										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://www.irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The UN migration agency said Tuesday that a boat carrying migrants bound for Europe capsized in the Mediterranean Sea off Libya, leaving at least two dozen people drowned or missing and presumed dead, the latest shipwreck off the North African country.</p>

<p dir="LTR">Safa Msehli, a spokesperson for the International Organization for Migration, told AP that Libya’s coast guard intercepted three boats on Monday, and one of them had capsized.</p>
<p dir="LTR">She said the coast guard retrieved two bodies, and survivors reported 22 others were missing and presumed dead.</p>
<p dir="LTR">At least 45 survivors on the three boats were returned to the shore. All migrants were men, with a majority from Egypt and Morocco, she said.</p>
<p dir="LTR">“This new tragedy signals yet again the need for increased search and rescue capacity in the Mediterranean. Instead, we are seeing restrictions on NGOs and long, unnecessary stand-offs,” Msehli said.</p>
<p dir="LTR">The shipwreck was the latest maritime disaster involving migrants seeking a better life in Europe.</p>
<p dir="LTR">In August, a boat carrying dozens of migrants capsized leaving at least 45 people drowned or missing and presumed dead, marking the largest number of fatalities in a single shipwreck off the coast of the North African country.</p>
<p dir="LTR">Libya, which descended into chaos following the 2011 uprising that toppled and killed longtime dictator Muammar al-Gaddafi, has emerged as a major transit point for African and Arab migrants fleeing war and poverty to Europe.</p>

<p dir="LTR">Many refugees have moved to Paris since the closure of a huge migrant camp in Calais in 2016.</p>
<p dir="LTR">Authorities have repeatedly dismantled illegal campsites only for them to pop up again elsewhere within months, with police clearing a makeshift shelter that had emerged again in Calais this month.</p>
<p dir="LTR">Many of the migrants have fled to France from North Africa, the Middle East, and Asia, escaping countries blighted by wars and poverty.</p>

<p dir="LTR">The survivors were brought back overnight to the port city of Khoms, 120 kilometers (75 miles) west of the capital Tripoli, the International Organization for Migration (IOM) said on Twitter.</p>
<p dir="LTR">&#8220;Among them was a woman who gave birth on the rubber dinghy&#8221; that had undertaken the perilous Mediterranean crossing, it said, AFP reported.</p>
<p dir="LTR">&#8220;Migrants reported to IOM staff that 6 people have died along the journey,&#8221; it added.</p>
<p dir="LTR">Libya was thrown into chaos after the overthrow and killing of veteran dictator Muammar Gaddafi in a NATO-backed uprising in 2011.</p>
<p dir="LTR">Traffickers have exploited the unrest to turn the North African country into a key route for illicit migration towards Europe.</p>
<p dir="LTR">The situation of refugees and asylum seekers in Libya worsened after eastern Libya-based military strongman Khalifa Haftar launched an assault on Tripoli in 2019 and the onset of the novel coronavirus pandemic.</p>
<p dir="LTR">Human rights groups have repeatedly criticized the systematic return of migrants intercepted in the Mediterranean to Libya, where they are held in crowded detention centers.</p>
<p dir="LTR">The IOM said those rescued overnight were released after disembarking in Khoms.</p>
<p dir="LTR">The latest operation came just days after French charity boat Ocean Viking, picked up dozens of migrants, including 31 Pakistanis, off the Italian island of Lampedusa after they had drifted from Libya.</p>
<p dir="LTR">Nicholas Romaniuk, who coordinated the mission aboard that vessel, said rescue ships are often out-run by the Libyan coast guard who beat them to intercept migrants and return them to Libya.</p>
<p dir="LTR">Such was the case, he said, with the overnight rescue operation, deploring the lack of coordination.</p>
<p dir="LTR">&#8220;We were about an hour and a half from being nearby&#8221; when the Libyan coast guard intervened, said Romaniuk.</p>
<p dir="LTR">&#8220;There is no coordination, no information sharing for life saving operations. We&#8217;re talking about people who were reported to be dying, a newborn baby on board,&#8221; he added.</p>
<p dir="LTR">&#8220;The fact that, even in this situation, they won&#8217;t share information, it&#8217;s an absolute disgrace.&#8221;</p>
<p dir="LTR">The Ocean Viking, he said, was some 153 nautical miles away from the stricken boat when it received a distress signal.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – Turkish Foreign Minister Mevlut Cavusoglu says a 2016 refugees deal between Turkey and the European Union (EU) needs to be updated, following unsuccessful meetings between Turkish President Recep Tayyip Erdogan and European officials in Brussels.</p>
