<p>In news reports, I noticed that German Chancellor Angela Merkel after 18 years in office and leading the Christian Democratic Union is stepping down from her post with uttering this sentence “I have not been born Chancellor. I have always dreamed to act honorably in any job that I take its responsibility and leave it honorably.”</p>
<p><a href="https://irannewsdaily.com/">IRAN NEWS</a> POLITICAL DESK</p>
<p>It seems she leaves a position that in the current condition U.S. President Donald Trump is fighting fiercely for keeping it. I do not believe that Merkel during her years as Chancellor has been beneficial for her country and not for the world. Her policies regarding Iran’s nuclear deal, the JCPOA, have caused damages to Iran and fortunately she took the same path that Trump had taken although it did not show to be positive.</p>
<p>The European and American policies have inflicted damages on the people in the West Asia that they may not be recouped in the next 100 years. Although Merkel, by concentrating on more empowering Europe against the U.S., inflicted heavy investment to her country, she kept Germany’s stand in the West Asia to some extent. That Europe and the U.S. both see their interests in the Middle East have ended will be of the strategic points in the 2021 to 2030 outlook.</p>
<p>The U.S. and Germany’s partners and allies in the Middle East will definitely react to this shift of concentration by Europe to other regions for finding new partners and allies. Some of them will side with the U.S. and Germany’s friends and some will join their adversaries. In the near term, at least, these countries through weapon proliferation or armed conflict are likely to engage in riskier behaviors. We’ve seen signs of all of those things happening already—in Yemen, in Iraq, in Libya, and elsewhere—and they’re likely to happen more.</p>
<p>Perhaps this analysis may be correct that none of these issues except weapons proliferation is important for Westerners, including Europe and the U.S., though, who have watched refugee crises shape their politics, and for East Asian allies, who import three-quarters of their oil from the Middle East, rising instability is a major worry.</p>
<p>Jon B. Alterman, the director of the Middle East Program at the Center for Strategic and International Studies (CSIS), recently in article published in the website of the center wrote, “Amid a robust discussion about the appropriate U.S. posture in the Middle East (it means the NATO), one element is underemphasized, and sometimes it is entirely missing. Too often, people assume that the United States will fundamentally reorient its strategy toward the Middle East, and other powers (China, Iran and Russia) will essentially roll with the punches.”</p>
<p>But that’s not true. While the West engagement in the Middle East has grown, the world’s engagement in the region has grown as well. Allies and adversaries alike are tied into the Middle East’s status quo and try to plan strengthening their stand. When it shifts, they will shift, and when allies and adversaries feel effects, the West, including the U.S. and Europe, will feel effects. The United States might feel it is done with the Middle East, but the reverse isn’t true for the NATO and his adversaries.</p>
<p>China, which lacks the domestic oil and gas necessary to drive its economy, seems lashed to the Middle East for years to come. It will almost certainly seek to increase its footprint there, and it is likely to use a more dominant position in the Middle East to exert leverage over East Asian neighbors who are also reliant on the region. As Middle Eastern states view a future in which the United States is receding and China is rising, Germany, as the super power of Europe and the U.S. and as the “reeve” of the world, will be hard pressed to prevent China from embedding itself in the region’s physical and technological infrastructure. China is averse to replicating the U.S. military footprint in the Middle East, or anywhere else, but is keen to advance its security by other means. If it is able to establish pervasive surveillance capabilities, it will do more than be a force multiplier for a limited Chinese military presence. It will also build good relations with Middle Eastern governments, almost all of which are concerned by the prospect of popular discontent and are impressed by the Chinese model of economic development without destabilizing social and political change.</p>
<p>Merkel’s parting with her consent, under the tough coronavirus condition and virus-hit economy and Europe’s pressure in dealing with the Brexit and UK’s double standard, is her savior but costly for Europe. But exerting pressure on Trump for leaving the White House is very beneficial for the U.S. and other countries especially for the West Asia.</p>

