										<content:encoded><![CDATA[<p class="summary">TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Iranian Deputy Foreign Minister for Legal and International Affairs Mohsen Baharvand met with Piotr Hofmanski, the president of the International Criminal Court (ICC), in The Hague on Thursday, the Iranian Foreign Ministry said in a statement.</p>
<p>During the meeting, Baharvand and Judge Hofmanski conferred on the latest developments related to the International Criminal Court, including the cases of Afghanistan and occupied Palestine brought to the ICC, the statement noted.</p>
<p>“The Iranian official referred to the ICC president&#8217;s remarks about a change in the United States&#8217; approach to the International Criminal Court, and expressed hope that the U.S. will not impose unlawful sanctions against nations and international bodies in the future,” it concluded.</p>
<p>Also on Thursday, the Iranian diplomat met with Christophe Bernasconi, the Secretary-General of the Hague Conference on Private International Law (HCCH) at the organization&#8217;s headquarters in The Hague.</p>
<p>During the meeting, Baharvand underlined the importance of the documents developed within the framework of the HCCH for facilitating the exchanges and interactions between individuals and companies and also for the economic development of countries, the Iranian Foreign Ministry said in a separate statement.</p>
<p>He pointed to the latest developments on the process of Iran&#8217;s accession to the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents (the Apostille), and said, “The Islamic Republic of Iran will soon submit the documents of its accession to the Convention after finalizing its implementation instructions in coordination with relevant bodies.”</p>
<p>Last week, Baharvand also met with Fernando Arias, the director-general of the Organisation for the Prohibition of Chemical Weapons (OPCW). The meeting was held on the sidelines of the 25th annual Conference of the OPCW States Parties.</p>
<p>During the meeting, the Iranian diplomat reiterated that Iran has been the main victim of chemical arms in the contemporary era.</p>
<p>“Although more than three decades have passed since the bitter experience of chemical weapons being used by the regime of [former Iraqi dictator] Saddam Hussein against Iranian military troops as well as civilians and even Iraqis themselves, still this harrowing memory cannot be forgotten as those injured in the chemical attacks are still suffering, especially at a time when they have numerous problems gaining full access to drugs and medical equipment due to unilateral and cruel sanctions,” he said. “Iran condemns the use of chemical weapons in any part of the world and under any circumstances, and, at the same time, respects the ideals of the Chemical Weapons Convention.”</p>
<p>Baharvand and Arias also exchanged views on ways of enhancing cooperation between Iran and the OPCW.</p>
<p>The Iranian diplomat underlined the importance of the full, effective and non-discriminatory implementation of all provisions of the Chemical Weapons Convention. He said it is incumbent upon member states to live up to their obligations under the convention regarding the exchange of chemical materials and equipment for peaceful purposes. Baharvand further stressed the importance of removing trade barriers between member states and not imposing economic sanctions on one another.</p>

<p>Alireza Kazemi Abadi underlined that the move is a step toward politicizing the organization and sowing discord among its members, IRNA reported.</p>
<p>On April 8, the new investigations by OPCW team claimed that the government of Syria used sarin and chlorine in aerial attacks on the village of Lataminah in Hama Province in March 2017, in which dozens of people were killed.</p>
<p>Damascus has accused the OPCW of twisting facts in order to groundlessly blame the Syrian government.</p>
<p>The Iranian envoy also described the formation of the OPCW&#8217;s investigations team as “illegal” and criticized the team’s “biased and untrue” report.</p>
<p>The motion condemned Syria&#8217;s use of chemical weapons and expressed &#8220;deep concern&#8221; that the 2017 attacks showed Damascus had failed to declare and destroy all its chemical weapons, according to AFP.</p>
<p>The executive council of OPCW voted overwhelmingly to tell Syria it must declare all details about the facilities used to produce the sarin and chlorine used in the 2017 attacks.</p>
<p>Russia, China, and Iran voted against the decision at the OPCW&#8217;s executive council, which includes 41 of the UN-affiliated body&#8217;s 193 member states.</p>

<p>“The Syria expresses deep concern over the blackmail tactics and threats adopted by a group of Western states, especially the ones involved in the tripartite aggression against Syria: the US, UK and France, to pass a decision during the emergency conference of the Organization for the Prohibition of Chemical Weapons,” the Foreign and Expatriates Ministry said in a statement commenting on the outcomes of the OPCW emergency conference.</p>
<p>The decision, according to the statement, allows for a politicization of the OPCW by Western countries to be used to mount aggressions against sovereign independent states by invoking chemical weapons pretexts.</p>
<p>The ministry added that the decision contradicts the provisions of the Chemical Weapons Convention (CWC) and sets a dangerous precedent in the international system, granting a technical organization the powers to conduct criminal and legal investigations outside of its mandate to assign blame in cases involving the use of chemical weapons.</p>
<p>As Syria points out the glaring legal irregularities in the decision which have gone beyond the CWC provisions, it affirms that it garnered the support of less than half of the member states, which calls into question its legality, according to the Ministry’s statement.</p>
<p>The Ministry warned that the decision will only cause further complications as regards the OPCW’s competency which is thought to cripple its work and increase internal polarization, which renders the decision inapplicable.</p>
<p>Syria reiterates vehement condemnation of the use of chemical weapons by any party, anywhere and under any circumstance, the statement said, noting that the chemical lies propagated by the US, France, UK and Saudi Arabia against Syria will be divulged soon.</p>

										<content:encoded><![CDATA[<h3 class="lead">TEHRAN  – Organization for the Prohibition of Chemical Weapons had verified the elimination of 25 out of 27 chemical weapons production facilities in Syria, senior OPCW said.</h3>

<p>The Director-General of the Organization for the Prohibition of Chemical Weapons (OPCW) Ahmet Uzumcu made the remarks in a note in his forty-ninth monthly progress report on Monday, the Russian Sputnik News Agency reported.</p>
<p>The report sums up the progress achieved in the elimination of the Syrian chemical weapons for the period from 23 September 2017 to 22 October 2017.</p>
<p>“The Secretariat has verified the destruction of 25 of the 27 chemical weapons production facilities (CWPFs) declared by the Syrian Arab Republic. From 23 September to 6 October 2017, the Secretariat carried out annual inspections of five underground structures already verified as destroyed,” the note said.</p>
<p>The note also said that during the period under review, OPCW proceeded with preparations to carry out an initial inspection of the last two stationary above-ground facilities to confirm their current condition.</p>
<p>The Syrian government, he added, has previously requested assistance in the destruction of the facilities located in these two remaining sites.</p>