<p>Tens of thousands of refugees have been trying to cross into Europe via Turkey since Ankara late last month decided to loosen controls on refugees seeking to reach Europe via its territory, violating the 2016 deal with the EU. That has caused tensions on Turkey’s border with Greece, where Greek forces have been clashing with the refugees to block them.</p>
<p>Cavusoglu said in an interview with state-run Anadolu news agency that the EU had to grant visa-free travel to Turkish citizens within the 28-nation bloc’s Schengen area and that an update of the country’s customs union with the bloc must be implemented to help solve the refugee issue.</p>
<p>His remarks came after Erdogan left meetings with EU and NATO leaders in Brussels late on Monday without issuing a joint statement or appearing at a joint press conference, as had been planned.</p>
<p>Erdogan made the trip to Brussels amid heightened tensions between Ankara and the EU over Turkey’s decision regarding its border controls last month, which sparked fears of a repeat of the 2015 refugee crisis, when over one million refugees arrived in the EU, most of them fleeing conflict zones in the Middle East and North Africa, via Turkish territory.</p>
<p>Greece — which shares a border with Turkey — and the EU have accused Ankara of deliberately encouraging the refugees to cross the border as a way of pressuring European leaders into offering more financial assistance or backing Turkey’s campaign in Syria.</p>
<p>In March 2016, Turkey and the EU sealed a deal intended to stem the flow of refugees from Syria and other troubled countries to Europe in return for financial and political rewards for Ankara, including visa liberalization. Ankara, however, failed to meet the 72 conditions demanded by the EU for the visa exemption to be approved.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Mexican migration authorities say they have expelled 2,300 Honduran refugees who crossed over from Guatemala with a caravan heading to the US.</p>
<p>The &#8220;assisted return&#8221; of the Central Americans took place between January 18 and Monday, according to the interior ministry and the National Migration Institute.</p>
<p>A total of 1,064 Honduran refugees were deported on National Guard planes and charter aircraft, they said in a statement.</p>
<p>Another 1,239 were repatriated by land from the southern states of Chiapas and Tabasco, the institute said.</p>
<p>The Central Americans entered Mexico last week from Guatemala with the so-called &#8220;2020 Caravan&#8221; with the intention of heading to the United States.</p>
<p>Mexican authorities said the deportations were carried out &#8220;in compliance with the migration law and with full respect for human rights.&#8221;</p>
<p>Members of the National Guard last Thursday used tear gas as they arrested some 800 members of the caravan along the southern border with Guatemala, causing panic among the refugees who included women and children.</p>
<p>Thousands of Central Americans have crossed Mexico toward the United States in caravans in recent years, fleeing chronic poverty and brutal gang violence in El Salvador, Guatemala, and Honduras.</p>
<p>Mexico faces pressure to keep the asylum seekers from crossing its northern border from US President Donald Trump, who last year threatened to impose steep tariffs if the country did not do more to stop a surge of undocumented Central Americans.</p>
<p>Mexican President Andres Manuel Lopez Obrador deployed some 26,000 troops to the country&#8217;s borders in response.</p>

<p>According to Hossein-Ali Ebrahimi, head of Mazandaran province&#8217;s department of environment, the corpses of some 8,000 dead migratory birds of different species, including flamingos, have been found in the peninsula since the unusual death of the birds was witnessed last week.</p>
<p>The official noted that a group of experts from Iran’s Department of Environment has been sent to Mazandaran province to investigate the cause of migratory birds’ death.</p>
<p>He said the DoE has banned hunting of migratory birds in the eastern parts of the province, where Miankaleh is located until the investigations are carried out, adding that in order to maintain human health, the sale of any migratory birds in the nearby cities would also be suspended until the exact cause of the deaths is revealed.</p>
<p>Miankaleh is a narrow and long peninsula situated in the extreme southeastern part of the Caspian Sea. It is spread over 68,800 hectares. Its wetland is a wildlife sanctuary and hosts a number of endangered species, particularly aquatic migratory birds who arrive at the site for laying eggs.</p>
