										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) &#8211; Issuing a statement, Armenian Prime Minister Nikol Pashinyan announced that his country has signed an agreement with Russia and the Republic of Azerbaijan to end the conflict in Nagorno-Karabakh.</p>
<p>According to the Armenian Prime Minister, Nikol Pashinyan, the decision was painful for him but had to be made in the current situation in Nagorno-Karabakh.</p>
<p>Russian President Vladimir Putin said that in accordance with the joint statement, Russian peacekeepers will be deployed in Nagorno-Karabakh along the corridor connecting the region with Armenia and along the contact line, according to Sputnik.</p>
<p>Azerbaijani President Ilham Aliyev said that the agreement on cessation of hostilities in Karabakh puts an end to the settlement of the conflict. He called the new ceasefire agreement historic and said it would end the bloodshed and lead to long-lasting peace.<br />

<p>The joint statement came after the Azerbaijani side said it seized control of the Shushi (Shusha) &#8211; the second-largest city in Nagorno-Karabach, as the Azerbaijani forces were closing in on the capital of the self-proclaimed republic. Baku said it would end fighting if Pashinyan guarantees that the Armenian troops will be withdrawn from the regions of Aghdam, Kalbajar, and Lachin.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – A truce in Nagorno-Karabakh was under severe strain on Tuesday after fresh clashes between Azerbaijani and ethnic Armenian forces, as the rivals extended the deadliest fighting to hit the region since the 1990s.</p>
<p>A second attempt at a truce agreed on Saturday has had little impact on fighting that began on September 27, despite concerns that the fight could erupt into an all-out war involving Russia and Turkey, Al Jazeera reported.</p>
<p>Azerbaijan’s Ministry of Defense reported fighting in several areas, including disputed territory close to the line of contact that divides the sides.</p>
<p>Ethnic Armenian officials in Nagorno-Karabakh also reported fresh shelling on Tuesday and said fighting was particularly intense in southern areas of the conflict zone.</p>
<p>Nagorno-Karabakh is a breakaway region inside Azerbaijan, but run by ethnic Armenians who either want to secede or join Armenia.</p>
<p>A mountainous enclave, it lies close to gas and oil pipelines in the South Caucasus that go westward.</p>
<p>In less than one month of fighting, several hundred people have been killed, including dozens of civilians on both sides.</p>
<p>Ethnic Armenian officials say at least 772 troops have died, while Azerbaijan does not disclose its military death toll.</p>
<p>In a tweet on Tuesday, Azerbaijani President Ilham Aliyev said his country has made territorial gains.</p>
<p>However, Armenia, which has a defense pact with Russia, said it had repulsed Azerbaijani attacks and has the situation under control.</p>
<p>Al Jazeera was unable to independently verify either side’s claims.</p>
<p>In an interview with the BBC, Armenia’s Foreign Minister Zohrab Mnatsakanyan said the country was facing three enemies – Turkey, Azerbaijan and “foreign terrorists” – who he alleged were brought from Syria.</p>
<p>Armenian Prime Minister Nikol Pashinyan and Aliyev told Russia’s TASS news agency in separate interviews on Monday they were ready to visit Moscow for talks.</p>
<p>The new truce was meant to come into effect at the weekend and followed a similar deal brokered by Russia a week earlier.</p>
<p>In both instances, Armenia and Azerbaijan accused one another of breaking the truce within hours of agreed deadlines.</p>
<p>Meanwhile, according to reports, the Armenian and Azerbaijani foreign ministers are expected to hold talks with US Secretary of State Mike Pompeo in Washington, D.C. in separate meetings.</p>
<p>The Department of State did not immediately comment.</p>
<p>With fighting having spilled into a fourth week, international organizations have once again raised calls for the two sides to lay down their arms.</p>
<p>The United Nations Security Council members said on Monday Armenia and Azerbaijan should respect the new humanitarian truce agreement.</p>
<p>“Everyone was saying the same thing: The situation is bad and both sides need to pull back and heed the secretary-general’s calls for a cease-fire,” a UN diplomat told AFP.</p>
<p>On the possibility of sending UN observers, Vasily Nebenzya, Russia’s permanent representative to the UN, said it would require a mandate from the Security Council.</p>
<p>“This is not a quick process,” Nebenzya said.</p>
<p>He suggested any observer mission might also involve the Organization for Security and Cooperation in Europe (OSCE). The security watchdog has led mediation in the conflict for years through a panel known as the Minsk Group, headed by France, Russia and the US.</p>
<p>“Who will be there, in what capacity – is still a question that is being discussed,” said Nebenzya.</p>
<p>Azerbaijan’s ally Turkey has said the Minsk Group’s mediation has failed, while Baku has indicated it wants Ankara to be involved in peacemaking talks.</p>