<p dir="LTR">Under a plan agreed by Chancellor Angela Merkel and Interior Minister Horst Seehofer, Berlin will take in migrants who have already secured refugee status, giving priority to families with children, the sources told AFP.</p>
<p dir="LTR">Merkel&#8217;s right-left coalition government is in talks over the plan, with her junior partner Social Democrats expecting a deal by Wednesday.</p>
<p dir="LTR">After a fire laid waste to Greece&#8217;s biggest refugee camp Moria last week, pressure has grown on Merkel&#8217;s government to offer refuge to the 11,500 left homeless by the disaster.</p>
<p dir="LTR">While Berlin has voiced readiness to open its doors to more than the 150 minors, German media reported however that Athens opposed Germany taking in more asylum seekers from Moria.</p>
<p dir="LTR">Doing so may incite more migrants to set fire to their shelter in Greece in the hopes they would then be offered refuge by Europe&#8217;s biggest economy, according to Bild daily.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) – German Chancellor Angela Merkel on Thursday urged the European Union to reach a deal on a recovery plan worth 750 billion euros ($843 billion) by the end of July to kickstart an economy battered by the coronavirus pandemic.</p>
<p dir="LTR">&#8220;It would be best if we could reach a deal before the summer break,&#8221; Merkel said, calling for compromise from member states to enable the deal to be ratified by the end of the year.</p>
<p dir="LTR">&#8220;We must act quickly and decisively,&#8221; she said, AFP reported.</p>
<p dir="LTR">European Commission chief Ursula von der Leyen proposed the huge fund to help the EU out of its deepest-ever recession, but the plan was immediately met with fierce opposition from fiscally conservative member states including Austria and the Netherlands.</p>
<p dir="LTR">The proposed package consists of 500 billion euros in grants and 250 billion euros in loans but requires unanimous EU approval.</p>
<p dir="LTR">&#8220;The starting position is far from easy but I hope that all member states will act in a spirit of compromise in the face of this unprecedented situation,&#8221; Merkel said.</p>
<p dir="LTR">&#8220;Cohesion and solidarity have never been more important than today. The crisis can only be overcome if we act for and with each other,&#8221; she said.</p>
<p dir="LTR">The European Council is due to hold a video summit on June 19 on the controversial stimulus package, the EU&#8217;s largest to date.</p>
<p dir="LTR">However, a decision is not expected until the leaders have met in person, said Merkel, whose country assumes the EU presidency in July.</p>
<p dir="LTR">The German chancellor had in late May stunned observers by proposing along with French President Emmanuel Macron the plan for 500 billion euros in grants to help the hardest-hit EU members to get their economies back on track.</p>
<p dir="LTR">That proposal, now making up the bulk of von der Leyen&#8217;s package, shattered a long-standing German taboo as it included taking on shared debt, a dramatic U-turn after years of obstinate German opposition to joint borrowing.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Up to 70% of the population is likely to be infected with the coronavirus that is currently spreading around the world, German Chancellor Angela Merkel said, adding that since there was currently no cure the focus had to be on slowing its spread.</p>

<p>“When the virus is out there, the population has no immunity and no therapy exists, then 60 to 70% of the population will be infected,” she told a news conference in Berlin, Reuters reported.</p>
<p>“The process has to be focused on not overburdening the health system by slowing the virus’s spread &#8230; It’s about winning time.”</p>
<p>Merkel spoke after mass-selling daily Bild lambasted her for her handling of what it called ‘the corona chaos’: “No appearances, no speech, no leadership in the crisis,” it wrote.</p>
<p>Health Minister Jens Spahn has led the response, and said earlier that sealing Germany’s borders to prevent the virus spreading would not work, rejecting calls to follow neighbor Austria in denying entry to visitors from Italy.</p>
<p>Germany has reported 1,296 cases of the virus, and two deaths, the Robert Koch Institute said late on Tuesday.</p>
<p>The crisis has thrown into the spotlight Germany’s federal system of government, in which power is devolved to the 16 states and regional authorities to decide whether to take up Spahn’s advice to cancel events with over 1,000 participants.</p>
<p>European nations on Wednesday shut schools and universities and slapped more restrictions on travel, sport and cultural events over the surging coronavirus outbreak, as more countries announced deaths from the epidemic.</p>
<p>Italy remains at the center of Europe&#8217;s outbreak as another jump in cases on Tuesday took the total to more than 10,000 infections and deaths rose by a third to 631.</p>
