The National Housing Movement is one of the projects through which the government is trying to help low-income individuals in society become homeowners.

As announced on Monday by Deputy Transport and Urban Development Minister Hadi Abbasi-Asl, 1,867,719 National Housing Movement units are currently under construction in the cities and villages across the country.

While explaining the performance of the Ministry of Transport and Urban Development in implementing the National Housing Movement plan, the official emphasized the acceleration in implementing the Housing Construction Leap Law to achieve the goals of the 13th government.

In late September, Transport and Urban Development Minister Mehrdad Bazrpash announced the launching of a program for allocating free land (in the framework of the National Housing Movement) to young couples in order to help them build houses.

The National Housing Movement to construct four million housing units in four years is one of the major plans of the current government in the housing sector.

According to the plan, out of these four million residential units, 3.2 million units will be constructed in cities and 800,000 units in villages.

After the National Housing Action Plan (started in 2018), the National Housing Movement is the government’s second major program to provide affordable housing units for the low-income classes.

The operation for the construction of 209,212 residential units of the National Housing Movement began in February 2022.

The ceremony to begin the mentioned operation and also to launch some development projects in the housing sector was attended by former Transport and Urban Development Minister Rostam Qasemi.

Also, in July 2022, the minister inaugurated a project for the construction of the first group of affordable housing units for laborers under the framework of the National Housing Movement.

On September 10, 1,278 units of the National Housing Movement were handed over to the applicants in a ceremony attended by Aref Norouzi, the acting director of the Headquarters for Executing the Order of Imam Khomeini.

The mentioned units were delivered to the applicants in five provinces throughout the country.

The Headquarters for Executing the Order of Imam Khomeini has signed a memorandum of understanding (MOU) with the Ministry of Transport and Urban Development to construct 100,000 units under the framework of the National Housing Movement.

According to Norouzi, the headquarters also completed and handed over 2,000 such units back in April.

Speaking at the opening ceremony, the official said construction of the National Housing Movement units is underway by the Headquarters for Executing the Order of Imam Khomeini in 27 provinces.

Also, as announced by an official with the Islamic Revolution Housing Foundation (IRHF), the foundation has constructed 167,700 affordable housing units under the framework of the National Housing Movement across the country.

In addition to the mentioned units, the Islamic Revolution Housing Foundation is also constructing 16,500 units for low-income groups, Hamidreza Sohrabi, the foundation’s deputy head for urban housing affairs, said on October 21.

The official noted that so far 9,000 units of the National Housing Movement have been handed over to the applicants and another 9,000 units are also planned to be handed over to owners by the end of the current Iranian calendar year (late March 2024).

President Ebrahim Raisi has stated that the National Housing Movement is the flagship project of the 13th government to meet the needs of the people, and in addition to Transport and Urban Development Ministry, all relevant organizations are also striving to achieve it.

Mahmoud Mahmoudzadeh made the remarks while also announcing the supply of 90 percent of the required land.

Based on the planning, in the first stage, about 100,000 units will be delivered to the people who participated in the project earlier and deposited their initial contribution, he stated.

The projects will be inaugurated in many provinces including Yazd, Kerman, and South Khorasan, the official said.

On June 11, Transport and Urban Development Minister Rostam Qasemi had said, “With the support of the parliament and the credit provided for the facilities of National Housing Movement, we will proceed according to the schedule”.

Last week, Mohammad-Saleh Jokar, a member of the parliament, said that the young people are having trouble paying the National Housing Movement installments.

Referring to the difference between the implementation of Mehr Housing Plan (initiated in the previous government) and National Housing Movement, he said: “Today, a young man with a monthly salary of between 50 million-60 million rials (about $190-$230) has very difficult conditions for the installments of this plan, which should be considered to solve this problem”, the MP criticized.

And they are not the only problems of National Housing Movement. Another issue that has affected the future of housing and raised uncertainties is construction cost, for which different prices are offered and has led some contractors to separate.

In late April, Farshid Pour-Hajat, the secretary of Mass Builders Association, while referring to the difference in pricing for housing construction between the government and the private sector, said: “Over the past years, there has been a fundamental difference in the cost of housing in the housing construction plan such as Mehr housing from Ahmadinejad’s government. In the thirteenth government, a national action plan was provided for the provision of housing to the target groups, and after holding meetings with mass builders, these contractual objections were resolved within six months. But, unfortunately, the pricing type and method of calculation has not been reviewed.”

Meanwhile, during a meeting held last week on discussing the housing problems, Ali Nikzad, the deputy parliament speaker, stressed, “We should try to reduce the cost of building in the national housing and make this plan economically justified for the applicants”.
