										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Donald Trump&#8217;s top government experts now say that the pandemic is entering a new phase as it invades the rural heartland &#8212; and they can&#8217;t say how long it will last.</p>

<p dir="LTR">With millions of kids nowhere near going back to school and the economy reeling from a 32.9% annualized contraction in the second quarter، the months ahead are stretching into what looks like an endless crisis as Trump tweets &#8220;Make America Great Again&#8221; and spends his weekends on the golf course.</p>
<p dir="LTR">Top administration officials in recent days have repeatedly delivered information and warnings that directly contradict Trump&#8217;s upbeat messaging on Friday on the virus: &#8220;We&#8217;ll get rid of it، we&#8217;ll beat it، and it will be soon.&#8221;</p>
<p dir="LTR">Amid this grim outlook، the administration and Capitol Hill Democrats are deadlocked on a plan to extend federal unemployment payments to millions of Americans who lost their jobs in lockdowns.</p>
<p dir="LTR">Dr. Deborah Birx delivered a series of stunning warnings on CNN&#8217;s &#8220;State of the Union&#8221; five months into a pandemic that the President once said posed no threat to Americans but has now killed more than 150،000 of them.</p>
<p dir="LTR">&#8220;What we are seeing today is different from March and April. It is extraordinarily widespread. It&#8217;s into the rural as equal urban areas،&#8221; Birx، the White House coronavirus task force coordinator، told CNN&#8217;s Dana Bash.</p>
<p dir="LTR">Birx even suggested that some Americans in multi-generational families should start wearing masks in their home and assume that they already have the disease. She did not reject a warning by former Federal Drug Administration Commissioner Dr. Scott Gottlieb that there could be 300،000 coronavirus deaths by the end of the year، saying، &#8220;Anything is possible.&#8221;</p>
<p dir="LTR">&#8220;To everybody who lives in a rural area، you are not immune or protected from this virus،&#8221; Birx said. Her comments came after her colleague، Dr. Anthony Fauci، told a House committee on Friday it was &#8220;unclear&#8221; how long the crisis will last. But the US Centers for Disease Control and Prevention told Americans to brace for an average of 1،000 deaths a day for the next 30 days.</p>
<p dir="LTR">And while there are some signs that infections have plateaued in sunbelt states in the last week، albeit at high levels، Birx&#8217;s words suggest new epicenters are looming، a situation hardly consistent with Trump&#8217;s description of &#8220;embers&#8221; of infection. The President speaks optimistically about a coming vaccination &#8212; though experts say it could still be months away &#8212; and boasts about advances in therapeutics and of building thousands of ventilators. But the horrible statistics of the pandemic are relentless with 1،000 Americans dying almost every day. And the administration response appears &#8212; as it has from the start &#8212; short of the scale needed to beat back the worst public health crisis in 100 years.</p>
<p dir="LTR">With a vaccine still lacking، Birx also warned that too many Americans were not taking the virus sufficiently seriously، in another jarring disconnect from the President&#8217;s messaging.</p>
<p dir="LTR">&#8220;Across America right now، people are on the move &#8230; As I traveled around the country، I saw all of America moving. I think it&#8217;s our job، as public health officials، to be able to get a message to each American that says، if you have chosen to go on vacation into a hot spot، you really need to come back and protect those with comorbidities and assume you&#8217;re infected.&#8221;</p>
<p dir="LTR">Despite the worsening crisis، there is no sign of a new administration approach، or evidence of an effort to set up the massive testing and tracing nationwide program that experts say is needed to finally get a handle on the crisis.</p>
<p dir="LTR">But surprisingly، Birx said the administration had already re-examined its approach.</p>
<p dir="LTR">&#8220;I think the federal government reset about five to six weeks ago when we saw this starting to happen across the South،&#8221; she told Bash.</p>
<p dir="LTR">At the start of a rough six-week period that saw the virus surge unimpeded through Florida، Texas، Arizona and other states that Trump pressured to open before the pathogen was under control، Vice President Mike Pence، who heads the coronavirus task force، declared in a Wall Street Journal op-ed that the US is &#8220;winning the fight&#8221; and there &#8220;isn&#8217;t a &#8216;second wave.'&#8221;</p>
<p dir="LTR">Birx has faced criticism for becoming too compliant with the administration&#8217;s political line rather than following the science where it leads.</p>
<p dir="LTR">Birx defended herself on &#8220;State of the Union&#8221; after House Speaker Nancy Pelosi said she didn&#8217;t have confidence in the veteran public health official because she was an appointee of a President who is spreading disinformation.</p>
