<p>On Saturday, tens of thousands of angry people took to the streets nationwide to protest against the use of force by French police, arguing that state authorities are refusing to recognize and address the racist approach of the police.</p>
<p>Protesters in the suburbs of Paris, where marginalized communities have long complained of police discrimination, came under attack by officers, with clashes and shuffles breaking out.</p>
<p>The fatal shooting of a teenager with a minority background in Paris in June, which critics described as &#8220;execution style&#8221;, triggered over a week of violent unrest in the capital Paris and elsewhere.<br />
In Paris, protesters of all ages and walks of society held up placards reading &#8220;Stop state violence&#8221;, &#8220;Don&#8217;t forgive or forget&#8221; and &#8220;The law kills&#8221;.</p>
<p>The protesters were heeding a call by the leftist parties in France to take to the streets.</p>
<p>The demonstrators took particular aim at a law passed in 2017, article 435-1 of the internal security code, which expanded the powers of French forces to use firearms and shoot at what they consider to be acts of non-compliance.</p>
<p>Critics have accused the police of widely misusing the new power that they enjoy.</p>
<p>Analysts say there is racism in France, especially if you are a non-white youth, and that article 435-1 has been used by police in a discriminatory fashion against minority groups.</p>
<p>Unions said some 80,000 people joined the protests across France, including 15,000 in Paris.</p>
<p>The latest demonstrations sparked by the controversial fatal police shooting of Nahel Merzouk, a 17-year-old of Moroccan and Algerian descent in late June, have once more raised the question that French police unfairly target ethnic minorities.<br />
While French authorities continue to claim that the national police have no problem with racism, research suggests the opposite.</p>
<p>Data shows that minorities are more than often targeted with discriminatory force during police searches as well as the level of violence against them in comparison with the rest of the population.</p>
<p>All of the victims from at least 16 fatal police shootings during traffic stops that have been recorded in France over the last 18 months have been men who are non-white.</p>
<p>Racism, discrimination, and stop-and-search are part of the racial profiling of many police forces in Western society, experts say.</p>
<p>But when it comes to acknowledging racism within the police ranks, France has a problem of not accepting the facts, which critics say will never pave the way to solving the problem.</p>
<p>After the killing of Merzouk, people took to the streets to protest against police violence and the excessive use of force in France’s poor and multi-ethnic suburbs. The five days of rioting that followed the Merzouk death brought back memories of riots in 2005 that were set off by the electrocution of two teenagers – a Black African and a North African descent – during a police chase.</p>
<p>And yet the Paris police prefect Laurent Nunez has repeatedly denied that French police are systematically racist.</p>
<p>“Yes, it happens that a certain number of police officers use racist language, but you are talking about systemic racism,” Nunez told a Paris city council meeting in July, just a day after telling French media there was no racism in the French police.</p>
<p>While France officially bans the collection of statistics on race and ethnicity, studies have contradicted claims by Nunez and other officials.<br />
Critics say that racism is unfortunately part of the way the French police operate, with racial profiling in identity checks a key element of policing in the French suburbs, where communities of minority backgrounds complain of being neglected.</p>
<p>In a 2017 survey of 5,000 people, France&#8217;s civil liberties ombudsman found that 80 percent of people perceived as black or of North African origin said they had been stopped by police in the previous five years, compared to 16 percent of the rest of those surveyed.</p>
<p>French President Emmanuel Macron acknowledged the problem of racial profiling in 2020, admitting that &#8220;when you have a skin color that is not white, you are stopped much more. You are identified as part of a problem, and that&#8217;s intolerable.&#8221;</p>
<p><strong>Examples of notorious police violence over the recent years </strong></p>
<p>• Nahel Merzouk, 17, shot dead by police at a traffic stop on 27 June 2023 in Nanterre. Video showed the teenager being shot at point-blank range while the vehicle was stationary, contradicting the initial police statement.</p>
<p>• Alhoussein Camara, 19, shot dead at a traffic stop in Angouleme on 14 June 2023. The officer was charged with voluntary homicide.</p>
<p>• Cedric Chouviat, 42, motorbike delivery rider who died in Paris in January 2020 after being held in a chokehold by police during a traffic stop.</p>
<p>• Michel Zecler, 41, music producer, was beaten up and racially insulted by white police officers in Paris on 21 November 2020 for not wearing a face mask during the Covid lockdown. The incident was captured on CCTV, and the four officers involved are awaiting trial, charged with assault.</p>
<p>• Theodore Luhaka, 22, was disabled for life after being sodomised with a police baton during a stop and search on 2 February 2017 in Aulnay-sous-Bois. Three officers are to stand trial for willful violence in January 2024.</p>