<p>Millions of Italians woke to deserted streets and shuttered shops after officials imposed a national lockdown, while the government has pledged 25 billion euros ($28 billion) to fight the virus.</p>
<p>Countries including Poland and Ukraine announced school closures despite no significant outbreaks being reported.</p>
<p>Austria, which has already reintroduced border controls with Italy, said it was shutting museums and halting train services to its southern neighbor.</p>
<p>China, still the worst-affected country with more than 80,000 cases and over 3,000 deaths, offered hope to the rest of the world by again announcing negligible new daily infections and only a relatively small number of deaths.</p>
<p>Some businesses in China&#8217;s central Hubei province – where the virus was first detected in December – were told they could resume operations, reducing fears of a prolonged disruption of supply chains.</p>
<p>Belgium and Panama are the most recent countries to announce their first confirmed deaths from the virus, while Spain announced that the number of cases has topped 2,000 with 47 deaths.</p>
<p>Italy&#8217;s lockdown, unprecedented in Western Europe, stops people from moving around or leaving the country unless they have a valid medical, family or work reason.</p>
<p>Foreigners are still allowed to leave – many already have – and the last stragglers were racing to catch flights after a slew of cancelations.</p>
<p>Despite the improving situation in China, officials imposed new measures, decreeing that all international arrivals in Beijing must undergo two weeks of quarantine.</p>
<p>China’s new worry is that the coronavirus could re-enter from abroad. Beijing’s city government announced that all overseas visitors will be quarantined for 14 days. Of 24 new cases that China reported Wednesday, five arrived from Italy and one from the United States, according to AP.</p>
<p>For most, the coronavirus causes only mild or moderate symptoms, such as fever and cough. But for a few, especially older adults and people with existing health problems, it can cause more severe illnesses, including pneumonia. More than 119,000 people have been infected worldwide and over 4,200 have died.</p>
<p>But the vast majority of people recover. According to the World Health Organization, people with mild illness recover in about two weeks, while those with more severe illness may take three to six weeks to recover.</p>
<p>In the United States, some governors and other leaders are scrambling to slow its spread, banning large public gatherings, enforcing quarantines and calling National Guard troops.</p>
<p>With new deaths reported and the number of confirmed US cases exceeding 1,000, lawmakers and health officials set up containment zones and quarantine areas and sought to limit contact with those who might be infected.</p>
<p>In Washington State, the governor was expected to ban gatherings of more than 250 people in virtually the entire Seattle metro area, home to some 4 million people. Schools and houses of worship were shuttered in a New York City suburb where a cluster of cases could be the largest in the nation, and the governor sent National Guard troops to help clean public spaces and deliver food.</p>
<p>The moves came as the battle to stop the virus from spreading intensified. More schools and universities, including UCLA, Yale, and Stanford, have announced plans to send students home and move classes online.</p>
<p>The virus has infected more than 1,000 people in the US and killed at least 30, with one state after another recording its first infections in quick succession.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; The EU foreign policy chief Josep Borrell said on Friday he had extended the timeline for discussing ways to save the 2015 nuclear deal with Iran under a dispute mechanism triggered by France, Germany, and Britain.</p>
<p>“There is an agreement that more time is needed due to the complexity of the issues involved. The timeline for  dispute mechanism is therefore extended,” Borrell said in a statement.</p>
<p>“All JCPOA participants reconfirmed their determination to preserve the agreement which is in the interest of all,” he said, using the acronym for the Joint Comprehensive Plan of Action which is the official name of the Iran deal.</p>
<p>On January 14, Borrell was notified by Paris, London, and Berlin that they had triggered the dispute mechanism, in theory starting a 15-day process to resolve issues with Iran. However, in practice it is not clear when the 15-day period should start because Iran has not formally recognized the consultation process, officials have said.</p>
<p>Borrell said the Joint Commission that regulates the Iran nuclear deal will meet in February but did not give a date.</p>
<p>Speaking at the World Economic Forum in Davos, Switzerland, German Chancellor Angela Merkel warned against prematurely scrapping the international nuclear deal with Iran, saying that it would be wrong to abandon an “imperfect” deal with nothing better in place.</p>