<p dir="LTR">&#8220;I have never been called Pollyannish or non-scientific or non-data-driven،&#8221; Birx said on &#8220;State of the Union.&#8221;</p>
<p dir="LTR">Birx contradicted the President&#8217;s call for schools to open everywhere، saying that where there is a high caseload and active community spread، where people shouldn&#8217;t go to bars or have house parties، they should &#8220;distance-learn at this moment so we can get this epidemic under control.&#8221;</p>
<p dir="LTR">Another senior administration official involved in the fight against the pandemic، testing Czar Adm. Brett Giroir، contradicted the President&#8217;s fresh touting of hydroxychloroquine last week as a potential treatment for Covid-19.</p>
<p dir="LTR">&#8220;At this point in time، there&#8217;s been five randomized controlled، placebo controlled trials، that do not show any benefit to hydroxychloroquine،&#8221; Giroir said on NBC News&#8217; &#8220;Meet the Press.&#8221;</p>
<p dir="LTR">&#8220;I think most physicians and prescribers are evidence-based and they&#8217;re not influenced by whatever is on Twitter or anything else،&#8221; he said. &#8220;And the evidence just doesn&#8217;t show that hydroxychloroquine is effective right now.&#8221;</p>
<p dir="LTR">Far from showing that he understand the depths of the calamity and has a plan to address it، Trump spent the weekend spreading lies and disinformation in between two trips to his golf course in Virginia، again underscoring how he has declined to adopt the leadership role that would have been expected from a traditional president during a grave national crisis.</p>
<p dir="LTR">He again falsely claimed that the only reason there are more cases of the virus is because the US is doing new testing. He gloated about &#8220;Big China Virus breakouts&#8221; in nations where reopening have caused viral spikes and where leaders did a better job in quelling the virus than he did in the United States. Trump also claimed falsely that the media was not reporting on such hotspots around the world.</p>
<p dir="LTR">The President also launched a new attack on Fauci، who said last week that the reason Europe did better containing the initial pandemic was because it shut down far more of its economy that the President allowed in the US.</p>
<p dir="LTR">Trump&#8217;s tweets followed a report by Vanity Fair last week that Trump&#8217;s son-in-law and senior adviser Jared Kushner worked on a secret national testing plan last spring before the approach was rejected، reportedly for political reasons، in favor of putting the responsibility for fighting the virus on individual governors. Since then، tens of thousands of Americans have died and experts say there still is not sufficient testing capacity to flatten the infection curve of the virus. Many test results are coming back far too slowly to be of any use controlling the spread of the disease. The White House says the premise of the article is wrong and misstates the facts.</p>
<p dir="LTR">Hopes that a new coronavirus stimulus program could soon come to the rescue of millions of Americans who rely on federal unemployment payments to pay for food and rent were dashed as both sides in the talks dug in on Sunday.</p>
<p dir="LTR">Pelosi، Treasury Secretary Steven Mnuchin and White House Chief of Staff Mark Meadows are due to meet for further talks on Monday.</p>
<p dir="LTR">Pelosi rejected the administration&#8217;s argument that the $600 unemployment benefit was stopping Americans from returning to work but did not specifically say it was a deal breaker.</p>
<p dir="LTR">&#8220;The $600 is essential. It&#8217;s essential for America&#8217;s working families. And، again، to condescend، to disrespect their motivation is so amazing &#8230; how insistent the Republicans are about a working family and their $600 and how cavalier they are about other money that is going out،&#8221; the speaker said.</p>
<p dir="LTR">Mnuchin argued that the White House had proposed a one-week unemployment benefit extension of $600 as negotiations continued، but had been rebuffed by Democrats. Without giving details، the Treasury secretary also said he and Meadows made &#8220;three or four&#8221; other offers to the Democrats to deal with enhanced unemployment.</p>
<p dir="LTR">Unemployment &#8220;should be tied to some percentage of wages، the fact that we had a flat number was only an issue of an emergency،&#8221; Mnuchin said. &#8220;There are cases where people are overpaid، there are cases where people are underpaid. The issue is، we need to come up with an agreement to extend this،&#8221; Mnuchin said on ABC News&#8217; &#8220;This Week.&#8221;</p>
<p dir="LTR">Senate Minority Leader Chuck Schumer said Sunday that while &#8220;good progress&#8221; was made in the talks between the White House and Democrats، they are &#8220;not close&#8221; to an agreement yet.</p>
<p dir="LTR">That&#8217;s not very reassuring for struggling Americans whose unemployment assistance expired last week.</p>

