										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – OPEC and allies such as Russia will ease record oil supply curbs from August as the global economy slowly recovers from the coronavirus pandemic, Saudi Energy Minister Prince Abdulaziz bin Salman said on Wednesday.</p>

<p>The Organization of the Petroleum Exporting Countries and its allies, known as OPEC+, have been cutting output since May by 9.7 million barrels per day, or 10% of global supply after the virus destroyed a third of global demand.</p>
<p>After July, the record cuts are due to taper to 7.7 million bpd until December. Prince Abdulaziz said effective cuts would be deeper due to compensation by countries which overproduced in previous months, The Economic Times wrote.</p>
<p>OPEC+ documents seen by Reuters showed that the cuts will ease to around 8.54 million bpd in August and September following compensations by Iraq, Nigeria, Angola, Russia, and Kazakhstan.</p>
<p>&#8220;As we move to the next phase of the agreement the extra supply resulting from the scheduled easing of production cut will be consumed as demand continues on its recovery path,&#8221; said Prince Abdulaziz.</p>
<p>He made his remarks as a panel known as the Joint Ministerial Monitoring Committee (JMMC) met on Wednesday to recommend the next level of cuts.</p>
<p>Oil prices have recovered to almost $43 a barrel from a 21-year low below $16 in April.</p>
<p>The recovery in prices has allowed some US producers to resume production. Russia and OPEC rely heavily on oil revenue but they will be keen not to push prices too high to give a further boost to rival US oil output growth.</p>
<p>On Tuesday, OPEC said it saw demand recovering by 7 million bpd in 2021 after falling by 9 million this year.</p>
<p>But it also said it expected OPEC to supply an extra 6 million bpd of crude to the market next year while production in the United States and Russia would remain broadly flat.</p>
<p>Prince Abdulaziz also said Saudi oil exports in August will remain the same as in July because some 0.5 million bpd of extra barrels the kingdom was set to pump will be used domestically.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – OPEC members and other key oil producers agreed Saturday to extend historic output cuts through July, as oil prices tentatively recover and coronavirus lockdowns ease.</p>
<p>The 13-member group and its allies, notably Russia, decided to extend by a month deep May and June cuts agreed in April to boost prices, the Organization of the Petroleum Exporting Countries said in a statement, AFP reported.</p>
<p>But Mexico, which had already made clear ahead of the talks that it &#8220;could not adjust&#8230; production further&#8221;, announced that it would not be complying.</p>
<p>Oil prices have plummeted as a result of falling demand as countries around the world impose strict lockdowns to stop the spread of the new coronavirus.</p>
<p>&#8220;All participating countries&#8230; agreed on the option of extending the first phase of the production adjustments pertaining in May and June by one further month,&#8221; the OPEC statement said.</p>
<p>Under the terms of the April agreement, OPEC and the so-called OPEC+ pledged to cut output by 9.7 million barrels per day (bpd) from May 1 until the end of June.</p>
<p>The cuts were then to be gradually eased from July to 7.7 million bpd until December.</p>
<p>Algerian Oil Minister Mohamed Arkab, who currently holds OPEC&#8217;s rotating presidency, said that the agreed cut for July was 9.6 mbd, just slightly below the 9.7 mbd for May and June.</p>
<p>Oil ministers from key producers will meet monthly to assess the agreement, he added.</p>
<p><strong>‘Right’ decision</strong></p>
<p>Iran’s Oil Minister Bijan Namdar Zanganeh hailed the extension of cuts, saying oil price jump shows the decision by OPEC+ to slash output was a “right” one.</p>
<p>Analysts had expected the May-June cuts to be extended by at least another month, if not longer.</p>
<p>A bone of contention ahead of the meeting had been the willingness of each country to abide by the agreed production quotas.</p>
<p>According to data intelligence company Kpler, OPEC+ reduced output by around 8.6 mbd in May, less than planned, with Iraq and Nigeria saw as the most resistant.</p>
<p>OPEC said all meeting participants agreed that countries that failed to comply fully so far were willing to make up for it in July, August, and September.</p>
<p>Nevertheless, it was precisely that earlier failure that led Mexico on Saturday to refuse to extend its cuts.</p>
<p>&#8220;There are other countries that extended the cuts to July. We told them no, that we are maintaining the agreement signed in April. There is no problem,&#8221; Mexico&#8217;s Energy Minister Rocio Nahle told reporters.</p>
<p>She said Mexico &#8220;fully respected&#8221; the original agreement, under which it agreed to cut production by 100,000 barrels a day in May and June, but other countries &#8220;did not respect it,&#8221; without specifying which ones.</p>
<p>Despite the difficulties, the output cuts have helped support oil prices, which rose to around $40 per barrel at the start of June for both the US benchmark, West Texas Intermediate (WTI), and Europe&#8217;s Brent North Sea contracts.</p>
<p>Both had slumped to historic lows in April, with Brent falling as low as $15 and WTI briefly entering negative territory.</p>
<p>The April deal was signed after days of wrangling between major players, whose revenues have been ravaged by the collapsing oil market this year.</p>
<p>The next meeting of OPEC and its allies has been scheduled for December 1 in Vienna, where the organization is based.</p>

<p>Nigeria’s oil minister said he expected an extension deal, which already has the backing of Russia and Saudi Arabia, to be concluded in the video conference despite “reservations of one or two member countries,” which he did not name, Reuters reported.</p>
<p>The alliance is known as OPEC+ previously agreed to cut supply by a record 9.7 million barrels per day (bpd) during May-June to prop up prices that collapsed due to the coronavirus crisis. Cuts were due to taper to 7.7 million bpd from July to December.</p>
<p>An OPEC source said OPEC+ was expected to agree to extend deep cuts throughout July, while the situation would be reviewed later in June to decide on any further extension.</p>
<p>Riyadh had been considering an extension to August or even December, OPEC sources had said before the talks.</p>
<p>Saudi Arabia and Russia have to perform a balancing act of pushing up oil prices to meet their budget needs while not driving them much above $50 a barrel to avoid encouraging a resurgence of rival US shale production.</p>
<p>Global benchmark Brent crude LCOc1, which slumped below $20 a barrel in April, rose nearly 6% on Friday to end at a three-month high above $42. That is still more than a third less than the price of oil at the end of 2019.</p>
<p>The April deal was agreed under pressure from US President Donald Trump who is keen to avoid bankruptcies in the US oil industry.</p>
<p>Trump, who previously threatened to pull US troops out of Saudi Arabia, spoke to the Russian and Saudi leaders before Saturday’s talks, saying he was happy with the price recovery.</p>
<p>Saturday’s talks start with discussions between members of the Organization of the Petroleum Exporting Countries at 1200 GMT, followed by OPEC+ talks at 1400 GMT, OPEC said on Friday.</p>
<p>“A formal announcement of a roll-over of the April 12 decision is expected to be made, the reservations of one or two member countries notwithstanding,” Nigeria’s minister of state for petroleum resources, Timipre Sylva, said in a statement.</p>
<p>OPEC sources said an extension was contingent on compliance as countries that produced above their quota in May and June must compensate by cutting more in future months.</p>
<p>Nigeria’s petroleum ministry said Abuja backed the idea of compensating for its excessive output in May and June.</p>
<p>Iraq, which had one of the worst compliance rates in May, also agreed to additional cuts, OPEC sources said, although it was not clear how Baghdad would reach an agreement with oil majors in the country on curbing output.</p>