<p>Britain, France, and Germany – collectively known as the EU3 or E3 – launched the process last week charging Iran with failing to observe the terms of the multinational nuclear agreement, a move that could eventually see the UN Security Council reimpose international sanctions on the country.</p>
<p>Iran has criticized the three European nations for inaction over sanctions the United States reimposed after unilaterally withdrawing from the landmark accord in May 2018.</p>
<p>Iran has rejected the European move to trigger the dispute mechanism of the deal, saying it &#8220;has no legal basis.&#8221;</p>
<p>The 2015 nuclear deal reached with Britain, China, France, Germany, Russia, and the United States gave Iran relief from sanctions in return for curbs on its nuclear program.</p>
<p>A year after the US pullout, Iran began to roll back its commitments to the accord in retaliation.</p>
<p>Iran&#8217;s latest and final step in January entailed forgoing the limit on the number of machines used to make uranium more potent.</p>
<p>Iran has said it will return to its nuclear obligations if the European signatories hold their part of the bargain.</p>
<p>“The very day you return to your commitments, we will live up to our own commitments,” President Hassan Rouhani said Wednesday.</p>
<p><strong>EU stance</strong></p>
<p>The Wall Street Journal cited European diplomats as saying that the E3 will avoid triggering sanctions against Iran.</p>
<p>The US daily reported on Thursday that European diplomats don&#8217;t expect Iran to reverse the suspension of its nuclear deal commitments and that the diplomats &#8220;privately say they are prepared to tolerate those steps&#8221;.</p>
<p>According to the WSJ report, European diplomats are seeking to persuade Iran against taking major &#8220;new nuclear steps Iran has not taken yet&#8221; and &#8220;restrain&#8221; the expansion of its nuclear activities.</p>
<p>The report added that European officials are currently divided, however, on what would constitute as a restrained approach from Iran, with some proposing that Tehran’s &#8220;modest&#8221; continued expansion of its uranium production would be acceptable.</p>

										<content:encoded><![CDATA[<p>TEHRAN (<a href="https://irannewsdaily.com/" target="_blank" rel="noopener noreferrer">Iran News</a>) &#8211; Russian President Vladimir Putin and German Chancellor Angela Merkel agreed that preserving the Iran nuclear deal is a matter of “tremendous importance”, adding that the agreement should be kept by all means necessary.</p>
<p>The Vladimir Putin hosted his German counterpart, Angela Merkel, in the Kremlin on Saturday, to discuss issues such as Iran nuclear deal, according to RT.</p>
<p>The meeting came after European foreign ministers on Friday rallied behind the 2015 Iran nuclear deal, despite the US president’s renewed call for allies to abandon it.</p>
<p>The European Union has said that it will “spare no effort” to keep the nuclear deal alive, even though Tehran said it would no longer be bound by the agreement’s restrictions on centrifuges and uranium enrichment following the Trump administration’s assassination of Iranian Lieutenant General Qassem Soleimani, according to The Washington Post.</p>
<p>During an emergency session on Friday, the European foreign ministers also said the escalation between the United States and Iran had risked progress against the Daesh terrorist group.</p>
<p>In an attempt to avoid an escalation between Iran and the US, EU leaders in the recent week have intensified diplomatic activities, trying to salvage the EU-brokered nuclear deal while making sure the US-led anti-Daesh coalition continues to operate in Iraq after Iraq’s parliament called for the withdrawal of all foreign troops from the country, Euractiv website reported.</p>
<p>“The region cannot afford another war, we call for an urgent de-escalation and maximum restraint,” EU’s chief diplomat Josep Borrell told reporters following the meeting in Brussels on Friday, that had reaffirmed European commitments preserving the Joint Comprehensive Plan of Action (JCPOA).</p>
<p>“We have been saying in the past and we continue to say that we regret the US decision to withdraw from the deal,” Borrell said, “And we continue believing that this deal is a key element of the global nuclear non-proliferation architecture and critical for the regional stability.”</p>
<p>He also warned that negotiating a new pact would be a “very complex, highly technical process” that would take a long time.</p>
<p>The US Special Representative for Iran Brian Hook claimed on Friday that Washington’s sanctions policy on Iran is a more effective non-proliferation tool to force Tehran to negotiate a broader accord than the 2015 nuclear deal,</p>
<p>His remarks stood in contrast to those of EU foreign ministers.</p>