<p>The project aims to promote a plan for abroad Iranian researchers as “supporting technological activities and startups”, “postdoctoral facilities”, “supporting employment in innovation centers and accelerators as a trainer and consultant”, “providing facilities for opportunity studies”, “providing housing facilities”, “supporting employment in reputable domestic companies”, “support for lectures and specialized workshops” and “support for cooperation as invited and appointed professors”.</p>
<p>It is estimated that about one percent of all Iranian students are studying abroad, which is not above the international average of around 3 percent.</p>
<p>Before the Islamic revolution in 1979, some 170,000 students were studying in the country and 100,000 students abroad.</p>
<p>According to official statistics, the number of students studying in the country has reached over 4.5 million while there are currently 48,000 students studying in other countries.</p>

<p>In a Saturday statement, the Iranian spokesman offered sympathy to the Cuban government, nation and families of the victims of the deadly incident.</p>
<p>Flight DMJ 0972 was headed to the eastern Cuban city of Holguin when it plummeted into in an agricultural area in the Santiago de las Vegas neighborhood, killing more than 100 on board and leaving three survivals who are in critical condition.</p>
<p>The nearly 40-year-old Boeing 737-200 was owned by a Mexican airline. According to reports, the plane &#8220;suffered a failure&#8221; and crashed about six miles from the airport.</p>
<p>Following the crash, Cuban State TV announced two days of mourning.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">The 1200-hectare greenbelt plan around capital city of Tehran was inaugurated in the presence of President Hassan Rouhani&#8217;s presence on Tue. to celebrate Natural Resources Week and Arbor Day.</span></p>

<p>With the project opened, the greenbelt area around Tehran hit more than 40 thousand hectares.</p>
<p>The President also planted a sapling in north-eastern Tehran in a symbolic move to celebrate the national Arbor Day on March 6.</p>
<p>&#8220;I hope all people across the country will join in this important activity of planting trees, in order to preserve and promote the natural and social health of our society,&#8221; the president said at the ceremony celebrating Arbor Day and Natural Resources Week.</p>
<p>He went on to add, &#8220;today, we need a healthy environment for our society&#8217;s health and people&#8217;s vitality, which largely depends on the planting of trees and preservation of pastures and forests.”</p>
<p>&#8220;Unfortunately, millions of meters of forests and pastures have been destroyed in the past years,” he lamented.</p>
<p>The president noted that Iran&#8217;s per capita population with regard to forests and pastures is less than the world’s average calling for more efforts to eliminate these shortcomings.</p>
<p>Rouhani commended the Ministry of Agricultural, municipalities and, in particular, Tehran mayor, for their efforts to create a greenbelt around Tehran, adding &#8220;the implementation of this project is of great importance and is very effective in protecting the environment and preventing the undue expansion of Tehran.”</p>
<p>&#8220;Tehran municipality has allocated 1200 hectares of land to planting forest this year and we hope to plant even more trees next year,” he added.</p>
<p>The president noted: &#8220;The destruction of forests has a great impact on the environment and is a major contributor to air pollution and the dust, forest degradation and desertification&#8221;.</p>
<p>The president stressed that planting trees could help with the dust pollution aggravating many provinces, adding &#8220;I invite all classes and people from various backgrounds and environmentalists to participate in planting trees and encourage other people to join this activity.”</p>
<p>The president further called on the Iranian people to protect the environment during Nowruz holidays and on their trips.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">Iranian President Hassan Rouhani offered condolences over the deadly plane crash on Sunday morning which claimed the lives of 66 Iranian on board.</span></p>