<p>• Adama Traore, 24, died in police custody after being pinned to the ground by three officers, following a police chase in Beaumont-sur-Oise on 19 July 2016. Experts concluded he had died of heart failure, aggravated by the use of physical restraint. No charges have been brought against the police and his family continues to campaign for justice.</p>
<p>• Bouna Traore, 15, and Zyed Benna, 17, were both electrocuted in an electricity sub-station in Clichy-sous-Bois after a police chase on 27 October 2005. Their deaths set off three weeks of rioting. Two police officers who had been accused of failing to help the teens were acquitted in 2015.</p>
<p>On 30 June, Ravina Shamdasani, spokesperson for the United Nations human rights office, said Merzouk’s death and the rioting it sparked was &#8220;a moment for [France] to seriously address the deep issues of racism and discrimination in law enforcement&#8221;.</p>
<p>But the French Foreign Ministry responded defensively.</p>
<p>&#8220;Any accusation of racism or systemic discrimination in the police force in France is totally unfounded,&#8221; it said in a statement.</p>
<p>For political reasons and to attract the votes of the wider population, which is slowly swinging to the right, many politicians also feel the need to defend the police against criticism.</p>
<p>In France, experts say there is a long tradition of the police protecting the government but not the public.</p>
<p>Most observers agree the police are not sufficiently trained, arguing there is no doubt that there are problems within the national police, highlighting problems with training, guidelines, and difficulty passing on information to the public.</p>
<p>Despite the lessons that could have been learned from the 2005 riots, the French police did not reform itself.<br />
That has left minority groups facing the worst level of violence by a police force that is hardening its approach in line with the far-right parties, who support a hardline approach to policing.<br />
The use of force has seen the Yellow Vest uprising, nationwide protests against President Macron&#8217;s widely unpopular pension reform measures, as well as simple protests against environmental problems.</p>
<p>Critics argue that being shot to death by police at a routine traffic stop is not something that occurs in a civilized society.</p>
<p>This is essentially institutionalized racism, which without government authorization would be considered criminal.</p>

										<content:encoded><![CDATA[<p class="summary"><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>Violent protests over police discrimination in France enters its fifth consecutive night.</p>
<p>France endured a fifth night of violence with hundreds of arrests made following a day when mourners attended the funeral of a teenage boy whose killing by police sparked nationwide unrest and President Macron blamed social media for fueling unrest.</p>
<p>Violent night protests have hit a number of cities across France after Nahel Merzouk, a teenager of North African descent, was shot dead at point-blank range during a traffic stop captured on video.</p>
<p>Despite massive deployment of police forces, armored vehicles, air surveillance, curfews, and bans on demonstrations to end the unrest, more than 700 people were arrested on Sunday night, in what the Interior Ministry said was a provisional count.<br />
On top of the 45,000 officers dispatched to major cities, Special Forces have also spread out nationwide to quell the violence.</p>
<p>On Saturday, the Interior Ministry revealed that French police had arrested more than 1,300 people on the fourth night of unrest. That’s in addition to at least 875 protesters detained on the third night. About 3,000 people have been arrested since Tuesday, according to government figures.</p>
<p>Protesters again clashed with security forces, throwing stones and fireworks and once again setting fire to trash bins.</p>
<p>The flashpoint cities of Marseille and Lyon saw police fighting youths around city centers late into the night.</p>
<p>Footage has also emerged of mass rallies of a peaceful nature with protesters from all walks of society.</p>
<p>The French capital and its suburbs, where some 7,000 officers were out in force, 126 people had been arrested by 1.30 am.</p>
<p>Scores of police vans have also been positioned at the entrance to the town of Nanterre, on the outskirts of Paris, where the unrest began on Tuesday and quickly spread across the country.</p>
<p>Nahel’s murder has revived long-standing grievances and complaints about racist behavior by police against ethnic-minority communities in France&#8217;s low-income suburbs.</p>
<p>After chairing a second emergency meeting with senior officials to discuss the crisis gripping the nation, President Emmanuel Macron criticized social media platforms for provoking what he branded as “copycat violence”.</p>
<p>He also said that state agencies will call on social media platforms to remove the most “sensitive content” and cooperate with the government to identify wanted suspects.</p>
<p>Macron has also canceled a state visit to France&#8217;s closest European ally, Germany, in another sign of the major crisis he faces.</p>
<p>Interior Minister Gerald Darmanin had earlier declared an &#8220;exceptional&#8221; mobilization of security forces, including paramilitary gendarmes&#8221;, to avoid more violent protests.</p>
<p>Extra forces were dispatched to the cities of Lyon, Grenoble and Marseille, which have witnessed war-like scenes. But all the security measures have fallen short of bringing back calm.</p>