<p>“It is clear that we are in a completely different position from the United States,” Borrell told reporters after the meeting.</p>
<p>Borrell also admitted that the potential differences between the treaty parties could at some point become so irreconcilable that they could risk the deal collapsing.</p>
<p>The European officials did not consider triggering a dispute resolution process that could lead to renewed United Nations sanctions on Iran.</p>
<p>Since the Trump administration decided to exit the deal in 2018, all three European parties to the pact – Britain, France, and Germany – have repeatedly stressed their commitment to saving it, even after a call by Trump on Wednesday urging them to join him in walking away.</p>
<p>One of the contentious points between Europe and Washington has been the Instrument in Support of Trade Exchanges (INSTEX), which was born as the brainchild of France, Germany, and the UK in January 2019, and recently joined by further European countries.</p>
<p>It was created as a special purpose vehicle to help EU companies do business with Iran and facilitate non-USD transactions to avoid breaking US sanctions against the country.</p>
<p>European efforts, however, to ensure that Iran can keep trading in spite of the sanctions have had little impact.</p>
<p>The Trump administration on Friday imposed new sanctions on Iran, with the latest round set to target multiple sectors of the Islamic Republic’s economy, including construction, manufacturing, textiles, and mining.</p>
<p>Borrell has invited Iranian Foreign Minister Mohamed Javad Zarif for talks to Brussels, but a date for his visit has yet to be set.</p>

<p dir="LTR">The German chancellor said the British government had shown “a readiness to negotiate with very concrete proposals on customs for Brexit”.</p>
<p dir="LTR"> “There has been movement in recent days, significant movement &#8230; So we are on a better path than before but, today I must say very clearly, we have not reached the goal yet,” Merkel told Germany’s Bundestag lower house of parliament.</p>
<p dir="LTR">British Prime Minister Boris Johnson’s last-ditch attempt to clinch a Brexit deal was thrown into disarray just hours before an EU summit on Thursday when the Northern Irish party he needs to help ratify any agreement refused to support it.</p>
<p dir="LTR">Speaking ahead of the summit, Merkel said there had been many times in the recent past where a solution seemed to have been almost reached before things broke down, adding that she could not therefore say how the EU summit would end this week.</p>
<p dir="LTR"> “We do not yet have an agreement on all the questions related to customs for Brexit. We need practical, realistic solutions on how the new customs controls in Northern Ireland should concretely be implemented,” she said, Reuters reported.</p>
<p dir="LTR">“An agreement on an orderly departure of the United Kingdom from the European Union and a proper plan of customs for Brexit remains possible,” she told lawmakers, adding to loud applause: “I can say that we will not allow hate and violence to flare up on the island of Ireland again.”</p>
<p dir="LTR"> “We will negotiate until the last second,” she said.</p>
<p dir="LTR"> “If necessary, we can meet again for an extraordinary (European) Council. But let’s see what happens here. Even if we are well prepared for a disorderly exit, an orderly Brexit is of course in everyone’s interests.”</p>

<p class="summary"><strong>In spite of European senior officials&#8217; emphasis on cooperation among the EU leaders, such a cooperation doesn&#8217;t exist in practice. Under such circumstances, the political and economic disagreements between Berlin and Paris are still going on. These disagreements are indicative of German-French conflicts in resolving the European economic crisis.</strong></p>
<p> Since Emmanuel Macron&#8217;s presence in the Elysee Palace, German and French authorities tried to hide their economic disputes, but in fact these differences remain strong. The fact is that Angela Merkel continues to insist on austerity policies in Europe, and in particular, within the borders of the EU, while Macron believes in economic reforms in the Eurozone.</p>
<p>Over the past years, the differences between Berlin and Paris have been obvious not only in the economics, but also in the field of foreign policy. During the presidency of Hollande, and in the course of condemning the Syrian government for the use of chemical weapons (a false claim by the Western governments), the German government declared its opposition to any military strike against Syria.</p>
<p>However, French President, Francois Hollande, didn&#8217;t consider such an attack as impossible, and he emphasized the participation of his country in this attack. This was while Angela Merkel&#8217;s government has said that Berlin sees no reason to intervene in Syria.</p>