<p>Hassan Rouhani&#8217;s message is as follows:</p>
<p>In the Name of Allah, the Most Beneficent, the Most Merciful</p>
<p>We are all from Allah and to Him we shall return (Holy Quran)</p>
<p>The very tragic incident of passenger plane crashing on Tehran-Yasuj route, which led to the death of a number of our fellow Iranians, caused great grief and sorrow.</p>
<p>I hereby express sympathy with the bereaved families and offer my condolences to the Iranian nation, asking the Almighty mercy for those who lost their lives, and patience and rewards for their bereaved families.</p>
<p>It is necessary that the Minister of Roads and Urban Development visit Iran Civil Aviation Organisation and form a commission of inquiry according to the code of the organisation to manage and investigate the incident and make necessary coordination for emergency and relief operations by the related organs, and swiftly report the causes of the incident, taking all necessary measures to prevent such tragic incidents from happening again.</p>

										<content:encoded><![CDATA[<p><span class="intro-text">Iranian Leader Ayatollah Khamenei issued a statement on Sunday offering sympathies to the bereaved families and praying for the peace of the victims of the plane crash of Sun. which claimed the lives of 66 Iranians.</span></p>

<p>“The sorrowful accident of the crash of the passenger plane which claimed the lives of some of our dear compatriots made the hearts full of grief and regret,” reads the opening of a message issued by Iranian Leader Ayatollah Seyyed Ali Khamenei on Sunday.</p>
<p>The Iranian Leader offered condolences over the deadly plane crash of Sunday morning which killed 66 people on board in Iranian central Province of Isfahan.</p>
<p>The Iranian Leader offered sympathies to the bereaved families and prayed for the Divine blessings for the victims.</p>
<p>Closing the statement, Ayatollah Khamenei urged all officials to follow up the case and proceed the necessary steps in regards to the accident, including a respectful funeral and burying of bodies.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  – Former US president Barack Obama used a rare public appearance to speak out against the latest Republican efforts to upend his signature healthcare reforms.</h3>

<p>Obama &#8212; appearing at an event with Bill and Melinda Gates in New York on Wednesday &#8212; said it was &#8220;aggravating&#8221; to see Republicans move forward with a plan that he said would make Americans worse off.</p>
<p>Defending his health care reforms ahead of another repeal vote in the Republican-controlled Congress that could take place as soon as next week, Obama said his healthcare legislation is not perfect but that &#8220;people are alive today because of it.&#8221;</p>
<p>&#8220;When I see people trying to undo that hard-won progress for the 50th or 60th time with bills that would raise costs or reduce coverage, or roll back protections for older Americans or people with pre-existing conditions, the cancer survivor, the expecting mom or the child with autism, or asthma, for whom coverage once again would be almost unattainable, it is aggravating.&#8221;</p>
<p>&#8220;And all of this being done without any demonstrable economic or actuary or plain common sense rationale, it frustrates,&#8221; Obama was quoted by AFP as saying.</p>
<p>&#8220;And it is certainly frustrating to have to mobilize every couple of months to keep our leaders from inflicting real human suffering on our constituents.&#8221;</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN &#8211; Afghanistan is considering training and arming 20,000 civilians to defend territories where militants have been driven out, officials say, sparking fears the local forces could become another thuggish militia.</h3>