<p dir="LTR">He noted that the final decision is up to Yerevan and Baku, adding, however, that without a political settlement between the two countries any military solution to the conflict won&#8217;t work.</p>
<p dir="LTR">&#8220;Now, not even peacekeepers (should participate in the verification mechanism), but military observers that would be sufficient. We believe that it would be perfectly correct if these were our military observers, but the final word should be with the sides (of the conflict). Of course, we proceed from the fact that both Yerevan and Baku will take into account our amicable relations, relations of strategic partnership&#8221;, the minister said, Sputnik reported.</p>
<p dir="LTR">In the meantime, Azerbaijani President Ilham Aliyev has noted that peacekeepers might be sent to the area only if Baku and Yerevan both greenlight the decision. He also claimed that Turkey has to participate in the negotiations in some way.</p>
<p dir="LTR">Previously, Yerevan stated that the Azerbaijani military had attacked Armenian military equipment situated on Armenian soil, and that Armenian forces reserved the right to attack any military object on Azerbaijani territory. At the same time, Baku stressed that the destroyed units were targeting Azerbaijani military objects, adding that any strike on Azerbaijani civilian objects will result in retaliation.</p>
<p dir="LTR">The decades-old conflict flared up again on 27 September, when Azerbaijan and Armenia accused each other of carrying out provocations along the line of contact.</p>
<p dir="LTR">Nagorno-Karabakh, or Artsakh, an Armenian-majority region, proclaimed independence from Azerbaijan in 1991 after Baku revoked its autonomous status. The move resulted in a major military conflict between Baku and Yerevan that ravaged the area for two years, claiming at least 40,000 lives. However, in 1994 the sides agreed to start peace talks on the dispute mediated by the OSCE Minsk Group, headed by Russia, the US, and France.</p>
<p dir="LTR">The conflict has since remained frozen, with Nagorno-Karabakh continuing to be an unrecognized state.</p>

<p>Vaezi made the remarks referring to Russia’s move on Friday to host a ceasefire talks with the presidents of the warring states of Azerbaijan and Armenia.</p>
<p>&#8220;Our region can resolve problems and ensure peace as well as security,&#8221; Vaezi tweeted adding, &#8220;Moscow&#8217;s talks with the foreign ministers of Azerbaijan and Armenia are a good sign of the independent regional powers&#8217; capacities, and Iran is ready to assist and cooperate in the peace and stability process following international law.&#8221;</p>
<p>Renewed fighting over Karabakh – an ethnic Armenian region of Azerbaijan that broke from Baku&#8217;s control in a devastating war in the early 1990s – has claimed some 400 lives and forced thousands of people from their homes.</p>
<p>The heavy clashes erupted late last month, with both sides blaming the other for the biggest outbreak in violence since a 1994 cease-fire left the status of Karabakh in limbo.</p>
<p>The region&#8217;s declaration of independence has not been recognized by any country – even Armenia – and the international community regards it as part of Azerbaijan.</p>

