railway, as well as the electrification of Sarakhs-Bandar-Abbas. At the moment, the parties are expected to hold negotiations to sign the necessary contracts.

IRIR’s deputy director also stressed the importance of International North–South Transport Corridor in the countries’ trade relations. Preliminary studies show that the corridor’s capacity is over 7,000 tons of goods per year, and it still has far to go. He added that “Over the past 14-15 years, there has been much talk on the North-South Transport Corridor. One of the problems with the corridor’s launch is that there’s no railway service along the Qazvin-Rasht-Astara route. For several years we’ve been trying to establish service along Qazvin-Rasht and Astara-Astara (Iran-Azerbaijan). Last year we finished the construction of the Astara-Astara district, and this year we’re going to launch the Qazvin-Rasht. We still have the Rasht-Astara section, which is 167 km long, and which is financed by Azerbaijan. In 304 years it will be launched as well.”

According to Ashouri, there was a trial cargo shipment from India to Qazvin (rail), Qazvin to Astara (by truck) and Astara to Moscow (railway). At the moment, the shipment costs are being negotiated. The three sides have also agreed to reduce duties in order to increase the attractiveness of cargo transportation along this route.

Ashouri noted that the railways are meant primarily for freight traffic, but there’s also the possibility of passenger transportation. “During the Soviet times, there were trains going from Tehran to Moscow through Julfa. After the collapse of the Soviet Union, the railway service ceased. However, there’s a chance to once again launch the Tehran-Moscow train, but, in general, we’re talking about the countries’ cooperation in the field of cargo transportation.”

TEHRAN – Iran’s cultural heritage body pursues possible inscription of cross-country railways, which includes arrays of bridges, stations and other historical monuments, on the UNESCO World Heritage list by 2019.

Last year, the Cultural Heritage, Handicrafts and Tourism Organization in close collaboration with the Islamic Republic of Iran Railways submitted to UNESCO a preliminary dossier titled “Trans-Iranian Railway”.

And more recently, the CHHTO updated the dossier by providing additional information upon a request by the United Nations experts, Mehr reported on Saturday.

The industrial heritage, which dates from the World War I and II, contains expanded railway networks mainly stretched from south to north. It also includes a variety of monuments such as Tabriz railway station as well as Veresk and Sekhat-tala bridges built at hard-to-access points of deserts or highlands.

Such bridges are the first of their kinds in the country which were constructed based on modern technical and engineering calculations and from materials like metal and concrete.

From another point of view, it is deemed a turning point to comprehensive developments in Iran, catered to wide spectra of economical, commercial, social, cultural and even political aspects.

Arasbaran Protected Area is the country’s another candidate for inclusion in the UNESCO World Heritage list for 2019.