<p>Nahel was laid to rest in a private ceremony at a local mosque in the Paris suburb of Nanterre, where he had been shot dead by a police officer.</p>
<p>A passenger who was with Nahel on the day of his murder has spoken out to &#8220;establish the truth&#8230; because there are a lot of lies&#8221;.</p>
<p>The eyewitness posted a video on social media detailing how an officer put a gun to Nahel&#8217;s head and said, &#8220;Don&#8217;t move or I&#8217;ll put a bullet in your head.&#8221; A second officer is said to have told his colleague “Shoot him&#8221;.</p>
<p>According to the passenger, both officers struck Nahel with the butts of their weapons, causing him to release his foot from the brake pedal, which led the car to move forward.<br />
He says the second officer then fired his weapon at Nahel, which led him to panic and put his foot on the accelerator.<br />
&#8220;I saw him in pain, he trembled,&#8221; he says. &#8220;We hit a barrier. I was afraid. I got out of the vehicle. And I ran away. I thought they might shoot me. So I ran.&#8221;<br />
A prosecutor says the officer&#8217;s use of a weapon was not legally justified.<br />
While the Interior Minister has said that the level of violence has been &#8220;unacceptable&#8221;, the government has declared that all options are on the table, but it has not yet reached the point of declaring a state of emergency.</p>
<p>Asked on French media whether the government could declare a state of emergency, Darmanin said, &#8220;Quite simply, we&#8217;re not ruling out any hypothesis and we&#8217;ll see after tonight what the President of the Republic chooses.&#8221;</p>
<p>President Macron has been wary of calling a state of emergency, trying his best to balance the highly sensitive situation in a country where there have already been mass protests and strikes over his controversial pension measures as well as inflation hurting millions of homes.</p>
<p>According to Darmanin, France witnessed a quieter night than before, which he attributed to &#8220;the resolute action of the security forces&#8221;.</p>
<p>Prime Minister Elisabeth Borne has announced the cancellation of large-scale events across the country.</p>
<p>The unrest has raised concerns abroad, with France hosting a major sports tournament in the autumn and then the Paris Olympic Games in summer 2024.</p>
<p>Recently, France has faced months of anger and, at times, violent demonstrations after Macron pushed through a pension overhaul.</p>
<p>European countries have updated or revised their travel advice, warning tourists to stay away from areas affected by the violence.</p>
<p>The French tourism industry has also expressed concern over the unrest, with hotels and restaurants facing cancellations.</p>
<p>&#8220;Our hotel members have suffered a wave of cancellations of reservations in all the territories affected by the damage and clashes,&#8221; the main association for hotel and catering industry employers said.</p>
<p>The latest unrest has revived longstanding grievances about policing and racial profiling in France&#8217;s low-income and multi-ethnic suburbs.</p>
<p>On Friday, the UN Human Rights office said the killing of a teen from North African descent was &#8220;a moment for the country to seriously address the deep issues of racism and racial discrimination in law enforcement.&#8221;</p>
<p>A foreign ministry statement dismissed the allegation as &#8220;totally unfounded&#8221;.</p>
<p>Events on the ground, over the decades, show there has been widespread police violence and discrimination against minority groups, with critics accusing French police of using indiscriminate force.</p>
<p>“We have to go beyond saying that things need to calm down,” said Dominique Sopo, the head of the campaign group SOS Racisme. “The issue here is how we ensure we have a police force that, when they see blacks and Arabs, don’t tend to shout at them, use racist terms against them and in some cases shoot them in the head.”</p>
<p>Beyond the institutional racism common in many Western police forces, French policing has a more frequent tendency to resort to violence against minority groups, something that has been repeatedly highlighted by international rights human groups. Police truncheons, teargas grenades, rubber bullets, and larger “flash balls” have inflicted extensive physical injuries during demonstrations and left protesters paralyzed for life.</p>
<p>Darmanin has admitted that the images of his killing on social media were “extremely shocking”.</p>
<p>But France saw a record 13 incidents of police killing ethnic minorities in France last year, so this is nothing new.</p>
<p>Racial profiling has been a long-time taboo in France. In November 2005, then French President Jacques Chirac, unable to quell nearly two weeks of civil unrest after two teenagers of African origin were electrocuted while hiding from police, invoked a state of emergency for three months for the first time in 50 years.<br />
Experts say France should have addressed the root cause of the issue then.<br />
Nearly two decades later, the same police racism and violence against minority groups has yet to be addressed.</p>

										<content:encoded><![CDATA[<p><em>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) –</em>There is a proverb which can be exactly used for the contradictory behavior of the West as “the West talks the talk and walks the walk” because whatever it claims about humanity and human rights are void in practice and it itself does not observe its words.</p>
