										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/">Iran News</a>) – Vice President and Head of the Budget and Planning Organization Mohammad Baqer Nobakht said that Zahedan-Khashrailway will open in the next few months.Speaking to reporters, Nobakht said about 46 projects are under construction with spending 570 billion tomans.</p>
<p>He added that Zahedan-Khash railway will bring about significant developments with regard to trade relations and will improve southeastern provinces&#8217; conditions.</p>
<p>The railway will used 90% for transferring cargo and 10% for passengers, he noted.</p>
<p>It is to create eastern corridor, to connect <a href="https://irannewsdaily.com/2020/07/chabahar-zahedan-railroad-to-create-capacity-for-goods-transit/" target="blank" rel="noopener">Chabahar</a> Port to Iran&#8217;s railways network, Central Asian states, help develop Makran and pave the way for promoting Sistan and Baluchestan economy.</p>
<p>Chabahar with its important strategic position is the main center for development. The port plays a key role in the exchange of goods among Central Asian states.</p>
<p>Thanks to having joint borders with two neighboring countries of Afghanistan and Pakistan, Chabahar can function as a route to join the Indian Ocean and Africa to the Commonwealth of Independent States (CIS).</p>
<p>The Iranian government earlier announced that it will finish construction of a railway, that connects the oceanic port of Chabahar to Central Asia.</p>
<p>The 750-kilometer railroad starts from Shahid Beheshti harbor at Chabahar Port and will connect it to Zahedan, the provincial capital of Sistan and Baluchestan. The government has so far provided more than 950 million dollars for the mega railway project.</p>
<p>This railway will be later connected to Sarakhs on the Turkmen border, linking the Iranian railroads to that of the Central Asian nations.</p>

										<content:encoded><![CDATA[<p>He made the announcement at the first session of drawing up the budget structure for the next Iranian fiscal year (starting on March 20, 2020).</p>
<p>“Given the difficult times of sanctions, we will be losing a considerable amount of budget resources; therefore, it is necessary to make sure that the reforms in the budget structure for the next year will be able to cut down  direct dependency on oil revenues to zero,” Nobakht said.</p>
<p>He went on to add that even under normal circumstances, the country still needed to reduce its dependency on oil revenues.</p>
<p>“For the first time, we have taken an important step toward reforming the country’s budget structure,” he stressed.</p>
<p>Following the US’ unilateral withdrawal from the Iran nuclear deal last year, US President Donald Trump&#8217;s administration went ahead with re-imposing sanction on Iran, targeting the country’s energy and banking sectors, and stepping up efforts to drive Iran’s oil revenues to zero.</p>
<p>In April, the White House announced its decision not to renew waivers that allow eight countries, including China, Greece, India, Italy, Japan, South Korea, Taiwan and Turkey, to buy Iranian oil without facing US sanctions.</p>
<p>Meanwhile, Iran says with or without waivers, the country’s oil exports will not fall to zero under any circumstances. At the same time, the country is making efforts to reduce its reliance on oil revenues and instead turn its focus on non-oil production and exports.</p>

<p>Head of Planning and Budget Organization Mohammad Bagher Nobakht made the remarks Tuesday after President Rouhani submitted the budget bill for the next Iranian calendar year in 1398 (starting on March 21, 2019) to the Parliament, noting that this year’s oil revenues stood at $27 billion, while the next year’s revenues have been predicted to drop by 28%, amounting to $21 billion.</p>
<p>Nobakht also said that $14 billion at the official rate of 4200 rials have been earmarked in the next year’s budget to the import of basic goods, adding that the volume is assigned for the imports of 25 types of basic goods to help with the people’s livelihood.</p>
<p>Nobakht maintained that one of government’s objectives for the next year’s budget bill is to reign in inflation.</p>
<p>He noted that the budget bill has taken the impact of sanctions into account, adding that for this reason, next year’s oil exports have been predicted to drop from 2.4 billion barrels of oil per day (bpd) to 1.5 million bpd.</p>
<p>He further added that the government has been required to spend 5 percent of the general budget for developing the country’s defense capabilities.</p>

<p>“After we realized the US administration would re-impose its sanctions against us in two batches, the government designed 12 support packages to counter these sanctions,” Mohammad Bagher Nobakht said on Saturday in a meeting with the heads of the Parliament’s committees, according to the Public Relations Department of Management and Planning Organization.</p>
<p>Nobakht said that they predicted the sections of the economy that were going to be targeted by the US sanctions, then they prepared 12 support packages to minimize the sanctions’ negative impacts, accordingly.</p>
<p>He further said that each sector of the government was tasked with handling various parts of the sanctions, adding that the amount of oil revenues was another issue that was taken into account.</p>
<p>The official noted that the major areas dealt with in the support package include stabilizing liquidity, the budget, compensating for the adverse economic effects on people&#8217;s livelihood, as well as supporting producers and contractors.</p>
<p>He added that other areas of support were related to rail, air, marine and road transportation networks, agriculture and industry, ICT, and employment.</p>

<p>Mohammad Bagher Nobakht made the remarks in his weekly presser on Tuesday during which he said that Iran used to supply electricity to Iraq earlier this year but due to the shortages in the country, it does not intend to resume the supplies to the neighboring country in the current situation.</p>
<p>Earlier this month, Iran has cut electricity supplies to Iraq due to unpaid bill, affecting Iraq’s Dhi Qar, Maysan and Basra provinces.</p>
<p>The government spokesman also reacted to the western media claim that said that Israeli regime’s agents had stolen nuclear-related documents from a site in the suburb of Tehran, saying that such claims were made few months ago calling them false.</p>
<p>Elsewhere in his remarks, Nobakht said that the US&#8217;s attempts to reduce Iran oil exports to zero will fail, saying that the government is trying to maintain the current level of oil exports and will not accept any restrictions other than those of the OPEC.</p>
<p>With regard to some media reports inside that country claiming that the International Atomic Agency (IAEA) inspectors were given access to inspect Tehran universities, the government spokesman referred the reporters to the head of Iran’s atomic body Ali Akbar Salehi.</p>