<p>Miankaleh Peninsula was registered in 1969 as a wetland of international importance under the Ramsar Convention. In 1979, the peninsula was declared a biosphere reserve by UNESCO.</p>
<p>The biosphere reserve’s ecological importance is highlighted by its hosting of 250,000 migratory birds, including pelican, flamingo, graylag and white-fronted geese, swan, red-breasted merganser and the white-headed duck, in winters.</p>

										<content:encoded><![CDATA[<p class="lead">TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – The UN’s International Organization for Migration (IOM) said Tuesday that at least 953 migrants, among them 136 women and 85 children, have been returned to Libyan shores in the first two weeks of 2020 after trying to leave by sea.</p>
<p dir="LTR">“Most were disembarked in Tripoli and all were taken to detention centers,” IOM spokesperson Safa Msehli told a UN media briefing at the UN offices in Geneva.</p>
<p dir="LTR">She said that NGO search and rescue vessels reported having rescued 237 others.</p>
<p dir="LTR">“The current sudden increase in departures is especially alarming given the very limited search and rescue capacity in the Mediterranean and specifically in the central Mediterranean,” said the IOM spokesperson, Anadolu Agency reported.</p>
<p dir="LTR">In the first two weeks of last year, not one of migrants returns to Libyan shores.</p>
<p dir="LTR">The returned migrants are among the more than 1,000 who have left Libya by sea since Jan. 1, driven in part by the heaviest clashes Tripoli has seen since hostilities began nine months ago, said Msehli.</p>
<p dir="LTR">Migrants told the IOM at disembarkation points in Libya that the escalation in hostilities in and around the capital and the deteriorating humanitarian situation are the main reasons behind this increase in departures.</p>
<p dir="LTR">Most of the returns were carried out by the Libyan coast guard.</p>
<p dir="LTR">During the same period last year, 23 bodies were recovered by the coast guard and no migrants were returned to Libya.</p>
<p dir="LTR">Over 1,000 other migrants who have registered for IOM’s Voluntary Humanitarian Return program are still trapped in Libya due to the security situation.</p>
<p dir="LTR">“The challenging and unsafe environment in the country’s capital has disrupted aviation activities thus hindering an important lifeline for stranded migrants,” said Msehli.</p>
<p dir="LTR">On Jan. 12, the warring sides in the Libyan conflict announced a cease-fire.</p>
<p dir="LTR">Since the ouster of late ruler Muammar Gaddafi in 2011, two seats of power have emerged in Libya: one in eastern Libya supported mainly by Egypt and the United Arab Emirates, and the other in Tripoli, which enjoys UN and international recognition.</p>

<p class="lide">Greece is poised to create “prison” island camps for migrants, said aid groups amid growing criticism of government plans to overhaul refugee reception centers on Aegean outposts facing Turkey.</p>

<p>As the UN Refugee Agency’s top official, Filippo Grandi, prepared this week to fly to Lesbos, where almost 16,000 people are crammed into a single facility, Athens was criticized for adopting legislation in contravention of basic human rights, <a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a> quotes what Guardian reported.</p>
<p>Disquiet mounted as the center-right administration, which was elected on a tough law and order platform in July, declared that the country again at the forefront of the migration crisis had “reached its limits.”</p>
<p>Announcing measures to tackle a significant increase in arrivals, not seen at such levels since 2015 when nearly a million Syrians entered Europe via the isles, it promised future policies would be defined by deterrence.</p>
<p>Under the scheme, closed installations will replace vastly overcrowded, open-air camps; land and sea borders will be reinforced with about 1,200 more guards and extra patrol vessels and deportations stepped up.</p>
<p>“We are in the eye of the storm,” said the Prime Minister Kyriako Mitsotakis, conceding that pressure on Greece to patrol its eastern frontiers had risen dramatically in the wake of Europe’s decision to seal off the nation’s northern borders against migrant flows.</p>
<p>“The country needs a national strategy.”</p>
<p>With the new structures, which are built to hold no more than 5,000 people, the era “of shameful scenes” spawned by the deplorable conditions of notorious island camps would, he vowed, finally be replaced “by images of modern, properly functioning installations.”</p>
<p>International aid groups have overwhelmingly condemned the measures. After criticizing asylum legislation also passed this month, they predicted the remodeled facilities would only exacerbate the humanitarian disaster unfolding on Europe’s frontiers.</p>