<p>If we have a glance at the performance or claims of the West about humanity we can see a bunch of controversies between what have been said and what have been done. In recent centuries, Western countries have tried to show themselves as the true supporters of equality and human rights but they have failed to observe what they have asked other nations to do.</p>
<p>Racism is one of the most important issue in the world which is currently on the rise in the Western countries who claim they are opposed to it. Everyday media outlets report some incidents about racist actions and offences in Western countries and even some international bodies have decided to fight it by approving punishment for racist acts but in practice, we see racism is on the rise in the West and especially in the U.S.</p>
<p>In the U.S., racism is one of the top issues which are ignored by the whites as African-Americans are victims of supremacy of the whites in this country and the blacks are not safe in the country any longer and once in a while we hear some report on misbehavior and even crime against the blacks.</p>
<p>In recent decades the U.S. has faced with many protests because of killing of the blacks and today this country is facing another critical condition because of the crime of police officers in Memphis and the killing of a black man has enraged the blacks and other races who live in this country which claims it is the land of freedom and freedom of expression.</p>
<p>According to reports, the specialized police unit that included the five Memphis officers charged with the fatal beating of Tyre Nichols was disbanded as more protests took place in U.S. cities a day after harrowing video of the attack was released.</p>
<p>The police department said in a statement it was permanently deactivating the SCORPION unit after the police chief spoke with members of Nichols&#8217; family, community leaders and other officers. A police spokesperson confirmed all five officers were members of the unit.</p>
<p>Video recordings from police body-worn cameras and a camera mounted on a utility pole showed Nichols, a 29-year-old Black man, repeatedly screaming &#8220;Mom!&#8221; as officers kicked, punched and struck him with a baton in his mother&#8217;s neighborhood after a Jan. 7 traffic stop. He was hospitalized and died of his injuries three days later.</p>
<p>Five officers involved in the beating, all Black, were charged on Thursday with murder, assault, kidnapping and other charges. All have been dismissed from the department.</p>
<p>&nbsp;</p>
<p>Nichols&#8217; family and officials expressed outrage and sorrow but urged protesters to remain peaceful. That request was largely heeded on Friday when scattered protests broke out in Memphis &#8211; where marchers briefly blocked an interstate highway &#8211; and elsewhere.</p>
<p>Cities across the United States saw renewed nonviolent demonstrations on Saturday. In Memphis, protesters chanting, &#8220;Whose streets? Our streets!&#8221; angrily catcalled a police car that was monitoring the march, with several making obscene gestures. Some cheered loudly when they learned of the disbandment of SCORPION.</p>
<p>Hundreds of protesters gathered in New York&#8217;s Washington Square Park before marching through Manhattan, as columns of police officers walked alongside them.</p>
<p>Taken together, the four video clips released Friday showed police pummeling Nichols even though he appeared to pose no threat. The initial traffic stop was for reckless driving, though the police chief has said the cause for the stop has not been substantiated.</p>
<p>This is not the first time that police forces brutally beat and kill some black man and this racist approach of the police forces is a simple example for existence of racism in this so-called land of liberty which lets the whites kill easily the other races in the country.</p>
<p>We have not yet forgotten what happened for George Floyd, a 45-year old black man, who was beaten to death by the police force in the city of Minneapolis in the U.S. as the incident led to massive protests in the U.S. and now the story is repeated for Tyler but the question is when racism will end in this country and in the West, claiming they are pioneers of liberty and considering themselves as role models for other nations.</p>
<p>As long as political systems in those states and especially among the statesmen fan the flame of racist acts, one cannot expect people in the society to stop racist acts because they follow what their statesmen and establishment promotes.</p>
<p>So Tyler is not the last victim of racism in the U.S. and in the West, and this cycle will be repeated every now and then as long as those countries continue their racist policies and bullies of the weaker persons. Of course racism is not limited to the U.S. and some Western European states are also cradle of racist acts that sometimes we see some signs of it mostly in the streets and in the sports events.</p>
<p>The West claims equality of man and woman and races but when it should act they pursue the proverb of “talks the talk and walks the walk.”</p>

In less than a month, Canada has unearthed yet another mass grave of Indigenous people who fell victim to the country’s racist policies in the not-so-distant past.</p>
<p>Bodies of 751 Indigenous children were discovered in unmarked graves at a former Indigenous residential school in southern Saskatchewan, less than four weeks after a mass grave was found at Canada’s largest Indigenous residential school.</p>
