TEHRAN (Iran News) – An Indian newspaper said Iran has decided to remove India from a partnership on a key railway project that is being constructed in southeastern Iran along the border with Pakistan and Afghanistan.

The Hindu said in a report that Iran is now going on with the construction of the Chabahar-Zahedan railway on its own, despite the fact that the project was supposed to benefit from India’s supply of investment and equipment, Press TV reported.

The report said recurrent delays by India in bringing in the required investment and the equipment needed to build the rail line finally caused Iran to drop the partnership.

Iran began track-laying for the 610-kilometer railway last week after authorities said they have the finances required to finish the project until the end of the current Iranian fiscal year in March 2021.

Iran has tapped into its sovereign wealth fund to draw more than €300 million for the project, according to statements by Iranian officials in the past.

India has been a major contributor to the plans to develop Chabahar, Iran’s sole ocean port on the Sea of Oman and where India seeks to build terminals and port installations to ease its trade access to Afghanistan and other landlocked countries in the Central Asia region.

New Delhi has been hesitant to become actively involved in the Chabahar-Zahedan project mainly because of the threat of US sanctions.

The report by Hindu newspaper reiterated that India has obtained the required waivers from US sanctions to contribute to the construction of the rail line.

However, it said that Indian Railways Construction Ltd. (IRCON) has failed to find equipment suppliers and partners who are not fearful of being targeted by US sanctions four years after it signed an agreement with Iran to become involved in the project.

TEHRAN- The €1.2-billion project for electrification of Garmsar–Incheboron railway in Iran was officially inaugurated on Monday, IRIB reported.

As reported, senior officials from Iran’s Transportation Ministry, the Islamic Republic of Iran Railways (known as RAI), and JSC Russian Railways attended the inauguration ceremony which was held through video conference in Tehran.
The electrification of the 495-kilometer railway which links Garmsar in the north-central province of Semnan to Incheboron in the northeastern province of Golestan, will be financed by Russia.
A memorandum of understanding (MOU) for cooperation in this project was signed in December 2016 in Tehran during the 13th session of the Russian-Iranian Intergovernmental Commission on Trade and Economic Cooperation co-chaired by Iranian Communications and Information Technology Minister Mahmoud Vaezi and Russian Energy Minister Alexander Novak.
Based on the MOU, the project is going to be operated through cooperation of Russian and Iranian companies. It includes supplying fleet and repairing and upgrading entire infrastructures such as tracks, stations, and signaling systems along the route.

Iran annually invests $1b in railway industry

Speaking in the inauguration ceremony, Saied Mohammadzadeh, the managing director of RAI, noted that Iran is annually investing $1 billion to develop the country’s railway industry.
According to the official, one of the main goals of projects like Garmsar–Incheboron is transferring technology and knowledge of electric locomotives to Iran.