<p>Martha Roussou, senior advocacy officer for the International Rescue Committee in Greece, said, “The government’s announcements represent a blatant disregard for human rights. The creation of closed facilities will simply mean that extremely vulnerable people, including children, will be kept in prison-like conditions, without having committed any crime.”</p>
<p>The Greek branch of Amnesty International called the plans “outrageous”. Likening Lesbos’s infamous Moria refugee camp to a “human rights black hole”, it said, “In reality, we are talking about the creation of contemporary jails with inhumane consequences for asylum seekers, and more widely, negative consequences for the Aegean islands and their inhabitants.”</p>
<p>About 37,000 asylum seekers are trapped on islands that since the summer have been targeted with renewed vigor by traffickers.</p>
<p>With Greece being lashed by rainstorms as winter intensifies, groups have increasingly raised the alarm over what many are calling a humanitarian disaster. Officially, reception facilities on Samos, Lesbos, Chios, Kos and Leros have a capacity to accommodate about 5,400 people.</p>
<p>The number of men, women and children making the treacherous sea crossing from Turkey has risen by 73 percent this year, according to the UN Refugee Agency, UNHCR. It said the vast majority are refugees fleeing persecution and war.</p>
<p>The influx marks the biggest jump in arrivals since March 2016 when the EU struck a landmark accord with Ankara to curb flows. The deal, which until this year resulted in the number of arrivals dropping significantly, forced asylum seekers to remain on islands until their claims were cleared. Overwhelmed services are dealing with a backlog of 70,000 asylum requests nationwide.</p>
<p>After visiting the camps for migrants in Greece last week, Médecins Sans Frontières’ international president, Christos Christou, said, “I’ve been truly shocked and devastated by the extent of the emergency. Men, women and children are trapped in endless drama … In Moria on Lesbos there’s one latrine per 200 people. In Samos, one latrine per 300. This human tragedy needs to end now and it can if Greece and Europe choose to enact a responsible migration system and end these containment policies.”</p>
<p>With local island communities equally under pressure, Mitsotakis has pledged that by early next year 20,000 people will be transferred to newly built camps on the mainland. Asylum processing is also to be accelerated, with an extra 500 staff hired to vet procedures.</p>
<p>On Sunday, Mitsotakis addressed the issue of unaccompanied minors, thought to number more than 4,000. He said special steps would be taken to “close the wound” of youngsters also in Greece.</p>
<p>But while those measures are considered long overdue, the government’s plan to replace camps with closed facilities, that will detain asylum seekers alongside those whose claims have been rejected, has faced particular criticism.</p>
<p>The UNHCR’s representative in Greece, Philippe Leclerc, said he was particularly concerned by the message of deterrence the new policies conveyed.</p>
<p>He said, “We need the islands to be decongested for camps for migrants in Greece procedures to be processed and so welcome such action. But we don’t see the need for asylum seekers to be kept in closed centers. Most of those coming in are from Afghanistan and Syria. They have the profiles of refugees and are deserving of asylum.”</p>

										<content:encoded><![CDATA[<p class="summary"><strong>At the height of the migration crisis which hit Europe in 2015, a photograph circulated in social media showing a lone policeman standing arms across trying to block a country-road near the Austrian border while hundreds of migrants passed by him on both sides of the road. For me this picture was paradigmatic of the crisis: the sense of a loss of control and of being overwhelmed by developments.</strong></p>
<p>Between the summer of 2015 and spring 2016, Austria became one of the European countries most affected by the migration and refugee crisis. In 2015, more than 88,000 people requested asylum in Austria. In 2016, another 42,000 did so. In 2017, we have already received another 22,000 asylum requests. In the peak year of 2015, Austria counted the third highest per capita rate of asylum applications in the European Union – outnumbered only by Hungary and Sweden. Most of the applicants came from Afghanistan, Syria and Iraq.</p>
