										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Following a delay after the outbreak of the coronavirus, Iran is going to hold the runoff election for the parliamentary seats on September 11, the government’s spokesman said.</p>

<p>Speaking to Tasnim on Tuesday, Ali Rabiee said the runoff parliamentary election will be preceded by week-long campaigns.</p>
<p>The election campaigns must be conducted without any gatherings in compliance with the health protocols, he noted, saying the candidates can use the virtual space.</p>
<p>The spokesperson added that the runoff parliamentary election in Tehran and two other cities will be held next year with the nationwide presidential and city council elections.</p>
<p>In March, the Guardian Council approved a proposal from the Interior Ministry to delay the runoff parliamentary election because of the novel coronavirus.</p>

<p class="lide">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Nominees qualified by the Guardian Council to run at Iran’s upcoming parliamentary and Assembly of Experts elections have started their electoral campaigns eight days before the voting begins.</p>

<p>The electoral campaigns officially started at 00:00 Thursday (20:30 GMT, Wednesday), and the candidates will have one week to win the people’s support for their candidacy, IRNA reported.</p>
<p>The 11th parliamentary elections and the midterm elections for the Assembly of Experts – a body whose members designate the country’s Leader – are to be held simultaneously on February 21.</p>
<p>The candidates will have until Wednesday night to promote themselves, and after that, there will be a 24-hour silence until the voting begins on Friday morning.</p>
<p>The elections, held every four years, are scheduled to take place on February 21. A second-round could take place in the second month of the next year on the solar calendar (April 20-May 20, 2020) if some seats remain vacant.</p>
<p>Last year, Iran&#8217;s Majlis (parliament) objected to a motion to increase the number of the seats, keeping the figure at 290.</p>
<p>A total of 57,918,000 people are eligible to cast their ballots, therefore; there would be one lawmaker at Majlis per each 190,000-strong segment of the Iranian population.</p>

<p>According to latest estimates, 57,918,159 individuals are eligible to vote for their representatives racing in the Parliamentary election during the upcoming election in March, said Jamal Orf, Deputy Interior Minister and head of the country’s election committee,</p>
<p>He went on to say that 2,931,776 individuals are those who will cast their votes for the first time.</p>
<p>The 11th Iranian parliamentary election is scheduled for February 21, 2020. The election will be held in over 200 constituencies across the country&#8217;s 31 provinces. The Iranian parliament has 290 members who are elected by the people for four-year terms.</p>
<p>Principalists and reformists are the two main parties competing for the seats of the Parliament.</p>

<p>Teaching a class of advanced Islamic Jurisprudence (<em>kharej</em>–e <em>Fiqh</em>) this morning, the Leader of the Islamic Revolution Ayatollah Ali Khamenei, criticized the enrollment of individuals who are not qualified for representing the people, stressing that only qualified individuals should enroll for the next parliamentary elections, which are going to be held early next year.</p>
<p>The Leader invoked several Hadiths from the Holy Prophet Muhammad (PBUH) to stress the need for necessary skills and qualifications that lawmakers need to obtain.</p>
<p>Today the registration for parliament candidates has begun. Guardian Council validates the qualified candidates to run for the upcoming election.</p>
<p>Earlier this week, Majlis Spokesman, Ali Larijani declared he will not run for re-election.</p>
<p>According to estimates, some 7,000 individuals will register across the country, said Deputy Interior Minister Jamal Aref on Saturday. Reformists, Principalists, and independents will probably constitute 26%, 33%, and 40% of the whole candidates respectively, he said in a press conference.</p>
<p>Also, midterm elections of the Assembly of Experts will be held in five provinces of Tehran (3 representatives), North Khorasan (1 rep.), Khorasan Razavi (1 rep.), Qom (1 rep.), and Fars (1 rep.) concurrent with the parliamentary election.</p>
<p>The next round of the country&#8217;s parliamentary elections will be held in February 2020.</p>

										<content:encoded><![CDATA[<p>TEHRAN- Despite the threats of terrorist groups to disrupt the election, Afghans came out in large numbers on Saturday to cast their votes in the historic parliamentary election. </p>
<p>People lined up for hours to cast their vote in different provinces in what reports claimed was a chaotic start to the elections held after a series of attacks across the country in recent weeks.</p>
<p>Election workers struggled with a new biometric system as they took lot of time to locate names on voter lists. In some polling stations in Kabul, voting started considerably late due to chaos and mayhem.</p>
<p>The new biometric machines are meant to curtail fraud and irregularities. Independent Election Commission chairman, Abdul Badih Sayat, warned ahead of polling that the system might experience glitches and asked for voters&#8217; patience.</p>
<p>Meanwhile, the Defense Ministry said it had increased its deployment of security forces to 70,000 from the original 50,000 to protect the country&#8217;s 21,000 polling stations.</p>
<p>Elections in the two provinces of Kandahar and Ghazni have been delayed as well as in 11 of the 400 districts following Thursday’s deadly attack in Kandahar which killed top political and security leadership.</p>
<p>Afghan President Ashraf Ghani marked his ballot at the start of voting. In a televised speech afterward, he congratulated Afghans on another election and praised the security forces, particularly the air force, for getting ballots to Afghanistan&#8217;s remotest corners. </p>
<p>The list of candidates, which has been trimmed to 2,565 after the disqualification of 35, are competing for 249 seats in the lower house of the Afghan parliament. Many former parliamentarians are running again, along with young and educated men and women – journalists, activists, entrepreneurs.  </p>
<p>Past elections resulted in deeply contentious results – in 2009, 2010, and 2014 – with candidates accusing each other and the government of that time of manipulation and vote rigging. In 2014 presidential elections, Ashraf Ghani and Dr. Abdullah Abdullah publicly argued over election results, before the compromise formula was worked out to form a coalition government.  </p>
<p>The election had been repeatedly deferred due to the fragile security environment and national unity government’s lack of preparedness. </p>
<p>In the run up to elections, Taliban and ISIS have carried out a series of terrorist attacks. In the latest attack on Thursday in southern province of Kandahar, the entire provincial leadership was wiped out, including a powerful police chief.</p>
<p>According to the recent SIGAR report, almost 56.3 percent of Afghanistan’s districts are currently under government control and at least 30 percent of districts are contested, which shows the resurgence of insurgents and helplessness of the Afghan government. </p>
<p>Before November&#8217;s ministerial meeting on Afghanistan in Geneva, which the United Nations has termed “crucial moment” for the Afghan government, successfully parliamentary elections would be ideal. </p>