<p>Members of the Cowessess First Nation and Canada&#8217;s Federation of Sovereign Indigenous First Nations (FSIN) said that the graves were found at the former Marieval Indian Residential School in Saskatchewan province, according to press reports. The former school, which operated between 1899 to 1997, is located close to where the Cowessess now reside, some 140 kilometers (87 miles) east of the provincial capital Regina, DW reported, adding, The First Nation, who took control of the school&#8217;s cemetery in 1970, followed calls to investigate all former Indigenous residential schools for possible unmarked graves.</p>
<p>The uncovered graves are said to have been marked at first, but their markers were removed by the Roman Catholic Church, which operated the school, according to Chief Cadmusn Delmore of the Cowessess.</p>
<p>“The pope needs to apologize for what happened,” he said. “An apology is one stage in the way of a healing journey.”</p>
<p>The new discovery of the unmarked graves came after Canada was shocked last month by the discovery of the mass grave of the former Kamloops Residential School, which was also operated by the Catholic Church.</p>
<p>The remains of the Indigenous children, some as young as three, were found buried in a mass grave at the site of the former Kamloops Residential School located some 220 miles or 354 kilometers northeast of Vancouver. These remains were found with the help of ground-penetrating radar and local officials have not ruled out that more bodies may be found because some areas on the school grounds have not been searched yet.</p>
<p>The Kamloops Indian Residential School was created to forcibly assimilate Indigenous children of First Nations origin into Canadian culture.</p>
<p>From the 19th century until the 1970s, more than 150,000 First Nations children were required to attend state-funded Christian schools as part of a program to assimilate them into white Canadian society. They were forced to convert to Christianity and not allowed to speak their native languages. Many were beaten and verbally abused, and up to 6,000 are said to have died, according to the Associated Press.</p>
<p>The latest discovery of the unmarked graves once again showed the dark side of Canada’s history which is tainted by utter racism and discrimination against Indigenous people.</p>
<p>A Frist Nations leader called the recent unearthing of unmarked graves a “crime against humanity.”</p>
<p>“This was a crime against humanity, an assault on First Nations,” Federation of Sovereign Indigenous First Nations Chief Bobby Cameron said. “We will not stop until we find all the bodies.”</p>
<p>Last month when the Kamloops mass grave was discovered, Canadian Prime Minister Justin Trudeau said the discovery was not “an isolated incident,” in apparent anticipation that new graves could be found. A few weeks later, Trudeau’s anticipation turned into a reality, with local media reporting the unearthing of hundreds of unmarked graves.</p>
<p>Now, Cameron said he expects there will be similar discoveries made at other residential school sites.</p>
<p>Perry Bellegarde, the national chief of the Assembly of First Nations, described the discovery of the unmarked graves as “tragic,” saying it was not surprising.</p>
<p>“The news that hundreds of unmarked graves have been found in Cowessess First Nation is absolutely tragic, but not surprising,” Bellegarde said on Twitter, adding, “I urge all Canadians to stand with First Nations in this extremely difficult and emotional time.”</p>
<p>Cameron also called the discovery of the graves a “genocide” that Canada is responsible for. Speaking in a virtual press conference on Thursday, he said, “We are seeing the results of the genocide that Canada committed — genocide on our treaty land.”</p>
<p>In a bid to assuage the fury and frustration of First Nations, Trudeau issued a statement acknowledging the widespread racism in his country. “I recognize these findings only deepen the pain that families, survivors, and all Indigenous peoples and communities are already feeling, and that they reaffirm a truth that they have long known,” he said, adding, “The findings in Marieval and Kamloops are part of a larger tragedy. They are a shameful reminder of the systemic racism, discrimination, and injustice that Indigenous peoples have faced – and continue to face – in this country.”</p>
<p>While Canada is still grappling with the ugly face of its history, the Canadian government continues to lecture other countries, especially Iran, on human rights and accountability. A case in point is the Ukrainian plane crash the case of which is still open partly due to Canadian refusal to cooperate with Iran to deal with the issue without political motivation.</p>
<p>The Ukrainian airliner was shot down shortly after taking off from Tehran’s Imam Khomeini airport on January 8, killing all 167 passengers and nine crew members on board.</p>
<p>On January 11, the Armed Forces&#8217; General Staff released a statement saying the plane was mistakenly downed near the airport.</p>
<p>The incident happened a few hours after Iran fired dozens of ballistic missiles at a U.S. airbase inside Iraq in retaliation for the assassination of top Iranian military commander, Lt. Gen. Qassem Soleimani.</p>
<p>However, the Canadian government has ordered an investigation into the plane crash while leveling accusations against Iran from time to time. The result of the investigation was recently published, underlining that there was no evidence that Iran intentionally shot down the Ukrainian jet.</p>