<p>The cease-fire, clinched after marathon talks in Moscow advocated by President Vladimir Putin, was meant to halt fighting to allow ethnic Armenian forces in Nagorno-Karabakh and Azerbaijani forces to swap prisoners and war dead, Reuters wrote.</p>
<p>The Moscow talks were the first diplomatic contact between the two since fighting over the mountainous enclave erupted on Sept. 27, killing hundreds of people. The enclave is internationally recognized as part of Azerbaijan, but is populated and governed by ethnic Armenians.</p>
<p>Both sides accused one another of breaking the cease-fire almost immediately on Saturday, and Azerbaijan gave the impression in public comments from top officials that it saw it as only a brief and temporary breathing space anyway.</p>
<p>On Sunday, Azerbaijan accused Armenia of heavily shelling a residential area in Ganja, its second largest city, in the early hours of the morning, and of hitting an apartment building.</p>
<p>Azerbaijan said nine people had been killed and 34 wounded in the attack.</p>
<p>A Reuters photographer saw rescue workers in Ganja carrying one dead person from the ruins of the apartment building on Sunday morning. The structure had been almost leveled. An excavator was clearing the debris.</p>
<p>Buildings and cars in the immediate vicinity had also been severely damaged.</p>
<p>Baku says more than 40 civilians had been killed and 200 injured since the start of the conflict.</p>
<p>The Armenian Defense Ministry called the Azerbaijani allegations about the attack on Ganja “an absolute lie” and accused Azerbaijan of continuing to shell populated areas inside Karabakh, including Stepanakert, the region’s biggest city.</p>
<p>Footage from Stepanakert showed a small brick house damaged by shelling, its windows shattered and its roof caved in. The Karabakh authorities said 429 servicemen had been killed since fighting erupted last month.</p>
<p>Azerbaijan accused Armenia of also launching an unsuccessful rocket attack on an Azerbaijani hydroelectric power station in Mingachevir. Ethnic Armenian forces in Karabakh denied the assertion.</p>
<p><strong>Israeli complicity</strong></p>
<p>Arayik Haratyunyan, the leader of ethnic Armenian forces in Nagorno-Karabakh, described the situation as relatively calm on Sunday morning, but said he did not know how long it would last and that the frontline remained tense.</p>
<p>He accused Azerbaijani forces of trying to unsuccessfully take control of the town of Hadrut, and said the process of the two sides exchanging prisoners should have started on Sunday, but that it was unclear if and when that would happen.</p>
<p>Haratyunyan also said Israel is a complicit in what he called Azerbaijan’s “genocidal” war.</p>
<p>He said Israel authorities are well aware that the Israeli-made UAVs they sold to Azerbaijan are being used for attacks on the civilian population, according to Armen Press.</p>
<p>“They know and they continue supplying them,” he said, adding that Israel “is also responsible for this genocide.”</p>
<p>Renewed fighting in the decades-old conflict has raised fears of a wider war.</p>
<p>The clashes have also increased concern about the security of pipelines that carry Azerbaijani oil and gas to Europe.</p>
<p>The fighting is the worst since a 1991-94 war that killed about 30,000 people and ended with a cease-fire that has been violated repeatedly.</p>

<p>In remarks on Wednesday, Foreign Ministry Spokesman Saeed Khatibzadeh answered a question about Tehran’s measures in response to the mortar shells that have hit the Islamic Republic of Iran’s soil amid the war between Armenia and the Republic of Azerbaijan.</p>
<p>He said the Iranian border guards have pursued the case in meetings with the Azeri and Armenian border guards and submitted formal letters of protest over the violation of the Iranian border territories by the two neighbors.</p>
<p>Moreover, the spokesman added, the Ministry of Foreign Affairs has sent official letters to the Republic of Azerbaijan and the Republic of Armenia and has voiced the Iranian government’s strong protest at the violation of the country’s territorial integrity, the harm to security, and the financial damages inflicted on the Iranian citizens after shells and rockets fired in the Nagorno-Karabakh conflict hit Iran.</p>
<p>The Islamic Republic of Iran would by no means show any consideration when it comes to the security of the Iranian nationals, Khatibzadeh said, adding, “We have called on the two sides (Azerbaijan and Armenia) to respect the Islamic Republic of Iran’s sovereignty and territorial integrity in light of friendly ties and the principles of good neighborliness, and take all necessary measures and security precautions to prevent a recurrence of such unacceptable incidents.”</p>
<p>On Tuesday, Iran’s Defense Minister Brigadier General Amir Hatami cautioned the warring parties in the Nagorno-Karabakh conflict that Tehran will take measures stronger than warnings if the shells fired in the fighting continue to hit Iranian territories.</p>
<p>A few days ago, mortar shells fired by the warring sides in the fighting between Armenia and Azerbaijan hit border rural areas in the Iran’s northwestern province of East Azarbaijan.</p>
<p>According to reports, one of the mortars has fallen in a village in Khoda Afrin county, injuring a 6-year-old child.</p>