<p>The statements were made at a time when Francois Hollande, was planning a military intervention in Syria in case of the United Nations Security Council&#8217;s agreement. At this time, the Macron administration has also adopted similar positions towards the Syrian people and government. He continues to emphasize the alliance with the United States in Syria. Of course, the announcement of the withdrawal of US troops from Syria hit Macron hard.</p>
<p>Berlin and Paris are currently taking two different approaches in different issues. Merkel&#8217;s austerity policies hasn&#8217;t worked, and Macron&#8217;s economic reforms weren&#8217;t accepted even by the French, let alone by other European citizens! The &#8220;yellow vests&#8221; protest well indicate this.</p>
<p>Merkel has announced that she will step down of her post in 2021. As for Macron, he isn&#8217;t in a good position in the polls conducted, and the results show that his popularity has fallen by about 22 percent. The same thing has led many to doubt Macron&#8217;s reelection in France next general elections. Many political analysts in France believe that Macron&#8217;s fate would be no better than Sarkozy or Hollande, and that he&#8217;s going to leave the Elysee palace soon.</p>
<p>Undoubtedly, in the near future, we will see an intensification of the disagreements between Berlin and Paris over current issues and crises in the international system. Besides, the existing disagreements between Angela Merkel and Emmanuel Macron will remain strong over the European financial crisis, although they prefer not to speak about it.</p>
<p>In the political and economic relations of Berlin and Paris, Merkel and Macron try, in every possible way, to challenge each other&#8217;s economic and political decisions. The conflicts in the relations between Berlin and Paris is a clear example of the crisis that has spread all of Europe, and has affected the political and economic alliance of the EU member states. This process isn&#8217;t going to stop, on the contrary, it&#8217;s going to be intensified as the public discontents increase.</p>

<p>The German Chancellor has once again warned about the rise of nationalism in Europe. The warning comes at a time when other European officials, including French President Emmanuel Macron, have directly or indirectly, acknowledged the weakening of Europe&#8217;s common values. This indicates that the EU authorities don&#8217;t see the danger of extensive nationalism far from reality.</p>
<p>&#8220;Nationalism and a winner-take-all attitude are undermining the cohesion of Europe&#8221;, German Chancellor Angela Merkel said. “Perhaps the most threatening development for me is that multilateralism has come under such pressure,” Merkel said. “Europe is facing attacks from the outside and from the inside.”</p>
<p>A simple contemplation on the issue of &#8220;return of the United Europe to nationalism&#8221; suggests that the current European authorities have played an active role in the desire of their citizens to return to the time before the formation of the European Union. In the 2014 general election, we saw more than 100 right-wing extremist candidates finding way to the European Parliament.</p>
<p>This could be the starting point for making fundamental changes in macroeconomic policies and creating a different relationship between the European leaders and the citizens of this block. But this did not happen in practice.</p>
<p>Although the failure of European leaders to manage the immigration crisis and, most importantly, the continuation of the economic crisis in some of the Eurozone countries has contributed to the formation of the current situation, but it should not be forgotten that the growth of radical and nationalist parties in Europe has largely been due to the block&#8217;s officials incapability in convincing European citizens about the major policies in Europe. In this regard, those like Angela Merkel and Macron don&#8217;t actually feel any responsibility.</p>
<p>Undoubtedly, if this process doesn&#8217;t stop, the tendency to nationalism will spread across the Europe, and especially in the Eurozone. European officials are now deeply concerned about next year&#8217;s parliamentary elections in Europe. If this time the extreme right parties can raise their total votes and thus gain more seats in the European Parliament, there will be a critical situation in the Green Continent.</p>
<p>The fact is that far-right extremists in countries such as France, Sweden, Austria and Germany have been able to increase their votes, and while strengthening their position in their country&#8217;s political equations, they have many supporters in the social atmosphere.<br />
Finally, the German Chancellor remarks, shouldn&#8217;t be regarded as a kind of self-criticism, but rather are a new projection of the European leaders. Merkel, Macron and other European officials who are now warning about the emergence of nationalism in Europe should accept their role in this equation.</p>