<p>In 2015, the majority of refugees and migrants reached the European Union through Greece. Greek authorities were overwhelmed by the sheer number of people arriving at their shores. But they did not stay there. They were waved through to Central Europe at an increasing pace. As a consequence the “Western Balkans route” became increasingly easy to cross, creating a pull-effect which attracted further migratory flows. Social media and smugglers also played their role by spreading false rumors about life in central and northern Europe.</p>
<p>It was not the first time in recent history that Austria admitted large numbers of persons seeking refuge; most notably in the wake of the Hungarian uprising in 1956, after the suppression following the Prague Spring in 1968 and during the wars in former Yugoslavia in the 1990s.</p>
<p>This time was different. First, the sheer number of arrivals in such a short period of time – at the height of the crisis 10,000 to 12,000 people arrived at the Austrian border every day – stretched our admission capacities to the limit. Secondly, migrants and refugees this time did not flee from our immediate neighborhood. They travelled through several safe third countries, including EU member states, before arriving in their country of choice in Central Europe. And thirdly, it very quickly became clear that a successful integration of so many people with a very different cultural background and often lower levels of education would present a huge challenge for our society.</p>
<p>For me it was of utmost importance to regain control of the situation, speak out the – perhaps uncomfortable – truth and find solutions. It was therefore important that we managed to close the “Western Balkans route” together with our partners along the route in March 2016. It had almost immediately the intended effect of drastically reducing arrivals on Greek islands to less than 1,000 persons per day from previously 5,000 to 10,000 per day.</p>
<p>While we managed to close the “Western Balkans route” last year, the central Mediterranean route remained open. More and more migrants chose this dangerous route. The numbers of arrivals rose steadily as did the number of persons tragically drowning in the Mediterranean Sea. In 2016 arrivals of migrants and refugees in Italy increased by 20%. In total 168,000 migrants and refugees arrived in Italy last year. In many cases NGO vessels operating in the area to rescue migrants from drowning in the sea, effectively became a ticket to Central Europe.</p>
<p>Since then the situation has improved on the Central Mediterranean route thanks largely to significant efforts undertaken by Italy to manage the crisis. A newly introduced code-of-conduct for NGOs conducting “search-and-rescue missions” in the Mediterranean prevents them from doing so in Libyan waters and obliges them to cooperate with state authorities. Improved cooperation with the Libyan coast guard has also considerably contributed to preventing people from undertaking the often deadly journey.</p>
<p>The migration crisis is not solved, though. In Austria we register asylum applications still above the pre-crisis level. An estimated one million migrants – mostly from Western and Sub-Saharan Africa – still wait in Libya hoping for their chance to cross the Mediterranean Sea to Europe. Migratory pressure will not decrease either. Africa’s population is expected to double in the next 30 years reaching 2 billion people.</p>
<p>A robust control of the European Union’s external borders remains a prerequisite if we want to find sustainable solutions for the migration crisis. FRONTEX, the EU agency tasked with developing and coordinating the European border management, is increasingly becoming more effective. We need to further strengthen it for it to become a true European border and coast guard. Stopping and returning illegal migrants to their countries of origin must become standard procedure. In order to bolster our readmission policy the EU should use all instruments at its disposal, including the fact that it is the most important donor of development assistance worldwide. When necessary, the EU needs to apply the “less-for-less-principle,” if partner countries refuse to cooperate in readmitting their citizens from the EU.</p>
<p>Resettlement programs should in turn allow those most in need of protection to find a safe and legal pathway to Europe. Currently the route to Europe is only accessible to those who are either fit enough for the journey or who can afford to pay a people smuggler. But it should be us, and not the people smugglers, who determine who is admitted to Europe. Last, but not least, we must use a more targeted approach in our development aid in the countries of origin and transit in order to tackle the root causes of migration, in close cooperation with the private sector.</p>
<p>The migration and refugee crisis is far from over. We therefore have to continue to do our utmost to find sustainable solutions, showing our citizens the direct benefit of European cooperation.</p>