<p>The proposal for a government-backed armed group that would protect its own communities from the Taliban and Daesh (also known as ISIL or ISIS) comes as Afghanistan&#8217;s security forces, demoralized by killings and desertions, struggle to beat back a rampant insurgency, AFP reported.</p>
<p>But the proposal has raised concerns that the local forces could become unruly and turn into another abusive militia terrorizing the people it is supposed to defend.</p>
<p>&#8220;The Afghan government&#8217;s expansion of irregular forces could have enormously dangerous consequences for civilians,&#8221; said Patricia Gossman, a senior researcher at Human Rights Watch.</p>
<p>The New York-based group said Western diplomats in Kabul familiar with the plan &#8211; modelled on the Indian Territorial Army that supports the country&#8217;s regular forces &#8211; said Afghan officials had expressed concerns the militia could be used by &#8220;powerful strongmen&#8221; or become &#8220;dependent on local patronage networks&#8221;.</p>
<p>American and Afghan officials told AFP the fighters would come under the command of the Afghan army and be better trained than the Afghan Local Police &#8211; a village-level force set up by the United States in 2010 and accused of human rights violations.</p>
<p>&#8220;Right now we rely on commandos and air strikes to retake the lost territories but after the commandos leave we don&#8217;t have enough forces to hold onto the territories,&#8221; said a senior defense ministry official who asked not to be named.</p>
<p>&#8220;The force will operate under an army corps and will be used to fill the gaps. They will be recruited from the locals and will be numbered around 20,000.&#8221;</p>
<p>Defense ministry spokesman Dawlat Waziri confirmed to AFP that a plan for &#8220;local forces&#8221; was being discussed.</p>
<p>&#8220;People will be recruited from their areas because they know their regions and how to keep them,&#8221; Waziri said, but added there was no guarantee it would be implemented.</p>
<p>A spokesman for NATO&#8217;s Resolute Support train and assist mission also confirmed a proposal for an Afghan territorial army was on the table.</p>
<p>But another American official, who spoke on the condition of anonymity, told AFP the idea was still in &#8220;the brainstorming phase.&#8221;</p>
<p>The Afghan government and its foreign backers have been cultivating militias to bolster the 330,000-strong Afghan National Security and Defense Forces as they battle to get the upper hand in the grinding conflict.</p>
<p>In Afghanistan, militias &#8211; private armies and government-backed armed groups &#8211; have a long and chequered history in the war-torn country and many Afghans are wary of them.</p>
<p>Civilian casualties were at record highs in the first six months of 2017, a UN report showed, with forces loyal to the Afghan government accounting for nearly 20 percent of the deaths and injuries.</p>
<p>Since NATO ended its combat mission in 2014 the Taliban has been gaining ground and Daesh is expanding its footprint.</p>
<p>As of February only about 60 percent of Afghanistan&#8217;s 407 districts were reported to be under government control, according to the US watchdog agency SIGAR.</p>
<p>Earlier this year Afghan President Ashraf Ghani ordered a near doubling of the country&#8217;s elite fighting force from 17,000 as part of a four-year roadmap that also aims to strengthen Afghanistan&#8217;s air force.</p>
<p>While US President Donald Trump&#8217;s commitment to increase American troop numbers and leave them there indefinitely has been welcomed by Afghan authorities, they know it will take time to improve the fighting abilities of their security forces.</p>
<p>With parliamentary and presidential elections planned in the next two years they want a security quick fix.</p>
<p>But critics fear that rather than support Afghanistan&#8217;s beleaguered security forces, the militia could aggravate factionalism and push Afghanistan deeper into conflict.</p>
<p>&#8220;It&#8217;s a tool that the US military and successive Afghan governments have reached for and it looks like a solution to their problems but actually the real solution would be to have a functioning ANA [Afghan National Army] and ANP [Afghan National Police],&#8221; Kate Clark, a senior analyst at Afghanistan Analysts Network, told AFP.</p>
<p>&#8220;It&#8217;s a dangerous thing to play with, arming your civilians.&#8221;</p>