<p>The government of Canada’s report entitled “The Downing of Ukraine International Airlines Flight 752: Factual Analysis” confirmed earlier Iranian assessment that there is no evidence that the downing of the plane was “premeditated.” Despite its admission about the lack of evidence about Iranian premeditation, the Canadian government’s report claimed that Iranian civil and military authorities are “fully responsible” for the crash of the Ukrainian plane.</p>
<p>Iran’s Deputy Foreign Minister for Legal and International Affairs Mohsen Baharvand hit back at Canada&#8217;s contradictory report, warning it against politicizing the plane crash.</p>
<p>“As we can see, the Canadians have also confirmed that the firing on this plane was not premeditated,” Baharvand said.</p>
<p>He added, “The part of the report that criticizes the accident report of the investigation team of the Islamic Republic of Iran is technically baseless and therefore unacceptable. Iran sent the draft report to the countries before publication and within the legal deadline, and they also sent their comments on the report to Tehran.”</p>
<p>In early June, Baharvand said Iran agreed to pay $150,000 in compensation for each victim of the crash. He pointed out that the Iranian government had agreed to pay $150,000 for each victim, whether Iranian or foreigner, which some families have received as compensation.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Brussels will consider upgrading the European Union’s race equality law as it sets out a sweeping plan to tackle discrimination against people from a black, Asian and minority ethnic (BAME) background.</p>

<p>A draft of EU action plan against racism, seen by the Guardian, proposes to investigate whether the 2000 race equality directive has gaps, particularly on policing and law enforcement.</p>
<p>The document, expected to be unveiled on Wednesday by the European Commission president, Ursula von der Leyen, during her annual state of the union address, is intended to mark a turning point in the EU’s approach to anti-racism, following the Black Lives Matter protests that brought thousands on to the streets of Europe.</p>
<p>The draft states, “It is not enough to be against racism. We have to be active against it.” It describes racism as structural and “often deeply embedded in our societies’ history, intertwined with its cultural roots and norms”.</p>
<p>It follows an official report that concluded Europeans of African descent face a “dire” picture of discrimination in everyday life, with almost one-third having reported experiencing racial harassment in the past five years.</p>
<p>The EU does not control police forces, health services or social housing. However, it is exploring how to use anti-discrimination laws and EU agencies to promote anti-racism policies across the 27 member states. This is an approach that could trigger conflict with national governments.</p>
<p>The plan:</p>
<p>&nbsp;</p>
<ul>
<li>calls on the EU’s fundamental rights agency to work with EU member states on preventing unlawful racial profiling by police and encourage the reporting of hate crimes.</li>
<li>seeks to revive a 2008 draft directive for equal treatment in the public sector that stalled in the EU council of ministers. EU governments blocked the law, saying it trod on national competences, such as education and welfare.</li>
<li>urges EU governments to draw up anti-racism action plans by the end of 2022. Only 15 of the 27 EU member states have such plans campaigners said existing ones were often inadequate.</li>
</ul>
<p>&nbsp;</p>
<p>Breaking with the past, the draft plan proposes measuring the ethnic diversity of the 33,800 staff who work for the European commission, via a voluntary and anonymous survey.</p>
<p>The EU civil service, inspired by the French tradition, has shunned classifying staff by ethnic origin. In 2017, the commission was criticized for ignoring BAME people in a “diversity” push that outlined ways to improve prospects for women, disabled people, and older employees.</p>
<p>The EU institutions, which are predominantly white, have been accused of a blind spot over discrimination facing BAME Europeans. This complaint was fueled when Margaritis Schinas, the commission vice president charged with promoting “our European way of life”, told the Financial Times in June Europe did not have issues “that blatantly pertain to police brutality”.</p>
<p>Samira Rafaela, a Dutch liberal MEP, told the Guardian the EU had been “too relaxed” about racism for too long. “This action plan is very much needed to make the EU institutions very very aware that they need to invest in this topic,” said Rafaela, a co-president of the European Parliament’s anti-racism and diversity intergroup.</p>
<p>“When you lack representation and you lack diversity, you cannot always raise the right questions and you cannot relate to a lot of experiences outside your world.” Schinas’s comments were “for me, typically an example of someone who just cannot relate on this specific topic”, she said.</p>
<p>The Dutch MEP, who previously advised the Dutch police commissioner on inclusion, is urging the EU to monitor how national police forces treat BAME citizens. While highlighting the differences between the EU and US, she said the American experience was “a serious warning of what can happen in Europe when we don’t make sure that our police authorities stop with racial profiling.”</p>