<p>This is the main prerequisite for reforming the foundations in Europe. If they refuse to feel responsible, the collapse of the European Union will be inevitable, an issue that Merkel and Macron are well aware of.</p>

<p class="summary">Recent contradictory statements by the German Chancellor and German Foreign Minister on the Joint Comprehensive Plan of Action (JCPOA) over an independent payment system for Iran attracted the attention of many international experts and analysts.</p>
<p> As reported by Handensblatt, the German business newspaper, Foreign Minister Heiko Maas recently mentioned that Europe and the U.S. “have been drifting apart for years” and urged Europe to “assume our equal share of responsibility” in order to “form a counterweight when the U.S. crosses the line,” pull “our weight when America retreats … [and] start a new conversation.”</p>
<p>Among his bolder suggestions on how to do this, he came with the suggestion of an independent system of financial transactions that would protect European companies seeking to do business with Iran. It&#8217;s to be noted that U.S. sanctions on our country would target any company that has commercial interests in Iran and that also works with U.S. banks and U.S. dollars.</p>
<p>Maas also defended the attempts to circumvent U.S. sanctions through a so-called blocking mechanism that would penalize European companies that comply with U.S. sanctions on Iran.</p>
<p>“It is therefore essential that we strengthen European autonomy by establishing payment channels independent of the U.S., a European monetary fund and an independent SWIFT system,” he wrote of the payment system that facilitates international banking transactions.</p>
<p>Right after her Foreign Minister statements, Merkel reacted to his words and said that Mass those were his “personal article,” rather than the government’s position. She also emphasized that security cooperation with the U.S. was an important element of trans-Atlantic relations.</p>
<p>“On the question of independent payment systems, we have some problems in our dealings with Iran, no question,” she said. “On the other hand, we know that on questions of terrorist financing, for example, SWIFT is very important.”</p>
<p>The disagreement raised between Merkel and her Foreign Minister is to a great extend resulted from the disagreement existing among Christian Democrats and Social Democrats regarding how to face with the international crises. Now Germany is rulled by a coalition government.</p>
<p>Angela Merkel is with the center-right Christian Democratic Union while Mass is with the center-left Social Democratic Party. The fact is that Angela Merkel and the members of the Christian Democratic Party have been more dependent on the United States and its governments than the Social Democrats.</p>
<p>Basically, one of the differences between Germany&#8217;s two traditional parties is the same thing (their affiliation with the United States). For example, in the case of U.S.-German controversy over NATO&#8217;s budget, the Social Democrats are in favor of resisting Trump, but Christian Democrats are compromising on reconciliation with the demands of the U.S. President. The immediate reaction of the German Chancellor to the statements made by her foreign minister is also to be analyzed in the same vein.</p>
<p>Merkel&#8217;s recent position showed that there is still a strong controversy among parties and groups ruling the EU&#8217;s member states over the creation of a &#8220;pseudo-swift&#8221; structure in the form of a U.S.-independent financial system (for maintaining the JCPOA). The same issue come forth with clear and definite guarantees for saving the nuclear deal. On the other hand, Angela Merkel seems to be undetermined about the JCPOA.</p>
<p>At the very early days of Donald Trump&#8217;s withdrawal from the nuclear deal, Angela Merkel explicitly insisted that Germany does not intend to confront with the United States (as the Europe&#8217;s ally) on the nuclear deal and its fate. In her recent remarks, the Chancellor of Germany once again referred to U.S.-European security cooperation (under the NATO structure).</p>
<p>The fact is that not only Angela Merkel, but also the French President Emmanuel Macron, and the UK Prime Minister Theresa May, have never regarded the JCPOA as an independent and legal variable! They have analyzed the nuclear deal as a political variable.</p>
<p>Merkel has also indirectly warned her foreign minister about considering the JCPOA as an independent variable, and insisted that such a viewpoint, and measures including the creation of a financial structure independent from the United States, will be against the interests of U.S.-EU security relations inside the NATO structure. Merkel&#8217;s confusion suggests that she has not yet made her final decision on the nuclear deal and how to deal with it.</p>