<p>In an interview with Russia’s Sputnik news agency, Assad also said militants from Syria were being deployed to the conflict area, the Middle East Monitor reported.</p>
<p>“He (Erdogan) … was the main instigator and the initiator of the recent conflict in Nagorno-Karabakh between Azerbaijan and Armenia,” Assad said. “Damascus can confirm this.”</p>
<p>“They used the same method in Libya; they used Syrian terrorists in Libya, maybe with other nationalities. So, it&#8217;s self-evident and very probable that they are using that method in Nagorno-Karabakh because as I said earlier, they are the ones who started this problem, this conflict; they encouraged this conflict. They want to achieve something and they&#8217;re going to use the same method,” the Syrian president added.</p>
<p>The so-called Syrian Observatory for Human Rights (SOHR) said on October 3 that at least 64 Turkish-backed Syrian militants had been killed in clashes between Armenian and Azerbaijani forces over Nagorno-Karabakh region.</p>
<p>The Britain-based war monitor said they were among the 1,200 combatants from pro-Ankara Takfiri groups that Turkey has sent to fight on the Azerbaijani side.</p>
<p>At least 36 of them have been killed in clashes in the past 48 hours alone, the Observatory added, increasing a previous toll of 28 to 64.</p>
<p>Late last month, British daily newspaper The Guardian, citing three men living in the last militant-controlled corner of northern Syria, reported that Takfiris had signed up to work for a private Turkish security company as border guards in Azerbaijan.</p>
<p>They added that the militants expected to travel over the border to Turkey before being flown to Azerbaijan.</p>
<p>Reuters news agency, citing the account of two unnamed Syrian militants, also reported on September 28 that they were deploying to Azerbaijan to fight in the ongoing clashes with Armenian forces in Nagorno-Karabakh.</p>
<p>Armenia’s Ambassador to Moscow Vardan Toghanyan likewise said last month that Turkey had sent around 4,000 Syrian militants who were active on the Azerbaijani side in Nagorno-Karabakh.</p>
<p>Azerbaijan has strongly denied claims that any Syrian militants were among its ranks.</p>

<p>“Some bullets and mortars hit parts of our country in the wake of conflict and we asked them (Azerbaijan and Armenia) to control it, otherwise, the country will give stronger warnings to the warring sides,” Abdolreza Rahmani Fazli said according to Mehr News Agency (MNA).</p>
<p>Speaking to reported on Monday, Rahmani Fazli said, “We advised neighboring countries of Azerbaijan and Armenia that we will not tolerate any insecurity, interference or any action that would harm security of our people in those areas and we hope that this issue will be resolved by observing current laws and implementation of international laws that respect national sovereignty and rights of countries.”</p>
<p>He stressed, “In view of the Ministry of Interior, the internal security of the country, ranging from borders to all parts of the country, is a high priority and each of our border areas is part of our national security so that Armed Forces and Law Enforcement Forces (Police) monitor the security of border areas precisely.”</p>
<p>Elsewhere in his remarks, he appreciated residents of the northern border areas of the country and emphasized, “We take this opportunity to thank our intimate people in northern border areas of the country especially Azeri-speaking provinces for their cooperation and collaboration in strengthening and maintaining the security of the country as well as dealing with the issue logically.”</p>
<p>On Monday, Foreign Ministry Spokesman Saeed Khatibzadeh said the Islamic Republic Iran, closely monitors the transit of goods via its borders and it never allows weapons and ammunition to be transferred through the Iranian soil.</p>
<p>He also said Iran has drawn up a plan for the resolution of the Nagorno-Karabakh conflict between Armenia and Azerbaijan.</p>
<p>Khatibzadeh said during a weekly press conference the proposal is based on &#8220;respecting the territorial integrity of Azerbaijan and withdrawal of military forces from the occupied cities.&#8221;</p>

<p>Speaking at a weekly press conference on Monday, Saeed Khatibzadeh said Iran has formulated a plan within the framework of the principles that it has maintained since the outbreak of fighting between its neighbors.</p>
<p>Highlighting Iran’s good relations with both parties involved in the Nagorno-Karabakh conflict, he said Tehran has tried to stay in contact with Baku, Yerevan, and other regional actors to end the war.</p>
<p>There is no military solution to the decades-old dispute between Baku and Yerevan over the Nagorno-Karabakh region, he added, stressing that the two sides must stop armed clashes immediately and begin scheduled political talks.</p>
<p>“We hope that both sides would refrain from continuing the war and violence,” he added.</p>
<p>The spokesman noted that Iran is monitoring the developments near its northwestern border carefully and sensitively, adding, “Iran cannot tolerate clashes near its border, particularly violation of its border.”</p>
<p>Khatibzadeh also stressed that Azerbaijan’s territorial integrity should be respected and the occupied territories should be evacuated following a flare-up of tensions in the disputed region.</p>
<p>Iran has made it clear that the fundamental principle in the conflict is that civilians should be protected, the spokesman underlined, saying it is unacceptable for Tehran to see any harm to ordinary people in the war.</p>
<p>He called for collective efforts to end the war between Armenia and Azerbaijan.</p>
<p>Azerbaijan and Armenia have exchanged heavy rocket and artillery fire, with each side accusing the other of targeting civilian areas as the fighting over the disputed region of Nagorno-Karabakh intensified.</p>
<p>Azerbaijan’s foreign ministry said on Sunday one civilian was killed and four wounded in an Armenian rocket attack on its second city of Ganja, and Baku threatened to retaliate by destroying military targets inside Armenia.</p>