<p>The Dutch MEP, who is 31 and has a Curaçaon-Dutch mother and a Ghanaian-Nigerian father, said the lack of diversity in the European Parliament had left her “very, very surprised and sometimes lonely” after her election in 2019.</p>
<p>Von der Leyen struck a very different tone from Schinas, when she told the European Parliament in June the EU “needed to talk about racism” and had to do “more than listen, more than condemn”.</p>
<p>At the European Network Against Racism, Julie Pascoët described that speech as “a turning point in the narrative and the motivation against racism in Europe.”</p>
<p>She criticized patchy performance across the bloc and hopes von der Leyen’s speech will translate into meaningful anti-racism action plans from all member states. She said: “We know that France used to have an action plan against racism and antisemitism, but we have no information about the state of play, if it’s still up and running.</p>
<p>Germany has a national action plan against racism, but again here it’s only on paper … Italy says it has an action plan, but civil society is saying there is nothing.”</p>
<p>Meanwhile, two members of Von der Leyen’s team, the first vice president, Frans Timmermans, and the home affairs commissioner, Ylva Johansson, warned at a private meeting of EU commissioners in June about the growing influence of the “great replacement theory”, which has moved from the far-right fringes to the halls of power in a few countries.</p>
<p>Hungary’s Prime Minister Viktor Orbán invoked the idea to promote his policies on childbearing. He was praised for “defy[ing] political correctness” by Tony Abbott, the former Australian prime minister, recently appointed trade adviser to the UK government.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – A car drove onto a closed freeway in Seattle, US state of Washington, early Saturday and struck two protesters in a crowd protesting against police brutality, killing one and critically injuring the other, authorities said.</p>

<p dir="LTR">Summer Taylor, 24, of Seattle died in the evening at Harborview Medical Center, spokesperson Susan Gregg said.</p>
<p dir="LTR">Taylor and Diaz Love, 32, of Portland, Oregon, were hit by the car that barreled through a panicked crowd of protesters on Interstate 5 early Saturday morning, officials said.</p>
<p dir="LTR">Dawit Kelete of Seattle drove the car around vehicles that were blocking I-5 and sped into the crowd about 1:40 a.m., according to a police report released by the Washington State Patrol. Video taken at the scene by protesters showed people shouting “Car! Car!” before fleeing the roadway.</p>
<p dir="LTR">Love is in serious condition in the intensive care unit, Harborview, Gregg said.</p>
<p dir="LTR">Love was filming the protest in a nearly two-hour-long Facebook livestream when the video ended abruptly; with about 15 seconds left, shouts of “Car!” can be heard as the camera starts to shake before screeching tires and the sound of impact are heard.</p>
<p dir="LTR">A graphic video posted on social media showed the white Jaguar racing toward a group of protesters who are standing behind several parked cars, set up for protection. The car swerves around the other vehicles and slams into the two protesters, sending them flying into the air.</p>
<p dir="LTR">The driver, who was alone, fled the scene after hitting the protesters, Trooper Chase Van Cleave told AP. One of the other protesters got in a car and chased the driver for about a mile. He was able to stop him by pulling his car in front of the Jaguar, Van Cleave said.</p>
<p dir="LTR">Troopers arrived, and the driver was put in custody, Washington State Patrol Capt. Ron Mead said.</p>
<p dir="LTR">Kelete was described by offices as reserved and sullen when he was arrested, according to court documents. He also asked if the pedestrians were OK, the documents say.</p>
<p dir="LTR">Kelete was booked into the King County Correctional Facility on Saturday morning on two counts of vehicular assault. Bail was denied.</p>
<p dir="LTR">A judge found probable cause to hold Kelete on an investigation of vehicular assault. He faces a second court hearing on Monday at which the judge will determine if he can be released on bail, according to court documents.</p>
<p dir="LTR">It was not immediately clear if Kelete had an attorney who could speak on his behalf.</p>
<p dir="LTR">Officials were trying to determine the motive as well as where he got onto the interstate, which had been closed by the state patrol for more than an hour before the protesters were hit. Mead said they suspect Kelete drove the wrong way on a ramp. Trooper Rick Johnson said the driver went through a barrier that closed the freeway.</p>
<p dir="LTR">Troopers did not know whether it was a targeted attack, but impairment was not considered a factor, Mead said.</p>
<p dir="LTR">Kelete has a Seattle address. He is listed in public records as a student who attended Washington State University between 2011 and 2017 majoring in business and commerce. His enrollment status could not be confirmed because the university was closed Saturday.</p>
<p dir="LTR">The Washington State Patrol said Sunday evening that going forward it won’t allow protesters to enter I-5 and would arrest pedestrians on the freeway.</p>
<p dir="LTR">Seattle has been the site of prolonged unrest following the May 25 police killing of George Floyd in Minneapolis, which sparked nationwide protests. Dozens of people were arrested this past week in connection with protests as demonstrations continue after authorities cleared the “Capitol Hill Occupied Protest” zone Wednesday morning.</p>
