Mentioning the recent improvements in the value of Iranian rial against the U.S. dollar due to the Central Bank of Iran (CBI) policies for shielding the currency against the U.S. sanctions, Mohammadreza Pour-Ebrahimi noted that this upward trend will continue through the rest of the year.

He further mentioned the government’s policies for encouraging domestic production, saying that “Fortunately, replacing imports with domestic production and consequently eliminating unnecessary commodities from the market has led to a balance in the currency market.”

He also underlined the significance of the CBI’s new policies in organizing the forex market and noted that the central bank’s decisions in moving towards stabilization of this market and formation of the integrated forex market has been an important positive sign for the country’s economy.

Pour-Ebrahimi went on mentioning Iran’s decision in taking new steps in reducing the country’s obligations to the Joint Comprehensive Plan of Action (JCPOA) and said a new atmosphere has emerged in the country in the face of sanctions, in particular, the Supreme National Security Council decision in reducing the country’s adherence to JCPOA in order to address economic demands, has made it clear for Europeans that they need to take action.

“I believe Iran now has the upper hand in the economic negotiations with the Europe and the chances of positive economic circumstances in the future are getting higher,” he said.
“Lack of compliance to the U.S. sanctions by countries such as Russia, China and Turkey, has led to a breakthrough from the sanctions and a sign of their failure,” he added.

Mohammadreza Pourebrahimi, the head of the economic committee of the Iranian parliament, has said that the parliament will ask Zarif questions if the special purpose vehicle (SPV) is not implemented in future weeks.

“The Europeans had promised to implement this financial mechanism by the end of 2018. Unfortunately, they did not fulfil their promise,” he told the Mehr news agency on Sunday.

He noted that the Europeans have said that they will implement the SPV in future weeks, however, the U.S. is exerting pressure on them to prevent its implementation.

It is unacceptable if Europe refrains to fulfil its commitments because of the U.S. pressure, he added.

SPV is a European Union’s initiative intended to protect trade with Iran against newly reimposed U.S. sanctions.

President Donald Trump withdrew the U.S. unilaterally from the 2015 nuclear deal in May and ordered sanctions against Iran. The first round of sanctions went into force on August 6 and the second round, which targets Iran’s oil exports and banks, were snapped back on November 4.

In an interview with the European Council on Foreign Relations published on Friday, European Union foreign policy chief Federica Mogherini said that the United States cannot impose its policies on the 28-nation bloc’s legitimate trade relations with Iran.

“We Europeans cannot accept that a foreign power – even our closest friend and ally – makes decisions over our legitimate trade with another country,” Mogherini said.

She added that the EU is working with the rest of the international community to keep alive the landmark nuclear agreement, officially known as the Joint Comprehensive Plan of Action (JCPOA).

The Iran nuclear deal “has so far been implemented in full, as certified by the International Atomic Energy Agency in 13 consecutive reports,” she explained.

Mohammadreza Pourebrahimi referred to the latest decision made by the Financial Action Task Force (FATF) on Iran which refused to remove Iran from its blacklist while extending suspension of counter-measures against it, saying the Iranian parliament welcomes financial transparency while it will not accept political pressures.

The Paris-based international governing body which is in charge of taking actions against money laundering and combating the financing of terrorism –FATF-published a press release after its last meeting on February 18-23, 2018 in Paris, France, saying “given that Iran has draft legislation currently before Parliament, the FATF decided at its meeting this week to continue the suspension of counter-measures.”

The Iranian lawmaker went on to tell Mehr News Agency (MNA) that the Iranian parliament is discussing two bills (Money Laundering and Combating the Financing of Terrorism) presented by the government of Hassan Rouhani, adding that the Parliament Economic Committee and also the Legal and Judicial Committee of Iran’s Parliament will separately release their own reports on the possible consequences of joining the FATF.

The Chairman of Iran’s Parliament Economic Committee added “any obligations incorporated in FATF should be in accordance with our national interests,” adding “even if there have been commitments that are contrary to [Iran’s] national interests, the parliament will eventually adopt a text to meet our national and strategic interests.”

Pourebrahimi went on to stress “our approach is that all financial regulations should be transparent and we should cooperate with international institutions, but we will definitely not accept that an institution like the FATF imposes political pressures on us.”

Pointing out that the parliament is working on the two above mentioned bills in coordination with the Supreme National Security Council (SNSC) to prepare a report on the consequences of joining the FATF, the Chairman of Iran’s Parliament Economic Committee concluded that the SNSC has not contacted them yet.