<p dir="LTR">Protesters had shut down the interstate for 19 days in a row, Mead said at a press conference.</p>
<p dir="LTR">The State Patrol responded by closing sections of the interstate to keep drivers and protesters safe.</p>
<p dir="LTR">“In a time that requires care and flexibility, we are exercising the safest means possible to avoid injuries or worse to motorists, protesters, WSDOT personnel and our troopers by closing the roadway and separating protesters from vehicular traffic,&#8221; Chief John Batiste said in a statement on June 27, responding to complaints about the road closures.</p>
<p dir="LTR">Mead emphasized that the freeway is “simply not a safe place&#8221; for pedestrians, and said he hoped protesters would cease what he termed “unlawful behavior” in blocking the interstate.</p>
<p dir="LTR">“My hope is, as a result of this tragedy, protesters will reconsider their desire to be on the interstate because I cannot guarantee their safety, plain and simple,” Mead said.</p>
<p dir="LTR">Seattle Mayor Jenny Durkan said the city stands beside the friends and family of the victims.</p>
<p dir="LTR">“No one should risk their life for demanding better from our city, state and country,” Durkan said on Twitter.</p>
<p dir="LTR">Protesters were on the freeway for more than an hour before the car drove around the blockade around 1:36 a.m., Mead said.</p>
<p dir="LTR">The state patrol tweeted out two pictures of the driver’s car with significant damage to its bumper and windshield.</p>
<p dir="LTR">Seattle police tweeted that they were assisting.</p>

<p>According to Biden, the US has never lived up to its founding principle that all men are created equal. However, the idea survived &#8220;more than 200 years of systemic racism&#8221; in the country, he added.</p>
<p>&#8220;American history isn’t a fairytale. The battle for the soul of this nation has been a constant push-and-pull for more than 240 years. But it’s a battle we can and will win — together,&#8221; he said, TASS reported.</p>
<p>The issue of systemic racism in US law enforcement was brought into the spotlight following the death of George Floyd in Minneapolis, Minnesota. A police officer kneeled on his neck and choked him during his arrest. Floyd later died in a local Minneapolis hospital. All officers involved in the fatal incident were fired and are now facing criminal charges. The patrolman in question, Derek Chauvin, is being charged with second-degree murder.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Atlanta Police Chief Ericka Shields voluntarily stepped down from the city&#8217;s department Saturday afternoon following the deadly police shooting of 27-year-old Rayshard Brooks Friday night outside of a local Wendy&#8217;s drive-thru.</p>
<p dir="LTR">Mayor Keisha Lance Bottoms announced Shields&#8217; withdrawal from the department during a press conference Saturday, while also calling for the &#8220;immediate termination&#8221; of the officer who shot Brooks.</p>
<p dir="LTR">&#8220;Chief Ericka Shields has been a solid member of APD for over two decades and has a deep and abiding love for the people of Atlanta,&#8221; Bottoms said, The Hill reported.</p>
<p dir="LTR">&#8220;And because of her desire that Atlanta should be a meaningful model of what reform should look like across this country, Chief Shields has offered to immediately step aside as police chief so that the city may move forward with urgency in rebuilding the trust so desperately needed throughout our communities,&#8221; she continued.</p>
<p dir="LTR">Atlanta Police Department (ADP) officers were reportedly dispatched to a Wendy&#8217;s in the city Friday evening around 10:30 p.m. in response to complaints that Brooks was asleep in the drive-thru of the restaurant.</p>
<p dir="LTR">Police said they attempted to take Brooks into custody following a failed sobriety test, which led to a struggle between Brooks and the other officers.</p>
<p dir="LTR">Brooks, while allegedly resisting, grabbed an officer&#8217;s Taser and ran off with it.</p>
<p dir="LTR">After a achieving a certain distance, footage captured of the scene from the Wendy&#8217;s parking lot shows Brooks turning around and appears to point the stun gun at police. Officers then shot him.</p>
<p dir="LTR">During the press briefing Bottoms said that she did not “believe that this was a justified use of deadly force.&#8221;</p>
<p dir="LTR">An ambulance transferred Brooks to a local hospital, and he later died after surgery.</p>
<p dir="LTR">One officer was treated for an injury sustained during the exchange and was later discharged from the hospital.</p>
<p dir="LTR">The Friday incident involving officers and Brooks marks the 48th officer-involved shooting in 2020 that the GBI has been asked to investigate, according to reporting from the Atlanta Journal-Constitution.</p>
<p dir="LTR">Crowds of people showed up at the scene Saturday to peacefully protest the shooting that happened Friday evening.</p>
<p dir="LTR">Other protests ensued across the city Saturday in opposition to police brutality and in support of Black Lives Matter, a movement that has swept the nation amid the recent deaths of George Floyd, Breonna Taylor and Ahmaud Arbery, and many others.</p>
<p>Before Bottoms&#8217; announcement, the Georgia NAACP had called for Shields to resign from her duties, according to The Washington Post.</p>
<p dir="LTR">The Georgia Bureau of Investigation (GBI) announced Saturday that the Atlanta Police Department (APD) requested the bureau to investigate the shooting of Brooks.</p>
